the save its tactic of gross pressure, black males and head twisting. um so so the last minutes they'd be able to present the members of the council with an ultimatum, either the counsel adults or text that is convenient for washington or the united states. or once again block the adoption of any product to draft that is now being put to evaluate which was initially in our view entirely too. so this was thought respectively, initiative of our colleagues and the needs we were read ready to support a tons of pressure from the usa. that's essentially and just have to deal with a ship under recept. welcome to text behind the scenes at various levels that her twisting of the hands of those in the region with each new drafting the text last more and more important provisions. ultimately, the wording that is being put to avoid today has been extremely new to including its own pretty full on the mechanism that would be supposed to facilitate the delivery of humanitarian assistance. the goal is to ensure its monitoring,
8:01 pm
but west and all of that. through the efforts of the american delegation, the draft resolution has included an extremely dangerous settlements for the future of casa, instead of the working on an immediate cessation of violence. and it would be to be to as far as, as a page cooling for the parties to create conditions for a succession of facilities lead colors, destruction, or displacements or the x out of the population of cause or in a cynical reading. and that is precisely how, which is going to be right in israel would also create the condition as far as the section of facilities, but the sections by signing off on this account. so essentially be giving these rarely armed forces, complete freedom of movement for side of the clearing of the gaza strip. and anyone who boats and save of the text message is currently what it would pay responsibility for that essentially becoming completed in the destruction of cause a more of a different the text of the draft has lost
8:02 pm
a reference to condemnations of all indiscriminate attacks on civilians bought signal just as 10 to the international community that the security council is giving israel a green light for a war crimes. yeah, i would like to put a question to members of the security council. why are we together in this room to rub us down for a decision that is convenient for washington or to shoulder our mandate for the maintenance of international peace and security. where you still believe that we have for the 2nd, for the last to in order to give the counselor chance to show your face and to preserve it's a good reputation. over the last few days, we propose referring, referring to the wedding from the initial draft in blue on secession, nevada, as the recommendation propose the following oral amendment, i repeat 2 instead of the wording. i mean, this is a good goal. so urgent steps to immediately allow safe i'm seems it's an expensive to me that a x is going to create the conditions for the sustainable station for students is
8:03 pm
at the wedding. and then these things are pretty cool. nbc got the cool sort of urgent suspension for students is through a lot of things. and i'm seeing that to me. the next is an urgent steps towards the sustainable association for students. step of the black building was in the text of the draft resolution puts in play and by the officers. and that was the right thing of, of just of course it is not ideal. you will know very well that russia from the very beginning has consistently defended the need for an immediate cease. fire was a sort of what's more, the apologies recently called for that it was really cool to live generally. somebody recently called upon to participate out in that resolution. however, we're proposing a wedding, which at the moment is the lowest common denominator for practically all members of the account. so a vote on this amendment can be a moment of truth to show who all the members of the security council wants to end violence and goes out and save the lives of civilians. and who is guided by
8:04 pm
conjuncture old considerations. colleagues, the way that the text of opi 2 is what it currently is. the main thing that the u. s. a needs from this resolution on the a coming phrase containing the was creating the conditions for succession or facilities. israel will be given for your hands to, for a long time limited, entirely unrestrained and discriminant bombings of civilian infrastructure and the civilian population of casa, we call on delegations to vote in support of what we just propose and what was initially proposed by the u. a delegation that language and repeat to on that ending violence. thank you. i is that i think the representative of the russian federation for this statement. the members of the council have before them a draft amendment presented by the russian federation to the text of the draft resolution that we have and documented a stroke 2023 strokes,
8:05 pm
1029. article 36 of the provisional rules of the of council provides for the following. when an amendment leads to an edition or a donation from a draft resolution that amendment should be submitted to filtering festival. and therefore, i have the intention to submit the draft amendment to the vote. in the beginning, it was in favor of the draft amendment. please raise your hand in going against extensions
8:06 pm
this was the result of the vote. is as follows. templates in favor, one vote against what the full extensions now for the north, the draft amendment has not been approved given the reach of a permanent member of the security council group. i now understand that the council is present to vote on draft resolution by a stroke 2023 stroke or whatever you want us to come to that we will give the flow to the united states. thank you very much. i'm not going to respond to russia's read a country that has also created conditions that they are complaining about now and their unprovoked war and ukraine. but colleagues, the united states, as you see,
8:07 pm
we did not support the amendment put forward by russia. we believe the humanitarian risk resolution before us cause for urgent steps to immediately allow safe unhindered and expanded humanitarian access and to create the conditions for sustainable cessation of hostilities. this is a strong step forward and we believe the council should speak out in the amendments in the resolution that's been put before us and move forward with the vote on, on this resolution. so thank you very much. go to the school. i think the representative of the united states for his statement so now we will proceed to the voting. i understand that the council is ready to vote on the draft resolution content and document astro 2023. start 1029. when i submit the draft resolution to the vote,
8:08 pm
those in favor of the draft resolution contained in document started 2023 stroke 1029. please raise the hand in going through against austin jonas extensions miss douglas was going on with the results of the vote as his father's searching thoughts in favor. 0 votes against tools of 2 extensions in the drawing for solution from has been adopted as resolution 2720 the old and a lot of them. when i get the flow to the members of the council,
8:09 pm
if you would like to make a statement after the vote, you know that up on that and i'll get the full not content over to the representative of the united states. thank you, mr. president. and thank you, fellow, council colleagues. this is tough, but we got there. since the start of this conflict, the united states has done work tirelessly to alleviate this humanitarian crisis. to get life saving assistance into gaza and to get hostages out of gaza to push for the protection of innocent civilians and humanitarian workers and to work towards a lasting peace. today's vote. buster busters those efforts and lend support to our direct diplomacy. and i want to thank the you a now this for working with us in good faith to craft
8:10 pm
a strong humanitarian focused resolution. and it took many days and many, many long nights of negotiating to get this right. but today this council provided a glimmer of hope amongst a sea of imaginable suffering. today this council called for urgent steps to immediately allows safe and hindered and expanded humana, terry, an access and to create the conditions for a sustainable cessation of hostilities. i'll note that this is the 1st time this council has used this language language, we believe is critical to scaling up aid and underscoring the tough steps ahead. as we work together to achieve a lasting piece. colleagues,
8:11 pm
today this council made clear that addressing the humanitarian crisis and gaza needs to remain at the forefront of our agenda. today this council made clear that all hostages must be released immediately and unconditionally, and that humanitarian groups must be able to access hostages, including for medical visits. today this council made clear that all parties must respect international humanitarian law. today this counsel made clear that civilian and humanitarian facilities, including hospitals, medical facilities, schools, places of worship, and you and facilities as well as humanitarian personnel and medical personnel must be protected. this applies to all parties to this conflict, to israel,
8:12 pm
but also to hum us a terror group that instigated this conflict. and that wages war from inside homes and hospitals, and new insights and uses in a sense, civilians as human shields, inactive curtis and cruelty. colleagues. today this council made clear the need to ensure humanitarian personnel and assistance, including fuel, food, medical supplies, and emergency shelter assistance, can reach people in need. it is hard to overstate how urgent this is. just yesterday, he manage area in groups released the report on the dark food security crisis in gaza. and the word famine has started to enter the vocabulary of humanitarian leaders. i've met with surgeries are being performed without anesthesia.
8:13 pm
people huddled in overcrowded you and shelters. others are sleeping in the streets . this resolution speaks to the severity of this crisis. and it calls on this all to do more. for our part, the united states has worked tirelessly to scale up the delivery of humanitarian aid through direct persistent presidential diplomacy. in the beginning of this conflict, we help secure an agreement to open the roof of crossing. last month we help secure a deal that led to an extended humanitarian pause, during which more than a 100 hostages were released. an additional aid got into gaza. and last week, we helped secure the opening of the crossing at karen charlotte for direct delivery of assistance to civilians and dasa. as this resolution puts the weight of the
8:14 pm
security council behind these efforts. and both just them by calling for the appointment of a senior you an official who will work to expedite the delivery of humanitarian aid at scale and in a sustained way. we know humanitarians are already doing the impossible. and we are there to do everything in our power to support their life saving work. it is vital that when implementing this resolution, the un bills on the progress we have seen on the ground. and we look forward to this new official working with humanitarian actors and relevant parties, including is role. we know so much so much more needs to be done to address this humanitarian prices and to lay the ground work for a lasting peace. and let's be clear how mouse has no interest in
8:15 pm
a lasting peace. how mazda is determined to repeat the higher as of october 7th, over and over and over again. and that is why the united states supports israel's right to protect its people from acts of terror. and i'll note that the resolution does not support any steps that wouldn't leave her mouse in power, which in turn would undermine the prospects for a 2 state solution. were a guys and the west bank, or we were united under a single governance structure under re vamped and revitalized palestinian authority. we must colleagues, we must work towards a future where is re lease and palestinians live side by side in peace. so this is
8:16 pm
the only way for ultimately, while we are encouraged that the council spoke out on this humanitarian crisis, with deeply disappointed appalled, actually that once again, the council was not able to condemn her. mazda is for risk terrorist attack on october 7th. and i can't understand, well why some council members are standing in the way and why they refused to condemn these evils, unequivocally. why is it so hard to condemn us for slaughtering young people at a concert for bringing families to live for the reports of widespread sexual violence? why i will never understand why some council members have remained silent in the face of such evil. but colleagues, we also believe this counsel must continue to put its support behind the resumption of humanitarian pauses. israel has made clear that it's committed to reaching
8:17 pm
another agreement. this is now entirely up to him. us from us. let's agree. 2 additional pauses. that is how we can get additional aid in and saved lives and additional hostages out immediately today this council spoke out but we know. busy that only progress on the ground can turn these words into action. so the united states will continue to work with the you in with humana, terry, in groups and countries in the region to get more humanitarian aid in the gaza to secure the release of hostages and to work towards a lasting peace. there is no time to waste. we must find a path for it to hidden the misery we're seeing. it's on
8:18 pm
bearable to see a palestinian child shivering in fear. after their home was destroyed. it's unbearable to see the families of hostages experience such pain and grief as they frantically await and pray for their loved ones to return. my heart is filled with pain and i know the same is true for so many people around the world. so we must work together to alleviate this tremendous stuff frame once and cross. thank you very much on the representative of the united states for his state and i'm trying to find out, i know get the flow to the representative of the united kingdom. thank you president. the united kingdom welcomes the adoption of this resolution to get
8:19 pm
more age into gaza. as my foreign secretary has said, it is heartbreaking to see children in the ruffles that destroyed homes. not knowing where to find food or bull to not knowing where the parents saw. it's also heartbreaking to hear the stories of families who still do not know the whereabouts of that loved ones to approve should be taken on the 7th of october . and it's heart wrenching to know that aid is piling up outside garza but not getting to the people that need it. when we hear daily warnings, the people us stopping disease is spreading and basic health care is lacking or the you k is doing it. first thing we can to get more age in,
8:20 pm
we have tripled u. k. 8 to the region. we were the 1st country dakota on israel to open more crossings. the u. k. has experts on the ground providing logistical support, lariche in egypt. and today we supported this resolution which will streamline age checks, so we can massively scale it up for humanitarian response. it to mullens the immediate, an unconditional release of hostages. and it calls for steps towards a sustainable cessation of hostilities. and for the avoidance of doubt, we are clear that the resolution is without prejudice to the rights and obligations of policies on the international humanitarian law. the adoption
8:21 pm
is an important signal of the security council's commitment. our actions today and in the future must help ensure that the hora of the 7th of october never happens again. we unequivocally condemn how masses acts of terror and support israel's right to self defense. my prime minister and for an secretary of being loud and clear in that it cools for a sustainable cease file as soon as possible. but a cease fire will not last. if a mass is still able to operate and tunnels until nor truck is attacks. or commitment to israel security is firm as israel deals with the threat from him
8:22 pm
us as ultimately we support a 2 state solution. the guarantees, true security and stability for both is riley and protest in young people. we also sign for you a e full, the leadership on this resolution, just this week, my phone secretary in the minnesota for the middle east, travel to jordan and egypt to make sure that we're supporting every effort to get aid in foster. and we will keep working with a partners to deliver humanitarian response that meets the huge level of need. i think you get us. so i put some time to bring the representative of the united kingdom for
8:23 pm
her statement, and i'll get the flow to the representative of present the thinking mr. presence was present through zillow comes today's adoption. we think of the united arab emirates for tirelessly conducting and facilitating the negotiations. and also for organizing the trip to a rough file, which enabled a 1st hand account of the challenging humanitarian work being carried out in the region. those terrible crisis tests, so humanity, daily. the time for him and the general response to the suffering of civilians in gaza is now not tomorrow, not when this conflict finally, and after more than 70 days of students is the situation in guys dire so remain. the hostages must be released immediately. civilians ensued. witnesses as facilities must be protected. this is not just a moral or ethical choice. it is an obligate is 1723 g m t that is just past 12 pm
8:24 pm
in new york. 19 in the and 7 pm in gaza, where you're watching right now and a half been watching are the deliberations and the speech is at the united nations security council. the headquarters in new york, after the security council members voted and passed a resolution. this is resolution 1029, and we are going to get an explanation on what exactly this resolution says with our corresponding gabriel. it was on the game you've been listening to all these speeches. and by the way, our viewers should know, we will get back into the speech, is regularly to hear what is being set up the security council. but what i want to do for now, even as we keep an eye on this, and what i'd like you to help us do, gabriel, is tell us what this text is and what it isn't. and also, if you can help us understand the u. n. language which sometimes can be quite impenetrable. so let's start with this question. what is the main thing that this
8:25 pm
resolution calls for or a ramping up of humana, terry, and a 2 guys. so that's number one. put very simply, that's what it costs for. the document is 4 pages long. this is the final version, single spaced 4 pages long. so it's got a lot in it. but if you're asking for very simply what the main point of it is and what it calls for that is this simple answer is a huge increase of humanitarian aid. going into guys that and then in a facilitating that aid getting to the people that need it the most. that's the main point of this resolution. and that's what the security council members have just voted for and gave. so that means as of now, this is what's contained in these 3 and a half pages as of now increasing humanitarian aid massively and delivering it faster that becomes binding international law. yes,
8:26 pm
it does. so security council resolutions are binding under international law. that's different than general assembly resolutions that are not necessarily binding internet international law. but to answer your question, yes, this resolution now that it was passed is binding under international law. what does it say about the fighting? that's the other big question here. what does it say about cessation of hostilities, suspension of hostilities that was, it was a conversation we started to have before the vote. what's in the text now that has been approved? yeah. a good question because that has changed and i'll preface this by saying that the vast majority of security council members and members of the general assembly all want a cease fire, a complete halting of the apartment of god. so in order to facilitate aid. okay, let's put that aside for a 2nd. so this resolution when it was 1st drafted,
8:27 pm
the language was an immediate cessation of hostilities. that was the language initially up on monday, the united states said no, we're not going to go for that. so the alternative to say suspension of hostilities, that's where there continue to be problems with united states to, to accept that. that's why we kept seeing delays. so they answer question, what is in the final version. the final version takes out that language completely . and just as it calls for urgent steps to allow for humanitarian access, and this is key, listen closely creating conditions for a sustainable cessation of hostilities. as the russian ambassador said, in his words, that's pretty ambiguous language. so the russian ambassador and this is key, put an amendment to the security council right before this boat saying we want that
8:28 pm
language back in suspension of hostilities. we want that language back in. and that was the 1st boat that we saw a few minutes ago. that security council members voted for that important here. 10 countries voted for that for upstate. this is for the amendment to bring back the suspension of hostilities. the united states voted against and be told that again, that amendment. so essentially what we have here in the final version that was voted upon is the language of conditions for a sustained nibble association of hostilities. much, much less than what was in the previous draft and much less than what other members had been wanting, which is a ceasefire. yeah, so the conditions for this, this creating conditions, but the cessation of hostilities look at a study law. i think i know vague language when i see it, what do we know what these conditions or does it say anything about that?
8:29 pm
well, it's a long documents. very good question. so long document. but you know, they talk about obligations for all parties to abide by international law that's in this demands that the provisions of fuel get in to, to guys or that that's needed. they talk about in the document, you know, opening up the, the, the border crossings and making them safe for a to get in. so they talk about this, yes. but it's big, right? and so this can all be interpreted by israel, or by anyone else, quite frankly, interpreted pretty much, however they want, right? as far as the suspension of hostilities the amendment that the russians wanted to put in and that was voted down. i wanna make this crystal clear. this means that russians said we should add language that calls for pause in the fighting, right?
8:30 pm
a pause in the fighting and the us said no to that. correct? correct. and i'll just correct you briefly on something that amendment actually passed. it got 10 votes and it only needed 9. it's just the united states used. it's vito power to veto it. yeah. okay, all right, so this is an interesting procedural court. the amendment is considered to have passed yet that language is not in the resolution. the correct? uh correct. it did. it did not pass, but it had the votes to pass. if the us did not choose to be tow it. okay, sorry, thank you for the correct and it didn't pass uh, the us be towed it could have passed it to us having to be towed at the bottom line is that there is no coal in this resolution for a pause in the fighting something else i'm noticing in this text, and i'm wondering whether it's going to become relevant. it says that the you,
8:31 pm
when it says that the age since this text, as we, as you laid out the details, focuses mostly on humanitarian aid, getting more 8 and faster into guys.
