kentucky. he would be, he has the value is he is shown, he can win on a more moderate approach. he has, he would be an excellent balance with kind of harris or others can. and if you choose to run, he be a very valid candidate on his own. and there are others pop persaco. uh, we'll leave it after that because we, i think, speaking to you as close as the evening progresses, where you are. thanks so much for your time, sir, or you're watching. i'll just say right english, this is live coverage of breaking news is 20100 dollars, gmc 4 o'clock in the afternoon on sunday. the 21st of july, and an unprecedented moment in american history. the us president joe biden has dropped out of the 2020 full presidential race against double trump. he has endorsed his running mate, vice president, capital harris, to take his place unprecedented times in washington. well, that throws the entire 2020 full presidential race into chaos. and disarray

trouble. harrison does bind vice president. it's being the best decision i made today. i want to offer my full support and endorsement for cabinet to be the nominee of our party this year. democrats, it's time to come together. a beat trump. let's do this. so let's close back over to our white house correspondent kimberly house get to joins us from washington dc . so a couple of hers speaks and she says, my intention is to add to win the nomination. she knows that he's not going to get all the silver plaza. kimberly yeah. and she's going to have to do some work very, really, the fact that brock obama in his statement has not come out with a clear endorsement for kala harris has really thrown the democratic party into a bit of chaos. because what we're heading now towards is you have to remember the democratic national convention, which is uh, in mid august, august 19th to 22nd,
11:09 pm
i believe. and so between now and then she has to get all of those delegates that are pledged to joe biden to support her. and it's not an automatic, it just doesn't automatically go to her just because she was the running mate. so she's got to earn that and right now there is no guarantee. and the fact that brock obama, who we should point out, has been enormously popular in the democratic party. and his wife probably even more popular than he is the fact that she was on that statement as well. and didn't endorse carmella, isn't helping her at all. so she's got work to do. uh and we know from the polls that i haven't seen the numbers as of today, but she's not the most calmer herself is not the most popular in the united states . so she's going to have to really work and she doesn't have a whole lot of time. so this is certainly, as the former president brock obama put uncharted waters and the fact that he has
11:10 pm
been behind the scenes in recent weeks sort of calling the shots also does a rule out the possibility that he has his own plan in mind. and that leads us to believe that we may be seeing something else playing out in the coming days now. or we also have to look back in history because back in 1972 we did, i see something similar but different going on. and that was, we did have a sort of a similar situation, but back then when the democratic party was sort of choosing a candidates, it wasn't up to the delegate says we're going to see this time this time the delegates are free to choose wherever they want back then it was left to party elite, but in many ways it may be somewhat similar in that it seems, but behind the scenes, brock obama is still sort of trying to influence in many ways. so we're going to have to watch very carefully for sort of some signals as they come out was again,
11:11 pm
as brock obama has always wheels is a lot of power since he left office. he's very, very connected to the hollywood elite to really hold a lot of the fund raising capabilities in the united states for the democratic party. we saw this just a week or so ago when we saw some of those campaign funds and frozen for when joe biden said that he was still running and they didn't want them to. they froze that money. so that's how much power and influence there is here. so it's going to be interesting to see how this plays out again. we haven't seen this in, in more than a generation 2 generations almost. so it's going to be interesting to see how this plays out because we haven't been here before, but the clear thing is combo has a lot of work to do and not much time to do it. indeed uncharted waters. it basically is, kimberly will be coming back to you and then the to well thank you or that we don't

nature of her appointment as vice president. but while i may be the 1st woman in this office, i will not be the last the because every little girl watching tonight sees that this is a country of possibilities. born in oakland, california to just making an indian immigrant parents. she has a long background of politics and public service. she began her career as a prosecute in the san francisco bay area in 1990, a democrats in 2004. she went to elected office at san francisco district attorney, paris, under reputation as a tough on crime, prosecute to, and was elected attorney general of california in 2010. because the time in that office was marked by some criminal justice reform and fighting civil rights violations by local police departments,

it's been public approval. although she remained popular with young voters and people of color in her run for re election her as sold to ready voters around issues of civil rights, excess to a portion and gun violence that we will not be defeated. we will not be deterred. we will not our president biden's endorsement may have made her positive the nomination a lot easier. and as vice president, she would have access to all the funds raised by the biden harris campaign in the weeks to come. she'll have to deal with the polarized political climate crises abroad, economic consistency, and the presidential campaign all at once. mike kinda, i'll just say we're a washington or let's out to bike. let's go to my kind of but to i live fisher, who's in washington dc. and let's just begin with those adults. those that are
11:16 pm
coming through thick and fast, full capital. how is this not a done deal? let us, kimberly said over at the white house, she's got a lot of work to do as we had towards the, the convention in just a few weeks time. but the getting the endorsement of bill and hillary clinton is significant, unimportant, getting the endorsement of joe bite and a significant, unimportant. and just in the last hour we've seen endorsements to from the congressional black caucus and also the progressive caucus. so those are 2 important endorsements. to get clearly, the obama is not stepping up and saying, we are behind come a hot us instead saying the believe that the party leaders will find the appropriate candidates. me, well, give others pause for a moment, but it's being reported here in the united states that they the possibility of a gap in use some who is the governor of california. and gretchen whitmore, who's the governor of michigan stepping up and chasing denomination that,
11:17 pm
that speeding simply because both of them are reported to be standing down. any idea of wanting some sort of campaign for the convention. instead, the appeared as if they are going to throw their weight behind, come low, how does i make this a united party going in a to a denomination fight, and they need that because the republicans for all their faults, staged a very slick, very well produced, very united conference, united in terms of those who support donald trump, obviously they were very not as notable figures who were not there, but it seemed united. and that is exactly what the democrats need. in a months time when they gather in chicago. i would just stay there for a baby to want to give all view as some comments made by donald trump, the republican presidential candidates on the social media platform truth social. he says that joe biden was not fit to run for president, had decided he don't fit to serve all those around him, including his doctor, knew that he wasn't capable of being president and wilson look what he's done to
11:18 pm
a country with millions of people coming across all boulder we will suffer greatly because of his presidency. uh of course uh, what, what we do have outlined is a scenario where they sit the trunk, sorry, the truck is closed. all i do apologize. i'm still a bit multiple retail. that kind of place is trumps. trumps because i like to speak of the house. mike johnson says the republican policy could legally challenge the replacement of j 5. he says 5 and should resign as president. these elections are handled at the state level. every state has its own system, and in some of these it's, it's not possible to simply just switch out a candidate who has been chosen through the democratic small, the democratic process. over such a long period of time, 14000000 democrats voted to make joe biden to nominate. so it would be wrong and i think on lawful it in accordance to some of the states rules for a handful of people to go into the back room and switch it out because they're,
11:19 pm
they don't like the candidate any longer. that's not how this is supposed to work. so i think they would run into some legal impediments in at least a few of these jurisdictions. and i think uh they'll be a compelling case to be made that that shouldn't happen. and so i think they've got legal trouble if that's there. and yeah, you know, that's our intention and that's their plan. let's go about solving fisher and washington dc, the republic and certainly uh, making that point. very clear right now about the way that you think this might total and did the calls but kind of give you that direction. a mock a lot is who is a well known democratic lawyer. he fought a lot of the cases that were raised after the 2020 election says there's no chance of best, essentially suggesting that the republicans will be as successful as challenging joe biden. coming off the ballot. i, i is the where, challenging job i winning the election in 2023. ality is most states. it's like every state has not yet printed the ballot that will happen after the democratic
11:20 pm
convention. the democratic convention will then endorse, who is going to be there. no, many, and that is when the ballots will be printed. so the idea that there will be the legal challenges. yes, there me will be cases raised, but mark elias and it was a lot more about american constitutional law than i do suggest that there will be no victory in that area for them. what is also interesting is i've been texting republicans and democrats over the last couple of hours. i spoke to someone on friday with the rumors that jo, bite me well step down on friday on sunday. i text it and said, do you think joe biden will go? and he said there's a good reason for joe biden to go. and that is that donald trump and his team wants him to stay. so they see the and him weakness of a jo, bite and running in the selection so that the republicans were keen to keep the jo bite and then the race. and certainly that would appear what mike johnson is suggesting there. just interestingly on the poles do run campbell of how this is a potential presidential candidate against donald trump. and she run much closer
11:21 pm
and important swing states leading in some of them. and joe biden did, and that could well have weighed heavily on joe biden, to you in an interview last week said if someone showed him poles to suggest that he couldn't win the election, that he would, kids that are standing done. and it looks as if mike done one who has been in his or but for more than 20 years, maybe finally went with the polls and said, we are not winning this. and that's too much trying to to, to catch up. so the trump will be not best clear is that the republican but the democratic party are going to get so much air time over the next 2 weeks, possibly all the way to the convention in 4 weeks. they'll be talking about comma law, they'll be talking about the democrats. they wouldn't be talking about donald trump and the republicans. and as we knew from donald trump over the last 8 years, that never makes a happy donald trump this course, i live fisher. the other thing goes, well that was very clear,
11:22 pm
was the fact that the republicans helping, focusing really that were tac home capital harris will suddenly focusing people's attention on couple of harris in the past few weeks where they really want to try and make look and sound incompetent a daily, what that would have happened for the democrats is that joe biden would have stated, because all the poll suggested that the people of america, including democrats, did not think he was capable of doing the job for the next 4 years. the alternative to that they believe was to get kind of law in place, but only after the democratic party had fractured and had a big bottle about who was going to take place. so that the democrats republicans could turn around and say, why should you vote for a cadillac or most of the democratic party one either. and that is one of the arguments about cool leslie behind the vice president. now, to make sure that it looks as if there is a united front, that everyone in the democratic party is behind,
11:23 pm
that they want to see her stand up against donald trump. as i said earlier, i had one text from a republican who suggested that donald trump be not a pro load of the debate planned in september because he would be worried about facing come of the hottest, who is a formidable debate. tell him was a very impressive performer in the senate when it came to asking questions, but also someone suggested the 1st thing she should do. once he gets the nomination and say, i will take a cognitive test on tv. donald trump should do the same, that has been one of his lines of attack against joe biden, and they're essentially saying homeless, you know, call his bluff. indeed, we'll see what does happen. the official thanks very much in washington dc. well, the democratic voters have been reacting to bob's exit from the presidential race. david strong is a retiree and democratic advice. he says biden's decision is full, the best a piece that i didn't see him reading. and so there will be entry. just
11:24 pm
interesting to see how it all things hash out. looks like it's gonna be kind of the harris, which i'm fine with. but i just didn't feel like he was our best shot to, to be true. i'm still very frightened about what was happening. and even if i were, i started off in my younger days as republicans. and even if i was republican today, i don't think i could teach just just a horrible person. let's join august, the club texaco is a full but the democrats state send us a symbol of carolina, and i'd like to delegate to the national democratic convention. he joined stuff, washington dc. steve clemens has the highest vouchers areas. we can show you the bottom line. joining us also from the american capital, but 1st let's talk to barbara perry. she's director of the presidential studies at the university of virginia miller center. joseph in charlottesville and virginia. we've spoken many times before. this probably is good to have you on the program. i'd like to say you could write the scripts could, you know,
11:25 pm
i used to say about the movie all presidents man, when it came out in 1976 about water days. the watergate scandal which i, i thought was so outrages at the time in real life that i said if i hadn't known but watergate has happened, and a president nixon had resigned the officer, the presidency. i would have said if this had been fiction, i would say it's unbelievable and i'm going to say the same thing. now the fact that these things have happened is close succession and i've been talking to you over the last few weeks about them. is just other really stunning to me. so how difficult or easy is it now for the democrats in the road to the convention? it will cost a just a few weeks time. lots of the pitfalls to i think it will be easier than if president biden has stayed in the res. obviously there will need to be banners changed and flags changed in settings changed and speech has changed. but there's enough, there's almost 4 weeks time to do that quicker than i'm sure the organizers would
11:26 pm
like, but it's not impossible. it's not as the president biden had waited another 3 or 4 weeks. and then on the very end of the convention, had pulled out. so it would have been better, no doubt, if he had done it right after the debate when it was very clear that that he was in a downward trajectory on his mental physical health and in the cold. i. so the pitfalls, i think for the party are that are, are they going to appear to be united? can they get their act together to put on a really good, big disciplined show? unfortunately, it is in chicago where there was much 5 was the democratic convention in 1968, but i'm hoping for the parties say and to have too strong parties, that there's a different outcome. bypass the go for barbara, stay with this. i want to bring in clock into a little conversation clock, plaxico, democratic full, the democratic states that it's both carolina. uh, what do you think clock in terms of what we've heard over the last style obviously is very fast moving situation. we're all getting the information at the same time.
11:27 pm
capital harris being endorsed by several seeing the politicians including followed the president, bill clinton and his wife. where do you think now the focus should be obviously looking for a potentially a vice president the could work alongside a potential presidential candidates and couple of hours that debate with his old potentials isn't it? and could be. and i think exactly everybody's potential. before we get to the vice president to aspect, i just want to go back to what we've discussed a bit earlier that i really would prefer. and i think it'd be better for the country in the democratic party if we had a more of an open convention it's, it's very different. as i said earlier, it's in 60 a where it was so divisive. i think if you have, if you turn out having several people who might want to run against commer harris at the convention, i think that's healthy because i think most of people have any possibility of doing
11:28 pm
that. are very closely attuned with color harris is position some would be a bit more moderate if somebody be more liberal, but it's, it's there's, they're the same. have the same goals and the same object is to see donald trump. and to be sure that we have um, a state of the ticket is strong enough to influence state legislatures, governors races, state attorney general's races. there's just too much at stake. and to me, things being decided on a state level to let that go a beat and not be concerned about there. so i'd like to see my preference would be there is a more open convention cuz i don't think it would be that k. i think there's plenty of time to do that. most countries in the world run their elections in attempts to the time that we do. i mean, we've just seen the british do it. yeah. it's all with the world. it doesn't have to be that long. drawn out as it can be done. however,
11:29 pm
if the endorsements keep rolling along, that will be come irrelevant and we'll have a not in northern candidate, but one close to it. and that's, that's certainly be, i think, a better than present buying stay in the race. and i think we're all in the most of us are in a great amount less well which leads to the present vice presidential candidate. let's just get steve clements as opinion to all this as well. bring it into the conversation along with both you steve, with you clock i and also with a barbara a steve type is a host of a weekly show. the bottom line. do you think that's what clark has said? steve is a possibility, a more open debate. all right, but opportunities to come to that. so the convention to choose the nobody's or is it just too late for that? now? a book. i don't think it's ever too late. to remind americans who are voting, that there are choices out there. and one of the big fault lines in the race
11:30 pm
between vitamin and trump was over the solvency of democracy. and i think it will go down very poorly with a lot of americans. if commer harris is the only choice now, certainly president biden has endorsed her and certainly she's in the poll position with a lot of money, lot of momentum. but she, there is not a consensus, i believe within the democratic party that supports her right now. she can come out on top, but i think she will only improve if there is an open convention. i think that if there is not an open convention, if she is not challenged in test it, i think she's likely to lose as badly as joe biden was going to lose. so i, i agree entirely with my colleagues on line here because i think right now americans will be excited. you'll see the excitement of choice. and i think that excitement about these potential different candidates, including commer harris will be something to knock. donald trump off the front page every day. so i think the last thing that democrats should do is do this as a fixed gig, even if, but it's not many days on the clock. okay. see, let's skip up.
