nick eardley has more from the verify hub. the world of car insurance can be pretty hard to get your head around. insurance companies don't provide that much information about how they arrive at quotes. bbc verify has been trying to find out a bit more and what factors could lead to you paying a lot more. and if you live in an area with a lot of people from ethnic minorities, you could be paying what's been dubbed by some as an "ethnicity penalty", ie you're paying more. let me explain a bit about how we arrived at these figures using the screens here. bbc verifiers looked at thousands of addresses in every local authority in england. we've gone to a price comparison website and got quotes for each of these addresses. all of the details we used where the same a 30—year—old teacher driving a ford fiesta. the only thing we changed was the address.

if you live in an area with more people from ethnic minority backgrounds, your costs go up and they go up a lot. have a look at this example here just outside of birmingham, an area called sandwell. these two areas in sandwell are pretty similar. they have similar levels of crime and similar levels of car accidents. the big difference is the number of people from ethnic minorities. you can see here in this area, it'sjust over 10%. down here, it'sjust under 45%. we went on an insurance comparison website and got quotes for both of these areas. have a look at the difference up here in princes end with this lower ethnic minority population, we were quoted just under £2,000. but down here in great bridge with its higher ethnic minority population, the quote was £800 more, almost £2,800. this isn't an isolated example either. this was happening all over england

when we did these searches. on average, car insurance quotes were a third higher in the most ethnically diverse parts of england, compared with the least diverse. so what's the reaction been? well, we went to citizens advice. they've looked at this sort of thing before and we put our figures to them. this was their response. we are talking about hundreds of pounds during a cost of living crisis when every single pound counts. and that's why it's essential that insurers and their regulator, the financial conduct authority, answer the question of what is going on here and what is driving this ethnicity penalty. we also put these findings to the association of british insurers. they are the group that represents insurance firms. now, they pointed out that insurers are considering a wide range of what they call "risk—related factors" when they're working out car insurance quotes. they also told us that insurers do not and cannot use ethnicity as a factor when setting prices.

but they added... sorry, let me just get it up here. they added these and other similar findings raise an important public policy debate. so that debate will continue. not for the first time it is raising questions about how exactly the insurance world works. it's pretty secretive, but this research suggests it can be pretty unfair too. these are the scenes live in brussels. these are the streets outside the european union headquarters where farmers have been protesting against competition from cheap food imports and other issues including environmental rules and subsidies which they say favour larger firms. subsidies which they say favour largerfirms. farmers have been

and scattered showers. some of the showers being driven in and that wind will get across into the midlands and east wales, and the black circles represent the strength of the wind gusts. so temperatures today ranging from four in the north to ten in the south, but if you are exposed to the wind in the east, it will feel more like four or five against your skin. now heading on through the evening and overnight, there is the low pressure pushing away into the mediterranean. we have a ridge of high pressure across us, and then two weather fronts come in. as they come in, introducing cloud and some rain, the temperature will go up, but under clear skies we are looking at a widespread frost, these being the lowest temperatures of the night. so tomorrow we start with some fog through the vale of york, lincolnshire, the midlands, south—east. that will lift through the morning. our two weather fronts continue to drift steadily southwards, bringing the cloud and increasingly patchy rain with them, and behind them we are looking at mixture of bright spells, sunshine and some showers as well.
