until the last poll closes. then we are headed to my sweet state of south carolina. we will make the case there as well. >> if i may, six weeks ago, none of you predicted nikki haley would be the only candidate standing. she exceeded expectations, had a strong showing here. the sky is the limit. to go into her home state with that momentum, that's an amazing opportunity. >> will you ramp up your attacks on donald trump? do you think he is mentally fit to hold the presidency? >> i think he is mentally fit. the problem is, do you want two 80-year-olds running for president? seriously. in the military, you have to retire at 65. you don't have surgeons doing surgery at 80. there's multiple things. it's just a fact that people start to decline. when you have a country in disarray and a world on fire the way we do, you need someone at the top of their game that can put in eight years, that can go and get things back on track. that's what this is about. making sure we have the best person, not settling for the

fact that two 80-year-olds running for president. 70% of americans have said they don't want a trump/biden rematch. let's give them a choice. give them options. this is about giving them a new generational leader that's going to secure our border, that's going to get our economy back on track, that's going to get back to the basics in education, bring law and order back to our country. it's going to deal with wars around the world so america is safe and we prevent war from going forward. >> do you think you have had to play on the defense because of trump's attacks? >> no. to me, it's all about making my case to voters on the fact that, can you see it? can you picture what this could be like? can you imagine a country where we don't have the chaos, where we don't have the negativity? can you feel it? can you say it? do you want it? that's what this is always the case that we want americans to know, they deserve better. whether we have been talking with the general about what it

takes to get the conservative voters to realize, we can fight just as tough and get it done without the negativity, or whether it's with the governor who knows the state has a relationship with everybody voter and say, look, we know what you are feeling, and we know what it takes to relate to you. that's why we have been in every diner, every brewery is to make them know, we feel you, but we will make your life better. >> nikki is going to unify. donald trump is a bridge burner. she's a bridge builder. that's a big thing. focus on that. this is about unifying america. that's the big point. that's the big difference. biden and trump are two sides of the same coin. divisive, grievance, investigation. this is not good for america. >> what donald trump has shown he is good at breaking things. you have to have somebody that can fix things. that's the situation we are in. we have a lot to fix. >> you are showing a message of

unity. how do you -- >> they haven't voted here yet. >> it's not the party uniting around president trump. it's the political elite uniting around president trump. the political elite have never been with me me entire career. i have always fought the political elite. it's why i want them to have term limits. i want them to have mental eco competency tests. i call them out on wasteful spending. if you can't give americans a budget on time, you shouldn't get paid. i fight the political class. donald trump has the political class surrounding him. that's not what americans want. the political class got us into this mess. we need a real person to get us out of the mess. >> you are wearing a homemade bracelet. tell us about that. >> i have had so many little girls give me friendship bracelets. wish you could see in my hotel the stacks of the bracelets. at the end of the day, that's what this is about.

i have always said, strong girls become strong women, strong women become strong leaders. to see the girls that came to town halls and their dads brought them because they wanted to see me. then because of them, we earned their dad's support. it's something special. i want girls to know, how blessed are we to live in a country that you can grow up and be anything you want to be? government not get in the way. that's what i hope i take from it. this is such a reminder of why i'm doing this. it matters. i want -- i don't want my kids to live like this. i don't want anybody else's kids to live like this. our country is better than what we are dealing with right now. let's stop the chaos and let's go for it. >> does it feel like a full circle moment for you having run in south carolina, behind in the polls, lagging in fund-raising? >> i have never known what it's like to not be the underdog. i think that when i ran against

the longest serving legislator in a primary in south carolina, no one was with me. we won. when i ran against an attorney general, lieutenant governor and congressman, no one was with me. we had the people with us. we won. now we are doing this again. i don't expect the political elitists to be with me. i want the people of new hampshire. that's what we are fighting for. it's the normal people i want. that's always been what i want to fight for. >> what's your closing message to the desantis voters as they go to the poll snz. >> i know you love america. i know you want someone that is going to deliver results for you and get all of the woke stuff out and get all the noise out and get back to the basics of what government was supposed to be. government is intended to secure the rights and freedoms of the people. its was never meant to be all things to all people. make it a live free or die country. thank you. appreciate it.

>> you see it and heard it. nikki haley making an appeal to voters to vote for her. she was reiterating strong lines she's made in recent days that the american people don't want two 80-year-olds running for the presidency right now. shes she says a new generation is needed. she says it's important that the people vote for someone who can serve not necessarily just one term but two terms, eight years as president of the united states. we are watching her very, very closely. we want to welcome our viewers in the united states and around the world. i'm wolf blitzer in new york. polls are open in parts of the granite state. a live look at nashua, new hampshire. all six registered voters there

putting their support behind nikki haley. we are continuing our live coverage from manchester, new hampshire, this morning. let's go to them right now. set the scene for us. >> i think what we saw there with nikki haley is quintessential new hampshire, at least what new hampshire maybe used to be and has been until this point. a freewheeling moment on the trail. nikki haley there at a polling location out by the beach, taking as many questions from reporters as they could almost deliver. that's what traditionally you have had to do in new hampshire to appeal to voters. go to town meeting after town meeting, talk to as many people as possible. things feel different this time. one of the things i think that we have heard from nikki haley supporters as we went to events is that maybe they would have liked to have seen more unplugged moments like this. chris sununu, the governor with her, he is unplugged all the time. >> no matter what, i want chris

sununu energy all the time. i'm here for the chris sununu energy. we are not promising we will win 350,000-0. that's a good measure to begin with. >> she is right now winning because of the six people in dixville knox. >> she should talk to mike bloomberg who won there. >> she's reiterating a lot of the message we heard last night going to nikki haley's final campaign event. big crowd, overflow, stop people from getting in. i talked to a handful of voters as they leaving the event. the general consensus that they are either registered republican or undeclared. general consensus, they like nikki for what she said. she said normalcy. they are ready for the grown-ups to return to the room.

a lot of them voted for trump at least once, some voted for trump twice, but say they are ready to move forward. where the struggle came in in my conversation was when if it comes down to donald trump versus joe biden, what do you do? that's where i heard struggle. >> very difficult. you are hearing that message of, i'm going to bring a bridge and not break things. i'm going to bring normalcy and not chaos. she's been doing that in ad and on on the trail. >> she may go to polling locations. >> why not? >> do everything you can. wolf, we will go back to you. >> we will stay in very close touch. i want to stay out there near the polls. we heard from nikki haley. let me get the sense right now. nikki haley was making her statement, speaking to reporters, speaking to the

press, but really speaking to the people in new hampshire right now. what are you hearing from voters? >> listen, what voters are saying depends on who they are heading into the polls and voting for. we talked to haley supporters, trump supporters. it's really hard to tell where this is headed. nikki haley, for her part, coming here to the first polling stop of her day and projecting a sense of optimism. i asked her about former president trump saying that she's probably going to drop out today. she said with a smile, as she often does, that she has never done what trump tells her to do. she's not going to do what the former president tells her to do. she's in this for the long haul. that's always really dependent on how thing goes here in new hampshire. in terms of her predictions for today, her campaign's predictions for today, they really aren't being specific about what they need to do here in new hampshire in order to

keep her campaign alive. she said once again, just hear today, that she wants to do stronger here in new hampshire than she did in iowa. there's a lot of room to move within that, because she came in 30 points behind trump in iowa. there are questions about what things look like if she doesn't come within real close proximity to the former president here. the other fun thing -- she's out on campaign trail. nikki haley has been really hitting it hard going to coffee shops, to pubs and all of that. she said she's wearing one of the friendship bracelets that one of the young girls gave her. she's trying to connect with the people, make the case that she's going to unite the people. of course, we are watching the republican party coalesce behind trump. >> she made it clear in her remarks that we just heard on cnn, she's going all the way, she's not going to just stop in new hampshire. she's going to south carolina, which is coming up fairly soon.

she's determined to keep on fighting. stand by, kylie. alayna is on the scene in new hampshire as well. give our viewers a sense of what you are seeing and what you are hearing. >> good morning, wolf. i have spoken with a handful of voters already as they exited the polling station here in nashua. the majority of them actually told me that they are voting for -- they voted for nikki haley. a couple of them said that the reason they wanted to vote for her was because they are anti-trump. if donald trump were to go on and win the republican nomination, they would consider voting for joe biden in november. i talked to another voter, theresa, who said she voted for biden in the last presidential election, but today she came in and voted for nikki haley. she also said that even if it were a race between haley and biden, rather than trump and biden, she would still vote for

joe biden. i think that was interesting. it emphasizes how the new hampshire primary works, undeclared voters are able to participate in this primary. we are seeing some of them come through the station today. i talked to some of the election officials. polls opened at 6:00 a.m. and they have seen a couple hundred people come through here. they have come up, gotten their ballots or registered if they hadn't. then they went through, voted behind some curtains. they had privacy. votes are being tabulated. he have to tell you from my conversations with the election officials, they are -- they take great pride in the process. they are committed to making sure it's a fair and free and accurate election. they are really proud to be part of this first in the nation new hampshire primary. to take a step back and tell you some of my reporting with donald trump as well, we know that he is expecting to win here today. the question is, will he actually win?

by how big a margin? we see him poll on a lot of the endorsements he has gotten from his primary rivals to boost him and argue the party is unifying behind him. i know that from my conversations with his campaign, they are very closely watching to see what the margins might look like. i think that will give us a good preview of what could happen next for nikki haley as well. >> very important, dramatic day in the race for the republican presidential nomination. we will stay in close touch to you, alayna. we will hear from new hampshire primary voters throughout the day as we track the election that could be make or break for the nikki haley campaign. how this primary sets the stage potentially for the path ahead. we will be watching this all hour, all day. this is a really important, historic day in the race for the white house. a cnn exclusive. an extraordinary proposal from israel as prime minister netanyahu faces pressure to bring home the remaining

sometimes you have to make the right enemies. she's not done what she needed to do. >> yes, you are a former party official. but you are a new hampshire voter here. you have a certain thirst that hasn't been quenched. >> that's right. i saw her thursday night. i was looking for her to take the case against donald trump. she had this very timid rightly or wrongly chaos follows him, like donald trump has no responsibility for some of his actions. she's not been willing to take him on this week. i think i have seen john mccain in new hampshire win this primarily twice by appealing to independent voters. she needed to give them something this week to motivate them to turn out on her behalf. i'm not sure she did enough of that. >> the secretary of state here in new hampshire is predicting record turnout. you take the over or under there in. >> the under. there's no race on the democratic side. it's true that there's only one reason to vote today and that's in the republican primary.

i don't see voters enthused by any any candidate. the crowds have been very modest this week. they are not seeing lawn signs in people's yards. i think there's resignation out there. i can't believe we are looking at another election, a rematch that nobody in america wants, between joe biden and donald trump. >> talk to me more about that. the first time i was in new hampshire was 2000 following george w. bush. then you just saw people coming out of the woodwork for the mccain campaign. he was riding around and cars would follow him. there would be this energy. what does an energized campaign feel like in new hampshire? >> you see 1,000-plus crowds filling gymnasiums. you saw that for hillary clinton and barack obama and pete buttigieg. that's the sign of someone who connected with voters. >> donald trump, who may or may

not win here, maybe he wins by a big margin, is there that energy for him? >> i don't think so. it's less than 2016. i think it's less than 2020. perhaps it's wearing off a little bit. he still has a lot of strong support among republicans and seems to be on his way to a win here. >> nikki haley was asked repeatedly at this polling location, what is success? what's the bar? what does she need to do here? what do you think? >> one thing is, does she keep donald trump under 50%? i think that's important. all along, going back to 2015, republicans had said, if we can consolidate the non-trump vote behind one candidate, we can beat him. if he is over 50% for second state in a row, with a broader electorate, where unaffiliated independent voters can vote, i've done the math and it's hard to beat somebody over 50%. i think she has to make it competitive. that probably means breaking 40, probably keeping it within ten points. >> prediction? >> she's going to fall short on

hampshire. it's down to two in the race for the republican presidential nomination. the question this morning is for how long? from a field of 13, it's now just nikki haley and former president donald trump. the former south carolina governor is fighting for her political future right now, making the pitch to voters in new hampshire that she's the future of the republican party and the country, for that matter. are they convinced? one new hampshire voter had another take for cnn. >> i feel that his policies are aligned with making the country more stable and economically successful for everybody. he is the guy that i think can run the country. i don't think i would want to have a beer with the guy or hang out with him. that's not what i'm voting for. i'm voting for someone that can run the country. >> clearly, a trump supporter. here with me now, john avalon

two-person race, she has every reason to stick it out. there will be a lot of calls for her to get out if she doesn't exceed expectations. this is about something bigger. you heard the voter for donald trump. he said donald trump offered stability. stability is not one of them. the implications for the country are massive today. we need to keep that in mind. every person in new hampshire has a chance to change the trajectory of american history. tomorrow is too late. >> it's clear haley has escalated her attack, her criticism of trump. is it too late? >> it's not too late. it's not too late until the voters have voted. what she's doing there is trying to get independent supporters out. this is essentially a race between independent voters in new hampshire and republican voters in new hampshire. we know republicans are enthusiastic about donald trump. if there's a large turnout, 300,000 or over, and 50% of those are unaffiliated new hampshire voters, then she's got

a race. if she can close that margin, i think it's between 4% and 6%, that's a win. the governor of the state very clearly told us that last week, told me that last week. if she can have a tight margin, even though it's a two-person race, and have a huge enthusiastic turnouts, that will change the trajectory, because in iowa, there was low turnout. the problem has been an enthusiasm problem. people think it's over. it's not over. today matters. >> i would say, donald trump is functionally the incumbent. we talk about how no non-incumbent won iowa and new hampshire. we never had a situation where a former president is running again other than grover cleveland. the real issue is, margaret is right, new hampshire and iowa, but together, less than 1% of

the population. we will see what happens today. it's an open primary. it looks like america. a strong contingent of moderates. american people deserve nominations that aren't coronations. hopefully, we will have a robust fight to take in the stakes. >> what happens to the anti-trump republicans if nikki haley can't pull it off? >> they need to coalesce. 25% of the republican party will not support donald trump under any circumstances they say. 37% will support him no matter what. another 37% are persuadable. they often go with the crowd. they need to figure out an alternative path. >> the real risk -- i'm more qualified to talk about this than you are. >> you are. >> the risk -- this is what every political consultant on nikki haley's team and everybody else will tell you, the risk is

that the voters don't turn out in november. there's depression in terms of -- >> the republican voters? >> the next nine months of court cases and donald trump saying what he is going to do, which has real policy behind it now, and isn't popular broadly, that the risk is we have a low turnout election that ends up electing a very unpopular president. >> how closely are democrats watching what's going on in new hampshire? >> i think they are watching it very closely. it's a very clear -- the biden campaign and president biden and his team feel strongly they will do best if donald trump is the opposition. >> you agree that biden will do better if biden is the republican nominee as opposed to nikki haley? >> if trump is the nominee? >> trump. >> polls show that consistently. nikki haley has a significant

edge over joebiden. democrats have to be careful what they wish for. there were folks in 2016 -- he never won the popular vote, folks can sneak in with independent voters on the ballot. think about what's good for the country right now. dean phillips, see what he gets. joe biden is a write-in. democrats should pay close attention. a lot of democrats haven't woken up to the reality of the likelihood that donald trump will be the nominee for the republican party, a man who tried to overturn our democracy the last time around. >> you agree that nikki haley potentially could be a stronger challenge to biden than trump? >> i think there's no question. that's why the biden folks hope it's trump. even in the state of new hampshire that's voting today, the governor says, no question if it's nikki haley versus biden, nikki haley wins. if it's biden versus trump, biden wins new hampshire. there are states all over this

more, of course, coming up on this historic, very important day in new hampshire. there's other important news we are following as well. new this morning, for example, under increasing pressure to bring hostages home, we are learning that israel is offering what an israeli official is calling an initiative to hamas. israel says it will agree to a two-month cease-fire in exchange for the release of all the israeli hostages being held in gaza. jeremy diamond is joining us live from tel aviv. can you walk us through what's in this brand-new, significant proposal? >> reporter: wolf, the details of the proposal were reported by axios. it would lead to a phased release of all of the hostages over up to two months. two months is the longest pause

in fighting that israel has put on the table as far as we understand in the course of these negotiations. the last time there was a hostage deal, that was a week-long pause in the fighting. now, israel is talking about up to two months. the phased release would see women, 60 plus-year-old men as well as those needing medical care before the remainder of the hostages. it would involve securing the release of the bodies of those 28 israeli hostages who are believed to be dead and still be held by hamas. it would involve a movement of israeli troops during that period, moving out of major population centers inside the gaza strip. an israeli official told us there's a lot more to go here, that this is effectively an israeli initiative to try to build out a framework for negotiations and that many steps still need to be taken. it's clear that there are some very intense, very serious negotiations at this hour between israel and hamas

mediated by the qatari government, egyptian government, with the assistance of the united states. there are serious discussions and they are receiving constant replies from both hamas as well as israel, indicating that the talks are very much back on after a long period of time where there wasn't much seriousness to these negotiations, much activity, much back and forth in these talks. it comes, of course, as there's significant pressure here internally on the israeli prime minister from the families of the hostages demanding action, demanding another deal. all of that, of course, is playing into this as the israeli military continues its ground offensive in gaza with a major offensive underway in the southern city of khan yunis. >> as that continues, 21 israeli soldiers yesterday were killed in action, is that right? >> reporter: yeah. this was the deadliest single incident since the beginning of the war for israeli soldiers.

the deadliest day, 24 soldiers all together killed yesterday. the 21 who were killed in the incident yesterday, we are told around 4:00 p.m., a rocket propelled grenade hit a tank where they were operating. two were killed inside the tank. 19 soldiers were killed inside the two buildings after there was a simultaneous explosion. the israeli military doesn't know yet whether the rpg was responsible for the explosion, but it did happen at the same time. the israeli military is con conducting an investigation. the prime minister said it was the most difficult day for israel since the beginning of the war. think about the scale of that, 24 soldiers, represents about 10% of all israeli military losses since the beginning of the war. in a small country like israel, that's having massive reverberations across the country. >> most of those israeli soldiers who were killed were reservists who had been mobilized two or three months ago to active duty. we are watching all of these

>> thank you. good to see you. >> i will point out very quickly, look at the tie. his new hampshire tie comes out once -- >> every four years. >> back to the back of the closet. nikki haley this morning at a polling location in hampton, she was asked to define what a strong finish is in new hampshire. she said, we will know strong when the numbers are coming in. what do you think -- how would you weigh in on that? >> candidates have to beat expectations that they set or the press sets for them. i think for haley, based on the polls right now, it's 10% to 15% gap between her and donald trump. for her to be successful, she has to win, frankly. not come close. not finish within a better gap than she had in iowa. she has to win, because the road after new hampshire gets very, very, very, very narrow for her. she doesn't have many opportunities to win anywhere else after new hampshire. >> last week when we spoke, nikki haley said she's a stone's throw from donald trump in new

hampshire. you said, she's a stone's throw but she better have a pretty good arm to make up the last distance. since we talked and the data you are seeing, do you have an indication she has made up more of the gap? >> not really. i think it expanded. she wanted or should have wanted a four-person race. she needed ron desantis to stay in. she needed ramaswamy to stay in. because they were pulling votes from donald trump. they were not taking votes from her. she needed to pull trump's numbers down as well as get hers up. her numbers went up when chris christie dropped out. >> the secretary of state is predicting record turnout today. what benefits if 322,000 people show up for the republican primary? >> i think haley benefits from that. there's a limited number of registered republicans out there. the gap will be made up by undeclared voters who show up. our polling has indicated that

she does better among that group of people. they would have to come out in high numbers in order to make up the distance that trump has among the registered republicans. he has very strong support among registered republicans who tend to be older, more regular voters, registered republicans turn out at higher rates than undeclared. the undeclared, it will help haley. >> as the polls close, as things start coming in, what would a surprise look like to you after all -- so many elections -- so many primaries you have watched? >> if haley can get within five points of trump, that would be a surprise to me. that would be -- would drive media coverage out of new hampshire for a while. i think that would be good for her. i don't think she's got many opportunities to build momentum off of that. it won't show that trump is wounded. trump's message is that the republican establishment ganged up on me in new hampshire, that the democrats and interests were the ones who got me over the top -- or her over the top, not

real republicans. that message is going to be very hard to combat. trump has been very good at making sure his message is the message that people in the press react to. >> how would you describe the change you have seen over the years in the makeup of the republican party in new hampshire? >> when i month of -- moved her it was upper class. it's now blue collar. the republicans are those blue collar guys that you see across the country. that support is heavily within donald trump the maga supporters. he got them out to vote. in the past they didn't. >> do you think this primary could have -- make a definitive final statement on, is this donald trump's republican party in new hampshire or if there's an opening for people who have said that they are ready to move on? >> in new hampshire, i think there's an opening for people who are ready to move on. that's why you see less enthusiasm for donald trump this year than there was in 2020 or 2016.

because the drama gets old after awhile. and i think that republicans here, they would like to see somebody more conservative, maybe somebody with trump's policy issues, but they want trump without the trumpiness. where new hampshire is going to be a lot of people that will step up to fill that. >> it's great to have you here. >> primary day. it's good to see you. the u.s. supreme court says the biden administration can and cut down razor wire that texas put up along the southern border, but it's still up right now, and the texas governor says this fight is not over.

this morning we're also watching the razor wire along a very busy stretch of the texas border with mexico. u.s. border patrol the is awaiting an all clear to cut it down after the u.s. supreme court gave the go ahead to remove it in a 5-4 vote. overnight the texas governor vowed this fight is not over. rosa flores is in eagle pass,

texas, near the border she's joining us live. when can we expect the removal process to actually begin? >> reporter: let me show you around. this is the razor wire that's at question. you can see that there are several layers of razor wire before you get to the rio grand. this is what all of this is about. what will happen to this razor wire. i can tell you that we have not seen a change in posture on be-of the texas authorities here, and we have not seen the presence of u.s. border patrol in this area either. according to a law enforcement source, u.s. border patrol, they are reviewing that order issued by the u.s. supreme court trying to figure out exactly what that means. we're hoping to learn more later today. the doj has not commented as of yet. this is what's at question. will it be move d reasons those

are the questions we're asking. we really have to speak about the case that started all of this to give you the background. this legal fight started last year. that's when the state of texas sued the biden administration over this. but this case gained more prominence in the last two weeks after the state of texas decided to take command and control of a public park and miles of the rio grand where this razor wire is deployed. that's when the u.s. department of justice went to the supreme court asking for the supreme court to intervene, in essence, arguing they cannot enforce federal law given all of this razor wire. they don't have sack sets to the areas they normal ly enforce federal law ushd their jurisdiction. now that the supreme court has ruled in favor of the biden administration, as you said, the state of texas saying they are not backing down and that they are not changing their posture here. >> very significant development. rosa flores, thank you very much. sara, over to you. i'm voting for the crepes
