johnson made it clear that he wants a meeting with president biden to discuss the border. my national security, the white house. let's say they're non-committal on the prospects for that. sit down. the two leaders are at an impasse on how to handle the border crisis at home and to key allies engaged in wars abroad as speaker johnson is not budging, he's on his way to blocking a second bipartisan senate bill targeting some of those issues. but he doesn't have much wiggle room. he already has a historically narrow republican majority and it's shrunk by one last night. cnn's melanie zanona is live for us on capitol hill. so melanie, what are republicans saying about new york's third district and his flip back to the democrats yeah. >> well, there's a real divide in the gop, right? i would say there's a mix of finger-pointing and a mix of downplaying makes speaker mike johnson said behind closed doors this morning and in front of a press conference earlier clare today. >> but this was >> a biden one district. it was always going to be an uphill battle for them. republicans were also heavily outspent by

democrats in the race. and the republican candidate model let me pull up, had way less name recognition in the area because tom suozzi, the democratic candidate and one had represented the area for many decades in congress before. >> but >> no doubt, no matter what the reasons were for publicans losing this race. this puts democrats in one step closer to winning the majority in november. and it also is going to decrease the already razor thin majority in the house. now, that doesn't matter as much for these big bipartisan massive legislative priorities, like funding the government that's something that's going to take democrats and republicans anyway, but it does matter when republicans want to pass messaging items that are key to their agenda. remember they had to jam through the miracle, impeach yes, ma'am. articles last night before this special election, there are serious questions right now about whether they can achieve other priorities like impeaching president biden >> melanie on the question of impeaching. just hours before that special election laws, house republicans impeached the secretary of homeland security,

alejandro mayorkas, and they did so with only one vote. do we know what happens next? how the senate is planning to handle this? >> yes. so this will go over to the senate, we're told that the trial technically would begin the week of february 26, but we're being told, but democrats are not going to spend a lot of time on this. they haven't exactly said how they're going to handle it, but they can dismiss the trial at the beginning with just a simple majority. so even republicans over in the senate said there's just not an appetite to impeach mayorkas. there is no expectation that this is ultimately going to end in a conviction, so it largely was a matches messaging exercise here in the house, but one that republican leadership over in the house felt important enough to try to get this through. like i said before, the special election last night because they knew they were potentially about to lose one more vote. >> melanie zanona live for us on capitol hill. thanks so much, melanie. brianna. >> well, house republicans move to impeach homeland security secretary alejandro mayorkas over his handling of the border. they refuse to move on a by agreement that would have

provided billions to federal agencies because that are struggling to confront a record migration surge. one key agency that was desperate for those funds is immigration and customs enforcement, also known as ice, facing a massive budget crunch ice has now drafted a plan to slash detention capacity and release thousands of migrants we have cnn's priscilla alvarez tracking all of this for us. tell us about this contingency plan here. >> well, this is what happens when there aren't funds. this is the consequence that homeland security officials have been warning about. this is a scenario that they're facing a $700,000,000 deficit. to accommodate for that, they're considering slashing detention which in facility which mean that immigrants who are in detention could be released. now, it has found themselves in this type of situation before where they simply do not have enough money and so they'll reprogram funds from other parts of the department, say from coast guard or from tsa or from fema, or they're going to move money within their own agency to try

to make up for this deficit. but this is a situation that they haven't found themselves in before because we haven't seen as volume of migrants before. so all of it means that they may have to slash detention facilities. one of the price of your items in their budget, the other is deportation flights, but that's something they don't want to touch because that's the consequence for my big ones who cross the u.s.-mexico border. so this is what homeland security officials, again, have been raising alarm about and what white house officials have worried about if they didn't get that border funding, this was $14 billion in border security funding at the white house said, ask for of that 7.6 billion was for, is it's a huge amount and without it, they just scrambling to find a solution and i will also add that i asked a spokesperson about this and they said without adequate funding for cbp, ice and uscis is a three immigration-related agencies. the department will have to reprogram or pool resources from other efforts. so this is just something that they're bracing for. they don't want to have to go down this route, but without the additional funds, they may not have a choice. >> the white house had warned

about consequences, so they saw some of this coming, but i wonder if there was it was there an alternative way to shore up ice? is this the only way to manage this? the issue when you talk to sources about this, as i have, they'll say, we can reprogram, we can pull from these different parts of the department of homeland security. that's ideal either because all of them have critical mission. so they don't necessarily want to take money from coast guard or tsa, or fema, especially on the cusp of a hurricane season and so all of that is what they're considering. but when those run up short and they don't want to pull from these missions. it means what can we do as an agency to cut funds? and in this contingency plan, that means cut back on the tension, capacity, which is again a super pricey budget item for this agents and again, it comes back to republicans say they wanted to secure the border, the white house says they want the same thing at the end of the day. this point in time, it's money and resources that will do it. and without that were back at square one and

that's what everyone's worried about. >> priscilla. thank you so much for taking us through though. we appreciate it. >> boris. >> let's discuss the situation at the border and much more with republican congressman mark alford of missouri. he currently serves on the house armed services committee congressman, as i was preparing for our interview today, i realized that you were achieves fan and i was going to congratulate you on the super bowl when i know that you may have considered going to the parade, but i do have some sad news to share with you. it appears that there were shots fired at the parade. cnn has just confirmed that shots were fired at the parade, celebrating the chiefs win in kansas city. we're taking a live look. at what the scene looks like right now, it appears that folks are moving out of the way congressman, do you know anything about this shooting? is there any information that you've come across that you can share with us? no >> boris sets of first i heard of it. if you're looking at the stadium there that is union station in downtown kansas city of very historic place. we

gathered there in 2015 for the celebration of victory, celebration for the kansas city royals winning the world series. i was there last year sitting on the third row as we celebrated the chiefs victory in super bowl 57. it is very sad to know that stacey graves, the chief of police there, who has fairly new is now having to respond and it looks like in some active duty situation right now it looks like they're going now below ground there fair. there are some tunnels and some basement areas under union station. i don't want to speculate on what's going on there, but this was a fear that i had and i know that law enforcement, the fbi, they have spent over $1 million this year, went from 750,000 last year on security up to 1 million. now, to try to secure this i believe a two mile route that the players, other

dignitaries, i was actually in the parade last year along with congressman emanuel cleaver of course, we had nothing to do with a super bowl victory, but we were delighted to be there cheering on our kansas city chiefs. this is not good news for khanun it's a city. hopefully there is no one who has died because of this shooting, but i know it's very disheartening. we should be able to come together in situations like this and celebrate victories. not have to deal with a shooting. >> no question about that, congressman. we're going to keep an eye on the situation there. it appears that law enforcement is responding to the situation. no clarity yet on whether anyone has been hurt again, we'll stay on top of this story and bring you the very latest as we get it, congressman, thank you for sharing that perspective with us. i do want to pivot to the conversation about the southern border. i'm curious to get your reaction to this news that ice is drafted plans to release thousands of migrants, hoping

to erase this enormous budget shortfall, some $700 million. this would lead to decrease the tension capacity by more than 10,000 beds. i'm wondering if, if republicans have any plans to get additional funding for the border soon in a form that actually has a chance tens of passing the senate >> well, look, i know that the senate just down the hall here does not like our border security act, hr two, that we sent out over back in may. it's been sitting on chuck schumer's desk. it does provide money for border patrol, does provide to bringing back the remain in mexico policy i believe that this is a childish act on the part of the president united states, a for tat if you will, we impeach alejandro mayorkas yesterday in the house. i know it was a close vote i know the senate probably will not convict him and remove him from office, but it was a clear signal and this president has been a failure when it comes to border security issues with a wink and a nod, his welcome more than

8.5 million illegal aliens into our nation, 20,000 chinese nationals, young men who have come across are secure border neuro or unsecure border since october of last year, this is a crisis, is a humanitarian crisis. and to now play games a game of chicken with the american people people. look, if you don't have the money to detain these people, don't let them come in to begin with simple >> it's very hard to do that with a border as large as the one between the united states and mexico, there has to be some capacity to catch people once they've entered and part of ices job isn't to patrol the border and it's actually to deal with undocumented migrants once they are caught in the united states, in the interior notably that that deal that was brokered by senator james lankford, that the white house worked on an endorsed it would have gotten over $7 billion in supplemental funding to ice. it would have also it made

criteria for asylum much more strenuous to qualify for would have expedited deportations. i'm wondering why not support that bill if it also didn't get democrats one of the concessions that they'd asked for, for years because boris, i'm a freshman here this is the way this place works. they load up things that they know that we we will not vote far in hopes that we will cave in. we are not caving in this time. this >> but congressman, what's in this bill that you would let me finish border this bill that the senate passed provided a trigger that where we're going to let 5,000 illegal aliens into our nation before it triggers on an average, day for an average out for a week before we secure the border the president has every means necessary right now to secure the border. >> that's not exactly what to think about it and does not exactly what the bill did. the bill in forest policy on the border, as i said, it made

asylum more difficult to qualify for. it increased funding exponentially for border patrol, et cetera. it was actually endorsed by the border patrol union. what it did was have this fail-safe where if crossings reached a certain point, then legally the white house could shut down the border on that last point though, about the biden white house can do it now, boris they don't need congress to serve. this is not a game of pretty pleased in may at mother, may i secure the border, mr. president, do it now you have the authority. our nation as it risk. >> but sir, that the white house doesn't control the purse strings. congress does. so he can't just throw money at ice and even when former president donald trump tried to declaring a national emergency to get money for the border wall that got thrown into a messy legal battle and ultimately it was rejected so president biden can't just send money to ice for more detention beds >> well, boris, i think we are conflating two issues as you

pointed out, the beginning of this particular segment on this topic, is that i really has nothing to do with the border patrol. border patrol is supposed to be stopping illegal immigrants from crossing into our sovereign nation ice picks these people up or detains them after they go through the process, we were there three weeks ago with the speaker of the house. it is a nine step process. it takes a process similarly, 36 hours, and they've processed 1,500 people on average a day in the del rio sector and release 80 to 85% of them into the interior of america the rest others they detain. and now ice is going to release these people into america >> it >> is not a game of chicken. the american that the american people should have to endure from their own president, the united states >> congressman mark alford, i wish we had more time, but we do want to focus on the shooting. that's been reported in your home state of missouri. i look forward to picking up the conversation with you in the future of those, sir.

>> thank you. and if i can help on this shooting story, let me know. i incurred the news there 35 years. my heart is very much with kansas city right now. will certainly be in touch, sir. thank you so much. we want to go to cnn's josh campbell, who's been tracking the situation there. josh, again, we're looking at live images. earlier it appeared that law enforcement was moving folks around in a certain area, but it's really hard to discern exactly it's happening just based on the images that we're seeing. what are you hearing from law enforcement sources about what happened there >> yeah, boris. so there was this clearing process, obviously that took place after the shots rang out, officers trying to get this large group of people who had been gathered for the celebration out of the area. we're just hearing from authorities coming in just now that it appears at least two people have been taken into custody, it's worth pointing out right now, though, no indication of any victims. police said that they were working to gather information. so again, we just want to caution. it's still too early to determine whether reports of

shots fired here actually were related to the celebration or whether this was just happened bring nearby. but nevertheless, you can imagine the amount of panic and chaos if that would cause as you have a large group of people, obviously in this era of mass shootings, any type of large gathering would be a lucrative target for someone who is intent on causing harm. we know that during the celebration, there was a massive law enforcement presence that was there but. even without them suspecting any potential threat that's just how it goes this day and age when you have these large gatherings. but as soon as those shots rang out, we're told that authorities started getting people to safety, started clearing out that area. again, it appears that two people have been taken into custody. no further details about that. whether they were targeting and one specifically, whether they were engaged in in some type of gunfire with each other, began we're still waiting to determine what the actual nature of the victims are. there. currently, their state and obviously, investigation investigators continue their investigation, boris. >> yeah. josh, so we've actually just confirmed from

officials on the ground that there have been multiple victims reported as a result hold of this shooting obviously, the story is still developing. it's unclear exactly what happened here. josh and you touched on this a moment ago, but i was hoping you could expand on what it's like for law enforcement to keep an eye on a crowd of this size. we were just speaking to congressman mark alford who's been to one of these parades and he talked about funding for security at one of these events being well over 1 million. what goes into the planning and the surveillance of a crowd of that size? >> yeah, boris >> and as you mentioned, details are coming in very quickly, minute by minute here. again, trying to determine what the actual injuries are involved here with these multiple victims. but to the security preparations, i mean, obviously we've talked long about the super bowl game itself, something like that a national event had a host of law enforcement resources, but even the aftermath where you

have teams that are celebrating and this isn't just involving the national football league, but any type of large gathering you're going to see police planning. we know that at this particular event that was fencing that was up, you had obviously this large law enforcement presence. there were medical units that were staged in around the area all of that precautionary. but of course, very important if you do happen to have some type of critical life event where you do need to call on first responders in order to help people and they essentially approach this in a layered approach. you have the close insecurity obviously around the team itself and then you have to ensure the security he of the attendees, but also setting up a perimeter and ensuring that you have those resources that are looking outward for any possible threats that may be trying to come in again too soon to tell who this individual or individuals were that were involved in the shooting, whether this was the thing that was specifically targeted towards that crowd, that obviously a major question when you have a large gathering, but the good news if there's any good news and this

is that when you have a large event law enforcement plans according accordingly and has those resources on hand and we see some of these images coming in from our affiliates, that authority spring into action quite quickly. boris we're seeing that there are so many people who had been enjoying the parade and it was wrapping up all of the festivities and the rally there outside of union station in >> kansas city. and then obviously a lot of chaos that ensued here. i do want to bring in charles ramsey, who is on the phone with us. charles, as you see, some of these pictures and we're getting in this preliminary information that two people are in custody and several have been injured, at least several been injured. what are you seeing here and what questions do you have? >> well, you know, these are the kinds of things that you always are concerned about whenever you have a large gathering like that. and that is someone who brings a gun. there's a dispute of some kind shots fired because you have so many people there the odds of innocent people being struck is pretty high again it's just one

of the unfortunate realities that we have in our society today with guns and violent crime that takes place and that's a shame. i mean, i was watching the event on television. it was a great celebration. and then it had to be ruined by this incident. so it's too early to tell right now exactly everything that's going on but obviously apparently they have someone in custody hopefully, there are no fatalities or serious injuries we also have with us ed davis, he's a former boston police commissioner. >> ed >> walk us through what it's like for law enforcement when responding to a scene like this, where there are so many people right? >> it's extremely chaotic. and as chuck said, unfortunately these days, you'd never know when two groups of people are gonna run into each other and have shots breakout like this.

when the police initially get to the scene their responsibility is to look for the shooter and it sounds like there are some people in custody, so they may have been able to gather up the threats really quickly but whether it's the shooter or someone associated with him that has been arrested they're responsibility is to stop the shooting from occurring, secure the area, and then most importantly i shouldn't say most deployed, it's actually a secondary concern. but is this extremely high importance is to render first aid and get medical personnel and erez quickly as possible to save as many lives as they can and so we see in some of the pictures and police moving, they're into union >> station, some of them congregating outside of the area as they appear to be paying attention to something. i don't know what you might be gleaning you know, from some of these images that we may not be picking up. what are you seeing

>> well, because of the chaos that surrounds these things, you don't know where the bad guy is, and really have to point to keep an eye on everything that's moving so that you can stop any threats that are occurring. so your head has to be on a swivel in a case like this because you don't really know with, with all those people there, you don't know it's hard to sort of sort out the bad guys from the good guys and other people could be showing up. that's the problem apparently in this case, there had been an earliest shooting a few blocks away. two people were shot is this a retaliatory shooting for that incident? we see that happen quite a bit. or is this a totally different incident where two groups of people have guns? it's hard to say at this early point, but the police have to be aware of everything and be very quick to move when a threat presents itself. >> we are of course, monitoring the situation and kansas city,

celebration for the kansas city chiefs winning the super bowl. this happened as festivity festivities. there were wrapping up, but certainly a ton of people still in the area. and police who had been there providing security, mobilizing very quickly, multiple victims in this shooting, we're being told of at this point. and again, with two armed people in custody? >> yeah. it is obviously still a developing situation as we're starting to hear from folks that are on the ground there about what they experienced we do have a panel of experts and responding to a situation like this, we want to bring in steve moore. he's former fbi, also a senior law enforcement analyst for cnn. >> steve. >> when you hear about >> this kind of situation, this sort of setting, what details stand out to you about what we're learning specifically about two people being detained, both of them aren't well, i think the first thing excuse me that stands out to me is that people were taken into

>> custody alive, which kind of indicates to me at least that is not customary, that is not usual when you find somebody who's an active shooter, a terrorist, something like that, they do not want to be taken alive and they have a weapon to make sure that they don't get taken alive so that's that's one thing. it's i'm not saying it's not the case, but it lobbies towards another type of shooting this is an area this area was where you can have an immense potential target count and that's big for terrorists and active shooters. but it also brings in diverse groups who may not like each other. and so you also have the possibility that this was potentially gang-related something in that vein. and we won't know until we know more about the suspects that they have. >> and i wonder steve, we're

watching this happen. we have watched here in the last few days a shooting at a mega church it seems that these spaces that americans go to, none of them feel safe. this is supposed to be a celebratory event. so whether it is churches or schools today is the anniversary of the parkland shooting marjory stoneman douglas high school. this seems like just to add it to the list of these soft targets and these places where these things are really not supposed to be mixing and people are not supposed to feel that they're taking their lives into their hands to go to a victory parade. >> of course. and i and i totally agree with that i mean, if you look back at a couple of decades, maybe 30 years ago, airports were soft targets. you could go right to the gate, you could walk on airplanes

sometimes without being challenged. everything society moves and changes. now you can't get past the lobby of a, an airport without an extensive search. you find now like in this shooting at the church of joel osteen you saw that the shooter was engaged by two congregants that is because every organization you see like there's, you see the massive amount of security in this situation. >> but >> even churches, large churches are starting to have armed security people. it is a different day and we need to start realizing that until we solve this societal issue, that we need to protect large groups of people because those are targets for people with, with horrible minds steve, please standby. we want to pivot to josh campbell because josh, i

understand you have some new reporting on the question of whether the shooting and the parade itself were connected? >> no, that's right. and that is the major question we still have. it's worth pointing out that right now, there's no indication that the shooting was actually related to the event. it may turn out to be that case as law enforcement gathers information, but law enforcement is providing information in real time as it's coming out. i'll give you the latest of verbatim what they said this is short, but this is latest that they know, they say that shots were fired west of union station near a garage and multiple people were struck. we took to armed people into custody for more investigation. so again, no indication right now that they were targeting this crowd. they did indicate the two people taking going into custody. we don't know if this was some type of shooting between two parties or if they indeed were trying to target victims. but that is important to point out. we've seen a number of incidents that all three of us have covered over the years with active shooter events, where they actually will target a crowd right now, no

indication that that is the case, but they have two people that are in custody. they say that multiple people were quote struck, and then you can only imagine in an event like this, where you have people who were fleeing in this chaotic situation, the number of potential additional injuries there people were trying to get away from the sound of gunfire. so a lot for authorities to handle there on the ground. we see on some of our imagery here to just this massive police presence that was already on site due to this celebration post-super bowl, and some of the imagery we saw, you saw officers with their service weapons drawn, doing what are called clearing operations, clearing potential areas. that was one video where they're going down a stairwell with their guns drawn all of that is tried to ensure that there is no longer a threat that is ongoing. and of course, in a situation like this that is so chaotic, you want to ensure that there aren't people who fleeing and maybe hiding or may have been injured that need attention. so a lot of work for law enforcement still to be done. but with these two people in custody now, assuming that

they can speak to these people, that they can interview them. we know in past incidents sometimes when law enforcement says that someone is in custody or apprehended, that doesn't necessarily mean that that person is in a state where they can actually be interviewed. but if they are that would glean important information for authorities to quickly rule out whether this was indeed some kind of targeted incident or whether this was an exchange of gunfire between two individual parties. but nevertheless, a lot of work for authorities to do there. and now the medical care as the other angle we know in this day and age that often when you have a large scale events, hospitals in and around the area will take notice that we have this mass event that is being planned here just so you are aware of it. so you have the amount of appropriate personnel on staff should some medical emergency presented itself and appears now at least police say multiple people struck. so you can imagine that medical personnel also springing into action section that is what we know right now, that multiple people have been struck, that two people are in custody right now. no indication that this was a

targeted attack would certainly quite concerning guys. >> okay. josh, stick with us if you will. this is what we're following multiple well, people shot at the super bowl parade site the victory parade there in kansas city, missouri. two armed people in custody. this is very much a developing story. we're, going to get an a quick break first though. let's listen to someone from the scene who and see what they experienced there in kansas city? >> we saw people running out of union station on the east side of the doors pretty franticly. and at that moment, we were receiving information that we needed to change we so just to gather and then just get to a safe space. so there was information provided quickly, which was nice. but sure. it was a frantic situation. >> and it is still a little chaotic as people are still finding family members and understanding where is the best, most safe route away?

itself. law enforcement officers reportedly taking two people into their custody. we don't know the details yet of exactly what transpired but as we learn the new information, we will of course, bring it to yeah. >> and so this had been of course, the parade that had ended near union station in this rally that had gone on for some time. and this was wrapping up when this all happened. of course, there was a huge police presence there. but what was really a celebratory mood, people just very excited for this big win for the kansas city chiefs and instead they find themselves, in many cases here running for their lives. we just heard people are trying to reconvene with their family members who they may have lost track of i've been in the chaos at this point in time. >> yeah. >> we want to bring in cnn's josh campbell now because josh, you're getting updates from law enforcement in real time about their response and what they're learning about, what unfolded there. >> yeah, that's right. as

brianna just mentioned, we're now learning this was taking place and happened at the conclusion of this celebration that coming from local police, they're saying that at the conclusion of the rally, there were shots fired west of union station, as we indicated earlier, police said said that multiple people were struck. now, we're hearing from the fire department apartment that upwards of ten people have been injured. unclear right now whether we're talking about gunshot wounds, obviously, in a large crowd with people fleeing, there can also be injury sustained in the process of trying to get away from the sound of gunfire, but at least according to the fire department right now, ten people have been injured. police say that they have taken two people into custody two armed individuals no information that they're releasing right now on who those individuals are whether this was a targeted type of attack or whether this was gunfire was exchanged, perhaps between two parties. we know this was taking place at least according to authorities, near a garage next to this large celebration, authorities are now asking for anyone who was

in that area and witnessed events to contact law enforcement that tells us that they're still trying to piece all of this gather again, that notice just going out a short time ago from kansas city police asking anyone who was in around that area to please contact law enforcement, help describe what it is that you saw, what it is that you heard as they try to, again, figure out what they're grappling with. but here and then finally, we don't know the state of these two individuals if they are indeed being interviewed, if they're providing information, how they were actually apprehended, frankly, whether there was any type of force used by law enforcement and taking them since a custody. so a lot of unanswered questions right now, we do know that this large event came with a large security package to begin with, we've seen on our images here from our affiliate knbc that law enforcement was on hand with departments from across the region. that was a state highway patrol, obviously, local police, different police agencies from around that area we're already on site providing security for that event. and so again, if there's any good news in a bad

situations that you had this large law enforcement posture that can quickly sprang into action to try to apprehend the people who perhaps are responsible for this and then try to help victims as well. hello, but again, finally, we're learning ten people injured now, two people in custody trying to determine the motive authorities providing information real time. we hope to get more sun and there is some new video that we have in here from kansas city where you can see an ambulance it appears we don't know if there's someone who is in sure. but at this point, as you mentioned, josh, upwards of ten people injured you'd reported before no indication that they were trying to shoot into this crowd, that this had happened at a garage west of union station. but the reality of this situation is there's so many people in the area as you mentioned, what are they looking for when it comes to motive and more details here? >> no, absolutely. it's worth

pointing that out anytime that we see some type of potential mass shooting, i say potential at least a targeted mass shooting because the motive is always the question. and as you mentioned right now, we have no indication that this celebratory event itself was a target hi to individuals or whether this was a shooting that happened adjacent to this event and you had a crowd that was struck that was there nearby. so that's important to point out. we're not you're calling this a targeted mass shooting authorities certainly are not calling that right now, but they do have a lot of work to do. much of that comes down to what the current state is. of these two individuals who have been taken into custody. we've seen in various incidents where oftentimes suspects will gladly describe what it is that they were doing, why they were there, provide that information to police. sometimes they will lawyer up making it much more difficult. a lot of work going on behind the scenes right now to try to get to that motive bri. >> all right. and we'll be having you standby for us as you are getting more details in, you can't help but notice

what today is. this is the sixth anniversary of the parkland school shooting. and as we watched this scene out of kansas city, this is the unfortunate reality, even as we await so many of the details of what is he happening there? >> this is the >> reality of living in america. >> the shootings that you >> see, and we're joined now by manuel and patricia oliver, who of course, are the parents of joaquin oliver, known lovingly as guac by so many of his friends and family, who was killed that day six years ago in his creative writing class we had entirely different interview that we were going to do here just to talk about some of the work that you guys are doing on capitol hill trying to bring about awareness? and change. and you see this happening as you were here visiting washington, what is on your mind as you're as you're watching this >> no, not surprised at all. it's like literally we interrupt these interview because we have another mass shooting going on and then you

friends were still with vietnam right at the time because it kind of blurred. but when we were heading west trying to get back in away from it, we saw the police swarm a stairwell, and then we heard another pot from there. and that's when i was like, okay, we're we're we're gone >> similar situation saying, yes, i was on the on the property. >> you've been listening to eyewitnesses rally-goers at the kansas city chiefs victory rally in downtown kansas city today, what was supposed to be a moment of jubilation after winning the super bowl turns into terror as we see fans running from the scene, we're seeing in his learned that shots were fired upwards of ten victims hurt in what is an apparent shooting, at least five people hospitalized at truman medical center. and we've learned from law enforcement sources that to people armed people at the rally have since been detained yet. >> so this >> happened at a garage near a garage west of union station, and there had been this very fun parade where for all of the members of the kansas city

chiefs had participated, of course, that had gone down the main street there in kansas city and culminated here with this rally by union station for a little over an hour. they were doing this then it was towards the end of this where the shots rang out nearby. of course, there was a huge police presence nearby. they quickly responded. but obviously we a lot of people, as you mentioned, just completely terrified by this. i want to bring in ed davis, who we've been speaking to about this. so ed, this is what we know at this point upward of ten injured during the shooting, at least five have been hospitalized. two armed individuals in custody what are you seeing in this moment and what questions do you have >> what you've heard of a very good point, this is supposed to be julius occasion for the city. and these people have destroyed it. whoever was responsible for this has a lot to answer for i've made which that or so of events where

hundreds of thousands of people come. and this is your worst case scenario. this is what you're fearful of hopefully, this is not a planned attack on the event. it's, it's criminals that bump into each other and in resort to firearms but the whole community suffers because of this. and the people involved need to be held accountable for it. i mean, it's when something like this happens the people who are responsible for it, not only me to be held accountable criminally, but they need to be shown by the community. >> this is a >> terrible thing to do to your city >> steve moore is also with us, steve with a crime scene of this scale. and this many people involved. what does an investigation like this look like? >> well, it's actually going to depend quite a bit on the shooters who they were and what their motives were. if they can

establish, for instance, gang ties, something like this, or link it to the shooting earlier in the day, not far from there, then and you don't have to go through the massive intensive full search of the grounds, the crime scene, the crime scene becomes immensely larger if it's a planned attack. and i mean, you're talking a mile square sometimes for some the thing like this. so they're going to be very quickly trying to identify who the shooters were and the motive for that shooting. if it turns out to be something that is explained very well by the actions and by the identities of the persons who were shooting then the crime scene gets the immediate crime scene. the shooting that gets limited to just the area of the shooting in 19 the entire location well, we know
