even though a premise netanyahu or he might say that it was totally inappropriate for chuck schumer to make those remarks saying he was one of the key obstacles. is it accurate? >> well, that seems to be the perspective of the united states. certainly we've heard from the white house saying that they believe that the current proposals on the table at this stage are broadly within the froma that they have been working towards over the last couple of weeks alongside other international allies to the fact that v israeli leadership and in particular note and you still believe this deal to be in their words, unrealistic and outlandish is raising some concern. but of course, as we know, the mossad director david barnea, is in qatar, expected to take part in those talks today with delegations from both qatar and egypt. again, crucial mediators between hamas and israel over the last few weeks. and what it is looking like at this current stage is another six-week truce, balls and fighting which would see a phased exchange of israeli hostages for palestinian prisoners. now, what hamas has put forward at this stage is a first stage which would see a female so as

including idf soldiers, as well as the sick, the elderly, and the wounded being released from captivity in gaza in exchange for between 700 to 1,000 palestinian prisoners in the second phase what hamas is proposing is we would see the release of all remaining hostages, including male idf soldiers, in exchange for more palestinian prisoners. around 100 palestinian prisoners in israeli jails currently serving a life sentences. but what appears to be the sticking point still at this stage is what happens after that six-week period. now hamas is calling for a permanent ceasefire and for the full withdrawal of israeli troops from gaza. and as we know, permanent in its and you has said that this is unacceptable. he believed gives that the israeli military needs to continue to push forward towards what he has described as a full victory, namely the full destruction of hamas in gaza. but of course there is mounting pressure on israel, particularly from its allies, given the mounting civilian death toll. and of course, a concerns or on a famine now in the gaza strip all right in terms of raffa, honestly think hamas is gathered there. so

netanyahu's carrying on with his planned operation. >> yeah. we heard from you over the weekend saying that plan is approved. the military operational plans have been approved on the israeli side that they that they believe this is an operation that could take weeks. but of course, this is a huge point of concern because while the israeli leadership says they believe hamas has operatives in rafah, this is an area where some 1.5 million people, civilians, mostly on our concentrated where they haven't pushed towards and displaced. now, the israeli leadership and military say that they are working on plans to evacuate these civilians. we've heard from the white house also over the weekend saying that they have received no credible plan for the evacuation of civilians, but they cannot support any sort of military operation in rafah without seeing a plan for the evacuation of civilians and the protection of civilians in the south. and of course, as we know, this is growing increasingly difficult because the situation in the north is so dire it is extremely difficult to get aid to the north as it is in the south.

>> yeah. well, i've been working in humanitarian assistance for 31 years now and like just about every other humanitarian veteran that's worked in gaza recently visited gaza recently, i would say there are aspects of this crisis that amongst the worst, i've ever seen, the levels of displacement, i was only in rafah. whereas you know, there's been 1 million people now displaced i've never seen overcrowding like that. never seen so many people's squeezed into such a small area with a pooling sanitation very limited access to food and the shelter itself is very poor quality and there's been a lot of rains and flooding of those settlements that that is a crisis in of itself, the level of displacement, the lack of sanitation, the associated disease outbreaks. now of hepatitis, diarrhea of course, limited access to aid. and we've already talked about the

food deficit now it's looking at some of the data this morning. now, we usually don't like to talk about the number of trucks going into gaza. is that there's an appropriate metric, but it's one of the best that we have. and we say that around, we need around 500 bucks in going into gaza per day since the start of the crisis, were an average of 130 so that gives you a sense of the massive deficit of distance going in as these needs continued to soar you, talk about the problems of displacement, but it's about to get a whole lot worse, isn't it? you've been into raffa israelis are talking about proving the military plans to go into rather that will require a massive relocation of all those civilians won't it? how realistic is that? and what are your concerns >> well, the first concern is where do they go? >> and i >> my understanding is the census they'll go further west and a bit north up into the central part. but again,

there's no areas prepared to receive whereas the shelter coming from most of the shoulder there is made is makeshift. it's made from plastic shading and bits of timber that people have been able to bring together. people aren't in big tent camps. let's be clear, this is not like a managed refugee crisis. so where did they go? what's the source of shelter? >> how does the >> aid then get to them? the other big concern, of course, for us and the health care we've seen this massive degradation of the health system of 36 hospitals, only 13 of them are functioning in there so when we were in rafah, i visited two hospitals, al-najar hospital, which is normally a 65 bids facility. it's it has 300 patients right now. and another field hospital very well run by international medical corps, a us ngo, which now has 150 bit if that military offensive occurs, both of those hospitals are going to

have to relocate. >> now, how did they move? >> this is the first one. i'll now show it's a fixed facility. they are looking at options for perhaps moving into some other makeshift facility further west or north? international medical coal will have to pack up. it's hospital and move in tyler. and that'll take days. so this further limiting access to medical care during the time of the military offensive when we would expect high levels of trauma and injury as well. so beyond catastrophic situation >> it is beyond catastrophic and it's almost unthinkable that this has now been going on for six months. what is your message to the key players in this as this conflict? spills over at six month and you everything you just said about how you're witnessing some of the absolute worst conditions
