cnn breaking news good morning. >> you were alive in the cnn newsroom? of those pro-palestinian protests on college campuses in the turks and caicos. and the head of the government there is addressing the arrest of five americans for allegedly bringing live ammunition onto the islands were on that in a moment and we're watching the arrival right now. but your show, you live at the white house watching the arrival of the kenyan president and first lady at the white house. it's the first official state visit for an african leader to the united states, to the white house since 2008. and we'll have more on those pictures in just a moment. but first we begin with the trouble on tap for ticketmaster, the justice department is expected to announce a major lawsuit at any moment against ticketmaster's owner live nation, accusing the concert giant of operating a monopoly. the government alleges live nation of users it's industry

dominance for years to stifle competition and rip off fans that issue was on full display in 2022 when ticketmaster glitches blocked millions from purchasing tickets, you remember this to taylor swift's erez tour. as swift might say, karma is a congressional hearing that fiasco lead lawmakers to grow company executive he lives up on capitol hill last year and cnn senior crime and justice reporter, katelyn polantz joins me now, and kaitlyn, that's further evidence that i don't write all the scripts when they work in the taylor swift pun, there. but this is a big deal and it affects millions of americans who are just really frustrated with buying concert tickets these days and other live events yeah, the dominant provider of tickets for concerts across the united states, live nation in their subsidiary ticketmaster, they are not out of the woods, jim, in this situation, they are expecting their is a very large expectations of the justice department and several states are going to be filing a lawsuit against them. >> essentially acute losing the company of having an monopoly,

monopolizing the sales of tickets to consumers, having a situation where consumers are paying too much paying and service fees. and also that musicians and venues end up in this endless cycle locked in to use saint ticketmaster as their ticket provider. now there was quite a lot of blowback, both political and in the public sphere after there were glitches when the taylor swift erez store tickets went on sale last year for that tour? that was quite a significant situation, but we have been looking expecting a lawsuit like this for for some time by the justice department. now, we have also jim heard from live nation leadership in the past. they have defended their pricing models, how they operate and sell tickets that they do it in all in and they are often allowing prices to be set by artists and the teams around them and that they are very proud that they've been

washington visit, which which called vision i should say, which calls on creditors to help and alleviate the financial burden of african countries, but also designating kenya as a non, a major, non nato allies. so clearly the two countries trying to strengthen their alliance here today. and of course, jim, in 2022 at president biden said that he was all in on africa, but he hasn't been able to visit like he committed to do as he is also had to grapple with multiple foreign conflicts. so today the two will continue their discussions during as three day visit including a state dinner this evening. jim all right. >> very very good for so good timing there as a music fired up again there over the white house and amaka, you're with me here in the studio. i did want to ask you about this. this is the first state visit is we're saying by an african leader, since 2008, or the other thing that is going on with can you obviously a very important us partner, i was there with barak obama when he visited the

country. when he was in office. but kenya is devoting peacekeepers to the situation in haiti right now. so they're an important partner? yes. >> i think. important to lead the context here for this, right? 49 countries if you take out north africa, that's can be a big chunk of your un votes. i think the us was surprised when russia, ukraine conflict started. there weren't that many, there wasn't, there was some sort of countries that didn't explicitly aligned with the us. and i think that has set off a concerted foot to show the region that the us really cares. and of course, the china's lurking in the background. so that's the context for this. now, why kenya the bigger country's economies and the region south africa and nigeria, a little bit more problem children right now, right? so that africa has been very clear about disagreeing with the us, ukraine, and israel and iran nigeria had an election where the president won. we're just

>> that's exactly right. and in fact, the president just came out behind me now to your point, may have looked to kind to help stabilize the situation in haiti, which has been spiraling especially as they tried to avoid putting us troops on the ground there. and to your point about reelection when you think about haiti and potential migration to the united states, which they have had to grapple with before it could feed into those concerns about immigration in that political vulnerability. but all the same that is just one. again of many issues that you also to think about. israel in this context is the us it has become somewhat isolated from the world on this issue and its support of israel including among some african nations. and so it's also trying to continue that relationship with kenya and solidify that cooperation in the region. so of course, all of this is going to be discussed. you can see images there of the president greeting the kenyan president, as well as the first lady and

is strictly forbidden and tourists who violate the law could face up to 12 years in prison and several americans have been caught up in this let's discuss now with republican congressman josh brecheen of oklahoma is part of a bipartisan group of lawmakers who recently traveled to the turks and caicos to push for the release of those americans. congressman, thank you very much for being with us very important story. what's your reaction to what the turks and caicos leadership is saying right now what do you want to see done? >> well i want to see justice, jim, and that's what every american needs to be paying attention to. justice. does the punishment match the infraction? and they passed a law where it's a no tolerance policy and when you use the word ammunition i see you on the visual, ryan watson from oklahoma, my home states and her mullins home state when senator melons began to dig into this and begin to reach out to the state department and try to intercede. i called him and thanked him for doing that. and then he said, would you be interested in a trip tension? i

said absolutely. justice for these families has to occur. and i'll take sharitta grier for a moment and african american grandmother from florida. surprised mother's day gift from her daughter. so she she has five grandkids. she's never been fired. a firearm. she packs this bag that i guess held the firearm in some bullets and she runs for a quick trip to celebrate mother's day. i mean, this woman is almost in tears. abc's reporting on the conditions that she's dealt with. and it's an astounding she's never even fired a firearms, didn't know the bullets were in there and when we use the word ammunition, let's make sure we're clear. these are a few shells in one case it's two bullets facing a 12-year minimum sentence incarceration, by the way, they're prison system is sanctioned by the united nations that's that's that's a note for humanitarian conditions. >> so what are the leaders and the turks and caicos say when you bring all of this up, and i guess the other question that stands out is, why didn't the

tsa detect some of these bags that had the guns and ammo in them? what happened there well, in regards to what turks and caicos is saying, they've got a 12-year minimum sentence. >> they said that there's prosecutorial discretion. but as we're setting in front of the governor, setting in front of the premier, be like the speaker of the house in the united states, and also the attorney general. i asked the attorney general and the chief investigator the chief of police, if you have prosecutorial discretion, what are we missing here? there's no criminal history on these people. there's no intent in the case of tyler from virginia he had bullets bullets, couple of bullets that fell through the same and the lining of his bag, unless you have an x-ray machine, you're not going to know this. and so tyler it, is facing 12 years incarceration. they're saying we've got prosecutorial discretion and i'm asking well, why didn't even get charged? why has he been detained for months on end and why did you even move

forward with this if you have prosecutorial discretion, then their second follow-up is will give us the opportunity for a special circumstances for a judge to bring forth justice. the problem with that, jim, is we've had a us citizen just a few months ago for the same top of infraction, who spent five months in that prison. that's been sanctioned by the un. and so are our contention is, and i said this to them. my goal was to step on their toes without messing up their shine, understanding they have are sovereign entity as a provenance of the uk. and we were speaking the truth truth, and doing it diplomatically, but i reminded them 65% of their gdp is dependent upon tourism, of which 80% is from the united states, 75% of the investment of the hotels in villas is from the united states and i said to them 15 years ago, my wife and i celebrated our honeymoon two weeks here in your country. but if i was to tell my wife based upon the story i heard from tyler a couple of bullets slipping through seeing that he'd never would have known about that. we would come back

>> yeah, jim, so that congressional map that's been disputed for several years in south carolina, it will remain in place. it was upheld by the supreme court this was a 6-3 decision written by justice samuel alito and basically this was the case where the lines had to be redrawn in south carolina. this involves districts one one, and six of the congressional districts down in south carolina. it's a coastal region near charleston. >> and there was a dispute that race had factored too much into the map making process. >> this when this went to trial, it was said that no race didn't factor in there, mostly looking at politics, republican versus democrat and today the supreme court says that that reasoning stands, that there's no reason to believe that race was the factor four redrawing these leinz. now, interestingly, this ruling centers on the congressional seat held by republican nancy mace. so this really, at least for right now dashes the hopes of demos crowds to pick up

potentially another seat in south carolina. i will note that even though the supreme court is upholding this map, and it will be in effect for the 2024 election. they are allowing the legal challenges to continue on this, not on the race part of it, but another claim that these black voters had made so there is still the potential that this congressional map could get blown up. but for now, this congressional map that was disputed as disadvantages, black voters gym, it will stay in place for the 2024 election, potentially beyond in a 6-3 decision from the supreme court, gym all right. >> fascinating development. obviously, they're gonna be a lot of these battles around the country as the balance of power in washington up on capitol hill is going to hinge perhaps on some of these kinds of cases are just cash knitr. thank you very much. we'll be right back. >> the nba playoffs. i always get emotional. you more concerned about what's going on inside the nba than what's

to our top story. the department of justice is expected to file an antitrust lawsuit against live nation, the owner of ticketmaster, joining me now to talk about this democratic senator amy klobuchar of minnesota. she is the chairwoman of the judiciary subcommittee on antitrust competition policy, and consumer russ center, your reaction to i think what a lot of americans have been waiting for for some time for somebody to do something about these insane ticket prices exactly for anyone who has had to pay their kids, high school kids tickets to their favorite band and find out the 30% of them are added fee is for anyone who's stood in line, awaited all day online to try to get taylor swift tickets or anyone who's gotten to a concert venue in this does happen. jim and find out that they have actual fake tickets this has to change. and so this is about a major monopoly. they and control 90% 90% of major billboard ticket sales, top 40,

company to take on because monopolies are never easy to beat out. they've got a lot of power. they get a lot of people so that they hire to go and lobby you and do things like that. we've seen that all over congress. but i've been more than willing to take on this fight and i'm not going to give up till it's done. >> and center i did want to ask a subject that's a little off topic. i know you're on the judiciary committee and you've probably seen the news lately. there's been a lot of coverage of the flag choices of supreme court justice samuel alito, not only at his home in alexandria for your virginia, but out at the beach on another flag apparently that's been embraced by the far-right and election deniers. what's your response to that? and is there anything realistically that can be done about it? >> share when we have had this breakdown of trust in the court of course, justice thomas's involvement, his refusal to recuse his wife's involvement in all of this when he's been recused himself from other cases along the way. and now

this width of flagged i think the best thing is to set high ethical standards and to go out there and say, you know what, we're going now, recuse ourselves when there's what we call, there is any kind of indication of a conflict because you lose trust when that happens, there's other justices on that court that can make decisions people recuse themselves all the time. the second piece of this is clear ethics laws, while justice roberts, chief justice, and the court has come out and say that they're going to do some their own rules of conduct. i think we need to enshrine this in law. >> all the other judges in the federal system abide by a set ethical rules rules of conduct. >> we need to have the same applied to the supreme court. i think those things would go very far in terms of building trust in the court's decisions but you know, if justices thomas and alito don't recuse them cells, for example, in cases that pertain to january 6, for example, or the upcoming election, those kinds of cases doesn't it?

>> for in the minds of some americans call into question the legitimacy of whatever decision is handed down by the supreme court perhaps further eroding trust in the high court yes, it does. >> and that's what bothers me. i believe in our court system, i believe in a system of checks and balances and just today, a court case came out on gerrymandering where you have justice alito talking about partisanship. all of this, the decision in dobbs that willingness to overrule decades and decades and decades of precedent and create chaos across our country all of these things make people lose trust. and what's happening over at the court. and this is just one more thing. and if you have something in your life and this has happened all the time with judges. >> they were recuse themselves from case because either an actual conflict or the appearance of a conflict is enough to make a judge say, you know what my fellow judges will be able to make this decision? >> gen. find. and i'm going to

and cnn chief climate correspondent bill, we're and of course bill, you have a new book out light as we know, it can be stories of people, climate, and hope in a changing world right up your alley bill elisa, let me start off with you real quick what are we looking for here in this forecast? incredibly active season ahead, noah is calling for up to 25 storms, up to 13 of which could be hurricanes, four to seven of those could be major hurricanes. that category three strength or higher oil well above average. and in line, but colorado states forecasts that they issued a few weeks ago. and then when i find remarkable is the confidence that this is going to be an above-normal season. is at 85%. there's only a 5% chance that this could go the other way and be a below normal season. there are a couple of factors that really have us honing in on this above-normal season. the first is that we have alanine. that's that cool ocean in the pacific. well, it can move that jet stream to the north. the jet stream is that path to storminess. it has a lot of wind in it. so with it

out of the way that decreases the wind energy where we need those storms to develop. hurricanes, hate wind shear, they hate that wind energy. so with less of it around, more storms can develop. another huge factor detailed in this report is record ocean temperatures. we know that as our climate warms, these oceans just continue to be incredibly warm. that fuels more storms, makes them stronger and can also make them wetter yeah. >> bill, i mean, this does not sound good for the upcoming hurricane season. what are you looking for me? we always talk about the gulf temperatures that doesn't sound good, but look, what's happening out in the atlantic as elisa was just saying just the idea gem of four to seven category threes this season is scary to think about and it's all comes down to ocean temperatures records at the surface below the surface. and a reminder, we have a graphic to show you that that is what hurricanes feed off of its fuel, their steroids, and to make some bigger and stronger and make some last longer, it brings heavier rain, higher storm

surge. and in recent years, we've learned this new term rapid intensification, where a storm will go for a cat from a category one or two to a four or five in a matter of hours catching communities off guard. and so obviously the most vulnerable state these days, the gulf coast of texas and louisiana vulnerable. it's warm there as well, but florida already still reeling from a dahlia and hurricane. ian, the most expensive and state history, a couple of years ago and ironically, even as they hit a heat dome with temperatures in the keys of over 100 115 degrees for a week, there other government of florida, the desantis administration strip the words climate change out of future consideration for lawmakers as symbolic sort of culture wars move. he's also rejected federal aid that would make florida homes more energy efficient and so it's really interesting the nature and the human nature that's on playing this summer yeah. >> just feels like we're
