biden team plotting a new strategy today as the pressure builds on the president to step aside after that dismal debate. >> new aggressive travel schedule and a high-stakes one-on-one interview as the campaign tries to navigate this make or break moment a shark terrifying swimmers so the texas beach on the fourth of july, how officials that he beachgoers safe over the holiday weekend, plus a political earthquake overnight in the uk, a labour party landslide and 14 years of conservative rule ushering in a new era of british politics america hill with fredricka whitfield, sarah jon, and kate are out today is cnn news central this morning, the biden campaign team is putting its foot on the gas to convince voters the commander in chief is still up to the task as his team desperately tries to
4:02 am
recover from that now infamous debate performance. and n talk of the president's stepping aside a brand new memo released by the white house lays out an aggressive july scheduled for biden starting today in the key battleground, state of wisconsin. and tonight, biden faces a pivotal moment that could make or break his campaign. the president will sit down for his first television interview since the debate with abc sees george stephanopoulos while biden tries to save his campaign, donald trump is ranting on social media. rarely against biden and stephanopoulos. it's trump is also calling for a second debate against biden to be quote, no holds barred cnn's priscilla alvarez is live for us at the white house with the very latest good to see you, priscilla. all right. so what's the latest what's the strategy? how are they going to put things forward? >> well this is absolutely a make or break moment for president biden. >> of course, after that debate a campaign officials and white
4:03 am
house officials have tried to reassure allies by saying they will see the president moore and they will see that vigor and aggressiveness that they talk about or describe the president as being behind closed those doors. and of course, over the last week we have heard from allies who said they do want to see the president get out on the campaign trail and have these unscripted moments. so in a new campaign memo, they're laying out exactly that in the month of july, a couple of things. the president, the vice president, the first lady, and the second gentleman are all going to visit our altogether is it every battleground state? the president is also going to deliver remarks at two conferences in las vegas in nevada. focus specifically on latino and black voters. he's also according to this member memo, going to engage in more off the cuff moments and interviews and they're going to launch a 50 million paid media blitz. now of course, we did see the president yesterday at the july 4 celebration here at the white house. and when he was talking to military
4:04 am
families someone shouted, we need you, and this was his response to that. >> you got me, man i'm not going anywhere all right. >> so the president here at trying to make clear that he is in it to win it, that he is staying in the race, but there is still a lot of questions, particularly over how the next few days unfold. of course, tonight there is that prime time interview with abc, an opportunity again, for advisors to show it for the president to show that that energetic self that comes out during some rallies is not just a fluke that, that is who the president is, and that he is a viable candidate going into november, he's also going to visit today the battleground state of wisconsin and later over the course of the weekend, going to pennsylvania. so the campaign is trying to chart a new course here. they want to show again the as an is the candidate and the nominee for the democrats
4:05 am
come november, but they haven't calmed all nerves yet. allies are still very much scrutinizing, very much watching what happens over the next few days, the president himself has acknowledged to a key ally that the next few days are crucial. so we clearly are very much in a trickle juncture here. fraud. >> all right, indeed, priscilla alvarez at the white house. thank you so much, erica. well, as president biden works to convince voters and his own party. he is still the man for the job. some democrats are already looking ahead to a world where kamala harris hit the top of ticket. the vice president and made a last-minute schedule change to appear with the president for the fourth festivities. last night, it's the first time she's attended that event with president biden stoking more questions about her future and also about who could serve as her vp if there is, in fact a change on the ticket. cnn's isaac dovere has some of those brand new reporting for us. so what is the thinking and frankly, what is the planning this morning, isaac? >> hi, good morning, eric. i look, joe biden often says, don't compare me to the almighty, compared to the alternative his problem at this
4:06 am
moment is that a lot of people are looking at kamala harris and doing just that. a lot of top democrats saying that it is not up to speed. what joe biden has been doing over the course last week to salvage his campaign, and that they were are ready to move on, that they need to move on. they are already starting to talk about things like how kamala harris would run this campaign, who her running mate would be, what it would look like. and of course, harris has had a lot of problems over the years. a lot of people doubting her even some of the people who have said a lot of bad things about her over the years, saying to me now that they feel like like they are ready to move to her, that she is a better option than joe biden. we'll see what it does for joe biden over the course of the next couple of days with this interview and campaigning and whether it changes some minds i think there has been a lot made of the confusing messaging, the catch-up that we're seeing from the white house. yesterday, we learned cnn has the reporting that in that meeting with governors, are a number of sources said that the president talked about needing to work a little bit less, not scheduled events after eight pmc, who
4:07 am
wasn't so tired, i found it interesting that just a short time later, the white house then put out this more aggressive travel schedule. there still seems to be some real communication issues here well, look, the president was meeting with those governors who came to the white house to hear from him how he felt like he was up to campaigning and he said to them i know that i need to change things up. >> one of the things we're going to start doing is no events after 8:00 p.m. i've got to start sleeping more. that was not for number of governors in the room, that kind of message that put their minds at ease. so we will see what he can do again in this interview. in the travel to wisconsin and today and more travel in the upcoming days, whether he makes them feel like he is up to the campaign. but what i've been hearing from people, even people who are close allies of joe biden, who stood by him for years and want to stand by him now, is that they are skeptical of whether he is up to it, and they are saying to him and
4:08 am
people close to him that they need to to see something different out of him. and if they don't see it, then i think you will see over the course of the next few days into next week, continuing shift away from him if they do, then he may be able to turn this around all right. >> i appreciate the reporting as always. thank you. fred. alright. people in the resort town of tulum, mexico being told to take shelter this morning as hurricane beryl nears landfall storms latest track and when it's expected to hit the u.s. and screams of shark heard across a crowded texas beach on the july 4 holiday officials blaming a single shark for injury at least three people. and out-of-control fireworks, shooting right into crowds at a football stadium and injuring several people sunday, dr. sanjay gupta reports on hold for the devastating effects of

4:14 am
watching it make landfall right now. the center of the storm near tulum, mexico, with 110 mile per hour winds, it reenter densified overnight. you could see how symmetrical it was in the water starting to lose a little bit of its shape as it gets on land, but still expecting dangerous storm surge of four to six feet in the area when we're talking about rain, we're talking about four to six inches of rain across the yucatan peninsula. could find some totals up to ten inches which would cause some flash flooding. after this by tonight, we're looking at a getting back into the gulf of mexico here. where could we intensify? we do have some very warm waters here. warming for this time of year. so it could get its act together a little bit more before it looks at another landfall somewhere in northern mexico, or even south texas, we're finding this dome of heat and humidity, this area of high pressure continuing to weaken in some and move out of the way. so that's allowing beryl to make this turn to the north and start impacting
4:15 am
texas. later on this week. and we're talking about sunday, we could even start to see some impacts. we could have some watches issued later on today. so there's that track. you can see possibly another hurricane landfall as it gets into texas either way rip currents the entire holiday weekend, fred all right. and then at least an extremely dangerous heat wave is intensifying in the west coast. here we go. again, how long is this going to go on this has the problem. >> fred is a lot of these warnings last well into next week. i'm talking some of them even go until thursday because this is going to be an incredibly long duration event. temperatures well, over 100 for a lot of these places, most of california under these warnings, parts of nevada, they're even going up into the pacific northwest place like portland and seattle that really don't have too much air conditioning temperatures up near 120 degrees in palm springs, you can see multiple stays straight going into next week, bakersfield as well. fresno with temperatures of around 111 going into monday,
4:16 am
las vegas could hit their all-time hottest temperature ever recorded. it's 100 and 117 and we're forecast to break that by sunday. so just incredible. we're looking at more than 500 records falling a lot of them up and down the west coast, both daytime eyes and overnight lows because we just don't get this relief at night at all. and like i said, the heat extends up toward seattle. we're talking about triple-digit temperatures in med for oregon. a lot of their all-time records in jeopardy as well. so just really thinking of those people, especially without that relief at night, fred. >> sure. >> at least rafah thank you so much, erica, in texas at least for shark incidents, have beachgoers on edge and wildlife officials say they believe each incident was actually related to the same shark. all of this happening in the waters off south padre island yesterday, authorities say two people were bitten, a third person was injured, though not bitten and a fourth person, felt a sharp brush against them. meantime, in florida, shark bit the man on the foot. this happening in
4:17 am
knee deep water, according to cnn affiliate wk mg, that man was taken to the hospital and treated for non-life-threatenin g injuries seen as source of flores is in houston this morning with more roza, specifically, these the incidence in texas, what more do you know you know, we're learning more about the intense moments when each beachgoers were very afraid of the shark and law enforcement and first responders, uh, we're trying to save lives and let me start with a heroic acts by the u.s. border patrol. and we have some pictures that you can take the look at. this is according to the cbp official they say that to off-duty border patrol agents from the elite border star unit. now, these men and women do this for a living and they just happened to be at the right time at the right place. they ran into the water according to this official, hold, the victim out of the water and immediately started rendering medical aid. now, that included a tourniquet, if you know anything about first
4:18 am
response, if an individual needs a tourniquet, they could bleed out in the matter of minutes. well, we don't know of any fatalities and we don't know specifically the condition of this individual but we do know that the life-saving measures by these off-duty agents probably saved this person's life. now, the response was not just by land, it was also by air. take a look at this video. this is from the texas department of public safety from lieutenant chris ali vaez. he shared this video with us the response by air was by a helicopter that was flying very low and also practicing some deterrence maneuvers to try to keep that shark away from shore, away from people. and about the people that were there, about those beachgoers and their fears related to the shark our cnn producer amanda jackson talked to a mother from harlan jin, texas. this is in the rio grande valley two of her daughters were in the water when the shark was there she
4:19 am
says that all of a sudden she heard that her daughters were screaming. they ran out of the water and she started seeing some blood running. one of her daughters legs. that's it's the 18-year-old that has the gauze around her leg. the good news is that these were just scrapes. she is okay but just imagine the scare of this mother who was seeing her daughter scream that there's a shark in the water and that they're running out of the water. again, she's okay now, there's another incident cnn affiliate kare-tv, also talked to the father-in-law of a man who was also a shark of victim. he says that they were swimming in the water and all of a sudden his son-in-law went under tibialis i turned around. he wasn't there anymore. assuming towards and any jumped up out of the water saying char char charge. and that's when i'll turn nothing kicked him. i when i read after him. >> now, erica officials say
4:20 am
that there were at least four shark encounters, at least two people transported and they say it's very rare to see sharks in this area. and i can attest to that. i grew up in the rio grande valley. i grew up go pointing to this particular beach and i can tell you that i never saw sharks growing up. so this is very notable. and again, the good news here is that there were no fatalities. of course, we don't know the conditions of all the individuals who either had an encounter or were bitten by a shark but again, officials, there itself, adria islands said that nobody has died. yeah, really something and talk about, as you noted off the top, somebody be those people being in the right place at the right time, rosa, thank you. any moment now, the new british prime minister, keir starmer, is set to speak in london. his party's landslide victory in this election also leading to a dramatic shift of power in the uk for the first time in 14 years. plus a criminal investigation launched after 11 chinese swimmers who previously failed doping tests are now being allowed to compete in the

the winds of the athletes in awe or pushing the limits of what is capable ready to show the world how good i am. >> i'm trained all over the globe and that's what you're going to see an aw, whole, whole different beast we wednesday night dynamite it aid on tbs all right. knew this morning, cnn's chief medical correspondent, dr. sanjay gupta is calling on president joe biden to undergo cognitive testing and share his results with the american people after what he calls quote concerning behavior at last week's presidential debate sanjay gupta is joining us right now. okay so dr. sanjay gupta, i mean, what provoked you to do this well, fred, good morning. >> first of all, this is not a political essay. it's a medical one. and i think a lot of the things that people saw
4:35 am
it, that debate weren't necessarily new, but they were sustained. and i think more and more pronounced than what we had seen in the past. and i think that's what really provoked the essay. i think that the question really being raised as have we been looking at episodes, intermittent episodes, or is this reflective of some sort of deeper underlying condition? and that's what i really wanted to get at. let me let me tell you a few of the things that specifically jumped out and i will also mention as you're looking at some of these specific signs that neurologists noted that after the bait i get a lot of calls, texts, emails from minor apology and brain science colleagues from around the world. frankly, sort of highlighting some of these things. but if you take a look slow response time, i think we saw that sort of in a sustained fashion. definitive world, word retrieval mix-ups rambling sometimes confused speech, reduced voice volume as well and reduced facial movements. and these things can all be connected. we often think of
4:36 am
cognition simply being memory. but if someone has an underlying movement disorder, for example, that can actually the affect cognition in the sense that people may have more flattened affect face and not really be speaking as quickly or as loudly. now, if it were my if he were my patient, if he were my dad, frankly, i would want to get more testing done cognitive testing, and more detailed movement disorder testing as well. now you've heard fred, what the white house has said about this. they say, look, it was essentially it was a bad night for him he had had late nights, he had had jet lag. he had a cold. we heard he wasn't taking any medications for that and those things can cause temporary prairie brain fog, if you will. but again, this idea, are we looking at episodes of something? or is this a condition that should be more fully investigated? and it really seems to be more of a ladder okay. so we understand his last examination was about
4:37 am
four months. they are full examination about four months ago. so of these items that you're talking about are these progressive, do they sneak in these characteristics? that have been i guess rising to the surface for a while, in which four neurologists to diagnose help us assess whether this is a blip in a real or if it's something that is progressively gotten this way yeah. >> i think that that is the question again, this idea, are we looking at episodes and are these episodes sort of progressively linearly getting worse or do they really just fluctuate and more easily attributed to other things? again, a viral illness or lack of sleep or low blood sugar or something like that. what the what the medical report from february said, it was a six page report. there was some 20 medical specialists that spend time with the president, including a neurologist. we are told at that point and they ruled out specific things like stroke, like multiple sclerosis
4:38 am
but also parkinson's disease for example, they said he did not have these things. now i will point out parkinson's disease is the most common cause of what is known as parkinsonism but there are other causes as well. and they weren't fully, it didn't at least from the medical report did not seem to be fully investigated. and again, that's the sort of testing that we're talking about. if you want to distinguish, if these are something that are more of these episodes versus a condition you really do need that sort of testing. and i'll point out as well that you've heard about these cognitive tests, such as the montreal cognitive assessment. i think we have an image of that that you can see. this is about a ten to 20 minute exam that someone will do. it basically a blunt screening tool to try and figure out, is there something to be more concerned about? we were told president trump has had that done twice. it did not appear at least in the medical records that president biden had that done and when the white house was asked about it, essentially the response was
4:39 am
the doctors say it's not necessary interesting. >> all right. dr. sanjay gupta will see if the president or the white house with the doctors, take your recommendation. i appreciate it. interesting reading on your essay all right. erica, was their enemy now seeing and political commentator and democratic strategists, maria cardona and former trump administration official matt mauer is maria. i just want to pick up where fred and sanjay just left off. would it be in the president's interests to follow through on some of these tests, could ask donald trump to do the same thing. but do you think that would help i don't have a medical degree, erica, so i'm gonna leave this in the hands of the world renown doctors that surround president biden to make. but you know, i'm not i would never ask you to make a medical medical decision i wouldn't do it either. i just mean from a purely let's talk about the strategy there, right? the communications this week have been not great to put it mildly, there been a ton of
4:40 am
cleanup happening just as recently as yesterday after the president told that group of democratic governors on wednesday night, he was going to schedule events before eight hi, i'm so he could get more sleep. sleep a little bit more work, a little bit less than shortly after that, you have the white house coming out and saying, oh, no, we have this very vigorous travel schedule. all i'm saying is two tucson, jay's point. would it be helpful and perhaps for both candidates to sit for more? intense cognitive testing to show where they're at because voters for months now have had concern about the age of both candidates i think what would be helpful, erica, is for both candidates to show that they can do that by being in front of audiences and by doing exactly what the campaign has announced. president biden then it's going to do. and there's no question that so much is riding on the things that they have just announced. the president biden is going to do the interview tonight with george stephanopoulos. the events that he has coming up in
4:41 am
wisconsin, pennsylvania, all of the swing states my understanding is he's going to sit down with additional journalists during those trips. i think that is going to show the audience and voters and everyone who is watching and waiting with bated breath for the president to prove that he does have what it takes to not just move on with the successful campaign, but to be able to carry out what it takes to be president for another four years. i think that's more important than showing us a cognitive test. but what i also will say, erica, is that as we are focused, again, breathless sleep reporting on every single thing that happens with president biden let's not lose sight of the fact of the other guy that is in the running in the new york times piece that detailed in what was going on with joe biden's health. there were a couple of very a very interesting paragraphs in-depth paragraphs about what was going on with donald trump's

cognitive decline. and those are things that we cannot ignore. and what i'm hearing from voters is, let's take a breath. let's give the campaign and president biden time to prove what they have put out in terms of the schedule, and they absolutely need to to do that and they probably took too much time to do that, but now we understand what it is that they are planning to do. let's give them some time. because so many voters, erica, regardless of what you're seeing in the polls are all in to support joe biden. if he's going to stay in because they understand the existential threat that as donald trump and they will take joe biden on his worst de, than somebody like donald trump, who is going to be such a threat and such a danger to so many communities around the country. >> matt, we have been talking this week about how this has really, this has been a gift for the trump campaign. donald trump uncharacteristically quiet for much of the week, which has also been attributed to the professionals he has running his campaign this time around, but he's actually
4:43 am
listening to them but there is also rumbling and we've heard from our own reporters and there's some additional reporting out from axios as well. this morning that there is some concern that if there were a change at the top of the ticket, if donald trump were no longer running against joe biden, if it was, for example kamala harris, but the vice president could really bring a lot of energy into this race and potentially excite voters. ayesha more formidable threat to donald trump i think the challenge for the democratic party right now is they're stuck between an outcome that they know is going to fail, which is keeping joe biden and outcome that's likely to fail, which is replaced him with kamala harris. >> and the reason, you know that is takeout even pulling from this week did you look at their favorable unfavorable ratings? joe biden, up until this past week, was the second least popular politician american, the most unpopular was kamala harris anytime she's been in the limelight, anytime she's actually been under that spotlight, you've seen her unfavorable numbers increase, not to mention the
4:44 am
fact that she jones a number of the policy failures of the biden administration whether you're talking about immigration, but she was put in charge of early administration and clearly a sailed on in voters are not responding well to the record of the biden harris administration on immigration, but you look at the stagflation of a continued come in, they inflation that we're seeing as a result of these i'm overspending the hat in the first two years, shoes right there and advanced as well, not to mention the fact that she is much easier to draw as a traditional left-wing progressive activists type of president. and a way that actually has been very hard to pay. joe biden as i mean, you even saw on some comments from jason more today? saying that joe biden enables the left wing but kamala harris is the left-wing i think that's the type of argument you'll see play out. should she actually replaced joe biden, which i'll be honest. i'm still skeptical of because i think there's too many democratic strategists, not to mention joe biden himself, who also know that the moment is harris vs trump. she's one starts to race down
4:45 am
as we've seen in every poll. and she hasn't really performed all that well every time it's lights are on her. >> i will say she may start the race down, but in those head-to-head matchups, in the most recent scene and pulling, she actually feels a little bit better than joe biden post-debate in that head-to-head matchup with donald trump. let's look at the broader impact here. right? there is donors certainly becoming more and more vocal than york times has reporting this morning the number of donors are trying to raise $100 million to essentially put into an escrow fund if the president does not step aside, they figured they could then use that for down-ballot races. i have heard from a number of lawmakers this week who are concerned about those down-ballot races is enough of the impact being taken into account by the folks in the campaign? i think time will tell again, erica, there's no question that there is a lot of concern out there. i think this week is going to be pivotal because all of the lawmakers that you are talking about that are concerned and are going to be in their home districts, in their home states hearing from
4:46 am
constituents, hearing about what their voters want, hearing about what the status of their races are. and they're going to come back here next week and they're going to let the campaign and let the white house no what is up with their races i think that's critical again, i think what happens tonight, what happens over the weekend with the president's events that he has coming up is going to inject a lot of knowledge into all of that. so let's take a beat. let's take a moment. all the polls that you mentioned our up and down, there are some pulse that actually have joe biden ahead because independents were so turned off about what donald trump said during the debate. >> maria cardona, matt mauer is good to see you both. >> thank you. thank you. erica, we're going to take you to london now, this breaking news, the new uk prime minister keir starmer is speaking his labour party's election landslide crush the conservative party routing many of its top members from their seats in parliament

4:55 am
set to compete in the paris olympics just three weeks away. now, the investigation follows mounting pressure from congress and olympic swimming icon michael phelps hopes who testified recently on capitol hill about the inconsistent application of doping tests joining us right now, cnn sports analyst christine brennan, kristie, and great to see you so the paris olympics just around the corner. so what are the realistic expectations from this kind of investigation? >> obviously, there's the legal side that will play out. well after the paris olympics but what's realistic and what's going to happen is that the scores of drug doping and cheating, then it's been going on in all sports, but especially actually swimming for generations is now literally going to come right to the pool deck in paris. the swimming competition starts three weeks from tomorrow. and
4:56 am
i think instead of maybe people would say this is a bad thing. i think it's a great thing because for generations, us swimmers western swimmers, others that have been doing it right countries that have not been cheating countries that have been punishing their cheaters if they do individually, athletes do cheat those >> of these 23 athletes who were never punished, 11 of them will be swimming in three weeks in paris and finally, the spotlight will be on them. but government, the u.s. and the
4:57 am
fbi, that justice department, fred, working on this shining a light on it. it is fantastic because these athletes will then be able to say, hey i clean. and is that person cheating? and i think the world will watch in a way and listen in a way it never has before. >> so what can the u.s. government do that? the anti-doping agencies, sports anti-doping agencies, and the usoc are not able to do and if there are to be any kind of penalties imposed on these chinese swimmers this is a criminal investigation. it's actually looking more at the organizations running the anti-doping world. so the world anti-doping agency, world aquatics, they have confirmed now that's the swimming international federation. they've confirmed that their executive director has been served nina, while he was here in the u.s. covering, he was at
4:58 am
the end indianapolis at the olympic swimming trials, us trials, we got to subpoena the world anti-doping agency. they slow walk to the camila valley eva figure skating story. those those athletes, us and japan still don't have their gold metals and silver metals two-and-a-half years to the beijing olympics. the just the inability of these organizations to function or whatever reason that they might not be working and getting rid of doping the way they should now there is the threat of criminal liability and actual subpoenas being served if they come into the united states. and of course, almost all these people coming the united states because of course, not only do we have major competitions, but the la, olympics in 2028 and so that's what we're looking at us olympic and paralympic committee has been on the side of anti-doping. the u.s. anti-doping agency, the one that caught lance armstrong and marion jones. they've been doing things the right way. and at some other countries trees like china who never, never let anyone know that they're 23 athletes tested positive, something the u.s. would never
4:59 am
do. these are the kinds of things that are now going to be exposed and caught. and because there's so much business, us obviously is funding the world anti-doping agency more than any other country. that's where the meat of this since that's where the power is. in addition to this, rodchenkov act that allows the u.s to criminalize the doping violations in other nations. >> all right. christine brennan, it is hard to believe that for decades now, we've been talking about this scourge of of doping in sports and especially in swimming and here we are. now just weeks away from the olympic games. and it remains a problem. good to see a christine. thank you so much. erica well, on our radar this morning, a park ranger is injured following july 4, shooting at yellowstone national park near lodges and blown as canyon village authorities say, they responding to a call person making threats when rangers did arrive, that suspect open fire. the rangers fired back park officials say there is no
