house officials have tried to reassure allies by saying they will see the president moore and they will see that vigor and aggressiveness that they talk about or describe the president as being behind closed those doors. and of course, over the last week we have heard from allies who said they do want to see the president get out on the campaign trail and have these unscripted moments. so in a new campaign memo, they're laying out exactly that in the month of july, a couple of things. the president, the vice president, the first lady, and the second gentleman are all going to visit our altogether is it every battleground state? the president is also going to deliver remarks at two conferences in las vegas in nevada. focus specifically on latino and black voters. he's also according to this member memo, going to engage in more off the cuff moments and interviews and they're going to launch a 50 million paid media blitz. now of course, we did see the president yesterday at the july 4 celebration here at the white house. and when he was talking to military

families someone shouted, we need you, and this was his response to that. >> you got me, man i'm not going anywhere all right. >> so the president here at trying to make clear that he is in it to win it, that he is staying in the race, but there is still a lot of questions, particularly over how the next few days unfold. of course, tonight there is that prime time interview with abc, an opportunity again, for advisors to show it for the president to show that that energetic self that comes out during some rallies is not just a fluke that, that is who the president is, and that he is a viable candidate going into november, he's also going to visit today the battleground state of wisconsin and later over the course of the weekend, going to pennsylvania. so the campaign is trying to chart a new course here. they want to show again the as an is the candidate and the nominee for the democrats

moment is that a lot of people are looking at kamala harris and doing just that. a lot of top democrats saying that it is not up to speed. what joe biden has been doing over the course last week to salvage his campaign, and that they were are ready to move on, that they need to move on. they are already starting to talk about things like how kamala harris would run this campaign, who her running mate would be, what it would look like. and of course, harris has had a lot of problems over the years. a lot of people doubting her even some of the people who have said a lot of bad things about her over the years, saying to me now that they feel like like they are ready to move to her, that she is a better option than joe biden. we'll see what it does for joe biden over the course of the next couple of days with this interview and campaigning and whether it changes some minds i think there has been a lot made of the confusing messaging, the catch-up that we're seeing from the white house. yesterday, we learned cnn has the reporting that in that meeting with governors, are a number of sources said that the president talked about needing to work a little bit less, not scheduled events after eight pmc, who

wasn't so tired, i found it interesting that just a short time later, the white house then put out this more aggressive travel schedule. there still seems to be some real communication issues here well, look, the president was meeting with those governors who came to the white house to hear from him how he felt like he was up to campaigning and he said to them i know that i need to change things up. >> one of the things we're going to start doing is no events after 8:00 p.m. i've got to start sleeping more. that was not for number of governors in the room, that kind of message that put their minds at ease. so we will see what he can do again in this interview. in the travel to wisconsin and today and more travel in the upcoming days, whether he makes them feel like he is up to the campaign. but what i've been hearing from people, even people who are close allies of joe biden, who stood by him for years and want to stand by him now, is that they are skeptical of whether he is up to it, and they are saying to him and

texas. later on this week. and we're talking about sunday, we could even start to see some impacts. we could have some watches issued later on today. so there's that track. you can see possibly another hurricane landfall as it gets into texas either way rip currents the entire holiday weekend, fred all right. and then at least an extremely dangerous heat wave is intensifying in the west coast. here we go. again, how long is this going to go on this has the problem. >> fred is a lot of these warnings last well into next week. i'm talking some of them even go until thursday because this is going to be an incredibly long duration event. temperatures well, over 100 for a lot of these places, most of california under these warnings, parts of nevada, they're even going up into the pacific northwest place like portland and seattle that really don't have too much air conditioning temperatures up near 120 degrees in palm springs, you can see multiple stays straight going into next week, bakersfield as well. fresno with temperatures of around 111 going into monday,

las vegas could hit their all-time hottest temperature ever recorded. it's 100 and 117 and we're forecast to break that by sunday. so just incredible. we're looking at more than 500 records falling a lot of them up and down the west coast, both daytime eyes and overnight lows because we just don't get this relief at night at all. and like i said, the heat extends up toward seattle. we're talking about triple-digit temperatures in med for oregon. a lot of their all-time records in jeopardy as well. so just really thinking of those people, especially without that relief at night, fred. >> sure. >> at least rafah thank you so much, erica, in texas at least for shark incidents, have beachgoers on edge and wildlife officials say they believe each incident was actually related to the same shark. all of this happening in the waters off south padre island yesterday, authorities say two people were bitten, a third person was injured, though not bitten and a fourth person, felt a sharp brush against them. meantime, in florida, shark bit the man on the foot. this happening in

knee deep water, according to cnn affiliate wk mg, that man was taken to the hospital and treated for non-life-threatenin g injuries seen as source of flores is in houston this morning with more roza, specifically, these the incidence in texas, what more do you know you know, we're learning more about the intense moments when each beachgoers were very afraid of the shark and law enforcement and first responders, uh, we're trying to save lives and let me start with a heroic acts by the u.s. border patrol. and we have some pictures that you can take the look at. this is according to the cbp official they say that to off-duty border patrol agents from the elite border star unit. now, these men and women do this for a living and they just happened to be at the right time at the right place. they ran into the water according to this official, hold, the victim out of the water and immediately started rendering medical aid. now, that included a tourniquet, if you know anything about first

response, if an individual needs a tourniquet, they could bleed out in the matter of minutes. well, we don't know of any fatalities and we don't know specifically the condition of this individual but we do know that the life-saving measures by these off-duty agents probably saved this person's life. now, the response was not just by land, it was also by air. take a look at this video. this is from the texas department of public safety from lieutenant chris ali vaez. he shared this video with us the response by air was by a helicopter that was flying very low and also practicing some deterrence maneuvers to try to keep that shark away from shore, away from people. and about the people that were there, about those beachgoers and their fears related to the shark our cnn producer amanda jackson talked to a mother from harlan jin, texas. this is in the rio grande valley two of her daughters were in the water when the shark was there she

says that all of a sudden she heard that her daughters were screaming. they ran out of the water and she started seeing some blood running. one of her daughters legs. that's it's the 18-year-old that has the gauze around her leg. the good news is that these were just scrapes. she is okay but just imagine the scare of this mother who was seeing her daughter scream that there's a shark in the water and that they're running out of the water. again, she's okay now, there's another incident cnn affiliate kare-tv, also talked to the father-in-law of a man who was also a shark of victim. he says that they were swimming in the water and all of a sudden his son-in-law went under tibialis i turned around. he wasn't there anymore. assuming towards and any jumped up out of the water saying char char charge. and that's when i'll turn nothing kicked him. i when i read after him. >> now, erica officials say

the winds of the athletes in awe or pushing the limits of what is capable ready to show the world how good i am. >> i'm trained all over the globe and that's what you're going to see an aw, whole, whole different beast we wednesday night dynamite it aid on tbs all right. knew this morning, cnn's chief medical correspondent, dr. sanjay gupta is calling on president joe biden to undergo cognitive testing and share his results with the american people after what he calls quote concerning behavior at last week's presidential debate sanjay gupta is joining us right now. okay so dr. sanjay gupta, i mean, what provoked you to do this well, fred, good morning. >> first of all, this is not a political essay. it's a medical one. and i think a lot of the things that people saw

it, that debate weren't necessarily new, but they were sustained. and i think more and more pronounced than what we had seen in the past. and i think that's what really provoked the essay. i think that the question really being raised as have we been looking at episodes, intermittent episodes, or is this reflective of some sort of deeper underlying condition? and that's what i really wanted to get at. let me let me tell you a few of the things that specifically jumped out and i will also mention as you're looking at some of these specific signs that neurologists noted that after the bait i get a lot of calls, texts, emails from minor apology and brain science colleagues from around the world. frankly, sort of highlighting some of these things. but if you take a look slow response time, i think we saw that sort of in a sustained fashion. definitive world, word retrieval mix-ups rambling sometimes confused speech, reduced voice volume as well and reduced facial movements. and these things can all be connected. we often think of

cognition simply being memory. but if someone has an underlying movement disorder, for example, that can actually the affect cognition in the sense that people may have more flattened affect face and not really be speaking as quickly or as loudly. now, if it were my if he were my patient, if he were my dad, frankly, i would want to get more testing done cognitive testing, and more detailed movement disorder testing as well. now you've heard fred, what the white house has said about this. they say, look, it was essentially it was a bad night for him he had had late nights, he had had jet lag. he had a cold. we heard he wasn't taking any medications for that and those things can cause temporary prairie brain fog, if you will. but again, this idea, are we looking at episodes of something? or is this a condition that should be more fully investigated? and it really seems to be more of a ladder okay. so we understand his last examination was about

four months. they are full examination about four months ago. so of these items that you're talking about are these progressive, do they sneak in these characteristics? that have been i guess rising to the surface for a while, in which four neurologists to diagnose help us assess whether this is a blip in a real or if it's something that is progressively gotten this way yeah. >> i think that that is the question again, this idea, are we looking at episodes and are these episodes sort of progressively linearly getting worse or do they really just fluctuate and more easily attributed to other things? again, a viral illness or lack of sleep or low blood sugar or something like that. what the what the medical report from february said, it was a six page report. there was some 20 medical specialists that spend time with the president, including a neurologist. we are told at that point and they ruled out specific things like stroke, like multiple sclerosis

but also parkinson's disease for example, they said he did not have these things. now i will point out parkinson's disease is the most common cause of what is known as parkinsonism but there are other causes as well. and they weren't fully, it didn't at least from the medical report did not seem to be fully investigated. and again, that's the sort of testing that we're talking about. if you want to distinguish, if these are something that are more of these episodes versus a condition you really do need that sort of testing. and i'll point out as well that you've heard about these cognitive tests, such as the montreal cognitive assessment. i think we have an image of that that you can see. this is about a ten to 20 minute exam that someone will do. it basically a blunt screening tool to try and figure out, is there something to be more concerned about? we were told president trump has had that done twice. it did not appear at least in the medical records that president biden had that done and when the white house was asked about it, essentially the response was

the doctors say it's not necessary interesting. >> all right. dr. sanjay gupta will see if the president or the white house with the doctors, take your recommendation. i appreciate it. interesting reading on your essay all right. erica, was their enemy now seeing and political commentator and democratic strategists, maria cardona and former trump administration official matt mauer is maria. i just want to pick up where fred and sanjay just left off. would it be in the president's interests to follow through on some of these tests, could ask donald trump to do the same thing. but do you think that would help i don't have a medical degree, erica, so i'm gonna leave this in the hands of the world renown doctors that surround president biden to make. but you know, i'm not i would never ask you to make a medical medical decision i wouldn't do it either. i just mean from a purely let's talk about the strategy there, right? the communications this week have been not great to put it mildly, there been a ton of

cleanup happening just as recently as yesterday after the president told that group of democratic governors on wednesday night, he was going to schedule events before eight hi, i'm so he could get more sleep. sleep a little bit more work, a little bit less than shortly after that, you have the white house coming out and saying, oh, no, we have this very vigorous travel schedule. all i'm saying is two tucson, jay's point. would it be helpful and perhaps for both candidates to sit for more? intense cognitive testing to show where they're at because voters for months now have had concern about the age of both candidates i think what would be helpful, erica, is for both candidates to show that they can do that by being in front of audiences and by doing exactly what the campaign has announced. president biden then it's going to do. and there's no question that so much is riding on the things that they have just announced. the president biden is going to do the interview tonight with george stephanopoulos. the events that he has coming up in
