after that press conference ended, jim himes, the ranking democrat on the intelligence committee sent out a statement calling for biden to stand down but this is the moment in the next 96 hours, perhaps his the moment to set aside the poetry, the loyalty and the love, and ask yourself a hard question, which is, are you sure he's going to win? because you're not just gambling your own political reputation. you are gambling the future of the united states american there are now 17 congressional democrats calling on biden to bow out. >> we've got a strong start this morning joining me now for new shamir, a congressional reporter for the associated press, stephen neukam, politics reporter for axios and julia manchester. she is national politics reporter for the hill. welcome to all of you. thank you so much for being here. julia, let me start with you in terms of big picture. as i was talking to democrats and other sources throughout the evening, the general sense was he came out of the gate with that ms

naming his own vice president that caused an incredible cringe, collective cringe. but then he did go on in many of their view to have a stronger performance, particularly fluid on foreign policy issues. china, ukraine, other things. but the bottom question is, is it enough? to fundamentally change this conversation? what is your reporting about whether it did this sense? i'm getting that it is not enough. and we saw that when we saw congressman jim hines and congressman eric sorensen after the press conference call on him to step down. i think the next coming days today will be definitely a bit of a test for president biden going forward. i think talking to a number of my sources, what i hear is that it was good, but it was better than the debate, but it's not enough to stop the bleeding ultimately, and that's the issue that president biden and democrats have farnoush amiri, you cover capitol hill day in and day out. >> you saw jim himes there.

congressman brad snyder tried to capture the sense of foreboding that many have every time biden takes the stage, let's listen to that we can't have a situation where every day we're holding our breath, whether it's a press conference debate or are rally. and i think we're at historic moment where the president can pass the torch to the next generation. not only united democratic party, but unite the country what is your latest reporting on how this is impacting the way members on the hill are thinking, we're going to get jim clyburn later on this morning, also speaking out in public. yeah. i mean, what my sources were saying leading up to the press conference was you know, obviously we're hoping he does better than he did at the debate, but we expect the dam to break shortly after and, you know, i think his performance at the debate and many folks texted me and called me and said you know, i was holding my breath, but he did not do as bad as i thought he would do

expectations for him arguably were very low and the calling the president of ukraine putin did not set the tone right for the day and for the evening. but many of them said, you know, maybe the dam will hold for a little longer, but it's a matter of when not if it'll break and i think that that's the case right now so stephen neukam, one thing democrats said to me was that they were they thought his tone around the conversation that he should step aside was better than it had been in the immediate aftermath of the debate where he was very defiant so seem to be refusing to listen to anyone. >> and he actually did address the way his schedule has had to evolve to accommodate him age. he said that his staff off an add things to his schedule is just watch that moment. >> i love my staff, but to add things at these all the time. very i'm catching hell from my wife so first of all, when you

are president, there are things that get added to your schedule regularly. this is part of the conversation. i thought it was an interesting insight as well into the dynamic with his wife who you know, it seems to be saying, hey, you got to protect him, right, like pushing back on staff that are trying to add things to his schedule. what were your takeaways in terms of how we saw the president handle how his age is affected, his day-to-day ability to do the job. >> i think you're right. that tone change he even sort of opened the door a little bit to the idea that another democrat could be donald trump that even though his team was on capitol hill this week, they huddled with senate democrats yesterday, essentially telling them that biden has the best chance, has the best shot at defeating donald trump. and democratic senators who were already skeptical of the president's chances going forward, left that meeting unchanged. there minds were not changed. that argument was not convincing enough. there was actually some tempers flared in that meeting. we're told from

sources, so not just the nato press conference last night, but the the totality of the week on capitol hill, the biden team did not do enough to quell concerns on capitol hill julia, the hill was reporting last night, and we've been digging into it here that nancy pelosi we'll see it has been trying to rally people behind the scenes perhaps going farther than what she did in public we here at cnn are reporting that pelosi and obama yeah. >> potentially in conversations here about how to move forward next, obama's involvement, we know that there is a testy relationship there with the president and the former president, not 44, 45. you've got a lot of presidents in former presidents involved in the conversation right now. but if that's the case what's what's next in terms of how that impacts what we see from the president and prime members look, the president is saying he is going to get out in

public, go-to more campaign events. he's doing this interview with nbc news on monday. so they're hoping the campaign is hoping that sends a signal to members of congress that he is fit, that he's getting out there, that voters are seeing him. but for members of congress though, if you have nancy pelosi and also so the former president barak obama sort of getting involved in pulling the strings there that puts pressure on them. i think nancy pelosi is someone who really has her finger on on the pulse in terms of where the electorate is, how to move forward strategically, but also she's someone who's sort of been in this position before. i mean, she stepped down as speaker of the house before and she understands that she pass the torch she's someone i think that a lot of democrats feel that they can relate to on this. and look, she's not the leader of the house democrats anymore, but she still obviously has that sway for new chew. are you watching today? >> i mean, i think the silence

and lead us into the future. it's simply my belief that another candidate would give us a much better chance to win cnn is also reporting this morning that former president obama and former house speaker nancy pelosi, have held private discussions about the viability of biden's campaign. the president, of course, still adamant about staying in the race, joining us now axios senior contributor margaret talev and jackie kucinich, washington bureau chief for the boston globe. good morning to both of you. thanks for being here. margaret, let me start with you. in terms of the result of what we saw last night because we had a pair of significant gaps from the president. one before the press conference, one as it opened but then we did see a president who answered questions who seemed to be much more like the joe biden that we have seen on stage for many years. if older, he seemed to take a different approach in terms of considering his own potential weaknesses. i heard from democrats who said, hey, if you'd taken this tone right out of the gate with the

debate, it would maybe not have had as many problems as he's having right now with if democrats. what you're hearing and what's your view of what we saw play out last night? i think he's sounded a very well. and your right when david sanger started talking to president biden about foreign policy, he clicked into gear and you saw completely different person the. democrats that i was talking to you last night were glad to see him be able to do that, but did not feel that at a fundamentally changed the problems are resolved, that discontent, or the concerns that he faces inside of his own party. and they think all week there was an acknowledgment. democrats have to come back from their recess. nato has to go forward, and nato has to be the focus of president biden's week. but what happens after that? we're about to find out what happens after that, and we're going to find out a lot between now and the time republican convention starts in a few days. well, i think if you were a democrat who was ready to hit send on a

statement saying that biden should step down and you were ready, you would reason to do that last night. >> there were there were some some verbal issues. there were some mistakes then. but if you are democratic, really wanted to hold your fire and you wanted to see if he could do this and to your point, particularly on the issue of foreign policy, his sweet spot for many, many decades you had reason to sit back and let it ride a little longer? yeah. no, it's it's very interesting way to think about it. it was kind of like there's a little bit of a choose your own adventure. what do you want to see? that's what every party wants heading into that exactly? how consequential stretch of the election, right? yeah the bottom line here, margaret is that what matters is what voters think, how much they have changed, their perceptions and this is the thing where again, there's a little bit of choose your own adventure, the white house is looking at national polls this polling that was out yesterday from abc that has shown, that shows kind of the head-to-head horse race basically unchanged. but then what's really mattering and certainly for these democrats, they're

looking at internal polling that is showing them running way behind president biden in their districts. there's risks that they're going to lose the house. and of course, swing polling also, we haven't seen a lot of public polling yet on that front. but certainly these campaigns are seeing it behind the scenes. but i want to play a little bit of these are some of the voters you spent a lot of time talking to voters, especially young voters. and they told you a little bit, you ask them to use one word to describe the president and it was pretty striking. let's watch it what emotion does he evoke in you? >> when you see him on tv, fill in the blank. when i see president biden on tv, i feel x worried respect, and sadness, scared embarrassed pity, and discussed all rolled into one so out there there is so these are the monthly axios and engages swing voter focus groups. we were in florida most recently, month after month. we

do this sort of what do you think of when you see biden? what do you think of when you see trump? one word and for biden, it's always old, that's always the prevailing word for months. that's been the case for trump. it's like talking about his character and the criminal cases and all this stuff. january 6 this is different. the idea of sadness and fear that is an evolution. the other thing that we've heard in these panels this week there's one woman who really stands out on my mind who said, he's not the leader that he was 20 years ago. and the idea that they don't think that he sees that, but they see it in all of these conversations. these people were acutely aware of that debate performance the overwhelming majority of them just did not think they could really get past that. there were some who still felt that the party should stand with biden, but nobody felt like thrilled are enthusiastic about it. and i think that that captures a lot of the public sentiment and a lot of the

might have a lower floor, but you could also have a higher ceiling is the way the one democratic strategist put it to me. >> yeah, it's an interesting way to think about it. i mean, look, the reality is that i think doubts about her have driven a lot of certainly when i've talked to democrats on capitol hill, some of them who are, have been a little reluctant to aggressively call in public for biden to step aside like someone that's coming from nerves about whether or not harris can perform and what the process would look like absolutely. >> right. first of all, i think if biden did step aside, that the process would coalesce around her more quickly than seems possible. there's a demand. there are a lot of democratic leaders and thinkers and strategist to do worry that she can the trump and would be open to an alternative. i'm not sure a candidate who would be seen as a potentially better alternative would really challenge her. i newsome and whitmer are already have both said that they that they would not the upside of a switch in the eyes of those who are kind of talking about it more and

more is several fold. what is you're on the right side of the generational contrast with harris and trump suddenly, he's the older guy who looks like he's lost the staff there is certainly plenty of evidence of that. but i think even more important, kasie, i mean, look at the polling again, pew yesterday, trump leads biden and democrats by 15 points on who people trust the handle the economy and inflation that is a very consistent result, ended fift week one advantage for republicans on the economy, that means to win. democrats that's all going to have to convince millions of voters who think that trump is better for their bottom line to vote against him. anyway, the best weapon, the best lever they have to do that is the argument about rights values, and democracy. and making that argument is, has been harris his job for the past two years since dobbs. i mean, she has the one the one part of her friday political identity that has broken through to voters according to all the democrats i talked to is our advocacy for

abortion rights. she has i think honed what is has to be the most important argument for democrats in 2024. and i think there's a broad sense in the party that she now delivers that argument better than biden so while there are all sorts of obvious risks in moving to harris there are i think in the eyes of many democrats, some advantages. above all, the opportunity to shake up the race. and by the way, she could pick a younger vice president who underscores the generational a contrast, she could pick gretchen whitmer and really kind of roll the dice. you can't leave halfway across a chasm and if you move beyond from biden to harris, you're taking obviously, a calculated gamble with a whitmer uv doubling down on that gamble in the same way that clinton did when he picked gore, rather than a ban balancing kind of vice president in 1992 so there's more maneuverability. like i said, potentially lower floor, potentially higher ceiling very interesting. >> there's also, you know, andy bashir in kentucky who
