breaking this morning, the dangerous threat from hurricane debby's seconds ago, it just made landfall. >> battering florida with powerful winds and hail heavy rains, and could cause catastrophic flooding in three states, we are tracking that storm and the announcement could come at any minute. we're standing and the by to find out who vice president kamala harris has chosen as her running mate and then ten years ago, a dead bear cub was found under a bike in central park. now robert f. kennedy jr. has confessed that he was the one who put it there. we promised the whole thing is even weirder than it sounds kate bolduan is out today. i'm john berman with sarah seidner in this is cnn news central just a few

seconds ago, hurricane debby made landfall, the category one storm is lashing florida's big bend region, right now, life-threatening storm surge and wind gusts as high as 100 miles per hour, or the biggest concern as the sun begins to rise. >> but the rain and what comes next for georgia and south carolina are raising even more alarm this morning, more than 1 million people are under an extremely rare level, four out of four risk for excessive rain, catastrophic flooding expected to last for days. let's get right to elisa rafah who is in florida with us. at least, just made landfall just now, can you give us some sense of what you are experiencing where you are? >> you know, it's an incredible sara because we have been in the center of the eye. so those winds were whipping when we were in the eyewall and they have calmed down a little bit now that we were in the eye

and they're starting to pick up again. we are at the location steinhatchee, florida, where debby's sent her just made landfall with 80 mile per hour winds. winds have been howling all night as be dealt with all of the outer bands and part of that eyewall overnight intense wind and rain. we've had rainfall totals around this area over eight inches, storm surge from cedar key up into the big bend. we have seen approaching six feet and increasing as the storm continues to push that wind onshore, where we are got impacted by idalia last year, a lot of these dots that you see behind me locals here were telling us they knew they literally just replaced them because they all got destroyed any dalia last year, there will also showing us some places that they just got but it and fixed from idalia's flooding last year. and again, they were worried about what this storm could do that could ruin the progress that they've made in the year since now, after now they have debby has made landfall. it will continue to

push inland, but the problem is, is it slows down significantly to a crawl. you could literally walk faster than the forward speed of the storm as it gets towards georgia and south carolina. the problem with that is when you have a tropical system that just sits and spins, it will drop prolific amounts of rain. we're talking historic levels 20 to 30 inches over parts of the low country of georgia and south carolina could challenge records that were left from florence and parts of south carolina. so really worried about catastrophic flooding on top of that as well, we have the freshwater flooding from the rain that will come down, the heavy rain from the storm. but will also continue and i have that onshore flow along those coasts as well. so when you have that heavy rain coming down plus the ocean pushing inland, you have nowhere for any of that water to drain. so incredibly worried about a catastrophic situation unfolding along the georgia and south carolina coast. and this last week, so we have landfall happening right now. but this

will last for days, really, we'll be tracking it through the entire workweek here from the heavy rain and the storm surge impacts. but for now, again, the winds here have been on the commerce side as we're in the center of the storm right now in steinhatchee waiting to get the other end of that eyewall where those wins we'll pick up again, sara. >> it's incredible you and your crew going through that whole situation where the ai goes over on top, you, everything is silent and then suddenly those winds whip up again. they have to remind people that just because it goes calm, doesn't mean that that's over. and it is the rain, not the wind in this case that could be the real danger to people across three states. elisa rafah. thank you so much from steinhatchee, florida. they're giving us a view of that incredibly powerful wind storm that she's dealing with right now, i was standing right there one year ago for idalia as it came in obviously as lisa said, it's the flooding that's the main concern here with the rain and the storm surge. let's get right to derek van dam in the weather

center for the latest on that derek yeah. >> john, i'm so glad that the storm is now making landfall because that means it's losing its energy source, which is the warm waters of the eastern gulf of mexico. so it's taking away its opportunity to strengthen the wins. but as you mentioned, and it's the rain that is going to be the big factor when the history books are written. and we look back at the storm that will certainly be the big story because there is a prolific amount of rain as lisa just mentioned, coming, and it's already fallen as well. here's a look at the storm surge. the next couple of hours we still have to contend with this as we push up the waters from the very shallow gulf of mexico into the big bend we like to call this the catcher's mitt and you can exactly see why hurricane idalia from last year, just a few miles away from where debby just made landfall and so we're seeing some of those impressive storm surge totals near cedar key, about six feet right now. now the eyewall just crossed the 50% of that eyewall just crossed near steinhatchee where elisa is located and that is

why the national hurricane center called landfall just moments ago there it is. and that's why she's in that column part of the storm, but it's the backside of the storm that can catch people off guard. now the rainfall and flash flooding threat, this is a major problem. look at that shade of red the entire west coast, the big bend there the florida peninsula under flash flood warnings. but this is new this morning as well. we have flood watches that have been extended into southeast georgia and portions of south carolina because we know what's coming. we have a high risk, a very rare high risk for flash flooding from the weather prediction center. that's a level four of four. look at savannah and charleston, right? it smack dab in the middle of that high risk on tuesday. that's when we anticipate the heaviest of rain because debby will reemerge off the coast of the atlantic, it will pick up, intensify and use of that atlantic ocean water to help drive in some more moisture to this region. and rainfall totals here will be impressive. the wording of catastrophic and extreme are being used for the

former congresswoman gabrielle giffords she was shot and gravely wounded in a 2011 assassination attempt in both of them have really become strong voices on efforts to thwart gun violence then lastly, you have minnesota governor tim waltz and he's become sort of a dark horse of sorts in this contest. he's extremely funny, a great speaker, a happy warrior, and a strong surrogate for harris. many have described him as the midwestern dad that america needs. he's good at making progressive policies like universal free meals in schools, which he advanced in his state sort of a no no-brainer for even conservatives that might be resistant to government spending so those are the people john that she is it's considering the former president though, say it doesn't matter who she chooses. let's listen i don't care. let him do whatever they still want them to have open borders. if she picks shapiro, she's going to lose the palestinian vote and that's fine. everybody has their

first, give us a sense of what it's been like and what you're expecting good morning and thank you. it is through the night. it's been an awful lot of rain. we've had about over rain so far. the wind in the last couple hours is really picked up we're in about 40, 45 mile an hour winds here right now and unfortunately, it looks like it's going to be a long day. and then for crystal river and slippers county seeing a bit of a repeat of hurricane idalia's. thankfully, this one does not appear to be as strong and thankfully the timetables are a bit more cooperative witness this time. so we're hoping for nothing more than three to five feet of storm surge if that happens, we're in pretty good shape. anything over that. >> and unfortunately, all a lot of homes of water in them mr. cannard, i understand that

hurricane dahlia, was that some of the worst flooding you've ever seen there in places like crystal river right now, you get a lot of tourists coming to see the manatees. what are your worries now? are there are still things having to be dealt with because of a dahlia that are now going to be a problem. again, because of hurricane debby oh, yes. >> many of the homes are just finishing up there renovations. it was that was devastating flooding for all for our community. but i'll tell you the same question. river and focus county and we're very resilient were prepared for these things as florida, living on the coast, mayor mayor joe meek for forever has got that has got his crews ready to go citrus county, have standing orders with debris cleaning companies that will move in once the storm flares. >> and we've had sandbags sites open naturally, we've been meeting with duke energy and with the kuchi electric company to make sure that everybody's on the same page

for getting the power turned back on once the storm settles down. >> so we're prepared, the city is prepared and we're just hoping for the best here. >> all right. jeff canard. thank you so much. best of luck to you. keep us posted as it moves over let me go right to florida governor ron desantis to tallahassee briefing on the story. >> abby have reached 80 miles an hour with higher gusts throughout the storm area to contrast that with ai dahlia i dahlia reach close to 120 mile per hour in sustained winds we have seen significant storm surge. we have seen inundation we have seen and will continue to see flooding in various parts of the state of florida. the storm is expected to move throughout north central florida and likely go into georgia and the carolinas yesterday today and into this morning, we saw impacts throughout the west coast of florida, starting in southwest florida and continuing up the

coast. this storm has produced and will likely produce significant flooding events from sarasota, bradenton area all the way up to northern florida and that's not something that just happens when the storm passes. there's a threat ongoing threat of that over the ensuing days now that hurricane debby is making landfall, most important thing to do is to just protect yourself and protect your family. don't go out into this storm don't drive on the roads particularly when their flooded we have had some traffic mishaps over the last 12 hours. and when you have floods situations that is the number one way where we will see fatalities is by people being out on the roads and hydroplane being or having other problems. so do not go, walk or drive into flooded roadways. there

are hazards there, they're dangerous we want everybody to be safe power so far we have about 143,000 floridians without power we have a lot of restoration personnel ready to go to get it back on. i think because this is a category one with 80 mile an hour sustained winds. the total number of power outages are not going to reach the level level that they did with hurricane dahlia and certainly not the level that they did with hurricane ian. >> even listening thank to florida governor ron desantis as hurricane debby makes landfall as a category one storm as you just heard, the situation to florida largely under control. this is not a very powerful storm. the real problem here will be how much rain it brings to the entire southeast over the next several days, 20 to 30 inches in some places, this story really just beginning and we'll stay on it over the next several hours as

we get more reports from the areas affected sara, as you know, john, you've covered so many of these. this is not so much a wind event, but a rain event will be reporting more on that coming up in the hour alright, this morning re-energize democrats are looking to bring voters from the other side of the aisle to presumptive democratic nominee kamala harris. the group known as republicans for biden has officially relaunched as republicans for harris. the goal convince republicans put off by donald trump that he is enough of a threat to democracy for them. and to cross party lines. and vote blue in november, cnn's isaac dovere joins me now with more on this story. obviously they were republicans for biden. now, republicans for harris, which, which all makes sense at all tracks, do you think there will be numbers though there when they, after they do this launch? >> well, look, it's a good question, sara and we are seeing how it's playing out. this group just officially relaunched yesterday. it's part of the harris campaign. they've got events that are going on in a bunch of battleground states today. and a number of endorsements from

former republican elected officials. but the question here is not just what you point to of whether they can be repelled enough by trump of those republicans to vote for harris. but whether they are accepting enough of some of the past positions that kamala harris has had, which are more on the liberal side of things on the left side of things, then than joe biden was, there was a big part of the argument for joe biden that he was a moderate centrist. he could could make that appeal across the aisle. now the campaign is trying to say, look, not only is trump still the threat that he is, if you believe that, but they're saying a lot of her positions have changed and that she is tacking more toward the center than she was when she ran in her primary campaign for president in 2019 isaac dovere with great reporting this morning. thank you so much, john. >> all right. with us now, former senior advisor to the trump 2016 campaign, jason osborne and rachel palermo, former deputy communications director to vice president harris, and friends were

the best resume i like tim walz, some a big fan of governors period. so either one of those two, i think are going to be able to resonate better with crowds than a mark kelly, who is untested, but as a great resume, but not necessarily good on the stump so rachel, there seems to be infighting. there was no primary for the democrats. so a lot of the fighting seems to have been going on behind the scenes the last 48 hours over the vice presidential selection, with some sort of jabs at josh shapiro, the governor of pennsylvania. what do you make of that? >> well, what i will say is that all of the names that have been floated so far really show that the democrats have a deep bench and there's a lot of energy about all of the name. there's a lot of excitement and it shows that the future of the democratic party is bright. and i think what's important here is that any of these candidates would be significantly stronger on the ticket than j.d. vance has been for trump. j.d. vance is running on the project 2025 agenda with donald trump, which

would rollback freedoms. it would gut the federal government, including agencies like the department of education and it would hurt the middle class. and so i've been energized by the response i've seen about all of the democratic potential vice presidential picks i have to see what happens, but why then are people going after shapiro? >> all kinds of reporting over the weekend, the fetterman john fetterman, the senator from pennsylvania, isn't happy with the idea that shapiro could be the pick. you're getting people pointing out shapiro's staunch support in the past of israel why are there people targeting him? >> well, i think that it's a normal part of the veepstakes process for people to express their opinions about the various candidates. i will say in terms of the names that have been floated, a lot of them do have very similar policy positions and a lot of them aligned with the vice president's vision of this country of moving forward and not back jason, there is this notion that shapiro could upset some progressives in the

democratic party. but the flip side of that is, isn't that maybe what the ticket needs? do you think that harris vice president harris needs to appeal more to the middle? >> well, i certainly i mean, although i think you're looking at obviously a very historic election here in the sense that the u.s. has really never had a kind of quote, unquote snap election, which is what essentially this is. i mean, this is what every country outside of the u.s. experiences where you have 306090 days to run a campaign. >> so i think there is that danger in this sense that you always want to veer towards the middle on both sides of the aisle. >> now, whether or not the republicans are doing that as a different question, but in terms of democrats, if they're veering towards the center, they're hoping that they have time through a traditional campaign to bring back those folks that are on the far left or the far right that at the end of the day, who's better would you would you rather have

somebody that's closer to your positions? are somebody completely on the other side of the aisle on this? i don't know if there's enough time to convince the progressives that a harris whether harris shapiro ticket is the one that's going to be better than a trump campaign going forward so i think one thing though we need to watch is this week whatever announcement is made tonight or leaked out tonight or tomorrow however, the economy, the stock market does today is going to impact a lot. the effect of this announcement. >> we're going to report on the stock market and just a moment because in japan they had historic losses overnight and futures are down right now. so we have a report on that coming up. in the meantime, i know what you will both want to talk about. more than anything is how robert kennedy jr. confessed overnight that he left a dead bear cub in central park ten years ago i don't have the time to even describe every
