after a record breaking drop overseas brace yourself seriously kate is out today. i'm john berman with sara sidner. this is cnn news central for being debby now, walloping florida, making landfall, and it is stalling, which is a major concern right now, not because of the wind, but because of the amount of rain millions people are now bracing for upwards of a month's worth of rain to fall in just the next hours. >> this is a life-threatening situation according to experts that become very dangerous very quickly and extremely rare level four out of four risk for excessive rain has been issued across three states the catastrophic flooding is expected in the next few days. let's get right out to at least a rafah, who is in steinhatchee, florida, where the hurricane made landfall. you are now off of that pier

where you've been most of the day and onto the ground, i see the wind is still whipping pretty hard there yeah the wind is whipping, the rain has picked up, and we've got off of that dock because my tide is coming up at now. >> water is rising and you can see this is the steinhatchee river. >> look at the onshore flow of the water coming in which is this intense wind right now, we've got high tide, the intense wind, and all of that onshore flow that's picking up some of this surge in the tide. i mean, you can see just how quickly this water is coming in inch by inch, incredibly fast, getting that flooding that will eventually wind up crossing the street here at this at the big concern, order is always the biggest concern in a hurricane. >> we're where we're finding. >> we're finding that some of the storm surge levels are up

over six feet over parts of the big bend here up near cedar key we've already found that this morning plus eight inches of rain or more water is the biggest concern here, right along the coast of florida. and then as we go inland, the next couple of days, we're talking about a crawl for this storm at will walk three to four miles per hour and that could dump feet of rain catastrophic impacts are really a concern along parts of the coast of georgia and south carolina as we get those rain totals, again, 20 to 30 inches. so just watching this very closely as the wind and the storm surge continues to pick up we can really hear the wind you get to safety right there. i could see it really whipping around there. let's bring in derek van dam who has been trumping tracking the timing of where and when this is expected to sort of sit and create the worst conditions for people and their safety. give us some sense of that, derek yeah. >> well, the steering winds

that normally guide these tropical systems is collapsing and we don't like to use those words in the same sentence, tropical system collapsing steering winds because that means it's going to slow down and that's what it's doing right now. currently, right now, still a hurricane. it is moving inland across the florida panhandle from the big bend and you can see the warnings. this is a hurricane warning that extends into southern florida but this is really interesting to note because as the storm makes its way towards the southeastern portions of georgia and into the coastal areas of south carolina this is how slow it's going to move. i'm going to broaden this out. take note. this is the forecast position wednesday morning, and then two days later, 48 hours later, is just to the north of that location. so as elisa was talking about crawling or walking as fast as the storm will move. well, that is the concern. so it will produce a prolific amount of rain in a short period of time because it will move so slow because those steering winds are collapsing or becoming non-existent the

threats right now, the immediate threats of course, still the ongoing storm surge that we saw an elisa shot there and impacting portions of the big bend. there's also the potential for a spin-up tornadoes that's very common on the right quadrant of landfalling hurricanes. that being the eastern side of the storm. there's the ai, what's left of it and steen hatchie steen hatchie were at least is located is right there. it move through that location are roughly about 7:00 this morning, but there's the flash flood warnings that are present, right now. but notice the watches, they extend through south please. georgia and into coastal south carolina. that's where the weather prediction center has a rare level four of four for excessive rain that could lead to flash flooding. today. and then particularly into the day tomorrow, savannah, charleston, you know that you flood very easily, but when you get the combination of a storm surge and then inland flooding, that water has nowhere to go but up, they work against each other. so that is why meteorologists and forecasters are so concerned about what the storm

could potentially do going forward over the rest of this workweek, there's the rainfall totals. this is just one commute computers projection. but nonetheless, anywhere you slice it, this is going to be major rainmaker and the potential here for flash flooding really does exist. sara. >> yeah, those two events with the water being pushed on to shore and the water pummeling the area couldn't be very dangerous conditions. derek van dam. thank you so much. also, too, are at least a rough and her team out there and steinhatchee, florida. thank you, john. all right. with us now, citrus county, florida sheriff mike pence or gras sheriff. thank you so much for being with us. looks okay. where you are right now. give us an assessment of the damage. what are you seeing right now? >> we're stated a second highway 19 at stake here we go one, hurricane to move down record breaking this morning sorts to our community or

4% things are not looking good here some of this obviously affecting international markets in a huge way. japan's stock market plummeted due to uncertainty in the u.s. economy causing that ripple effect in other asian markets, this downward trend is continuing also in europe and the u.s. futures again, all pointing down this morning in big ways. now, the dow futures down over 1,000 points this morning, we're standing by for incredibly important announcement after we look at that, we are waiting for the markets to open as well. but the world is waiting to hear who kamala harris will pick as her presumptive democratic nominee for vice president we're in the home stretch and it's down to a final three people. pennsylvania governor josh shapiro. arizona senator mark kelly, minnesota governor tim waltz, all still in the running each presents harris with unique advantage and crucial battleground states. she very much needs to lock up

to win against donald trump in november 20 me now to discuss cnn political commentator and former south carolina democratic state representative and if bakari sellers and former spokesperson for governor doug burgum's 2024 presidential campaign. lance trover. thank you both for being here this morning. first to you, bakari. we have these three contenders that are, that are sort of still in this race. but governor shapiro, amongst them it has been facing some extra scrutiny. if i can put it that way over the weekend, including some media reports, looking at his writings and college, how his office handle the sexual harassment report, and john fetterman of pennsylvania, obviously, a well-known first-term senator is going after him as well. what do you make of all of this coming out against shapiro now what let me just say if i had the ear of anybody around kamala harris, i would just

tell them to ignore the noise look, you got to kick the tires and a lot of times when you kick the tires on a major highway is being done with governor shapiro. now it's a lot different than when you kicking the tires and you just pill and around the city. and so i do think that there is some extra light that is being shared on him in his record. but at the end of the day, can he improve margin? anna leigh, your outcome in pennsylvania if the answer is yes, then he should be your choice. now there are going to be some factors around the first anniversary of october 7 that's going through. they come up and happen. are we going to have campus protests, those type of things? his response to the campus protests. but at the end of the day, i think josh shapiro is nimble well enough. good enough political athlete to add substantial value to the ticket. one of the questions people have and i'm just going to be honest with you, sara, because that's why i come on tv often is people want to know, can you have three jews in the white house three jews and a black woman in the white house. and my answer is resoundingly, yes, the

possibility of it just excites me because i want people to see how far this country has come but it is not shapiro than i think that there's no doubt that mark kelly is somebody who is robust, who has one of the greatest resumes we've ever seen for anybody who can possibly be vice president of the united states. and one of the things that mark kelly has over josh bureau, even as that mark kelly has the ability to be president on day one is experiencing the new, not united states senate is just amazing and just respectfully to two all of the candidates for office there is one and daring virtue that may in my heart put mark kelly above all the rest of them and her name is gabby giffords there, is an abundance of riches of people running for vice president and if i knew anybody in the harris camp, i would tell them to tune out the noise. we're not listening to twitter in this particular campaign and choose somebody who you can, you can deal with for the next four years and instead of that office within work together all

republican friend listening to this, who should the republicans be concerned about of those three well, far be it from me to give advice to the democrats on who they should choose as their vice presidential nominee. >> obviously, she's looking at three individuals that she thinks hopefully it will moderate her a little bit because lord knows that her record and time and office is not one of moderation, but i mean, listen to what mccarthy was saying right now. i mean, even josh shapiro is not progressive enough for some of the democrats out there. and i think that's the question is going to be for democrats is how does she balance out? is she whoever she chooses going to be progressive in enough to satisfy the far left of the democratic party, which is what's driving the party currently in this country. so that's really going to be the question for her. but does it matter at the end of the day? because really it's going to be kamala harris versus donald trump. i'm not sure that it does all alright, that is a talking point that we've also heard from donald trump himself saying it doesn't matter, and from j.d. vance has presumptive vice presidential nominee. all right a new i want to look at

this poll, bakari, because this is interesting. a new cbs poll as democrats like voters, who harris should pick as vice president, 44% said a liberal, 41%. look at this said that the person needs to be from a battleground state and then they looked at man, woman, and you can see those notes numbers there. when you look at this, what does it tell you about democratic voters? obviously, she's going to have to pull some independence as well and potentially some republicans as well well all three of the finalists get all of those things. >> i mean, let you don't win in arizona. if you're not able to pull some white voters, if you're not able to pull some independents and moderates and some republicans the same thing in minnesota, the same thing in pennsylvania, a lot of people think pennsylvania is just pittsburgh and philadelphia. but there's a wide swath in between those two cities which you have to go out and win votes. so all three of those fit that. there are two actual trains of thought here about the way you choose vice president's and you've seen this throughout history. either you doubled down on who you are principally, you double-down on your politics you look at j.d.

vance and donald trump, or even you go back to something that's actually more successful in more memorable. and you think about our gore and bill clinton or you try to balance your ticket. and when you say balance, you want people to bring something to the ticket that you don't have. you look at barak obama and joe biden in particular, when you talk about the foreign policy experience, or just that that experience in washington dc, joe biden was able to balance barack obama and so what, what commonly harris and the campaign are trying to do is trying to find someone who can balance her. and that's why you're looking at this midwest governor who can go out and possibly add a few points around the edges with independence add a few points around the edges with moderates, et cetera. and so josh governor waltz who i believe is a far distant third, regardless of what nancy pelosi is trying to do. and mark kelly, who i believe would be an admirable member of her team they all fit that extremely well. >> alright. i just quickly want to go to some sound from donald trump that we heard over the weekend where he's attacking

kamala harris on several different fronts, still trying to find the big attack that they're going to be using against her. listen to this lance but going to defeat crazy kamala. camila. there's about 19 different ways of saying if she only likes three, she was here a week ago lots of empty seats. but the crowd's you got was because she had entertainers do refuses to even say the word illegal alien, or radical islamic terrorists? she is considered more left-wing than crazy bernie sanders, look at her she's worse than burning and she happens to be really a low iq individual what do you make of these personal attacks? >> and there is only one way to say her name. its kamala harris lands yes. >> i say kamala harris. i know that's her name. look, people go to donald trump rallies because part of the reason they go anyway is because they're entertaining. and he says a lot

correspondent ben wedeman is in beirut, axios reporting now, secretary blinken is warning that the iranian attack could start as soon as today. what are you hearing there from beirut? >> well, we've seen a barak ravid reporting, but in terms of what we're hearing in beirut we, don't have the kind of intelligence that perhaps secretary blinken does. what we're seeing here is that people are braced for the worst, hoping for the best, keep in mind, sara, that over the last ten months, there have been periods where it looked like lebanon and the rest of the middle east was on the brink of a regional war followed by periods of de-escalation. so people have prepared and prepared again for perhaps the worst. so we were going around stores looking to see if people are hoarding food

or buying food nope. >> not much. >> no more than usual in terms of getting out of beirut, those with foreign passports, certainly are trying to get out it's very hard at this point to actually find a seat on any plane leaving the lebanese capital. >> we've seen several airlines already canceling all flights here. and of course, a plethora of foreign embassies are urging their nationals to leave as soon as possible including the americans who put out a statement saying just get it any flight regardless of where it's going out of beirut. now, the british embassy has withdrawn dependence of staff. there, and i contacted the u.s. embassy. they told me that they're maintaining their cars current status. but certainly they're keeping a very close eye on the situation given the tensions at the moment, sara

tense as it has been for while ben wedeman. thank you so much to you and your crew there all right. >> breaking news, markets about to open. i think they should be opening actually now is after a global sell-off, european and asian markets plummeting around the world and we've been looking at futures and they were more than 1,000 points down. rahel solomon, we are so lucky to have you here but you bring. us bad news. >> yes, i bring bad news today, at least so far, we'll see how the markets open and we'll get that pulled up just as soon as the big board so we can see where things are right now actually because it's ugly, there it is. >> so we're still off. yeah, about 1,000 points for the dow. so this is a continuation and we'll see how the s&p and the tech heavy nasdaq are opening. i imagine probably not good. but this is a continuation from friday, right? it's the new week. same old concerns that plagued the session on friday. so on the one hand, you have that jobs report that came out obviously weaker than expected, and you have some who say it's one jobs report, it's one data point that does not necessarily make a trend. on the other this is where. the market appears to

be. there is a growing feeling that the weakening that we have already seen in the labor market is intensifying, but also maybe the fed dropped the ball. maybe they waited too long. we can actually pull up for you where the fed funds rate has been and you can see it's been in that 5% range for quite some time, so to have sort of adding to these concerns that maybe the fed did too much. this is the unemployment rate which we saw obviously jump in last friday's report as well. but it's sort of adding to these concerns that perhaps the fed has done too much, perhaps the interest rates are too restrictive in your seeing that sort of in consumer spending, that being the concern. so the question now is, what does the fed to, what do we do with this? i talked to mark zandi, the chief economist of moody's a short time ago, i asked him the same question and this is what he told me. he said, the fed needs to start moving if they don't, we are going to have a problem. the economy is sputtering and it's going to stall out recession feels much more likely. so the clear message is the fed's got to

move. >> let's put up again so we can see where things are. that's the dow more than 1,000 points of big round, ugly number. i think it percentage terms the nasdaq even uglier right now, the tech heavy nasdaq and in japan overnight they had record down day more than 10% driven largely by tech right there? >> yes. what's happening? why you have the nasdaq? obviously the tech heavy nasdaq. so you think about names like apple, you think about names like meta. so part of this and there are a lot of different factors. part of this is perhaps the market was to frothy as investors might say, perhaps this is a correction. i will say that i spoke to and then just to point out the japanese yen as you pointed out, what we're seeing here in the u.s. even worse overseas. and there's this expression in the markets that when the u.s. catches a cold, the rest of the world touches pneumonia, right? and part of that perhaps is what we're already seeing. but for people who are watching this at home thinking things not just the markets, right?

>> exactly. >> i might come now, hold on to your seats but for people who are watching this thinking, okay one, what does this mean to me? and what should i do? a greg mcbride, who is the chief financial analyst at bankrate. he pointed out, look volatility is common and a 10% pullback tends to happen on average every 12 months, investing for the long term means embracing these periods of turbulence either to buy more. if you're feeling like you have that risk appetite or to maintain the long-term perspective. so hold on, buckle up. >> it's always what they tell you is to hold on. i guess the big question is, when the fed might drop rates. >> if i might producers, if you might give me another minute or so, i will say that the next time the fed is scheduled to meet is mid-september. but what you are starting to hear much more of is do we see an emergency cut, a meeting in-between meetings even this morning, jeremy siegel of warren said as much on cnbc. so do we see the fed not only move, but move quickly? >> alright, we will be watching that. we'll be watching the markets all morning long. rahel, i think you better not

go far the way things are looking right now. thank you. very much. all right. with me now is democratic congressman adam smith, who is the ranking member of the armed services committee. congressman, just one quick question. what we're seeing, how the markets right now, how do you feel when you look at these numbers drop this morning on what are now global fears about the u.s economy well, i think it's time to bring interest rates down. >> i mean, i think your analysis of your guests, there is spot on. we've seen an economy that has been remarkably strong coming out of covid. they've been predicting recessions for several well years, haven't happened now, and i think the feds handled that fairly well, but inflation is down pretty close to zero now, you have opposite pressures on the market and the fed should respond and they will respond god so i think we could write, ride through this and get to a good place. but look as you heard, the global economy is very complicated and very difficult. >> look and that's the concern behind door number one. the concern behind door number two this morning is what is happening in the middle east as

iran and hezbollah had promised to respond to israeli actions over the last week, what is it and you are the ranking member of the u.s armed services committee. what is it you think the u.s needs to do today? tomorrow the next day? >> but what they've been doing, which is to push for calm and peace and not an overreaction in the middle east. so that's 12 is also what we've been doing which is make sure we have an adequate deterrent capability in the region and support for israel, certainly, but to protect our troops as well, to make it clear to hezbollah and iran and other actors that they don't want to escalate and look, they don't want to escalate or ron doesn't want a war, hezbollah doesn't want a war we have to make, take advantage of that, but make sure we have a deterrent capability in the region, then keep pushing for a peace deal. i mean, the pathway out of this is fairly clear for israel. get to a ceasefire in

gaza with the return of the hostages get to a future for the palestinian people. so you can build the security agreement between the u.s israel, saudi arabia, the uae in jordan, that has been, was envisioned frankly before october 7. that's where we've got to get to i think the biden administration is leading the effort for calm and to get to that ceasefire and those alliances being built in a word, how nervous are you this morning about this? it is a very nervous situation. >> and i think it's a huge problem and there's big risk of miscalculation iran has stirred the pot and then they have empowered all manner of different fred terrorist organizations and hamas and hezbollah and the houthis or various militia groups throughout iraq and syria. >> and they've turned them loose and they seem to think that they can control them. well, that's an extraordinarily risky thing to do with groups like this that are so fanatical in many

instances and secondarily, i'm nervous the fact that prime minister netanyahu needs to begin to outline a future for the palestinian people and stop undermining that future particularly in the west bank. as we go forward so that we can get to that peaceful outcome. so there's a lot to be nervous about. but i think the u.s. leadership in the region has played a very positive role congressman, one of the reasons we like having you want is you have a tendency to tell us what you really think which could ultimately become a problem for you over the coming days? >> but i heard you say recently, you actually unlike most democratic members of congress, have a favorite in terms of a possible running mate for vice president harris. i've heard you say mark kelly, you think would be a great choice. why better than say josh shapiro? >> let me make one thing perfectly clear. the six people that the vice president interviewed this weekend, any one of them would be outstanding and now you're down to the picking nits portion of

this is people i liked that. i don't like that any one of the six that do you interviewed, incredibly talented successful, accomplished individuals who have done a lot with their lives who will add a lot to the ticket as soon as this announcement is made, no matter who it is, i'm going to be really excited about it. >> i think senator kelly brings the most do the ticket. astronaut, fighter pilot. he and his wife, gabby had been working on gun safety for a while, by the way, gabby is an incredibly compelling figure as well, who would be party what of this? and i think mark brings the right sensibility to the ticket in terms of we tend not we tend to like reluctant politicians in america. and mark has been a reluctant politician. he got into politics for the same reason millions of other people because of donald trump in 2016 but he i think he has a very strong understanding of the american people all across the board. and if it can be a great addition to the ticket. but again, all six would be outstanding very quickly. >> there has been a lot of criticism. or some criticism i should say from people inside

you start thinking, you know what? >> i'm going to be a first, i'm going to do this thank you for having me it's probably about right when i started active duty, i wanted to start to go to different schools and see cl foreigners can make it any school. >> so i went to airborne school, aerosol jungle school, and i was like maybe jungle school viewer right where i end my trail and then after jungle school i had some people tell me i should go to ranger school. and my best friend page, her dad was like, don't worry about your hair. you're fine. it'll grow back. and i was like i don't want to leave. i had logged one dare and i finally decided hair grows back and about a year before i started the school, i started really focusing and training up on it and yeah. >> can you give us a sense of just how grueling at west because we say the word grueling, but people may not understand just what you have

to go through for those two months just to get through it right. >> while the first week is definitely the most difficult it starts with your lack of sleep and you just go through event after event and then beyond that, you're just standing for hours, just all day on end and you don't realize how much of a toll that takes on you and tell you or they are doing it and luckily, i do have the nursing background where we stand 12 hours a day and we're constantly running around. that was a good helpful helpful for me. beyond that, then you're just going in these field training exercises in you aren't getting the your two meals a day and you may or may not sleep that night and you don't really know until till the next morning when the sun rises and you haven't slept trying to lead and follow and stay positive in that environment is just the very difficult. but i had some great guys around me that helped help

keep me keep me positive, keep me motivated having no sleep it can really, really be difficult, especially when you're doing all these physically grueling things. and then you have the mental component as well trying to be strong and not break down because that's what they're trying to do to see how far they can promise you. i am curious what you think women can bring to the table that there may be different from your male counterparts well i can't speak for all women, but for myself especially as a nurse, i was able to bring just the caring attitude towards the males. you know, they came up to me with all their our cheese and boo-boos and i was able to kind of walk them through that. and like truly spring that sense of caring side like i cared about every single one of the guys i was with because they gave me that same respect and they really cared for me. like we can bring that and just might organizational skills. i was able to really help with the operational order and ensuring that everything was
