happening right now on the brink of the biggest political decision of kamala harris is live any moment, harris, in her first major move as an official presidential nominee could reveal the name of her running mate and complete the 2024 democratic ticket it's a historic wait-and-see moment in america like no other and this morning, new details are dropping about who and when and how we will all find out we've just learned minnesota governor tim walz has no public events scheduled today to be clear, anything anyone reads into that would be pure speculation, but overnight, sources told us the race has narrowed who him and pennsylvania governor josh shapiro, we have live cameras staked out right now outside each governor's home watching every move. >> but first, let's get right to cnn's mj lee, who was in philadelphia for us this morning for all of the new details that we're learning this morning. good morning. >> good morning, sara. you are

right that we are moments away from history being made sometime later this morning, we should be finding out vice president kamala harris is choice for her vice presidential running mate, and nothing about this process has been typical for one, the vice president has really only had a few days to deliberate seriously over this important choice. and in the end, it did appear that it came down to three names in particular those are of course pennsylvania governor josh shapiro, minnesota governor tim walz, and arizona senator mark kelly. all three of them. did in-person interview who's with the vice president in washington, dc over the weekend. but in the final hours of this selection process, we did learn that the vice president was focusing more on the first two names, josh shapiro and tim walz. now, the vice president, of course, has been weighing some real really important questions throughout this process including who could help her win, who could

help her govern, and also just the question of who does she have a strong personal chemistry with that question in particular, of course, is only one that she could answer. and to that end she has been really armed with a lot of information from her vetting team up, pulling numbers to information about the personal lives of the three final contenders as she has tried to make an informed and best decision for her political campaign. now, it is anyone's guess, sara, whether the vice president actually went to bed last night with this decision having been made, or if she felt like she needed that one final extra evening really, to sleep on this decision. and if that decision is actually being made this morning, but either way, some very important phone calls are being made, or perhaps some of them have been a averting already been it made to first and foremost, the running mate that she has chosen to the final final finalists who did not actually end up getting the

job and then informing some of the staff around her who will now have to execute the public announcement of this choice. now, as far as the announcement goes, of course, we don't know yet the exact time but what they are trying to model this after is joe biden's choice of kamala harris some four years ago as his running mate when they made this announcement online via social media and a message to supporters and the hope is that they can keep this really under wraps as close to that philadelphia rally this evening when the two are going to appear on stage for the first time together. of course, so far as of 7:00 a.m. they have been successful. we will see how long this news hold sara and we're seeing that picture here, that camila talked about her her biggest day politically of her life, where she accepted the vice presidential nomination. thank you so much. mj lee, appreciate your time this morning. >> john, you know, we have live shots up of both the houses where governor tim walz lives and governor josh shapiro, one thing i will say,

well-manicured lawns is there any bucolic but no signs is so far as we can tell of any movement inside. let's get right to cnn, chief national affairs correspondent jeff zeleny. jeff, i saw you looking at your phone right before coming to eric. got me excited. any new information this morning? >> john, always tracking for new information, but as of yet, there is not. and this is by design as mj was just saying, there. the campaign pain is intentionally doing a bit of a slow slow rollout this morning, i am told that this decision is likely to be in a matter of a few hours more than if few minutes, we will see if that holds, but this is why they're trying to build anticipation and they are trying to allow supporters to get the news first through their list, through their email. and through that video of phone call, we're all thinking back to four years ago when the video was released of joe biden, then calling senator kamala harris is actually four years ago this week to make

that offer through a zoom phone call. i'm told to expect a similar type of arrangement, but look, all eyes are on minnesota governor tim walz this morning as well as pennsylvania governor josh shapiro, talking to a variety of democratic strategists, advisers, campaign officials, overnight and the good morning. there is a split among who would be the better choice. so this is vice president harris's choice and hers alone there is no doubt that here in pennsylvania these 19 electoral votes are central to winning the white house. so that is why pennsylvania governor josh shapiro is seen as a leading contender. however, i'm told that he will be at his campaign rally tonight. here in philadelphia. either way. >> and he is likely to campaign for this democratic ticket either way, minnesota governor tim walz really was a late bloomer in this accelerated search for a running mate coming on very strong with support from progressive groups

and moderate groups as well. >> he was at a campaign fundraiser last night in minneapolis showing that t2 can help raise money for the campaign and be helpful. john, at this hour, this is the vice president's choice to make i'm led to believe she has already made her choice. she is just not told many people about it. you need some time to set this into motion, of course, but it's the biggest a decision she will make as a candidate and we'll see what she does. i'm told in likely a couple hours. >> well, that is something at least if jeff zeleny is reporting, he believes that she has made the decision. we're just all being kept in the dark right now. jeff, very quickly and about 30 seconds or less, she really didn't deal with the democratic primary in a way the whole vp selection is something of a primary john, it has been something of a primary. >> we've really seen divisions in the left as well as across the spectrum. of the democratic party coming out in favor of one of the candidates or actually against some of the others in pennsylvania governor josh shapiro has been at the

center of a camera pain were progressive democrats have been urging her to pick someone else. what we do not know is if that sort of encourages her to follow their lead or perhaps to show an independent streak and choose governor shapiro again. thinking back to when in the summer of 2008 when barak obama made his choice of joe biden, he said it was a coin toss. there were a lot of good options, so vice president harris has been talking with former president obama. we know in the last few weeks as seeking guidance on this, this could be a tall task for her as well, john, it will though, say something about what she believes the future of the democratic party is and her electoral chances are, whichever governor she decides. >> all right. jeff zeleny in philadelphia, if something pops up on that bone, shout will put you on immediately. >> thank you very much, sarah especially with his reporting that he believed that she's already made her decision. so anytime we might hear what that is. all right? what is now tropical storm debby dumping

>> this morning, record gains in the japanese markets after a day of record losses in the u.s. futures are looking better with a little more than two hours to go before the open, you can see green well welcome green. right there following that drubbing, the markets took yesterday, let's get right to cnn's hanako montgomery in tokyo with the latest what are you seeing there this morning and ago? >> hi john, it's good to see you as we know in terms of the latest asia stock markets have recovered somewhat after the massive losses we saw just yesterday. but experts are warning that we could see a lot more volatility in the next couple of months until really september when the u.s. federal reserve could cut rates. now the reasons why the japanese stock market in particular, which was the hardest hit and the asia stock markets have recovered so quickly, are really twofold. the first reason is we received a better than expected service sector data for the month of july from

the united states that's alleviated some concerns about there being a possible recession in the world's largest economy. now, the second reason is because the value of the yen depreciated just a bit, and the yen looks as though it's beginning to stabilize a monday. we saw the yen surge against the greenback in large part because the bank of japan just last week he raised interest rates for the second time in 14 years. interest rates are now at 0.25%, which doesn't sound very high. but the reason why japan is raising rates and not cutting them like many other countries are around the world is because it looks to prop up its currency as you know, john, the yen has been appreciating significantly this past year and that's been very costly for the country. so again, the bank of japan looked to raise rates and therefore prop up the currency. and it's done exactly that. but the sudden surge on monday really spooked investors and hedge funds, which is why we saw some of that panic selling spray. but

it again as the yen looks like, it's beginning to stabilize and now it's trading a bit lower at around 145 to 146 to the dollar that has alleviated some of those concerns. now, we can expect the u.s. stock markets to open slightly higher. there is cautious optimism there, but we can expect to follow with trends in europe and in asia. but again, there is cautious optimism and all eyes are on the federal reserve come september to see if they will really cut rates john, looking right now at futures us futures right now, the nasdaq up over a percent, the dow, a little bit less than a percent the s&p up about a percent here, these will be some so ground regained today. >> welcome. ground regained. hanako montgomery in tokyo. thank you very much. >> all right. we are standing by outside the homes of pennsylvania governor josh shapiro. minute so the governor tim walz, no movement inside all the cameras just shook a little bit there. what does that tell us? and a bike rider

determine if a call has been made. are jeff zeleny reported moments ago that he thinks a decision has been made, but we don't know if the actual phone calls been placed. cnn's danny freeman is in montgomery county outside the home of pennsylvania governor josh shapiro. whitney wild is in minnesota. danny first to you, what are you seeing? give us a sense of the lay of the land well, generally be perfectly honest with you. so far. all is quiet, seems to be pretty much status quo here outside of the governor's house in montgomery county. his security detail pretty much looks the same. hey, looks normal, like it was yesterday and frankly yesterday seemed like a normal day for a governor of this great commonwealth. he got up here montgomery county, drove out to harrisburg, spent most of the day the capital drove back here, didn't respond to our shouted questions and then he actually shot some hoops with the sun outside in the driveway before ultimately heading so believe me, john if there are

tea leaves out here on the ground to read, we are working to find them, but let me just describe to you a little bit about who we're talking about here, just to set the scene john, we're talking about josh shapiro. of course, he's the 48th governor of the state of pennsylvania. he's actually the third jewish governor of the state of pennsylvania. but if he were on the ticket and then he became the vice president, he would be the first jewish vice president in our nation's history. and governor shapiro is a first-term governor. he just got here inaugurated, i should say, in 2023, but he's used that year-and-a-half of being in the governor's office to not only boost his national profile, you might remember a portion of i95 collapsed here in philadelphia. are not far from here in philadelphia. and he made sure to go in there and work to get it reopened within two weeks or so and then ultimately get that entire highway repaired. he also spoke out heavily about anti-semitism in the wake of the october 7 attacks as well again, boosting

his national profile. but some of those views that josh shapiro has on israel, that's also put him into a little bit of the scrutiny machine over the past two weeks as this veepstakes process has gone on, some progressive folks taking umbrage at some have his past views, but shapiro, over the past two weeks has said emphatically, he's for two-state solution and that's view that he's held over much of his public career. so we've seen a lot of those instances which have gotten him to displace. but the biggest benefit potentially that he has to a ticket here with kamala harris, his uproot, his favorability ratings, i should say, incredibly high here in the commonwealth of pennsylvania. that's one of the biggest reasons why they think he could be an asset in taking this states 19 electoral votes. john danny freeman in montgomery county and pennsylvania, just so people know, the suvs we showed video of suvs going in and out of the driveway that was from before, no movement right now. >> let's get this aid paul, minnesota, whitney wild standing by outside the home of

governor tim walz. what are you seeing whitney? >> very quiet here as well. we have not seen that telltale sign what a bunch of secret service suvs roll up. we haven't seen anything like that. >> this is very much the status quo here as well. >> we were at a fundraiser last night, so we got to see governor tim walz sort of work the room and he he really can't he then on some three things here, he said that he's really trying to push forward. a feeling of joy and a feeling of unity and he really talked about his experience having come up from becoming a former football coach, high school teacher, and then joining public life in 2006 when he ran and won his first congressional no race. and he actually ousting a six-term incumbent republican in a rural area of minnesota. and so what he may bring to the table is this ability to bring in voters in rural areas with quite a bit of a red republican leaning voters and be able to bridge that gap

and again, he talked about quite a bit about a unit the about pushing forward a message of joy. and then finally, john, he did reference as something that has put him on the national map certainly. and it's this attack line that he lobbed against president, former president trump and the vice presidential candidate on the republican ticket, j.d. vance, when he called them weird that attack line has really taken off john and he referenced that and said, just to be clear, he was what he said was making an observation, but he wanted to be very clear that he was not calling republicans weird. he said these are my neighbors, these are people that i love. and what he wants to do is try to push forward at the opportunity to have healthy discourse between people. a very different sides of the political aisle in a respectful way. and what he kept saying as a joyful ways, he really wanted to spread a message of joy and unity. but again, for people who don't know him he is in his second term as the governor of minnesota. it's been in public life since 2006 when he won that first congressional race and john notably he ushered the state through some of its most turbulent times during those protests following

that decision too. day as well as of course, the advisers that are around her now, despite that decision not having been made last night, of course, the preparations for that eventual public announcement, not to mention the philadelphia rally, where the two are going to be appearing together for the first time this evening, those have had to continue. and so the campaign. i am told has actually printed multiple versions of signs featuring harris's name, as well as the potential multiple running mates that she might be choosing. today again, the news here is that vice president harris this did not have a decision on this as of last night when she was going to sleep, she needed an extra night to sleep on this decision and is going to be making that call. this morning. again, when we find out eventually who that choice is going to be. this is just something that we should be keeping in mind. this was a decision that ultimately really came down to the wire really until the final minutes and

former president donald trump well, i think and particularly in contrast to when i was doing this, was secretary clinton in 2016 there was really an embarrassment of riches in terms of the talent that she had to choose from. >> we have so many more governor there's than we had years ago. and so honestly, i don't think she can go wrong. these are both governors. they're both blue wall governors and look pennsylvania is uniquely important in this race. those 19 electoral votes that are there are hard to find. in other states on the map. so there's something to be said for picking josh shapiro because if he can even provide a point or two points advantage that could easily be the margin of victory we that states gone by less than a point in the last two presidential life actions but honestly, she can't go wrong. these are both very qualified

people and i think either would be an excellent vice president a lot of folks talking about the electoral college this morning makes a huge difference. >> you've got all these swing states as well in play. joseph, when you look at this who should republicans be worried about or are they, do they care about who the pick is? >> look, i think first and foremost, the elephant in the room, democrats putting on a great show. i mean, if you want to talk about stealing the entire news cycle, kamala harris tossing and turning through the night to try to figure out who she's going to pick as her running mate when an all a reality i'm pretty sure she already knows. but if you're talking about monopolizing the news cycle, continuing this momentum that she has probably a good way to go about doing it. so bravo as to who they pick. i think republicans are just anxious for her to pick somebody for this race to be reset for us to finally have a conversation about the issues think with democrats are going to have to juxtapose two very different things is the governor of minnesota, we're going to be having a very real conversation about the largest insurance

policy ever filed for civil unrest in this country as a result of the wildfire, there was all across this country in the aftermath of george floyd. if we're talking about somebody like the governor of pennsylvania, you're going to be having a conversation about the fact that in rooms you'd like to pretend they don't exist. there were people concerned about the fact that a man whose last name ended in a vowel and who believes that israel has a right to exist is going to be on the ticket. people in his own party calling him genocide. josh, again, just a reminder of this strain of anti-semitism gone unaddressed on the left. so i think those are all the issues. again, i would agree with robby. there is an embarrassment of riches here. the choose from politically, but i think ultimately choosing the vp resets this race and gets us back squarely talking about these issues for race to the finish. >> well, let's talk about the issues because one of the people that is not talking about the issues vary hey, much is donald trump. he has been on the stump. he has been doing interviews, and he has been going after her in different ways, but mostly talking about her personality. this is what

anyone. i would make the argument. it is not wise to be a tackling comma harris in that manner. i think it is wiser to focus squarely on the issues what is going on with our southern border, what is happening with the economy as the dow goes down over 1,000 points yesterday what is happening with a world torn asunder under the guise of an administration that was supposed to be the return to normal administration. and now gaza is ablaze. you have the south china sea, which is inflamed. you have again, what's happening to the u.s. southern border, not just the migrant crisis, but the fentanyl crisis as well. and so these are all the issues that thank are better suited to attack kamala harris. she wants to take all the good of the biden-harris administration's. he wants to pretend none of the bad ever happened. you cannot have it both ways. you have to own the entirety of it or acknowledged that you were in the building. but never asked. he allowed me to do anything joseph, to your point, i want to ask you, robbie she's not done an interview. she has not done a press conference up for

a couple of weeks here. now, is that a big mistake on her part, but she has going to have to answer tough questions about some of the policies, including of course, the border well, first of all, it's only been two weeks and this was quite a surprise for everybody, including her. >> and so she's taking time to do things like pecker, vice president, she's going to have the convention next week. which will be an important opportunity to roll out what your, a lot of what you're talking about, what is that vision she has for the country? what is her plan for the future? and that i'm sure she's going to be giving interviews after that and there'll be plenty of time to do that. but i think it does speak to the problem in this race, which is we're seeing across the world change elections are happening. and i think this is going to be a change election as well. and donald trump got a little soft and complacent thinking he could just run against biden, wouldn't really have to say what he's for. and the thing is if he continues to act the

with a probability of less than 1% happening on any given year in our area. this is a once in a thousand-year potential rain ball of that all right cnn meteorologist derek van dam is with us now. we are seeing a lot of rain. derek yeah, it's hard to believe that charleston just a few short days could have more than half their entire annual rainfall budget. >> just in a few days. and it's all because of the remnants of debby here which are just bringing it a firehose of water onto the south carolina coast. i mean, you can follow it all the way back into the ocean. that was aimed right at charleston earlier this morning. there's a bit of a reprieve, but more rain will certainly set up behind it. and we've got our tornado threat as well. remember that firehose of water as creating inland flooding. but that's working against the onshore we're flow which is creating a storm surge component. so the water has nowhere to go, but up that is why charleston, particularly as so vulnerable to flooding. now i want to show you just this

influence along the entire eastern seaboard going forward, we've got a cold front that's going to sweep down from the northwest it's going to interact with moisture from debby and it's going to enhance rainfall today across new york city and philadelphia. so we need to be very aware of what could potentially unfold within that area. but as we focus our attention across the carolinas and into the coastal areas of georgia. we still have are very rare high level risk from the weather prediction center of excessive rainfall leading to flash flooding that's because over 15 inches of rain is in this forecast. but extending that further afield, the entire eastern seaboard setup for extremely heavy rainfall for the next couple of days, i've got a moderate risk today, philadelphia, we've got the vp in philadelphia later this afternoon. could be impacted by whether i mean, just look at this influx of very moist air that will bring rainfall for the next several days for the east coast, john looks like it'll be some time before i'm sunbathing again. derek van dam. thank you. >> sara. alright. disappointing.

nahariya. >> similarly, israel also saying that they had carried out strikes inside lebanese territory. lebanese authorities saying at least five killed in one town. and hezbollah saying two hezbollah fighters. and a paramedic were killed. so this is certainly something of an increase from what we have seen previously, whether this is the beginning of the retaliation or simply more or less businesses usual remains to be seen obviously, we heard from iran yesterday reiterating basically that it was committed to carrying out a punishment for the assassination of ismail haniyeh on iranian territory. but we also saw in that meeting with president biden and his national purity counsel that there are not as many details that are at least immediately obvious to us officials as to the when and as to the how there have been talks about possibly two waves of attacks.

one coming from iran what and its various proxies in the region another coming from hezbollah in lebanon. but for now, there is still a certain degree of ambiguity interesting also to note, sara, that the russian former defense minister who's now secretary of the security council shoigu was also in tehran. there have been reports from reuters that the iranians were asking the russians for more air defense weaponry as cnn has not been able to independently confirm that reporting, but certainly an interesting sign potentially, of things to come and meanwhile, we're just waiting here in a couple of hours, hustle nasrallah, the leader of hezbollah, is expected to make some remarks. he last spoke on friday, but didn't give very much away as to what these coming days will bring. and certainly everybody here, sara remaining on a state of alert you have the

possibility of course, of the rockets coming from lebanon and munitions coming from there and coming from iran. >> but there is still, of course, the war that is going on in gaza. and every now and then rockets coming from there. what can you tell us about the situation there today well, the situation in gaza, it continues to grind on operations, continue new strikes, continue. >> a terrible humanitarian crisis continues. and that's why sara, you're seeing not just us officials, but diplomats across the world really pressing home importance of trying to get back to the negotiating table, of trying to come together and agree upon a ceasefire deal because there's a broader understanding here that there can't be any real meaningful de-escalation from what's going on right now between israel and iran and its various proxies. if there is not some kind of resolution to bring a ceasefire to gaza to

bring the hostages back home to israel, and to try to chart some meaningful path boards a peaceful resolution, sara. >> all right. thank you so much. clarissa ward there live for us in tel aviv, john. >> all right. with us now is retired army major mike lyons major. thanks so much for being with us. what kind of strategy are you predicting are anticipating from iran? >> so israelis had the advantage of having an enemy that's not coordinated, synchronized their attacks in the past. so this time if they don't want to be embarrassed, like they were last time they through the basically the kitchen sink at them, they'll look at four possible avenues of attack. the first one is coming from, from yemen. >> well, let me just give you run. >> going from this direction. you'll see likely attacks coming in from iraq, from syria, proxies. you'll see hezbollah rockets come this way and then likely from iran, it's self rockets coming over the horizon. and then in plus, if you look at if you look at the area where they're most vulnerable, and that's kinda let's right here. and i'm concerned about, i'm concerned about the fact that if if the

jordanians don't get involved, if the jordanians will get involved they're very vulnerable to those, those iranian slow moving drones. and i think that's where the most, the primary attack is going to be. >> you think this is the area where israel is the most vulnerable from these attacks? >> yeah, i think so. i think what they'll do is they likely have the houthis, i have others looked to attack american forces that are part of the overall air defense umbrella. air defense systems are in phases and they're in layers and the americans are designed to attack those systems that are coming over the horizon. the houthis go after the american forces there. it'll, it'll leave israel much less protected in the areas that are close. >> let's actually take a look at what the u.s. has got in the region, but the u.s. has said station all kinds of naval power in their airpower as well around there. what do you think the u.s. will be doing? yeah. so they've going to be looking very closely again at rockets coming from yemen into, into here. you have the coal, for example, the uss cole, if that was the ship that was attacked in the late 90s. hear there.

they're part of the destroyers are part of the the defense systems, but they're going to try to intercept any of these rockets that are coming from iran over the horizon, they're going to look at iron dome and the other is really based system to take care of the closer ones in here. again, that's spot right between that jordanian and israeli border is most vulnerable and they're going to need the jordanians to help them. >> and then of course there is so much focus let me clear here on the northern border of israel with lebanon, because hezbollah is station right here with thousands, tens of thousands of rockets. what can hezbollah do by itself? >> so john, they'll overwhelm the air defense systems and they'll win if they just get anything through. israel has to have 100% of these systems work order for them to claim victory here. that's where i think that there are also vulnerable as well in the north. and what's if this happens and has really takes casualties. they're going to respond disproportionately. this is only going to escalate the situation. all right. mike lyons. thank you so much for being here, helping us understand what we are seeing on the ground right now. appreciate she your time. we'll
