central starts now a.d. good morning, everyone. >> i'm john berman with sara sidner at the democratic national convention in chicago. kate bolduan is in new york. so in just a few hours, this room behind us it will be full of democratic delegates screaming democratic delegates, and we are told very, very happy democratic delhi it gets the joy that way. what was the phrase that bakari use of parcels of joy they are all happy they say about where this campaign is this morning compared to where it was, say for weeks and one day ago, that is when president biden dropped out and vice president comma harris, jumped in, the main speaker tonight though, will be

president by in a few minutes ago, the white house communications director told us what the president will be discussing the president has focused his presidency on defending democracy at home against the threat posed by donald trump, who wants to be a dictator on on day one. and he's going to call on americans tonight to defend democracy one more time in november by voting for his close governing partner, vice president harris and governor walz cnn's kevin liptack is leading us off this morning. >> kevin, look, the week clearly all about kamala harris, but tonight is president biden's night. what are you learning about his moment, what he is planning to say and of course, what we're going to see the week ahead yeah, and it's clear he's taking this speech very seriously. he spent the entire weekend up at camp david with two of his senior most aides revising exactly what he wanted to say. i don't think the weight of this moment is lost on president biden. he came to his first democratic national

convention in 1972 back then he was a long shot candidate to become the youngest member of the u.s. senate. >> tonight is really the end of that political arc. >> he is now the oldest sitting president, the incumbent, handing off the baton to his vice president you know, this isn't the speech of the president would have wanted to give. it wasn't the speech that he was hoping to give. and i think in some ways he is still processing the decision to remove himself from the top of this the ticket when you talk to the president's aides, they do say that he really does want to make the case for kamala harris as the most natural inheritor of his legacy, as the best person to carry on what he started in office kamala harris will be in the arena tonight when the president is speaking, that was a very important thing for her but afterwards, the bidens will head off on vacation in california, essentially handing the keys of this convention to kamala harris. and when you look at the program that democrats have organized for this week, you really do see

two key objectives. one is to introduce kamala harris to an american public that may have not just been paying attention up until now, and she'll have a lot of help on that front to former presidents, former first lady's, a number of high high-profile democrats here to really sink kamala harris his praises the other objective i think is to lay out the stakes of this election and really make the case against donald trump. argue that he's a threat to democracy. and we are learning this morning that the democrats do plan to feature some high-profile speakers, members of the january 6 committee on capitol hill, also, a police officer who was injured in the capitol riot, really sort of laying the stakes about donald trump in their programming. of course it's the highest profile moment will come thursday evening when we hear from kamala harris herself, she did just yesterday speak about her preparations for that big speech. listen to what she said much of what you've probably heard me talk about before in

terms of despite the promise of america the fact that we're all in this obviously a lot at stake, but there's also a lot to feel good about in terms of the future of our country. >> so they will be a lot that is about what i believe is a way for the new wave for. >> so there's no question kamala harris is coming into this convention riding an enormous swell of momentum. polls show her with a slight lead, but it is still a close race. and when you talk to harris aides, they make clear that the real work will begin once this convention is over. sarah yeah, we just heard not taking anything for granted. kevin liptack. thank you so much for your reporting alright. while democrats are in raptured and a joyous and historic convention here in chicago. donald trump will be making his way through five swing states this week, starting with sylvania today, hoping to get some eyeballs. the trump campaign is fighting to stay in the spotlight vanessa dnc takes center stage. but can he do what his allies are begging him to do? stay on

message cnn's kristen holmes joins us now at the trump campaign, the organization is very, very busy this week, but that idea of him staying on message hasn't happened quite yet. tell us more yeah, that's right. and even this week, they are planning these specific events to be, quote, unquote, messaging events that is the internal term that they use. >> that means smaller crowds, smaller venues, and a chance for him to focus on one topics, kind of like what you saw in north carolina. obviously, donald trump did veer off the economy at that point, talking personally, kamala harris, but this is the runway that the campaign is setting up. so let's talk about where he's going to be this week because they're all battleground states. he's going to be today in york, pennsylvania. that is going to be a speech focused again on the economy on tuesday, he's going to be in howell, michigan. that is a suburb of detroit when he focused on crime and safety wednesday asheboro, north carolina, thursday is going to be just south of tucson on the border there, obviously talking about immigration friday, he's going to be in both vegas and

glendale, arizona now, glendale, arizona, that is going to be a rally, but the rest of these again are going to be called messaging events. now, donald trump himself, as you said, his allies have been begging him to stay on message, but appears harder for him to do and something we've seen for the last eight years, it is harder for him to do this was him this weekend at a rally in pennsylvania good, good. >> you have what happened to biden? he's running against biden all of a sudden i'm running against somebody else you know, it's interesting. i said, who am i running? speaking against harris said who the hell is harris? i believe she will be easier to beat than him because she's a truly radical left lunatic now whether or not he believes that that is true yet to be seen. but his campaign certainly is dragging the fact that the polls have tightened, that there is a new enthusiasm around kamala harris at the top of the ticket, and just one other thing to note here he's still talking about joe biden being at the top of the ticket

not necessarily talking about kamala harris. so clear where his head is at this point it sounds like regret. >> there. when you listen to him coverage about that, he's now up against harris for sara getting what you wish for. >> all right. appreciate it, john. >> all right. with us now, is former congressman cedric richmond, co-chair of the harris-walz campaign who was the co-chair of the biden-harris campaign, and i guess before i get to what we're going to see here tonight, that's sort of my first question is what's different in your mind working with and for the harris-walz campaign than the biden-harris campaign whether it's certainly to different people. but i will say the common theme is that they both put people over politics and that they wake up every morning to try and to figure out how to make people's lives better as opposed to what's in it for them. and so i think the best example of that is watching president biden passed the baton because it was in what he thought was the best interest

of this country. and so i think that's the common theme now they approached things a little bit different. >> but i think that well, they're both very demanding and vice president harris looks at things through the lens of probably a prosecutor and president biden through a person who has been in public service his entire adult life. and so it's different, but the good thing is, i think that they had a great partnership when they were in the white house. and she was a real partner. he included her in his decisions. she had a chance to watch. she had a chance to experience the white house. and i think that that has made her one will make a great president. but two, it's making her a great candidate also, how much do you think she will embrace every decision that was made in the white house this week, in how much do you think she'll say, you know what that was then this is now i'm taking

a step forward. >> well, she's her own person and you see that with some of the proposals that she laid out, she goes further than president biden did on the child tax credit which lifted half of kids out of poverty. she's going to go further on the building of new homes so that we can bring housing costs down in this country. so she embraces what the president was able to do, but something she wants to go further, some things she will have a different opinion as she rose out her policy, but i think the difference is smaller than the consistent similarity which is they care about people. >> you said pass the baton which is a phrase that ben labolt, the white house communications director, use with us twice. so obviously i guess that is a theme, a deliberate theme tonight. what will that look like? i know literally won't be the passing of a physical baton. but how do you think the president will frame that passing? >> well, look, i think i hope and i have not talked to him

about his speech. but what i hope he focus in on and what i hoped the american people see tonight is that politicians worry about the next election statesman worry about the next generation. when he came off the sidelines for years ago, he came off the sidelines to beat what he thought was existential threat to this country. and that was donald trump. and he was so concerned about america's future that he ran for president and he beat donald trump and this time, i think it was the exact same that he was so concerned about our future. he was so concerned about the division that he once again said, this is not about me, this is about the country. so i'm going to remove myself from this process. i am going to pass the baton over to a very qualified brilliant legal scholar and political at public servant, kamala harris and that's what i hope he talks about tonight. but the other thing i want him to focus on it this extort accomplishments and how we got to this moment kamala harris as vice president, because he picked her, ketanji brown jackson is

on the supreme court because he picked her and he has been so forward leaning into uniting this country and using the talent of everybody regardless of what they look like, who they love of anything else. and i hope that that brings us together and i hope that it doesn't just bring democrats together, but that unites the country. >> we just had a report on what, what former president donald trump has been saying on the campaign trail. one of the things he said a few times this weekend, i think was that i'm better looking they then vice president harris what does that tell you about how he's thinking right now? >> he's stuck in a terrible threes. i mean, everything he says is i my mind mind, and it's all about him and so he has he doesn't talk about policy project 2025 is the closest against the policy, but he's distanced himself from that. but if you ask him what is it that he's proposing for the american people? he doesn't have an answer. and if i hate to always go back in the

past because this race is about tomorrow but if you ever want to know what someone's going to look at, what they did in the past and his handling of covid coming on tv saying drink bleach or one day it's just going to magically go away was their response and we wreck the economy and cost peoples jobs and it costs so many millions of so many hundreds of thousands americans. their lives and so i'm very concerned about what a trump presidency would look like. but a trump campaign also hurts this country because he just divides and pits people against each other. and so i hope people see that difference but he doesn't have the discipline. it's just not in him is the same reason a mux can't win the kentucky derby. it's not in them. and he cannot stay on task. he cannot stay focus, he cannot talk about issues because everything he does goes back to schoolyard bullying of calling names, and just degrading and dividing people for christmas russia and great to have you here with us. thanks for having appreciate it okay so democrats meet for the first day of the dnc. the

irs saturday, september 14th at nine on cnn this morning, the illinois national guard is on standby and law enforcement officers are out in force in chicago for the democratic convention. thousands of protesters are expected there throughout the week i'm going to show you video from this week's first demonstration that was permitted. they had a permit in the chicago loop happened last night pro palestinian protesters calling for a season it's fire in gaza. that's beginning of what is likely to be much more than that. cnn's whitney wild is outside the convention site. she you've been tracking kind of the preps and the massive operation leading up to this to prepare for the convention, what are you hearing and seeing about the preps now that really the convention is getting under way. >> well, it is a massive presence here, kate. and what law enforcement is anticipating is the tens of thousands of people are going to descend on the city today is the day of the major protests, as we've

said several times, this area kate is falling helmet to the largest palestinian population in the united states and for months we have seen thousands of people take to the streets in chicago in protest of the war in the middle east. and certainly we are expecting that these protest groups are going to use the dnc spotlight as an opportunity to bring more awareness they the major protest group is the coalition to march on the dnc. that's a group of around 270 or organizations that have come together to try to, again, bring tens of thousands of people to the city of chicago to protest. this is a very hard security perimeter here at the dnc. let me show you, kate, what you see for several blocks outside the united center. is this non-scalable fencing and this is actually what they have at the mccormack place as well, which is that other deal? can see location. again, this goes on for blocks. it is complemented kate by thousands of law enforcement on the ground, thousands of chicago police officers, hundreds threads of mutual aid officers there also getting support from the air as well as on the

water. and then kate, in addition to this massive law enforcement presence illinois governor said as that around 250 members of the illinois national guard have been authorized at so certainly law enforcement is looking at the potential for huge protests in saying that they need to have enough staffing to try to mitigate any problems as far as making sure that people's first amendment rights are protected, chicago police have gone through extensive training to make sure that that first amendment protests can be respected and remains peaceful. but they say they have zero tolerance that's for criminal activity. kate and so really it's a balancing act for the chicago police department. but again, they say that they are leaning on their months of training to try to make sure there are no problems in the surrounding neighborhoods throughout the city. and that this protests can happen peacefully. cake and putting that training and practice right now. >> thank you so much, whitney, really appreciate all your reporting on this sara. >> all right. thank you. kate, the race for the white house has tightened, but also shifted dramatically since president biden withdrew from contention,

the convention, picking up a point or two in the polls where things stand right now before what democrats hope will be that bounce cnn senior data reporter, harry and is somewhere in this room behind me, although i can't see him no matter where i look all right, harry, where do things stand in these national polls? a bunch came out this weekend. >> yeah, a bunch came out this weekend. and if you're a regular viewer at home, sometimes you might see a poll like a fox news poll last week that had donald trump up by i a point. but within the margin of error, then of course you see the abc news washington post, ipsos poll that comes out this weekend. the cbs news yougov poll that if harris and so i decided to compile, compile all those polls and i want want to make it just really simple. who-led in a national poll. and this month in august. and what we see here, i think it's pretty straightforward in we have ten polls that meet cnn standards for publication eight of the polls showed harris head just two of the polls showed donald trump ahead. so i think it is fair to say on aggregate that kamala harris leads

nationally and what a change that is from a month ago when joe biden got out of the race where more than more than 50% of the polls, donald trump has ahead nationally. kamala harris, with clear momentum heading in to this democratic national convention, which starts in a few hours. i believe john it started a few hours in that what you just laid out, right there is a clear difference from four weeks and one day ago. so what are the risks for its are the upsides downsides for vice president harris as she tries to use this week to re-introduce herself to the american people. >> yeah. i mean, one of the big chief complaints from republicans, right? is that she hasn't really put out much policy, right? and we don't necessarily know what she stands for. and it turns out that that is something that i think a lot of americans would agree with. so, you know, cbs news, yougov came out yesterday and essentially yes. yes? you know what they stand for? look at that less than two-thirds of voters say they know kamala harris stands for compare that to donald trump, where it's at

6%. now, you could look at that and say that's a bad thing for camila house harris, right? because the fact is trump could potentially define her, but maybe it's a good thing for kamala harris because as we head into this democratic national convention, she can take control she can say what she stands for, and more than that, maybe in this day and age in which you're trying to be everything for every body and win those voters in the middle. maybe it's not such a bad thing that maybe there's it's a little cloudiness. but i think this week in particular could be a good chance for kamala harris to take that ball, take that talking point away from republicans and say, this is where i am. this is what i stand for. and maybe it's not necessarily what you might have expected from joe biden so people will be shocked to learn here that occasionally you and i talk offline. we do luckily, it's it's usually about polling, it's usually talk about online. one of the things i've been interested in and i asked you is that republicans are accusing harris of changing positions on a lot of issues and she has changed positions on issues in the old days, they would have called that flip-flopping and one of the things i've been curious about is, does that hurt

candidates anymore when they run for office? what evidence are you seeing well, what's so interesting is those new york times sienna college poll that came out from those sunbelt battleground states essentially have the candidates flip-flop on the issues that matter. >> and what do we see? in fact, a majority of those likely voters in those sun belt battleground states that, that in fact kamala cars has flip-flop on those issues that matter. and yet she is doing significantly better in those states than joe biden was back in may. she's tied in the aggregate of these states joe biden was actually down by nine points now, what i will note is that a near majority also say that donald trump has flip-flopped on issues that matter. so i'm not quite sure that that talking point lands is strong when you have somebody like donald trump, who has sort of been all over the map over the last 20 years. yes, he has been a republican nominee for president now, three times in a row but before that, i don't think a lot of americans necessarily knew where he was, and i'm not sure

donald trump necessarily knew where he was. so the charges against harris, i don't think are sticking i'm not sure they necessarily matter because it's donald trump has kind of shown, you could say one thing 20 years ago, and another thing today. and the voters will believe what you say today very interesting. all right, harry enten. thank you so much. appreciate it. >> the times have changed, i think is the way to put them blowing in the wind joining me now, democratic campaign consultant tim hogan and cnn political commentator and former trump white house communications director. alyssa farah griffin. thank you both for being here. we just heard harry talking about this flip-flopping issue. but he also went into that poll that said that lets people know exactly the policies that kamala harris stands behind compared to trump. so why is it? we're seeing more people in these polls, although within the margin of error, but more people saying they would vote for harris yeah. >> i think what you've seen is when joe biden pass the torch when kamala harris stepped up as the nominee, you saw consolidation of the democratic base. you saw younger voters, black voters, latino voters

saying they're excited about her candidacy. and so we've seen those sunbelt states shift back towards harris, but you've also seen independent voters, those double-hater voters, people who are swing voters, show some excitement for her paris as well. and it's not that she's completely undefined, right? she has the benefit of some of the policies of the biden administration. she can tout the successes and she can also talk about new policy moving forward like she rolled out her economic policy i'll see you on friday. so then people have a sense of who she is in her values. she has been good in communicating that. and i think that is what has brought voters back into your team. >> just mentioned the double-haters in the independents, the double-haters we usually refer to our people who didn't like biden or trump i'm a self-described double hater. >> yes so like or how you don't hate how does this convention then do you think how should it appeal to the independent slash double-hater? >> so anytime i watch a convention, i remind folks there's the audience in the convention hall there with you. these are your delegates. they're thrilled to be here, but there's the millions of folks at home, many of them

undecided voters who maybe they liked some trump policies, but they don't like his character or personality, or they're just exhausted. this is the third time we've done it. we don't necessarily want to do it again so i'm looking at what are the messages that are meant to resonate with those more moderate voters, not just playing to the progressive left flank and kamala harris has proved pretty after doing this in a way that i don't feel like biden was quite as much. she's working in language deliberately targeting independence and how she frames things. so i'm curious, i'm looking for that. i'm looking for, you know, you've got congressman congressman adam kinzinger speaking a republican who is now supporting her. so how is she trying to reach those folks and by the way, she's going to be appearing here. but donald trump's on the campaign trail. so there's going to be a lot to respond to and for her surrogate it's to be pushing back on. and as we've seen when he's on the trail lately, it's not a disciplined message. it's not 2016 words build the wall, build the economy, you know, rebuild the middle class. it's all over the map. so she's in a really strong position going into this i do want to talk about what donald trump has been saying because i'm sure he

is hoping to get some attention in which he will by going out and making speeches for speaker to speech. he's a attacking the democratic party and harris again over and over again on the economy and on personality. but he's also saying this, and this has happened quite a few times as well group of people that have no idea what the hell they're doing, are you better off with kamala and biden than you? >> we're under president donald j. trump. i don't think so you know, they do pose in this stuff and i'm like 93%. >> i said so why? so we have an election. they didn't have an election. why we have an election how alyssa to you, why does he care? >> i mean, if if he feels like he's the best candidate for the job, why is there this constant attack about harris being now in place of leiden? >> this is not the racy to run. he wanted to run against biden than he planned everything around it. he thought this was going to be about age and strength versus the 80-year-old

president. and now it's completely flipped on its head. he's also, i've mentioned this before. he's used to being the pop culture icon in the presidential race. as he appeared on snl in 2016, he's this larger than life cultural figure, but kamala harris has kind of consumed that in this race you've got young people, we've got celebrity endorsements, and i don't think he knows how to navigate that but there's also a factor. he's just not who he was in 2016. there is a lack of discipline and by the way, he's never been the most eloquent person out there, but there's a lack of message, discipline. he goes on these side tangents. he's talking about her appearance it's so unhelpful with the very voters he needs to target women in the suburbs, independence and moderates how do you treat him then this week, especially tim immediately, because there has been this division at crystal. i'm looking at twitter right now, is just laying it out. i mean, to an extent biden has always framed him as this dark, menacing figure, harris-walz, a little bit more comic, right? what do you think we'll see here? >> i think it's both i think it is. they're a little weird and creepy as tim walz said and rolled out that messaging. i

think it is also though a message about preserving democracy. i think joe biden's going to talk today about he beat donald trump in 2020 on the message of the battle for the soul of the nation and he did preserve democracy, but it's about moving forward now, defeating him once again, and that's what would kamala harris can do i will just say, you know, no matter what donald trump does, if he's, if he is on the stump delivering his message and talking about policies, a lot of the policy that he's talking about is also extremely unpopular. talking about a ten to 20% tariff hike that could lead to $4,000 there isn't taxes on families he you know, he his policy in the past has been to repeal the affordable care act. and you have someone in j.d. vance, a partner with him who's not the most charismatic individual. i mean, you talk about rolling out a vp candidate that has absolutely bombed. it's, it's him, right? he's talking about how this cat ladies who was on a podcast where they were pontificating on the quote, whole purpose of the postmenopausal women, they can't talk like normal people. and so that is, i think that the biggest liability for trump right now because they just can't drive a message. >> tim hogan, alyssa farah griffin. thank you both so much

you know, i got involved in politics through the campaign, the presidential campaign of congresswoman shirley chisholm, who ran for president and 72 and i registered to vote, then helped organize your campaign, went to miami as the shirley chisholm delegate, and the rest is history. i've been to every single count convention except for one where florida was so excited when reverend jackson ran. i was a delegate and 84 and 88. and also with president obama and every single convention, again, accept 72 at this convention. it's different. all of these conventions have been extremely excited fighting because all of them were about more and more inclusive democracy and including more people who never had a seat at the table and who did not participate necessarily with democratic party. but at this when i think we see more hope, more joy and honored reverend jackson last night. and i mentioned the wisdom of

him talking about early on, keep hope alive. and i think because of vice president kamala harris and governor walz, we're seeing now a burst of excitement and energy, but also people who want to work to make sure they went. and i think that is extremely important because the election of course, is going to be tough. all right, and people though at this convention, understand the threats to take away our freedoms. they understand that vice president kamala harris has been part of an agenda. the biden-harris agenda that has delivered for the american people. and she has an agenda herself to move forward to make life better for everyone. do the cost of living, of course, housing is a big issue, creating affordable housing pathway to home ownership. and so people are excited about the issues and are excited about doing the work. and that's important so we can win and defeat donald trump. >> congresswoman i'm curious what you think of there has been so many attacks from

many young people have gotten us to this point. and so this is his story is historic for me personally, this is a book end from 1972 you know, also, i think the country is clear about the fact that we need new leadership when we need a new perspective, vice president harris brings up perspective. she brings a lens that has not been in the white house that we know to solve these problems, we have to have new energy, new lens, new perspective a new vision for where we go. but she has the experience she is prepared and she's ready that she's from oakland, california, burning my congressional district, grayson, berkeley and so she's got the spirit i knew you were going to bring that up and i know, you know, her personally and she's from the bay. as people say, who live there, i do want to ask you, what would be the thing that you would be most worried about mistakes that could be made tonight or in the next several nights as

this convention gets underway, that you don't want to see happen so, you know, i don't focus on the glass half empty. >> i look at the glass half full, of course conventions and i want to salute mignon more and all of those who have gotten us to this point in a phenomenon away. and so we have to look at the fact that this convention provides a venue for organizing the party and unifying the party, and get alliances and coalitions that have been built and look at all of the issues that are being raised. look at the speaker's, look at them. young people who are enthusiastic, who will be here. and so i say, we need to focus on the positive. i know the negative and the glass half empty, of course, is always there. but i think if we focus on the joy as governor walz talks about the fact that we have to work hard and we have to unify and keep our eyes on the prize. that's the goal coming out of this convention so that we can make sure that we defeat donald trump, who's
