when congress is in session we like to take a look at the week ahead in washington. this week always glad to have scott with us senior reporter with nbc news.

congress has until midnight friday avoid another partial government shutdown. what would actually be shutting down if they don't reach a deal and how close are to reaching a deal? >> that is right. thanks for having me. another week, another shot down. we have five days to advert this latest threat. this isme the second tranche of funding. one passed six bills in the package funding var agencies. this is a more critical package because it deals with of the pentagon and homeland security department and state department, critical agencies that are necessary so over the weekend there was some development

thinking they were very close on about five of those critical bills but still running into problems that has vexed of thiss congress for a year and a half now because of issues with border security and the migrant crisis. the distance between the two sides when it comes to homeland security. but what we have learned is over the weekend they decided we are not going to do a short-term funding bill for the homeland agencies. we are going to try to include homeland as part of this larger fixed appropriation bill package. as we stand now it looks like it's moving forward.

that is a critical thing that we need to see to avoid the shutdown. >> for our visual learners, here are the agency as we are talking about. defense department, state and foreign operations, labor and hhs helping human services into the legislative branch■qda■:. what is the timeline for that to happen and aren't there certain amounts of time they have to be out there for senators and the general public before they can vote on these things? >> we had hoped we were going to see■. it by friday night however thatig didn't happen and we are here now monday morning because speaker johnson said they will abide by the 72 hour rule which a vote on it and that puts

us at about wednesday. this seems to be getting delayed and delayed further debate because it takes the senate at least a couple of days to process a houseboat, that's going to put us a very close to that friday deadline and what it means is÷s possible we will have to have another measure to bridge that time. we could have a short-term sneeded unless they agree to hae a very rapid. vote. >> one of your headlines from nbc news.com speaker johnson is still dealing with kevin

mccarthy if the deal does come together, what does that baggage mean and some of the criticisms ns his own republican conference? >> taking a lot of arrows from his own membership especially those onow the right just as his predecessor did but a lot of those arrows are aimed at things thatccput him places. the biggest example of that is the debt and spending it not only lifd debt ceiling but put spending caps in place to abide by as he is negotiating these various spending bills.

last week the highest ranking official in history making those comments about benjaming netanyahu and calls for a new election. what does that mean at this point and what sort of response have you seen from members of congress since those comments? we were told there was an speake house and leadership team after those remarks but they were condemned by republicans and they said there is no way that a u.s. leader should be trying to rf country's election. however i will say these are sentiments that have been

expressed in the democratic party certainly among pro israez allies especially those over the last several months there's been a feeling of disgruntlement in his handling of the war against hamas and so because of the number of casualties and innocent civilians that have been killed as a part of that war effort he said someone who's precalculated and there was a deliberate speech that he gave and he saidg, you need to tune n here. he sees where the american publ feels about netanyahu and the war effort and it's a very deliberate action on his part. >> benjamin netanyahu goi chuckg

in the state of the union it's inappropriate to go to a democracy and replace the leadership. that's something the public does on its own. we are not a banana republic taking t u.s. sunday shows. how much more do we expect this to play out on capitol hill? >> i think it is going to continue to be a major debate because as you mentioned, schumer is the highest ranking jewish official because republicans believe that schumer is wrong on this issue they are going to keep pounding the drum. they did on capitol hill with speaker johnson at the west virginia retreat holding that emergency press conference. i think this is going to bessags will keep pounding but he was even backed by president biden

himself who has had his own qualms into issues in the way that he carried out that war effort. >> taking your calls and questions well. what else are you covering this week? >> of course last week's big boat was the tick-tock vote passed overwhelmingly in house and the numbers that they put up gave a lot of momentum to that bill in the senate and put a lot of pressure on senators. however, the leader of the senate said that he is consulng with his committee heads. that includes the commerce

committee and jurisdiction over tech issues. so far there is not the same urgency in the senate as there has house bill was introduced into only a couple of days later, i'm sorry the very next day out of committee then was immediately brought to the floor. there was a rapid the timeline for a potential tick-tock band. remember it wouldn't out rideñve parent company in china to ve or sell to another interest if it is deemed a national security threat, and already there's the fbi director and others in the securities in washington who have said in fact that it is a national security.

>> the caller is referring to a report that was offered by the subcommittee chairman on the house a committee. he put out a report in the initial report looking at how the■p january 6 committee the bipartisan committee that carried out the investigation and the results they came■1■ up with and his argument is that committee t cherry picked certan information and that there were witnesses who did not corroborate the account of some of those critical the scene talt in the presidential morgue it wa■alleged the president tried

to grab the steering wheel and lunged at one of the secret service agents in a bid to go toward the capitalnt to be with some of his support where we aro this will be an issue that even though many have put january 6 2 rest and believe that the events of the january 6 committee said happened happened. to relitigate obviously we are in a critical election year and this was january 6 in 2022 and continues to be an issue in 2024. >> you mentioned kathy here's another, senator bill cassidy said yesterday he would not support the effortsde■& to

pardon those charged with crimes related to storming the capital on january 6th. to remember the senators that voted to convict or indictment of insurrection. i do not think it's appropriate where the nation and of those ts were convicted. >> a rare republican senator and while most of the other the houe and the senate have aligned themselves with president trump and who have endorsed a former president and his quest to return to the white house and so we are seeing that play out in the race to succeed.

as well as the senator that is aiming for the number two spot all endorsing president trump ir seems that if you want to remain a player in the party and hold a leadership position as the speaker mike johnson does in the house that if rally behind the current nominee and president donald trump. >> a pretty good at coming up with questions, this is a good one for what is one thing you're watching for that is not on the nation's radar? >> there is a hearing that house republicans are holding and they've invited hunter biden to come back to capitol hill.

behind closed doors now jes coomer wants to bring biden in a public testimony. however hunter biden has and his attorneys have declined that request and they've said if you want me to show up before the tv cameras, let's invite some of the trumpas family and the terms of mixing politics and business and so we do not expect to see hunte i think the white house and certainly the biden family have made a calculation that this impeachment inquiry isn't going

anywhere. there doesn't seem to be the appetite in the republican conference to move forward there's a number of said they ay skeptical of the evidence they have seen so far presented to them and that don't think these are offenses. because of the very narrow two-seat majority, three or more could mean a failed impeachment but there's a concern from republicans about if you bring impeachment to the floor and it fails, does that exonerate president biden from any of these allegations of wrongdoing? >> exiting congress earlyn further eroding the republican majority. >> an interesting lawmaker we are sad to see him go. he's spoken out against his own

party on a number of occasions. he was opposed to challenging the results ofhe election and doesn't believe that impeachable offenses president biden has committed. he sayss a large reason why hes resigning from congress on friday early, he had already told us he wasn't going to run for reelection but now he is resigning early leaving the house majority in and even more dire situation with of the majority they usually walk in lockstep with formerwe are not l end up in congress but it could be as a pendant it could be anyf

wheel in the suv but he authorizedal to be deployed t capital if the capitol police capital policeboard requested tt includes nancys" pelosi, the leader of the senate and the architect of the capital. those people had to request that national guard and handed to hao ultimately be approved by them before the national guard could be deployed and that wouldn't have beenat just the national guard from dc but potentially from the u.s. from the entire country that could have been deployed and that is also revealed. the question i would have is do you think that they should havep to answer for this deliberate

misinformation against the american people because my contention to you, to everyone about the dossier, the hunter biden laptop, everything that happened on ja 6.somebody joked there mightn investigation if democrats take control of the house there might be an investigation. there was a bipartisan committee in theco sense that to respected members of the republican party at that time liz cheney and adam

kinsinger were participants. they were selected by nancy to withdraw the members from what they thought was going to be a highly politicized committee. but i think these things can be debated and relitigate it. so that's not my job, but the report is what it is. a select committee report. i would encourage you to read that there were democrats and republicans on the committee. i think we were seeing this te happening two or three years after the events because we are in a cycle that iolvethee united states, donald trump.

>> mike in illinois, what is the story, assuming talking about senator bob menendez. >> who is under federal indictment facing a number of churches relateded to bribery ad a number of other federal offenses as well. i don't think bob menendez will be a united states senator come january, 2025. one of my colleagues posted a question to him if he planned to run as an independent which apparently is a possibility. this will be an issue for the voters to decide but i just don't think that with his myriad of legal and criminal problems will bes, returning to the unitd states senate after all is said and done.

>> and bob menendez at this .20 years. he assumed off in 2006 as a united states senator. a donald in omaha nebraska. a,good morning. >> good morning, gentlemen. iouldik to ask how many republicans went down there and did it cost the taxpayers money? >> i've been to a number on the democratic side and the republican side. these are theyan call them poliy retreats where they supposedly discuss policy issues they hear from experts. in this case i ran into ai coue of familiar faces, greg walden who was the energy and commerce chairman as well as kevin brady the former ways and means committee chairman.

they hear from a number experts on various issues but athey also talk about politics an this retreat was growing the majority. the ironic thing of course only about a hundred lawmakers out of the 219 showed up, so that's less than half. lackluster and so that he speaks to some of the issues and removing kevin mccarthy and having this big fight over who should replace him and all of this that we have seen, but it's to answerav the question about e congressional institute which hosts the various retreats of both parties.

>> both are well attended by the political media, so what is your role when y it just these call s conferences where you get to ask questions? is there more mixing and off the record type situations? how much access do you have to go when you go to these? >> it is a place people are a little bit more relaxed. this happened to be at thegreend historic property. they gave tours to reporters about this used to be a fallout shelter for the united states congress in the event of some kind of catastrophe in the cold war era so they showed us these relocate to this place and the in thegreenbrier in the mountaif

west virginia. it is a much more relaxed, yes, there are press conferences that we attend from the leadership there's also opportunities for off the record conversations with lawmakers, members of leadership to try to check in and give a sense ohinking and how they are feeling a number of months out from the election and to see what's going right and what's going wrong in this over our time. one more call or has been waiting. independent, good morning. >> thank you. i'm surprised into the main in concerned about is influencing israel's politics. .. what about t 4 organizations and the pledge all congressman

have to sign to support brazil? is that our politics and he is not concerned about this? host: what pledge is he talking about? guest: i'm not sure of any pledge lawmakers have to sign in support of any country in general. traditionally, the united states, members of congress have been overwhelmingly supportive of israel for decades. this is a real turning point of u.s.-israel relations. the criticism from it schumer president biden, other democrats is not aimed at the israeli citizens. there are even serious

disagreements happening within the benjamin netanyahu administration. it was interesting to see that as schumer was making those remarks on the floor and criticizing new elections in israel, house representatives were looking forward to hearing from the israeli ambassador himself. moments before mike johnson stepped out in that press conference, they were all huddling with the ambassador. obviously very interesting times , serious times for the people of israels who have been displaced and killed in this horrific warit iy
