i want to start by addressing some devastating and alarming news from the arizona supreme court. today's decision millions of arizona hands will soon face even more extreme and dangerous abortion ban than they did before. arizona law initially enacted in 1864 more than a 150 years ago failed to protect women even when their health is at risk. or in horrific cases of rape or incest. there are 21 extreme state abortion bands across the country. one third of all women of reproductive age now live in the state within abortion ban. all of these bands include the one upheld today that was upheld by the arizona supreme court are a direct result of the supreme court overturning roe v wade. when the president predecessor

thank you everybody i've got some opening comments on the japan state visit and a couple of other topics and then i will be happy to take your question starting the saving the president first lady welcome prime minister kishida and mrs. kishida to the white house for eight successful visit and state dinner from the very outset of the biden administration we focused on reinvesting in and reinvigorating our alliances. nowhere has the strength and vibrancy of that strategy been on display more that in the end endopacific especially with jap. the two leaders president biden have met nearly one dozen times over the past three years. in tokyo and washington and cities around the world. this official state visit will build on the immense progress between our two nations we made towards creating a safer more secure endo pacific as well as mutual prosperity for our peoples. over the course of the visit the president and prime minister will highlight the high ambition of our alliance. yes the defense and technology

space but also across the board. deepening our partnerships on space, technology, economic investment, fighting climate change, coordinating global diplomacy strengthening our people to people ties. i will briefly touch on some of what you can expect the two leaders to announce. they will announce measures to enhance cooperation for gord accord and integration of our forces ensure their postured and linked to other like-minded partners. there will be at major deliverables on space as would lead the way on space exploration and returning to the moon. the be announcements of significant research partnerships between our leading institutions on a critical and emerging technology such as ai quantum semi conductors in clean energy. all of this will strength their economic times and economic security as we announce significant commercial deals as part of the state visit. japan is with the largest providers of economic assistance and budget support ukraine.

one of the largest investors in development and infrastructure in southeast asia and the pacific islands. this visit will highlight japan's continued role in global diplomacy and development the coordination the u.s. and japan have together with significant deliverables on global assistance and investment both inside and outside the endo pacific. we will also announce new initiative to further foster our cultural connections promote ties between current changemakers future generations of leaders. following the important visit that prime minister kishida will initiate the saving filter tomorrow president biden will welcome marcus from the philippines for a second bilateral meeting at the white house in his many years. president biden will also host the first ever trite lateral leader summit between the united states, japan, and the philippines. the u.s./japan and philippines are three closely aligned

maritime democracies with increasing convergence strategic objectives and interest. just this past week are three countries in australia held joint naval drills in the south china sea. when i met with my japanese and filipino counterparts in tokyo last june, we agreed to enhance our nation's trilateral partnership and this week is a culmination of months of effort since that meeting in tokyo last june. the three leaders will announce new initiatives to enhance energy security, economic and maritime cooperation, partnerships on technology and cybersecurity and joint investments in critical infrastructure. with this first ever leader's trilateral we are continuing to deepen our cooperation with their closest partners to ensure we have talked about many times from this podium and elsewhere, a free, open, prosperous and the pacific. over the past three years the president has achieved historic breakthroughs across the region, across the endo pacific. he is launched elevated the

quad, brought u.s./japan trilateral to new heights upgraded relations, vietnam and indonesia posted to pacific island summits and one summit here at the white house. we look forward to adding another momentous chapter to this story with the state visit that prime minister kishida has embarked upon and the historic trilateral meeting among the u.s./japan, the philippines. i also wanted to come out before going to your questions to address the events of april 5 in ecuador. we condemn this violation of the vienna convention on diplomatic relations including the use of force against embassy officials. we have reviewed the security camera footage from the mexican embassy and believe these actions were wrong. the ecuadorian government disregarded its obligation under international law as a host estate to respect the inviolability of diplomatic missions jeopardize the foundation of basic diplomatic relationships.

we vest ecuador to work with mexico to find a resolution to this diplomatic dispute and to that end we welcome the organization of american states permanent counsel meeting this week to help reach a peaceful diplomatic solution. finally, let me say something on an important issue that's moving to the house this week. reauthorization of 702 advisor. the administration strongly supports the bipartisan bill is text is now the rules committee to reauthorize essential intelligence authority and other provisions before they would expire on april 19. if we lost 702 we lose vital insight and the threats expect us to encounter. terrorist threats to the homeland fentanyl supply chain deadly drugs into american communities. also government recruitment of spies in our midst transnational repression by authoritarian regimes, penetrations or critical infrastructure

adversary to illicitly dual use in commodities and technologies. ransom more attacks against major american companies and nonprofits. russian war crimes and more. to protect the american people we need to maintain this vital collection of authority while strengthening its protective guard rails with the most robust set of reforms ever included in the legislation to reauthorize section 702 in this bill does that. for the same reasons the administration strongly opposes the amendment we anticipate being offered that would rebuild the wall around and thus a block access to already lawfully collected information in the possession of the u.s. government. the amendment, if it looks like what we have seen before it would prohibit u.s. officials from reviewing critical information the intelligence community is lawfully collected with only exceptions that are exceedingly narrow and unworkable in practice.

our intelligence defense and public safety communities are united. the extensive harms this proposal simply cannot be mitigated in the administration strongly opposes the amendment. we strongly support underlying bipartisan bill is text is now the rules committee. with that i will be happy to take your questions. >> the white house is to reserving judgment on the idf or port on the aid workers why is the review taken so long? >> at first, that report just came out last week. what i have done is as inter- agency team of experts who actually have knowledge of the humanitarian -- other elements to look at the circumstances which look at the findings of the report. and then come up with judgments as a result of that. it's not a formal process is that informal review. as we gain judgments and that we will be prepared to share them with you but that process is underway now. what songs are going to take? >> i cannot say one is going to take.

what could you update i was us e things stand on the negotiations has any real progress being made? or both sides making the concessions are going to be necessary? click that you know bill burns was in cairo on sunday. it was a marathon session that went late into the night among the united states, israel, qatar and ej. they were communicating with hamas in this process. we have seen israel take some steps forward in terms of what they're putting on the table. of course a seen public statements from hamas that have been less than encouraging. i spoke with the prime minister of qatar this morning but it is not yet have an answer from hamas. i pressed him to try to secure an answer from them as soon as possible when we have more to report on that front we will report it to you. >> two things. netanyahu with the rocket will the administration take action to restrict emily support for

said to take place. why do you think the u.s. has any influence in this upcoming meetings to change israel's strategy? >> first buddy talk about lipton prime minister make public statements he also talks to us in private about aspects of operations britt about their thinking with respect to rafah and some considerable data set the situation room not long ago at a secure video conference that went on for hours going into specifics on this. i cannot speak to every public, he makes but what i can tell you is we have open channels of communication with the israelis on these issues. they understand our position and we have been very clear about our deep and abiding concern about a rafah operation and our belief there are better ways to deal with the strategic threat hamas poses. our further believe any plan to protect civilians in a serious way and rafah is yet to be

presented to us or concerns continue. we'll have to wait until it happens in the united states will respond accordingly. >> is really government to purchase tense before the invasion of rafah. does the u.s. have any evacuation plan? >> just as i said in the answer to last question not seen a credible and executable plan to move people that has any level of detail about how you not only house, feed and provide medicine to those innocent civilians but who do things like sanitation, water, other basic services but we've not seen that yet. >> i'm not going to stand at the podium and substitute for the judgment of humanitarian experts who could speak to what precisely on the shelter front as well as on all the other front i just described would be

withdrawal is seen by the israelis recently from gaza customer gets response to pressure from the united states was there any commitment to the u.s.? is this advanced negotiations is this a change in the israel is prosecuting its where there? but you'll have to speak with the israelis about the purpose or motive behind their particular operational. i'm not going to characterize that from the podium. >> we will remove troop space in the conversation you had after months of pressure? as you might expect i'm not going to get into private diplomatic conversations with the president or prime minister. what it will say a reduction in the intensity and scope of military operations does create a greater opening for that movement of humanitarian goods around gaza at a critical moment when it is a real humanity in crisis there. we welcome the opportunity to be of more trucks in and move more trucks around so the innocent

people the innocent civilians can get the food, water, medicine and other essentials they need. >> an announcement made by the prime minister by the israelis last week. neither of them have open a week since are you satisfied the timetable question we were told from your colleague jon kirby needs the action within hours or days. it's now days but certainly it l be on hours are you satisfied and what does it how will that occur? >> you take the opening point of your question which is a big welcome these steps. but we actually said very clearly from the first minute israel has made public statements. now we need to see them follow through with action. that action needs to be specific concrete and measurable. that was for the opening of a crossing into northern gaza from israel. the opening of port. when it comes to those two things people watch to see what

unfolds of the next few days. what jon kirby was talking about in terms of hours was a step change and the willingness of the israeli government to take action to get more aid into gaza. if you look at the last two days there's been a substantial increase in the aid going to gaza. that's good but not good enough. we like to see more action following through with the prime minister announced publicly but would like to see that over the course of the next few days. >> thank you jake. what can you tell us about your current assessment and what the u.s. is doing? >> we are watching public statements by iranian officials. public reports by iranian plans to potentially take retaliatory action. we have made clear as the president said to the prime minister and write out in his call american support for israel security is ironclad america support for israel's defense

against threats from my ron and its proxies is ironclad. i'm not one to speak to when spo operational details beyond that. >> he will pursue he described as innovation with a senate package. has midas been briefed on what those innovations aren't at the present will support them? >> achieves if in the white house and speaker johnson seem so swell as ongoing discussions about how we get a bipartisan bill that support on a bipartisan basis passed by 70 votes in the senate. we believe it could be passed by an overwhelming majority in the house on the floor and voted upon. i'm not going to speak to the specifics of those conversations i do know to negotiate for the podium. cooks russian investigators said they are opening a probe into financing of terrorism. specifically including funds received by burisma by witch hunter biden was employed.

what is your comment on that? is it a political ploy or how do you view that? >> it is nonsense. russia knows he was isis who committed the attack in moscow part we know it was isis committed the attack. all versus is noise. >> met with donald trump what wh your view on that? is he meeting a potential election question could not going to speak to campaign related issues. i will plead that a move on. >> thank you. are you going to do something besides talking to them? what's with the president said on friday is our policy will be determined by the action with the unfoldment we have seen them take some actions. we would like to see more

actions. does not state and make changes our policy will change and i won't will be on that today but we will continue to watch we've seen positive steps. we have welcomed the steps that we have said we need to see more steps particularly the follow through on the things that committed to. [inaudible] do you think united with japan will join this to strengthen their power in the pacific region? >> look i don't like to use the word synergy very often but there is synergy on a trilateral basis in terms of our technological, industrial, economic capacity as well as our

security and military cooperation. we want to build on that. or tomorrow, what we are announcing as a bilateral is a l measures in this space. and of course we will be open in the future to discussing. because there is a comment for the summit. >> speaking from the united states perspective we believe principled diplomacy is a good thing. it is a necessary component of an overall strategy to confront the north korean threat. we ourselves we are ready to the north koreans have not shown any interest in that. they've only tried to move down the track of further development of their weapons, and their missile and nuclear programs. so we the united states have pulled closer together with our

allies to enhance capacity imposter in the end the pacific and will continue to do that. cooks are scheduled to travel to saudi arabia beef firstly how are you doing? and second is there a rescheduling of that meeting with the crown prince back of the books? >> cracking your rib is very painful. maybe not as painful as answering your questions. are there any plans for a joint naval control? >> first of all we just saw trilateral plus australia and new form of quadrilateral joint naval patrol last week. you can expect to see more of that in the future. there was a defense ministerial yesterday with the statement that came out of it indicated we've been saying for quite some time. under pillar two which is the advanced technology pillar, we are prepared to work with additional partners beyond the three of us more they can bring capabilities japan is one of the countries that could very well bring capabilities to that. so we will explore a partnership with japan under pillar two as well as other partners. >> approached broadly but you look at this is what you been trying to do in the middle east against iran. it's integrated system. as the ultimate vision

ultimately network of alliances against iran and the middle east and then china and the end the pacific? >> is not how i would characterize it. the president has said his alliances are not designed against they are designed for. for a free endo pacific for peace and stability in the end the pacific and find the alliance will help bring peace and stability to the end the pacific for decades. i now we need to update and upgrade that alliance for the modern age. were not traditional allies of the united states. that's how we are looking at things across the region. that goes way beyond secured ity it's economics, it is technology, it is infrastructure development. and it is diplomacy. that is all going to be on display in that meeting with the prime minister. it's all going to be on display in the trilateral meeting among

president marcos and president biden. [inaudible] >> tomorrow is robert on the president originally said the goal was a cease-fire before ramadan. what to say about the president's ability to bring about peace? >> it brings more about the fact you have a party who is holding innocent people that it took hostage along time ago does not get a lot of attention enforcing the commentary and i've said that from the podium before. there could be a cease-fire in place today that would extend for several weeks to be built upon a longer if hamas is prepared to release some of the people. let's train the attention where it belongs which is the world should say at this moment it is time. let's get the cease-fire. we are ready but i believe israel is ready and i think hamas should step up to the table be prepared to do so as well.

[inaudible] what did you make of that meeting and did the u.s. seek any evidence china may offer to russia? >> have not seen any evidence with direct military aid to russia. we have expressed our concerns for inputs of the industrial base but something secretary biy blinken spoke about quite effectively in europe last week. i can't comment on the meeting or characterize it yet i have not had chance to get a readout. is it something they knew about in advance? is it helpful to have former president potentially weighing in more on ukraine and meeting with foreign leaders. >> the first of that is the actual quested yes we do about it in advance and beyond that i'm not going to comment on it. >> we have heard a lot about the

prime minister is that something they envision happening in part of this discussion this week. >> with the statement said was with a range of partners. japan could be a critical contributor to this. you can see and they speak tomorrow is the direction we are moving in. i will leave the precise terms of that announcement for the present prime minister to make. >> is the president going to discuss high-speed rails in texas? and how to see swear support with opposing the steel merger or acquisition of u.s. steel? >> i cannot tell you standing here today whether the high-speed rail issue will come up tomorrow or not. iran, egypt, uae and ethiopia

have joined with saudi arabia considering it. how worried is the president he has been degraded on the world stage in terms of the leadership? >> if you look at what's happening with nato they've made nato larger than ever. if you look at what's happening this week the historic trilateral with the u.s., japan, the philippines for you look across the end of pacific how we've upgraded our relations not just with traditional allies with the likes of vietnam, indonesia, as a whole. if you look at the fact that next month the president will welcome the president of kenya for a state visit here a historical moment to one of the few times at present has welcomed it african later. you look at the fact twice he's toasted all the leaders of the pacific islands but he's hosted all the leaders of africa summit in united states. the united states has increased its investments in the infrastructure, physical, digital, energy infrastructure in the americas, and out of africa southeast asia and beyond for the partnership between the u.s. and india a country and

bricks has gone to new heights with an engagement across technology and so many other dimensions. i think you look at the u.s. role in the standing and its relationships a cop across the key region of the world we should feel very good where we are. ask jake really quick i need an update on immigration and the funding for haiti. the immigration pieces are going to be from our haitian dealing with war it's pretty much gone. from coordinated militia there will there be a change in status for immigration to the united states to follow here at seeking asylum. and what is going on with the funding the white house post and republicans are holding up? >> where consulting with congress to try to unlock that

funding because it is critical to get. multinational security force led by the canyons on the ground in haiti as soon as possible. to help bring about stability and calm so we can alleviate the suffering of innocent people that you were referring to. and then the united states is a very forward leaning policy relative to haitians being able to access programs to come to the united states. we will continue that as we go forward at the historical level of access for people who would otherwise be seeking to deal with their circumstances in haiti by coming here. >> a follow-up. everything is so broken down and militia is basically controlling everything, how can people genuinely go to file for asylum and make it happen? versus just getting on a boat or some way to get here. isn't that harder in a war-torn

work militia torn country to do that there versus just coming here? >> i'm not sure i entirely understand the question read the root root of all of us a people's ability to operate freely in their country choose for their going to go from their country's security and stability. the united states is leading a global effort to try to help restore stability and calm to haiti through a multinational force. we need the funding to do that i think of a race that we would like support on a bipartisan basis from the congress to unlock that funding which is currently being held. we are pressing for that on a daily basis for an article more question. [inaudible] contemplating sanction on israel to speed up humanitarian aid. turkey as well which is a close ally of yours and for since restriction on trade in goods with israel. what stage will they consider those measures?

and he also set israel's not in violation of the geneva convention or international convention law. >> i will say sounds a bit like a broken record to your first question which is repeating what the president said repeating what secretary blinken said. our policy going forward is determined by whether we see sustained follow-through on specific concrete measurable steps to provide access, provide de- conflation, take other measures to alleviate the suffering of people in gaza. if israel's policy does not change on a sustained basis by our policy will change and i cannot go beyond that. [inaudible] all right all right one more go-ahead. [inaudible] >> again i cannot speak to a hypothetical of what may happen or may not happen. i've only just made the point on a principled sustained basis the united states has supported diplomacy with north korea as

long as it fits into a broader approach that is well coordinated with us, with south korea it was should continue to work in that direction i cannot speak to any particular meeting because i didn't know the specifics. thanks. national laws or anything else the administration with a response? >> we have been very vocal here but we have been very straightforward. i do not know how more vocal with the majority of americans we believe in a been very clear the present vice president we have to make sure when it comes reproductive freedom that's available to all women. an incredibly difficult situation. you've read about the storage of heard the stories because of the restrictive extremely restrictive feels we have seen across the country. we are going to keep the issue of reproductive freedom at the forefront for that's what we're going to do. going to continue to call it out it is causing chaos. what we sow this former president do and making sure there were supreme court justices that he appointed to

the supreme court that overturn roe v wade because of the dobbs decision. it has created some awful stories. some chaos as i just mention pedro going to continue to put that out in the forefront. we believe women's lives are at stake across the country we are just not going to stop speaking out. and obviously we are going to ask congress to legislate and make roe v wade the law. that something were going to continue to do. >> inflation is at three-point to percent attire. are there any concerns the inflation result last year? >> i am going to say that this is a president that's doing everything they can to fight inflation. to build an economy from the bottom up and middle outfit we've been pretty consistent about that. and over what we have seen over the past several months as inflation is down two thirds core inflation is at the low

since may of 2021 if that matters. rages are rising faster than price of the last year since the pandemic we've seen 50 million jobs created because the policies is present is put forward. some bipartisan legislation that's come into law that helps create those of millions of jobs. unemployment is under 4%. is there more work to be done? absolutely. doing everything we can to lower costs but reported continue to take on big pharma to continue lower housing costs which really hurts families. here talk about junk fees and the gouging nursing from corporations. congressional republicans want to the opposite though to cut social security, medicaid cutting taxes for the wealthy and big corporation that's not where the president as you heard him talk about it during the state of the union. we are going to continue to fight for americans.

we see inflation is down is important we are going to continue to build an economy that leaves no one behind. >> in michigan the parents of the school shooter sentenced to 10 years in prison for it is a white house this could impact the number of school shootings in the future? >> look, i do not want to get ahead of the legal process here. there is a legal process and i want to be super careful. the president remains committed to stopping tragedies like these from happening. it is a tragedy we are seeing in all communities across the country. ending the epidemic of gun violence that is tearing up communities is a priority for this president. we know that when it comes to guns which was the number one killer of our children and it should not be. most students who carry out kate using firearms they obtain from home, of a friend or family member for that's what we

recently announced new executive action to help promote the safe storage of firearms. release guidance to help families learn about the importance of safe firearms and the d.o.j. releasing gun guide on best practices for safely storing firearms. under the leadership of this president, this administration we will continue to use every tool at our disposable temple at these and other commonsense gun safety measures to protect our children are going to continue to work but we did the bipartisan savers community back to you know we passed in 2021. that was important. we need congress to take another step. push congress on taking more steps get those weapons of war if you will. >> invited be super careful about the legal process. i just laid out detail to make

important it saves lives. the fact this president was able to expand that is important. we are talking about people who do not have access to health care whether they are dealing with diabetes, cancer, or something affecting their everyday life. when you have a party that's trying to get rid of social security, medicare, medicaid says it bluntly they try to repeal the affordable care act to be more specific more than 60 times they literally voted on it it is saving people's lives, why? why do they do that? do they not want americans to have healthcare, affordable health care to protect themselves, to save their lives? that is the question to be asked the president is trying to the right thing. he's trying to beat where the majority of americans are and protect their health care pray protect their medicare, protect their medicaid. you don't see that from the

we have heard from the anti-defamation league. they made that clear and said that it was profoundly wrong and it is unfortunate that we are seeing this so we are fighting for him and continue to have conversations with members of congress. we are committed to getting him through and we again the president believes that he is highly qualified and is proud to have nominated him to the position. we have one more question. >> want to ask about the impeachment and what is the president's response to this and have they reached out to talk about this? >> i think the last time they tried to do this and were unsuccessful the president put out a statement and said history will not look kindly on house republicans about this. an unconstitutional partisanship, that is what the president continues to believe.

the president was in madison wisconsin yesterday and talked about student loans and ways to give americans a little more breathing room making sure they can go after their dreams making sure those that have been crunched by student loans have the opportunity to get out from that and that's something republicans can be helpful with but instead they get in the way and block with the president is doing but he will continue to do that. there's a national security supplemental that can go to the floor that the speaker can put to the floor that we know would pass overwhelmingly and would protect the national security and help ukraine and the people that are fighting for their democracy to help them. they are getting in the way of that. there are ways let's not forget the bipartisan border deal that the former president said to republicans to reject the deal because it would help joe biden and heard him. who are they working for, are

they working for the constituents that put them in office? that is a question for them to have to answer. a majority of americans the things i listed out, the majority want to see action. they want to see us work in a bipartisan way and we saw that coming out of the midterm they want to see us come together and get things done so house republicans need to stop playing politics and stop being partisan about these issues that matter to the majority of americans and get to work. we expect them to be leaders but so do americans as well. i have to go because i know they are going to go and i want to make sure you get that. at the present obviously is going to have a two plus two press conference tomorrow and then we will be back.
