health care system. many of used to that worked to find a solution and we ultimately passed som choice act. subsequent to that we made improvements to what w from the choice act's implementation and veterans and its consequences to the department of veterans affairs. and the mission act which was signed into law six year month. the mission act expanded the ability for veterans to seek care in their communities and made v.a. health care more accessible convenient and centric than ever before. the mission act has also contributed to significant enrollment of veterans utilization and reliance on v.a. carend improvements in quality and trust among veterans. for veterans particularly those in rural states like yours andne the ability to get care closer to home can be life changing and lifesaving. unfortunately, leaders have been taking alarming actions to limit t that the mission act

affords veterans in kansas and the country. it is unfathomable that the leaving veterans with fewer options, fewer options to seek the care they need. yet i've seen a dramatic in in community care-related case work requests from v.a. staff in recent weeks, for whistleblowers in their conversations to me of my colleagues have experienced the samething. i know about what's going onhe v.a. is doing is in the conversations i have withenators and members of congress call case work someone who brings us a problem with the hope that we can make a and find a solution. our case escalated dramatically. a number of these case work requests involves -- oneeteran with cancer. and i mentioned this in a hearing of our veterans affairs committee just in the last couple of weeks but this veteran with he

and others who have n or mental health concerns they're among the most vulnerable in the v.a.'s patient population. in this one case the v.a. canceled community care authorization for a veteran innhattan, kansas about an hour away from topeka where there's a v.a. hospital. the issue here is this veteran, one, why did they cancel the care but two, this had completed 58 of 60ce the v.a. canceled the last two in hise needed to find chemotherapyhe topeka about an hour away. the v.a. wanted him to drive back and forth to topeka for hising treatments. now, the v.a. when i told them the facts, saw this as something that's wrong here wrong here and adjusted to allow him owe toe allow him to have the treatments the last two of the 60 where he h be the first 58. but it's only one example in

wh rolling back the opportunities for veterans the community from continuing ve that care. these kind of decisions would be alarming and unacceptable to me and manyf colleagues i think at any time but it's particulars why i'm on the senate floor today highlighting this issue.it ght now given that the v.a. recently implemented a strategic hiring pause in the v.a. health care system is actively working to reduce the v.a. workforce by 10,000 employees. it defies my understanding how the v.a. expects to lces for veterans in the community, in other into a v.a.-direct c to reduce staff in that direct-care system that are actually available to care for those veterans. independently, these policy goals are cause for concern. together they risk the welfare of veterans and the workforce nationwide. i would encourage my colleagues

to t the case work that their staffs are worf veterans in their states and see if t i'm seeing which is and more veterans saying senator, jerry, senator moran can you help me? i've been receiving care in the mmay i'm receiving that care. i like my provider. and yet the the rug out from under me. these actions could cost lives and drive other veterans away from v.a. health care benefits that they earned and deserve. i have had several veterans tell i like what i'm getting in the community so much i'm going to pay for it out of m pocket. veterans can do better. the v.a. can do better. the must do better. but i don't think this is jus opinion stance. -- the circumstances i'm describing to my colleagues just something that seems to be happening at the v.a. it's a concerted effort by v.a. leadership to bring community care veterans back into direct

care at the v.a. and as my colleague from the mission act, what the law says is a veter instances, most instinstances is entitled to care in the community if he or along with their provider decides it's in the best interest of the veteran. that decision is not made by the v.a. whether entitled to care in the community. it is made by thet, the veteran, and the provider the doctor practitioner the physician assistant. and yet there is a concerted leadership to deny veterans that care and they're going to receive care they receive the v.a. health care system. i'm aan of the v.a. health care system. i support it. i work hard to make sure that it has the capabilities the assets the nsa resources to do its job. but i also know there are particularly in rural areas whereeatment in which it's the right thing to do to allow a veteran with his or her provider saying this is in the best f my patient

to have care provided in the community. this is a really important issue. the v.a. struggled to provide for veterans in the past. many improvements have been given veterans a choice and the v.a. undermine the choice a veteran makes. i call on th v.a. to immediately reverse course. the of course explained to me their rationale, in some deny that there is any concerted effort or any policy change. circumstances are so evident, so i absolutely believe that the v.a.'s policies encouragement of their staff is to do something contrary to thelaw. the v.a. needs to reverse its course reaffirm the rig terans those who served our country. they have the right to seek the care that they need and desire in the communityn live or where they believe the best absolute care can be them under their current health care

parts of the united states where people either can't afford broadband nor are the f e them. i'm p like that in vermont. so it's so important to have a program like the affordable connectivity ram. the pandemic laid bare how important broadband access to every american and to businesses no different access to affordable electricity or heating or capacity. who are these 23 about half of the acp households are military families. about a quarter are african american. another quarter are 32 -- 300,000acp householdsl lands. so a lot of people on fixed still count on affordable broadband for their daily lives. not surprising just as in this article that was inyesterday's
