"kudlow," i'm larry kudlow. so president trump right now about to take the stage in racine, wisconsin with his pro-growth tax cutting, seize the border agenda. we'll take you there live as the president is speaking. back in washington, d.c., joe biden announced another mass amnesty plan for hundreds of thousands of illegals, incredible. we'll have much more on that in a few moments with former dhs secretary chad wolf. but first up, our very own edward lawrence doing double and triple duty today. he has got the details on mr. biden's amnesty plan. edward, what can you tell us. >> reporter: larry the president having the department of homeland security keep non-citizen spouses and children together. the move he announces today claims will help from the economy by adding skilled workers. the department of homeland security will help families navigate the process to apply for lawful permanent resident status. the person has to be in the u.s.

10 years or more, be legally married to a u.s. citizen. the president said it would move 500,000 spouses and 50,000 children into a protected status to legally stay in this country. here is the president 30 minutes ago. listen. president biden: i refuse to believe that to secure our border we have to walk away from being in america. vast generations renewed, revitalized, refreshed by the talent, the skill, the hard work and courage and determination of immigrants coming to our country. >> reporter: he believes he can secure the border as well as provide legal pathways to citizens. the house speaker's office says this is election year ploy. adding the american people are not buying the desperate attempt to put any show over the border. larry? larry: thanks very much, edward lawrence. meanwhile the migrant crime crisis is worsening by the day all across the country. we crimes, crimes and worse crimes. fox news senior correspondent

recidivist. >> reporter: he entered the border illegally at eagle pass, texas, 2021. detained by the border patrol, fingerprinted, process, then released. larry. larry: eric shawn, tough stuff. thanks very much for the update. folks, bide's open border is killing in the americans and must be stopped. that is the subject of the riff. larry: illegal immigrant got-aways running close to two million during the biden years. that according to congressional sources. plus 7.4 million recorded illegals crossing the border according to i.c.e. that is for a total of over nine million combined, and on top of that, joe biden now wants to add a new parole in place for i recall legal aliens spouses that would be one of the most extensive amnesty actions in over 30 years, that according to our next guest, former dhs secretary chad wolf.

this is another example of the bidens using parole authority extensively and unlawfully. it would put who knows how many illegals on an expedited path of three years to u.s. citizenship so they could vote in the 2028 elections. all this even though there already exist as long-standing process for illegal alien spouses of u.s. citizens to qualify for legal status already. they have that. some estimates of biden's new actions are about 500,000. but frankly there is no telling why it won't be an even larger number and underneath this illegal spousal problem is an incentive for fraudulent marriages which is really one of the key problems in the first place. all of this is happening while mr. biden claims a pause in the number of migrants causing the southern border to a daily average of 2500 over the span of a week, but in fact, that number has already been completely

breached. frankly no matter what biden's election year rhetoric, the reality is, the southern border is still wide open. in fact, recent reports suggest now that the northern border may be wide open with as many as 3,000 illegals crossing there just in the month of may alone. the country is in an uproar over biden's illegal immigration. now to some extent it is an economic issue. employment data suggests that cheap labor illegals who actually work are displacing native-born job opportunities and depressing real wages but of course so many of the illegals do not work and democratic blue states in particular are forced to pay generously for free food and housing and health care and all these public services may ultimately wind up crowding out america's long-standing entitlement civil but --

entitlement system, but the greatest tragedies are bound up in this immigration nightmare. an el salvador criminal caught and deported four times for crimes in the u.s. before that, he murdered a young woman in el salvador and just days ago was alleged to have murdered a young mother of five in suburban maryland. just this morning an ecuadorian migrant arrested after the rape of a 13-year-old girl in broad daylight at a park in queens. the brutality and savagery of these crimes is beyond comprehension. brutal gang warfare came across the southern border into our sanctuary cities where blue state mayors and governors will not in most cases cooperate with border authorities to deport them. as these human atrocities occur, joe biden has the incredible gall to say to the american people he is actually going to expand his crime-ridden web of

illegality and amnesty and his assault on middle class values and the lives of innocent people. it is no wonder that a recent poll shows 53% of hispanics favor deportation of illegals. you can just feel the intensity of americans of all stripes screaming out for heavens sakes, stop this madness. and that is my riff. all right, for more on this let's bring in chad wolf, who is former dhs secretary. now executive director at afpi. chad, thank you for doing this very much. first of all, this parole in place for alien spouses, i mean this is fraudulent. this is, they already have stuff in the books if this was anything legitimate. it is going to open the door to even more hundreds and hundreds thousands of illegals, will it not? >> well i think you're right,

larry. again this is the unlawful use of parole we've seen the biden administration do over the last 3 1/2 years. they have paroled upwards million individuals into this country. this will be the latest step putting more and more individuals parole in place program that we have never, never seen before and you're exactly right, what we saw after daca in 2012 which interestingly enough from president obama, was introduced in june of an election year, we now have president biden doing the same thing in june of an election year regarding amnesty, what we saw after daca, the number of unaccompanied children spiked afterwards. so one could say that after this action you can see the number of fraudulent marriages spike also to try to avail themselves of this benefit. larry: the bidens know this, chad wolf. this is election year stuff. they know exactly what this is? >> yeah. larry: fraudulent marriages, that is the best way, provides

an incentive for phony marriages. this has nothing to do with family values or anything remotely like that. >> yeah. larry: this is a bunch of fraud to let more people in, is it not? this is election year democratic electioneering. >> it also feels like the biden administration in search after many pro, right? because they talk about two things with this executive order. one is, they want to shield individuals, individuals that they say, by their own data have been here for 23 years on average, they want to shield them from deportation. the reality the biden administration is not removing anyone from the country. these individuals are not enforcement priority for the biden administration. the second piece they say they want to keep families together but again these individuals are here illegally, have been here for 23 years on average, and have had the ability to cure their unlawful status here in the united states as that alien spouse and have failed to do so for on average, 23 years.

clearly they have not determined this is a priority for them to do either. so it feels like again, biden administration is insearch of a problem in order to have a press conference couple months out from an election. larry: you know, chad wolf, think about this, the politics here, so mr. biden, because he is suddenly issuing an executive order, he claims he couldn't issue but he suddenly issuing this executive order that will quote, unquote, close the border which it most certainly not. now he is offsetting this by providing some sort of illegal spousal alien amnesty, but the reality is, chad, the first order didn't do anything. our reporters bill melugin and other fox news reporters, you talk to these people too, they have already breached all their targets. they're not even remotely closing the border? >> yeah, and what we've seen when the biden administration issues enforcement direction or executive orders we saw last week, is it comes with a whole

larry: new cbo estimates coming out, i don't know, an hour ago, less than an hour ago, hard to keep up with all of this stuff but two trillion dollar budget deficits basically as far as the eye can see from the cbo. that is the new joe biden baseline. in fact as you get into the next decade it could be even three trillion dollars. we will celebrate that with sandra smith, coanchor of america reports, the queen of budget deficits and we have liz peek, syndicated columnist, fox news contributor and the great fox business's edward lawrence. hello, kids. >> this is fun. larry: this is fun. we'll cover so much stuff. edward lawrence, you were in with the president of the new york fed john williams. a smart guy. >> yep. larry: what did he think about two trillion dollar deficits as far as the eye can see? williams is a distinguished

keynesian. canes would roll off in his grave if he saw two trillion dollars estimates and 4% inflation. >> all the federal reserve panelists that we're on unsustainable fiscal path that is the line everyone uses we're on an unsustainable fiscal path. that is what he talked about. we talked about the jobs report, that was very interesting, one of the change of topic real quick, the establishment survey, household survey have a divestment. the establishment survey showing 272,000 jobs added but the household survey showing 408,000 jobs lost exactly. so i asked him, hey, what's the deal with this? is it, is it overinflated, overstated. this is what he said. listen to this. >> we are seeing a, i think a slowing too more sustainable levels which is a good thing. >> is it overstated? >> i think the, in the

establishment survey, the payroll survey there is some reason to think based on the current benchmark revision of data there might be a bit overstated but we'll learn more about that in the next month. >> he said overstated. federal reserve chairman says overstated. the jobs report. you can't rely on the jobs report. larry: on the numbers, on the numbers. two trillion dollar deficits as far as the eye can see, can't rely on the numbers. what does that mean? we're like in a rocket ship going around but you can't see anything? >> aren't we fresh off this administration insisting that inflation was 9% when joe biden took office, when it was 1.4%? i mean they have doubled down on that. there is a huge growing distrust from the american public on the economic data that is coming out especially when they're not feeling these numbers that are getting touted and pushed and, you know and preached to them. you look at the amount of spending out there, you don't see acknowledgement that is how we got here. there was an editorial said can

mr. powell get out a little bit more? the frustration with the american public is that everything costs too much. unless you see an acknowledgement we got here by too much spending we're not going to fix the problem. so the numbers are interesting on the employment. where really are we? and how good are those job numbers? larry: i don't think anybody knows. >> didn't we have job gains have been revised 10 months in the year 2023? almost every report came out, i wonder where this will get revised? larry: liz, you wrote about this, i don't want to obsess about it but it has been interesting, well over a year that the payroll survey of large corporations has been going up quite a lot, household survey, families and small business has not. it has been flat to down last month. last month was down 400,000. the fed bigwigs don't know which is the right survey. maybe we shouldn't rely on that stuff at all what do you think of that? >> the problem is it is driving

policy. larry: i know. >> that is what the fed is looking in terms of their decision making. the really scary thing about two trillion dollar deficits the economy should be growing really well and it's not. how can we be losing jobs which i think we are according to the household survey and jolts and adp. the job market is softening. the economy is slowing. look at the retail figure today. consumers are finally out of gas. we're running those kind of deficits, larry, yet the economy is slowing down. what do we do when we get into recession? four trillion dollar deficit the is that what we look forward to? yes, we may have rate cuts. these are alarming trends. if the fed people are sitting around it is unsustainable. say something. talk about spending. they have not, neither has jay powell which i really think is appalling, greenspan used to do, paul volcker used to do a long time ago. one problem here, i mean i can't prove this a thousand percent but a lot of economists, sandra,

pushing pencils, this dreadful crime-ridden immigration problem which gets worse by the minute. >> awful. larry: which mr. biden made worse today by allowing even more amnesty, for more illegals but, they're taking away native-born, homegrown american jobs and they're depressing real wages. >> well there is a couple ways to look at that. could be happy they're working once they're here. larry: we don't know how much of them actually work. some of them work, i i grant you that. i saw a piece by larry lindsey, small percentage work. most come in for health, welfare housing, breaking budgets. >> we hope we can agree on that as americans on the left, right, center we want a business-friendly environment. what we are seeing cities inundated with the migration problem. now the left is saying how do you expect us to deport these people. there is no possible way we could have the resources to do that. maybe we should have been

acknowledging that as they were coming in. larry: hispanics, hispanics want to deport illegal. >> more than half. larry: which is really something, okay? edward, i don't know if you got into any of this stuff. the deficit problem, think about what liz just said. if you had a slowdown, a significant slow down, then automatic stablizers if you do nothing you will go to three trillion on the deficit, go to four trillion on the deficit. somebody has to do something about it. we're borrowing too much money. how can you have a tight monetary policy to get inflation down if you're borrowing all this money. >> just ask them. >> the debt as you know is a drag on the economy. it is holding back, to liz's point it is holding back on the economy because of the debt payments you have to make. we're spending more just on interest payments on the debt than the entire amount on children in the history of the united states. we're getting close to spending more than defense on the interest payments for debt. it is a huge drag on the economy. it is holding back the economy.

it is something that, everyone you talk to, economists, federal reserve even, although not loudly, saying you have to turn this around. you have to figure out in good times when you bring down the deficit. bad times when you need to use it. larry: that's right. i have a thought. left's abolish the misnamed inflation reduction act which was a trillion dollars worth of subsidies for green new deal sordid stuff, plus electric vehicles. oh, liz, by the way did i forget, fiskar failed. that is an electric vehicle company, it failed. i have a little list of others that failed. protera, lordstown, electric last mile solutions. they're progeny of an outfit called solyndra back in another era. that failed too. why do we subsidize failures? request are we obsessed about climate change? >> good question. there is a long answer to that

question. we'll continue to subsidize all these losing ventures. i don't think don't it us why evs or ev related companies but that is the biggest one. joe biden has an ad on twitter/x, whatever, we'll make evs to produce good union jobs. no we're not. down the road byd, the big chinese company, tesla's main competitor, they are now coming out with cars priced under $10,000. by the way the range of those cars, quality of them, excellent. will we put a, by the way we can't do tariffs if they make them in mexico. we have something called nafta that is going to regulate that. larry: usmca. >> by the way it doesn't really make any sense. >> by the way we shouldn't be as a government, as a country in business of picking winners and losers. >> totally right. >> for electric vehicles. takes 40% less workers to do it. larry: wait a second. i don't want to lose that point. >> give me a fist bump.

larry: that is a great point. why do we want to pick winners and losers? >> not only that, raise your taxes to take more of your money to pick more losers. larry: which leads me to another point i wanted to raise with you. that is the question of taxing tips, tips like for you know, tipping people. >> yes. larry: "wall street journal" came out against it today on sort of nerdy technical grounds. >> where do you fall on this? larry: where i fall? i think it is a clever idea from mr. trump. here is my litmus test. >> did you come up with? larry: i didn't come up with it. he claims in the holding room of drt in washington, it was a las vegas vegas waitress complained about complexity of tipping filing with the irs. >> i love it. >> listening to the ground. larry: that is policy from the grassroots. here's the point. my litmus test, will it, will something increase your tax burden or lower your tax burden? in this case the answer is,

lower your tax burden. therefore, this is good thing. what you think? >> i'm a fan of it. larry: you are? >> i had to think about it, my mother once said, i'm one of five girls, my mother didn't want us to get in the service industry, get a taste of the fast money, you will never leave. if you get a quick buck, you won't leave go off to college to get a better job. they're is something to say not incentivizing somebody in the service industry forever, although people make wonderful livings at it, but i'm a fan of people keeping more of their hard-earned money period. larry: fox news host can be paid on a tips basis. >> i love that. larry: tax-free. there is exponential opportunity to lower taxes on employment. tips, go down the line. >> president biden talks about the $400,000 or less people making. those are people. >> that is those people. >> exactly. >> larry, we're going to have a conversation in this election

about taxes, right? that is going to be a very big deal. when we're talking about too much spending, everyone has got to keep saying this over and over. spending is completely out of whack versus our historical norms. receipts are not. taxes, tax revenue is pretty normal. it is not underwater. larry: actually you're right. 24% of gdp is the spending line the last 50 years the average was 21%. we're way above that. >> it's terrible. larry: by the way per firing caddies embraced him after he made this announcement. he actually went through this anecdote at the business roundtable. >> i was a caddie once. larry: actually i've been a caddie myself, yes. he said he didn't like sweaty caddies in this case he would overlook it. we're out of control. i think mr. trump will speak here in a minute. if we don't see them ever again, liz peek, edward lawrence, sandra smith. i don't know what will happen to them. sandra please, she is with john roberts every day. it is a lovely pair.
