>> joe biden, thank you for everything, joe biden. >> the border is overwhelmed. yesterday's numbers over 9,000. add 1500 got-aways, plus the thousand through the port of entry, it's not slowing down a bit. >> arizona can't do this alone, nor should we have to. >> the reality, help is not on the way. >> sandra: outnumbered and outresource, migrants on the border each and every day. the flow of people is constant day after day after day, and unprecedented levels. live pictures from arizona screen right, and on the left that, is texas. these are checkpoints showing large groups of migrants that have already crossed over and they are waiting to be processed before they come on in. hello, well come, everyone. sandra smith in new york. great to begin another hour with you. >> john: i'm john roberts in washington as we kick off hour
11:02 am
two of "america reports". lukeville, arizona, quickly becoming a hot bed for smugglers. fox has learned more than 600 migrants arrived there overnight, some coming all the way from africa. >> sandra: in eagle pass, texas, dozens of migrants lining up along a fence line waiting for border patrol. that is where griff jenkins has been reporting from today. griff, what are you seeing there right now? >> griff: well, sandra, you know, i've covered quite extensively this border crisis and i have never seen what's happening at this very moment. let's go to our fox flight team and give you that shot here in eagle pass, and this area we have shown you large group after large group, sandra. but what's happening at this very moment here in eagle pass is this sector, this area is getting hit simultaneously in three different locations with a large group. the border patrol defines a large group as 100 plus.
11:03 am
100 or more migrants. this is the scenario of the port of entry, and a remnants of a group 500, the flight team, 350 to 400, upwards of 500. if you go west where i am, about 15 miles, there's another location. they are getting hit with a large group of 80 to 100, and further beyond that, near a water plant, they are getting hit with a large group of 100 or more. in arizona, in lukeville, 1,000 miles to my west, you see the live shot of migrants just continuing to stream down that road on the screen left is the wall built under the trump administration, from lukeville to yuma. the right, the white poles are light poles to be put in place to continue under another trump administration did not get down, they halted construction and migrants have gone through the
11:04 am
fence and stripped copper off, nothing left there but a white pole. the guys on the other side, cartel know what they are doing. the crisis is overwhelming the resources from lukeville to eagle pas and many points in between. that is why you've got officials sounding the alarm because the ratio as we have mentioned and reported before in lukeville, the ratio is 200-1, and here in eagle pass, upwards of 50 to 60-1, and it's not sustainable. they cannot move them fast enough when they get hit again and again and coming here to eagle pass since i've been out here well before the sun came out. closing in on 1200, maybe 1500 already and it's not even the early afternoon. yesterday in the del rio sector, you had more than 2200 migrants. among them, about 45 miles north

here in brakaville, sex offenders, one of them a child sex offender. here, resources-wise, the mayor of eagle pass, independent, not a republican, not a democrat, says he's had enough. he says he feels abandoned by this administration because he's got resources. we saw not 1, 2, 3 -- we saw 6 separate visits to the location i was at before this because we had a man that broke his leg, a woman that had an injured, fractured foot, another woman that had blood sugar spike and had to be sent to the hospital. it's draining the resources from the fire department, the ambulances, the local police taking a toll. and yet when you talk to the locals, sandra, like mayor salinas and others and say hey, how do you feel about the senate that may go home and not come to an agreement on an border bill that could do things, not only

send money but reverse some policies to knock down on the pull factor, the magnet bringing these people here, said this is unbelievable. they are not getting this done. at the end of the day, don't lose sight of the fact that we had that nugget, the 5,000 a day are released, that's why the people you are seeing on the screen are coming because they hope to be released. sandra, back to you. >> sandra: griff jenkins on all of that for us. thank you. chris clem now, former border patrol chief for the yuma, arizona sector. he started his career in el paso. thank you very much for joining us. first weigh in, please, as we continue to see these live pictures of very clearly migrants continuing to overwhelm our southern border, both in texas and arizona, sir. >> yeah, thank you for having me on. thank you for continuing this coverage. this is like a horror version of groundhog day, the movie. going on the last several years this administration.
11:07 am
i was just in lukeville last week, witnessed it firsthand, 1,000 on the ground, mainly adult males, some family groups there. but you are seeing this just like in griff's report from eagle pass to lukeville, arizona. this has been going on day in and day out the last several years, and you know, i'm glad that there are governors and some independent people saying enough is enough. a clear message to washington, you know what, the policies you put in place are not working and americans and the migrants are paying the price. >> sandra: outnumbered and outresourced, this is the arizona governor calling on federal reimbursement. listen. >> arizona can't do this alone,
11:08 am
nor should we have to. we are asking the federal government to reimburse us for the costs to arizonans, for far too long, arizona has borne the brunt of federal inaction on the southern border and i'm tired of it. >> sandra: this is bipartisan outrage over this happening. does that give you some sort of hope that they'll be able to push the white house on this issue? >> well, that's what we have to bank on is that some of the members of the president's own party are very frustrated. you know, i'm glad she went down there to the border. she's been dealing with this and aware of this since she took off office. that reimbursement is really to pay the state and government and local agencies that have been, you know, deal with the releases and the shelters and arizona taxpayers like myself shouldn't have to bear the brunt of a federal problem. and you know, what's so amazing about this is if a state was to take action to try to take, you know, decisive enforcement actions, the same administration would come after them, and where
11:09 am
the hypocrisy out of washington, d.c., when it comes to the border is beyond frustrating and you know, again, this was -- this was fixed. we were at the best place and the most secure border i had been working with and at that point 25 years and we were getting there and they wasted some opportunities here. >> sandra: chris, i keep highlighting the images, we are showing them, this is the fox flight team otherwise you would not see the images. this is constant, this flow is constant. we were -- this time yesterday covering the exact same story and steady flow of migrants coming over, having to be processed by the border patrol agents. you mentioned frustration, there is frustration, you heard from the governor of arizona a democrat, new york city mayor adams frustration at the border, a meeting in d.c. last week.
11:10 am
>> did not see the level of urgency. i'm just not seeing the, you know, the white house and their colleagues up there understanding that we need to decompress the strategy. cities should not carry the burden of a national crisis and when i left d.c. i did not say the calvary is coming. >> sandra: acknowledging it's a national crisis, he's dealing with it here in new york city, he said i'm not seeing the white house and their colleagues up there understanding that we need a strategy. here is the border crisis by the numbers, cries. what we are looking at. 5,000 migrants released every day into the country. we had a record 12,000 migrants that were encountered, just last week, that is the highest number ever. do you see any signs of this abating? >> well, no, and let me just say something about mayor adams.
11:11 am
he sent his team down to the border last year, i met with his team and explained this is what was happening, coming to a city near them and i'm glad they are finally getting frustrated and vocal. but the numbers what i lived as chief and living right now. i don't see abatement. and what's happening, what the administration is putting forth as far as their budget, to expedite and officially process the migrants once in custody, get them released. that is a pull factor that other guests and other people have talked about. if there is not a consequence, if there is no reason to stop them, they are going to keep coming and if we are just going to put technology to efficiently process them, that's a continuous pull factor. we have to shut it down, we need to get the border secure, get things in place and then, and then at that point can we address what that lawful pathway should be. >> sandra: ok. chris clem, thank you very much for joining us as we continue to
11:12 am
watch this at our southern border. we will see what happens next as there are bipartisan calls to do something. thank you, sir. john. >> john: sandra, a live look at the pentagon where pat ryder is giving his first briefing of the week. a few questions on the houthi drone attacks but breaking news via the "wall street journal," israel is pumping sea water into hamas tunnels. we are following the briefing and will bring you nice out of it. >> sandra: antisemitic attacks are up over 300%, imagine being a jewish parent and learning your child's middle school teacher is making antisemitic claims. >> john: and president biden meeting with zelenskyy making an 11th hour plea for more funding. after two years of brutal fighting and little gains to show for it, it's a tough sell for lawmakers.

learn more about the situation in gaza, in the tunnels, john. meanwhile, the clock is ticking for president biden pushing congress to pass billions more dollars and more funding for ukraine. volo volodymyr zelenskyy is heading to the white house after lobbying on capitol hill. lawmakers say they cannot get on board until we address our own border concerns here at home. jacqui heinrich is live at the white house for us. jacqui, what are you hearing? >> jacqui: the white house says, jake sullivan affirmed this morning that they are not going to accept a take it or leave it border deal from republicans who are holding ukraine aid hostage. >> from my perspective, we do have to work through border policy and border resources and the president said he's prepared to do that, but the united states cannot walk away from ukraine. it's a matter of getting over this linkage issue or finding a

resolution on the border. >> jacqui: in the senate, democrats are worried about the lack of movement. republicans say they are committed to negotiating until an agreement on the border is reached, because they do view ukraine aid as imperative. >> this is a time for republicans to be serious about reaching an agreement. >> support for ukraine and israel is rock solid, i'm going to work to get it done as long as it takes. >> it's not exactly mirrored in the house. speaker indicated republicans don't want to fund a stalemate conflict and need a better strategy from the white house on top of sweeping border policies. >> what the biden administration seems to be asking for is billions of additional dollars with no appropriate oversight, no clear strategy to win, and none of the answers that i think the american people are owed. >> jacqui: so president zelenskyy will make his appeal in a joint press conference with president biden shortly.
11:21 am
but it is unclear what impact it's going to have, if his visit to congress this morning didn't already move the needle. so far the president has not called on congress to stay in session until this thing is figured out, but that might be where we are headed, sandra. >> sandra: we'll be watching for that. happening a short time from now. john. >> john: let's bring in lieutenant general keith kellogg, fox news contributor and former national security adviser to vice president mike pence. to ukraine in just a second, general, but first of all, this new tactic that apparently is plugged by the idf to flood gaza tunnels with sea water, good idea, bad idea? >> it's a great idea. innovative as well. it does not sacrifice soldiers. what i mean by soldiers, putting soldiers into the tunnels where the advantage is hamas. this way, by doing that, it forces, sort of like when we used to destroy gopher holes, the same thing, force them out, find out where the access points out, makes a lot of sense.
11:22 am
i think the israelis are doing innovative things, on the attack and doing well. >> john: does it put hostages potentially in danger. could hamas leave them behind to drown. >> harsh to say and i know it, you can't think of the hostage as the primary. you have to think of defeating hamas and i think that's what makes it really hard. but you have to do that. >> john: to ukraine now, chuck schumer, senate majority leader met with zelenskyy this morning, now at the white house with meetings with the president. schumer obviously wants the funding to go through. republicans say not without money to address the security problem at the southern border. what schumer said. >> he needs the aid quickly, if we don't give the aid quickly, several things will happen. first the military needs but second, europe and many other allies say what is going on here, they are not giving them the aid. >> john: in the conflict, headed toward the end of the second

year and the past year there has not been a lot of progress either way and now some members of congress saying why do we keep funding this, maybe we should put the money towards something else. >> it's frustrating for me. we have crested 360 days and we talked well over a year ago heading to a stalemate. ukrainians have the advantage if we just supported them appropriately early on. now reaching a point even the senior general is talking about a stalemate. i think to now think about two things. not only fighting but hoe they terminate going forward. my frustration is this. almost like we talk about giving them money but a demographic piece involved here as well. they have lost over 125, 150,000 soldiers, ukrainians, and we only lost 48,000 in ten years in vietnam. and the brits in world war i, they talk about the lost

generation. you are talking about the lost generation in ukraine. attrition find with the russians, 18 to 40, they outgunned the ukrainians 5-1 and now the advantage. frustration, you better think about the end state and you how get there, and does not mean you stop fighting but you have to terminate and maybe think about the long-term efforts. and the problem right now, even with ukraine, they are not thinking like that. >> john: we heard jacqui heinrich point to it, and speaker johnson talk about it as well, this sense that we are funding a stalemate because the biden administration has not given ukraine in the last almost two years what it needs for a definitive win. "wall street journal" editorial board said biden's halting record on ukraine, slow delivery of key weapons has hurt kyiv's military progress. what is the end game? by the biden administration calculation, is it to draw to a negotiated settlement, allow
11:25 am
ukraine to win, is it to allow russia to have a slow victory but one that is going to cost dearly in terms of overall military strength, what's the end game? >> incremental does not win wars. that's what we did, the administration and alliance nations as well and i think they have to go into a discussion where the end state is, meaning negotiations. they have to get there, because the russians now have become empowered. this now started to -- ukrainians could not punch through in the south in kherson, they are having problems near vika, where human wave attacks are taking place and they need to step back and take a knee and what i mean by take a knee, take a pause, figure out where you are going to go. it's hard to talk about it, but looking at the demographics. easy to say give them weapons and supplies, but if we do not give it to win a war, we are killing more and more ukrainians, and the long-term i
