just talking about was revealed after a phone call president biden had with mexican president obrador yesterday morning. the white house says that the two discussed efforts to quote manage migratory flows. president biden arnold for talks to take place in mexico about duel action to deal with the border. anthony blinken going to take that trip along with alejandro mayorkas and homeland security adviser liz sherwood randal. it's set to happen in the coming days. house speaker mike johnson says immediate action must be taken. he wrote to the president yesterday stating, quote: the southern border of our nation is being overrun u.s. customs and border protection is at a breaking point. i urge to you immediately take executive actions available to you under existing immigration laws to stem the record tide of illegal immigration. speaker johnson called on the president to end catch and release. to grant parole only on a case-by-case basis. not in a sweeping way it's done now. he also said that the remain in mexico program has to be reinstated and border wall

so now they are going to send two people, mayorkas epic failure and anthony blinken who could have been doing this on his own with any of these countries mexico to talk about some kind of fix. the pressure has to be on all south american countries to keep their people there or you are going to lose your aid. and you have to be able to -- forget about money. put in the remain in mexico policy and that first nation policy. the first nation you step into, that's where you apply for citizenship here or visa here, if you come directly you immediately go back. >> lawrence: whenever i see the border raging like this, and we haven't seen anything like this since the haitian migrants were coming across the border. we were down there reporting on that. i contact the border agent and i say what's going on out there. talk to cbp they said it's the worst we have ever seen. it's not just texas, it's arizona as well. seen what is happening in florida as well when you have folks coming across the border illustrate legally by boat. it's fully surging.

but i'm so confused. we know what the president did on day one. he ended remain in mexico. he stopped all the funding, got rid of the technology that they were going to build on the border. but he also, when things started to get bad said, kamala harris was the border czar and she was supposed to be working ons diplomacy and the root causes of this. why do we have the secretary of state working on this? has she been not been able to do the job? is she being replaced. mayorkas wants to get involved in this. he went on capitol hill and said they have operational control. has that now changed? i just want one clear message from the administration on where they stand and what they are going to do to fix it. can. >> carley: couple things on think think the relationship between obrador and donald trump was very interesting. the mexican president and biden policies would more align. he is a leftist president in

mexico. and he ended up having a pretty good relationship. >> brian: great one. >> carley: that's why he was able to reinstate remain in mexico. when biden started his term, that policy went away. and then when we thought about putting it back in place america co-can't do it anymore. really bad working relationship between the biden administration and manuel lopez obrador. that's one thing. there is going to need to be some rift that will have to come together for our countries to work on this issue together. the other thing that i thought was really interesting yesterday, was this press conference with john kirby. and hillary vaughn asked a really important question. border patrol has said we are not enforcing the border. we are processing people. in so many people here, the court system is completely overwhelmed. people are getting court dates 8 years down the road. >> lawrence: makes no sense. >> some illegal border crossers are being given court dates in 2031. what are they supposed to do here for seven years? >> again, that's a better

question put to the dhs. i'm not in a position to talk about specific cases like that. the president believes that we've got to do better at immigration. >> someone lived here for seven years and presumably gotten a work permit and worked here, if their asylum claim is denied. are they really going to be deported or is that just a problem for the next president? >> again, i'm not going to get into hypotheticals about specific cases. >> lawrence: these aren't hypotheticals. it's not just a question for homeland security. you are the spokesperson for the national security council. are you guys not tracking these people that are coming across the border? we know the amount of people that have been on the watch list that we have been able to capture. we haven't talked about the got-aways. does the national security council have a plan while we are in all of these international conflicts to combat this? are you all tracking people? >> brian: governor of texas is flying people now right into chicago. first time. and the chicago mayor is calling out and the chicago mayor is calling out the texas governor as is others.

their fuel, depleting their water. probably depleting their food. the ships only have holding tanks, so they can only hold so much sewage before they have to dump that sewage at sea. this is not only a hostage situation, but this could become a potentially environmental situation. if this ship keeps running the way it is. >> brian: you are talking about the hijacking on the high seas is taking place and the threat exists that we used to see on the coast of somalia but seeing here. what do we do about it? how do you think we are handling it? >> right now, there is probably diplomatic negotiations going on with the houthis to try to get this vessel released. >> brian: overall? overall? how do you think we are handling it? >> right now, i think we are handling it very poorly. >> brian: why? >> very poorly. these escorts should have been done early. world war ii lost quite a few

our ships not only push commercial goods. we push the military around the world, also. and this is potentially a big threat to everybody in the globe right now. and nothing is being done. but it just shouldn't be us that takes care of this problem. this should be a unified command, which they are trying to gather right now. as we see, there are some countries that do not want to participate. there is actually countries that are kicking out the israeli ships that they don't want the ships in. so it's just not this one problem. this is a global problem that needs to be taken care of. and the world has to be unified in this. >> brian: captain, you think we are going to be able to talk to houthi's out of shooting at these commercial ships of not targeting our vessels? the only way to handle this is to show them power. that's the only things they ever understand in this region, correct? >> correct. but how do you diplomatically deal with terrorists? as we see. >> brian: you can't. >> israelis having problems right now with that trying to get their hostages back. >> brian: right. but evidently they had to go use fire power.

lawrence lawrence growing economic impact of border crisis. the center for immigration studies show nearly three in five illegal immigrants households are on taxpayer funded welfare support camerota the director for immigration studies joins us now. 60% of the folks that are coming here illegally are being supported by the taxpayer.

what happened to these folks who say they are giving to society. >> what happens is very often illegal immigrants have u.s. born children. most illegal immigrant headed households have a u.s. born child. so they get the benefits on behalf of a u.s. born child. the reason that they qualify is because they're so poor. the reason they are poor is that most, by no means all, illegal immigrants tend to have modest levels of education so they do work. this is not because they don't work. this is because they work but make very low income. what a lot of people realize if you work but make low income you qualify for everything from food stamps free school lunch wic program to the public housing to the earned income tax credit working doesn't preclude welfare use. immigrants are poor and so often they and their children qualify for these programs. >> lawrence: steve it, shouldn't be a surprise to us though, these folks are coming to the country illegally.

they don't have the proper documentation. many of them don't speak english and many of them are paid under the table. the reason why they are paid under the table is because it's cheap labor. americans would do those jobs but they want a fair wage. these people aren't on -- they are on a slave based labor system where no one reasonable person would take those jobs for that pay, right? >> well, that certainly happens. and just by their presence here they tend to lower wages because they are increasing the supply of workers at the bottom end of the labor market; however, the difference between what happens when illustrate legal immigrants have work authorization and don't have enormous if the illegal immigrant themselves has very modest skills and that's often very true. so, again, yes, it's true when they work off the books sometimes they work for less. but, it's really the case that they are just very modestly educated. and that's one of the main reasons they use so much welfare. and because they are poor, many states like new york and

california step in and cover illegal immigrants with welfare programs, too. and that's what we are picking up partly in the study as well. so it isn't just the presence of the children, but it's the political pressure because you have all these poor people in your state. >> steve: so, steve, you have been tracking this and i know you are just a researcher. do you see any appetite in congress to get something done because there's a magnet. if you are looking at this program or these programs and you are saying, look, 60% of us have a shot of being on this, you will keep coming to the country. >> right. there has to be some effect for this. right? however, do i think it's fair to say most illegal immigrants come to america not so much to get welfare but to work. but they have children, they struggle. and then turn to the american taxpayer for support. it's going to be very hard, once have you let people in, so many of them with modest education and low income, are not to end up having them use these programs. because, as is the case, we give

days ago now. just really depends on the weather. south carolina it can be freezing one day and shorts and t-shirts the next. so, you just never know. typically, at least two or three days, if not a week, week and a half. >> carley: looking at pictures of your house. there is snow on the ground. that is man made snow? so it's like really ice? >> yes, it is. >> carley: what's the temperature where you are at right now it looks cold. >> i believe it's about 38 degrees. if i'm not mistaken. >> carley: warmer than freezing. >> oh, yeah. >> lawrence: what was the reaction when the kids saw all the snow? >> it's kind of funny. my oldest didn't really believe it. he kind of ignored me. my youngest was just blown away. my oldest is now 16 now. he ignored it and then the next morning he came out and came running back in the house he said dad, you actually made snow. >> brian: can we see it work? >> actually, it's actually too warm right now. you have to have a temperature of like 27 degrees. it's like a sure bet in.
