how much could the kids get for this? >> not too bad of a sum, roughly $1,500 for the year, john. this is a proposed two-year pilot program that would cost roughly $1.5 million. as you point out, it would pay cash directly to the parents of kindergarteners and ninth graders who just show up for school. here are the details. the state would make biweekly payments of $25 to parents of participating students. students who kept up 90% attendance rate for the year would get $150 at the end of each quarter and $500 at the end of the year. this proposal comes as the nation struggles with growing absent teeism, 10% or more days. the number of students who are chronically absent has nearly

doubled to 28%. and in ohio, more than one in four is chronically absent, and the lawmaker insists it's worth the cost of the payments. >> fit works, it's a win-win, changing the culture of attendance. if it doesn't work, we need to be trying other things because this is an emergency. >> but critics, of course, say paying parents for school attendance is like paying someone to obey the law. this is just a state bill that's been proposed. it still has to go through committee. unclear whether it will actually pass, john. back to you. >> john: sounds like the slippery slope there that you just articulated. almost makes you want to go back to school. now this. >> one aspect of the plan to stop the houthis is have china pressure them to stop. does the administration have any

londonderry, people are voting for what could be a make or break for nikki haley. we saw donald trump on the ground talking to voters a few moments ago. bryan is in concord. what do we know, bryan. >> bryan: off the phone with the haley campaign, they say they are feeling good about today. they say they have left everything out on the field here in new hampshire. look, nobody has spent more time and money in this state than former governor nikki haley. she's made over 100 campaign stops, almost 30 this past week, and spent some $30 million on tv ads. it's more than double than former president trump. as far as the expectations for tonight, they have spent the last week lowering those expectations, about what they could expect, but haley said look, ultimately that she just wants to finish stronger here than in iowa. when i pushed the campaign as to
11:07 am
what stronger actually means, reluctant to give us a point margin or percentage that they are looking at tonight that could meet that definition. now, the haley camp is looking for high voter turnout today. the state is anticipating some 100,000 undeclared or independent voters to show up for the polls and haley will need to win a lot of those votes. even if she loses tonight, the haley campaign has spent the entire day today signalling that they are moving forward. they talk about a $4 million ad buy in south carolina, they have a rally in charleston tomorrow, and the campaign chose today to release a memo outlining their plan at which they say they are going to go all the way through super tuesday. she'll be making her speech tonight here in concord, new hampshire. sandra. >> sandra: bryan, thank you. john. >> john: sandra, bring in fox news contribute ben domenech, on

the ground in new hampshire. great to see you ben. so nikki haley was on "fox & friends" this morning saying she expects she's going to do well in new hampshire. listen to this. >> i've been consistent. i wanted to be strong in iowa. we started with 2%, ended with 20%. i want to be stronger in new hampshire. we'll know what that is when the numbers come in. stronger than that in south carolina. it's just continuing to build. >> john: how do you think she's going to do today? >> i think she's going to do well, john, and i was out there earlier in bedford, new hampshire, where governor sununu and governor haley were there talking to voters, talking to supporters and i think that they are pretty confident they are going to certainly come in a very strong second and potentially, you know, overperform the expectations that have been set by a lot of polls that have shown former president trump well ahead. i think that one of the things to keep in mind is governor haley is facing a different situation when it comes to going to her own home state after this in south carolina.
11:09 am
then someone like ron desantis was in terms of the kind of competitive field that he was going to have to deal with going forward. and so there's a lot of optimism on that front. i spoke to haley's campaign manager who released the memo that bryan referenced and they are very confident that they are going to be able to take up the kind of time here and put in the kind of effort in order to compete and in order to win several states saying through super tuesday and the like. does this end up meaning she's competing for the nomination, i'm not sure. it seems to be in the camp of the president and in cum ben si in the primary, but she will stick around longer than some pundits have suggested. >> john: to that point, she was asked point blank on "fox & friends," will you drop out if you don't win today in new hampshire. >> i don't get out if i lose today. first of all, again, i'm going to say this, we have had 56,000

people vote for donald trump and you say that's what the country wants? that's not what the country wants. we'll have new hampshire vote today, they deserve to have the power of their voice said. >> john: so let's make the hypothetical calculation here. she's got a huge hill to climb to beat donald trump. so, let's just say that he wins today. she has got a month to erase a 30-point deficit in south carolina. if she goes into the primary and loses, forever branded as the presidential candidate who lost her home state and that for her going forward would be political kryptonite. so, when does she make the calculation whether or not to drop out? >> yeah, i think that's absolutely the big question, john. if this is a situation where she's going to go down to what would be, you know, the defeat in her own state it has to enter into the conversation. but i also think one of the things we are underestimating about this current moment, there seems to be a much stronger

resistance among independent voters in particular, but also the faction in the gop that haley appeals to the most to voting for donald trump or coming back home to support the party nominee in the situation where he is just the de facto, you know, incumbent, someone who is agreed upon without a real fight, so i think there is going to be a fight. but whether haley reaches the conclusion before south carolina next month she does not have the ability to contend with in her home state and ultimately decides to get out, that's going to depend on what we see from the polling and from the reaction among these different faxes who still are resistance to coming around for the former president. >> john: and you had a great article in the spectator, the fine magazine where you suggested that haley was the last great hope of the republican donor class who didn't want a trump redux, you said that leaves the donor
