ingraham angle" thank you so much for joining me in moments my exclusive interview with the man of the moment speaker mike johnson who says the border bill is dead on arrival in the house. but, first, no, no, hell no. that's the focus of tonight's angle. we knew that it was finally released after being kept hidden from the public for months that the schumer mcconnell border insecurity bill would be bad, but even we didn't realize how bad. now, just last week we -- he was assuring critics, including the angle that what was leaks out about the bill were just internet rumors. including that the bill would permit up to 5,000 migrants per day into the country then senator lankford said this. >> this authority is a 5,000 authority to say if you get to 5,000, which we have been there every single day except for seven in the last four months, that it completely closes the border down.

>> laura: wait, wait, wait, wait, wait. i thought that the 5,000 migrants could come, in welcome that, that trigger was just an internet rumor. i mean, how long ago did we do that on the angle? two weeks ago? three weeks ago? if the first place, given the damage and strain biden has already inflicted on all of you in america with the millions of migrants that have been allowed in, we shouldn't be allowing even one migrant in to the country, let alone 5,000 encounters a day. it's a joke. second, just so everyone understands, this under the supposedly tough as nails legislation, the border is never closed. even if you do think mayorkas could ever be trusted to oversee things and track the numbers. now, you don't need to take my word for it. because that's exactly what one of the architects of the bill, senator chris murphy said. the president and the border patrol still retain broad discretionary powers to wave people in. including thousands at a time. and unaccompanied minors don't

even count toward that 5,000 flesh hold number. so the entire bill is a travesty. and if lankford hadn't just been reelected in 2022 he never would be championing it. i promise you that here are some of the key reasons to hate the bills from red state and lawyers at america first legal. first, all migrant families must be released from custody. second, only single individuals can be deported. third, emergency powers don't effect ports of entry that still, get this, must allow a minimum, a minimum of 1400 migrants a day. now, there are 30 ports of entry in the united states. that equals 42,000 migrants a month. or, wait for it. 504,000 migrants a year. now, the emergency can be ignored if the president decides it's not in our national interest. the biden team retains power to

opt out of all limits on migrant numbers. because there are broad humanitarian exceptions. mayorkas has unilateral authority to grant final asylum for individuals, which equals a rapid path to citizenship. a lot of americans don't understand that but, when you get asylum, that's a path to citizenship. and there's a broad exception to emergency provisions, again, that everyone is touting today, based on the kyoto tattle of circumstances test. that's broad enough to drive a truck through. and anyone who claims that fear of persecution or torture, they are just reading it from a laminated card when they cross the border is not deported, but, again, instead, they go through arduous administrative process so they will be tied up in that for a while. this also codifies the controversial biden rule that allows these far left asylum officers, not immigration judges, to rule on individual asylum claims. oh, just for good measure it gives them a 15% raise as well.

it also includes $1.4 billion directed to providing shelters and immigration services. 36 million to hire lawyers for some illegals, finally, there's the automatic conditional permanent resident status for migrants who entered after july 2021. in other words, this is a grab bag of goodies for the open borders caucus. for every provision that sounds like enforcement, there's a way around it during the implementation. but, wait a second, laura. this is a real compromise. i heard this all day long. that's all coming from the uniparty. do you know what i say to that? whereby's the compromise, exactly? because they get $60 billion, that they wanted for ukraine. everything that they wanted. but conservatives that have cared about the border for years, decades, they get a bill that gives them nothing that they wanted on the border and, in fact, it would tie president

trump's hands if, in fact, he wins in november. and all you need to know and i saw this yesterday. is that pro-amnesty connecticut senator chris murphy is thrilled about this legislation. he areassures the left that the emergency power to shut the border down is weak, tweeting that it has important checks on that power. it can only be used for a limited number of days per year. it sun sets in three years. emergency cases that show up in between the ports still need to be accepted. the ports must process as i said before a minimum of 1400 claims, meaning people a day. let that sink in again. a minimum of 1400 a day at 30 ports of entry. people say well, maybe lankford and schumer don't really know what's in the bill or mcconnell doesn't really know what's in the bill. he is just overseeing. they know exactly what they are doing here. they thought that they could drop the text of this phony bill

on sunday, then, as you have seen today, start their media blitz before they force a vote on this on wednesday. and then they thought that either squeak it through or that at least help biden and hurt trump. clean-up is a shared goal of 90% of the uniparty. >> i am proud -- leader mcconnell and i, who disagree on many issues, have never worked so closely together on legislation as we did on this. because we both realize the gravity of the situation and how important passage of this legislation is. >> laura: ha ha ha. wait a second. schumer now understands the gravity of the situation? where has he been? almost sounds like is he calling the border a crisis. after democrats four years denied it. actually attacked us for calling it a crisis. now, in late 2022, after millions had already flooded america, schumer was not using the word crisis. and didn't sound upset at all

about the border crossers. in fact, for schumer, it was the opposite. >> we have a population that is not reproducing its -- on its own with the same level that it used to. the only way we are going to have a great future in america is if we welcome and embrace immigrants, the dreamers and all of them because our ultimate goal is to help the dreamers but get a path for citizenship for all 11 million or how many undocumented there are here. [applause] >> laura: path to citizenship is the goal. the key is they want the votes. and, remember that weasel words you heard there immigrants or however many there are here. now, remember, there can never be enough migrants to make the uniparty happy, which is why the mcconnell crew refused to work with speaker johnson to pass hr 2 which was that house bill which actually is tough and actually very clear on enforcement. so the bad faith on the part of

the bill's republican supporters is so egregious that none of them should ever work in politics again. i know that sounds harsh, but it's the way it needs to go. this bill does not make the border secure. in fact, it assures that the border remains open and massively increases number of visas and work permits allotted for families of illegals and current h 1 visa holders. we think about what we need in the country today. we need more foreign workers when wages are still not keeping up with high costs? and more companies are announcing layoffs, aren't they? if you want to understand why donald trump remains the dominating force in american politics, remember that what you're seeing play out in the senate right now is what he has always warned about. the damage inflicted when a bipartisan establishment is unchecked and allowed a free hand to plot against the interest and wishes of the voters. that must end with this bill.

further incentivize illegal immigration it. would not resolve any of the problems. not reform in any meaningful way the broken asylum system. the broken parole process and all the things that have created this catastrophe. and, by the way, meanwhile, it further empowers the very cabinet secretary who designed and created this mess. they don't follow federal law. why would we do this anyway? but the bill itself would actually do more harm than good and that's why we have said it's a nonstarter over here in the house. >> laura: senator shuman, you are very popular these days. he also had a message for you. watch. >> i sty speaker johnson, don't let the 30 hard right people in the house, who are extreme, they wanted us to default. they wanted the government not to pay its debts. they will wanted us, um, the government to shut down, they are extremists. and they are running your show. do the right thing. >> laura: do the right thing because it's good to give waiver discretion to biden and mayorkas so they can just waive the

emergency any time they feel like it. >> here is my message to senator schumer. the american people are running the show here. we are the representatives of our constituents. the american people are on our side. they recognize this catastrophe has been disastrous for the country. every state is a border state. and everybody knows it. everybody traveling the country, laura, since i have been speaker of the house. 15 states doing events. doesn't matter out in the west. midwest, long island, the deep south, south florida the message is the same. number one issue on the hearts and minds of the american people. we have to solve this crisis. i'm going do make this point again because senator schumer isn't listening, apparently, the president of the united states has the authority right now to fix this crisis. he has broad executive authority under the federal statutes and chuck schumer knows it and president biden knows it. and he refuses to use that they could stop this, they could stop the flow immediately. they don't want to, laura. i think you alluded to a few moments ago exactly why that is. >> laura: mr. speaker, axios reported that if the senate

manages to pass this sweeping national security package and the house passes the israel only bill, they could head to what is called a conference committee in an attempt to reconcile the differences according to one house republican and translation here for people watching mcconnell could try to get open borders measure through a conference committee. how would you prevent that maneuver from happening? >> we're going to use every tool in our arsenal to ensure that does not happen and, by the way, in the last half hour, president biden came out and said that he would actually veto the legislation, the clean funding bill to help our ally israel in its time of greatest need. israel is at war. they are fighting for their very existence. and the president has our troops in harm's way now because of the deterrence effort against iran. and he is suggesting that he would not send the funding to abandon our ally right now? that is outrageous. i mean, everybody who is watching this is scratching their heads wondering how in the

world we have gotten into this situation. this president is projecting weakness on the world stage. is he not willing to fix the greatest crisis facing our country, which is the open border. they have just shown a staggering level of leadership that i think the american people are going to let their voices heard at the lack of leadership. they are going to let their voices heard at the election cycle. that is why his polling is so low. the people see what is happening here. >> laura: why do you think that lankford and schumer and mcconnell and all of them, why don't they go back to their home towns in their states and have town halls on this, mr. speaker? what do you think the people would say? go through the specifics, how many beam still be able to come, in the thresholds, the discretion, all of that, and let the people voice their opinions? do you expect that to happen? >> can i tell you what would nap a town hall anywhere in the country right now. people know the numbers. the official number, of course, is over 7 million people have been encountered at the border. over 2 million got-aways that are known, you know, over 300

people on the terrorist watch list that have been allowed into the country or stopped there. but we don't know how many people have actually come over. we don't know what terrorist cells are set up around the country. fentanyl is a leading cause of death for americans 18 to 49. >> laura: they say this solves that, mr. speaker. they want to sell this political message to try to undercut trump and hurt you that this is going to be solved or seriously ameliorated, the crisis, because of this -- they all have to come through the ports of entry now and all the other provisions i went through. and your response? >> well, you have done a good job explaining the real details of what this actually would accomplish. and in our view, it's an immigration bill. not a border security bill. we have to secure that border. we have an obligation to do it. it's an moral obligation, it's a legal and constitutional obligation. the white house has done this by design. they intentionally enacted these policies, remember, we documented over 64 incidents where the president himself and his agencies have used executive authority to create the current

situation. to create the situation and catastrophe. he could unwind those now stroke of a pen. president biden could fix this but he does not want to do it. i think this is going to be a price to pay at the election. >> laura: the border patrol union has said, come out and said the bill is better than the status quo. does that effect your thinking on this? >> well, i think it does have something to do with the pay structure that's in the bill. i stand that they are desperate for measures that will assist. okay? we took 64 republicans down to the del rio sector down at eagle pass in early january. they told us from their own perspective there it's as if we are administering an open fire hydrant. we don't need more buckets. we need to stop the flow. we know how to do it. the president has the existing authority under the statutes and he ought to use it. he could suspend all entries into the country if he deems it to be in the nation's interest. that's exactly what the statute says. section 212 f of the immigration and nationality act. everybody should google it and read for themselves. the president claims he doesn't have that authority. even though it's been used so

many times over the last couple of decades by previous presidents he pretends it doesn't exist. not an excuse that's palatable for the american people and they see right through. this. >> laura: mr. speaker, are you going to be able to stop this bill? >> we're going to do everything within our power. when i said it's dead on arrival. i mean dead on arrival. we are going to have to work this every other angle that we can and make sure we're taking care of our responsibilities here. the house republicans are dog in and ready to do it. >> laura: mr. speaker, thank you so much. as we noted border deal does not end catch and release and gives biden and mayorkas power to suspend this supposed border closure that would be triggered once you hit this 5,000 a day threshold. the cartel's only respond to one thing we know which is true enforcement. and instant turn backs at the border, which this doesn't provide. so migrants will still game the system using helpful hints from tiktok as "60 minutes" showed us last night. >> oh you learned on tiktok. >> post we found had

number on the border right now is about 5,000. the cartels have already adapted to. this so, when secretary mayorkas was a deputy secretary, and joe biden was the vice president, and jeh johnson was the secretary, a thousand a day was a drivers. we all got called into jeh johnson's office. a thousand a day what are we doing about it? it's a crisis. now we are going to settle for 5,000 that many when j malliotas the secretary and joe biden is the president? you mentioned earlier in monologue give employees of c.i. s judges responsibility to responsibility who qualifies for asylum. that's a give away program right there. look, they say detention. it is codified title 8 of the united states code. arriving alien without proper documentation shall be detained. shall. not maybe. not think about it. shall. and that's what we did in the trump administration. we enforced the law as written in statute. this year is a release. they are calling it noncustodial

detention. i moo mean, noncustodial detention released on some sort of reporting. even taking away the g.p.s. the ice part of this, the g.p.s. tracking. they are going to release them. look at the secretary of homeland security's life cycle report. the secretary of homeland security's own report it says this: if you are in detention and you get ordered removal. you are removed 99% of the time. if you are not in detention and released you 6% of the time. that's why they are doing. this w they will let millions in and not let them leave. that's why this is written. >> laura: tom, you have been following this for so many years, what is the reaction, do you think, from the cartels in watching this play out? >> they have already adapted. like i said, the last month average crossing right now about 5,000. they knew this language was coming. nothing that says you mentioned 1400 a day minimum there's nothing to stop mayorkas to increasing every airport, every

bill hagerty and chris landau former ambassador to mexico during the trump administration. he just returned from mexico city. senator, let's start with you. you just got out of a closed door meeting on this bill. do we get a sense that the republican senators are feeling the fury of the voters on this one? >> i certainly do, laura. i think clearly our conference is divided right now. i'm glad to hear the speaker of the house be as clear as he was with you just a few minutes ago. i think we are going to have to, you know, continue to talk this through and work together. but i can tell you where i am. i'm a hard no on this bill. >> laura: well, work together on what? it gives biden and mayorkas -- mayorkas is out celebrating it. that's all you need to know about this. gives him full authority to end the emergency and to wave in the same number of people through ports of entry. so how is that a border bill? explain that. >> it's not a border bill. you know, just because you call it a border bill doesn't make it a border security bill.

constitutional and other statutory challenges not only to the bill itself, but to any guidance or implementation or decisions under the bill. so, this creates this complicated goldberg structure and all of these legal challenges oh,just happened by coincidence go one of the most liberal courts in the entire country in d.c., the heart of the swamp. and then get reviewed by the d.c. circuit. again, they're taking these -- all these things and very carefully putting them in this one court that already shows you a lot about this bill. >> and senator hagerty, we understand there was yelling in the closed door meeting. can you tell us who was yelling and about what? >> there wasn't yelling. i think that may have occurred at a staff level earlier today. what we had -- what we generally have in our meetings conference behind closed doors is respectful conversation but very frank discussion. and i appreciated that happening. but i can tell you this. we a frank discussion about what
