problem and has to step down she is ready to step up. >> dana: peter doocy. thank you. >> bill: karl rove brings us in from austin, texas. good morning to you. we showed this yesterday when we were dana and i were on the air. an nbc news approval rating for kamala harris. 42% see her as very negative. how many political figures have had a number that low? >> well, not a lot. but speaking of numbers, favorable and unfavorable. you know what these numbers are? this is the favorable number for joe biden, this is the unfavorable number. this is kamala harris's favorable number and unfavorable number. to think she is ready to serve and she is more popular than him

is not true. she is in terrible shape. in the modern era of presidents and vice president's they're linked up in the public mind. that will undermine the guy that she is supposedly the number two for when she says she is ready to serve. >> dana: of course she would say that she is ready to serve. the question is not -- i don't think that's the question. it's more do the american people, if it came to that, want you to serve. karl, over to you. >> yeah, look. the last thing she ought to be saying is i'm ready to serve. it makes it sound like there is a reason why she needs to reassure the american people. we either believe that or don't believe. it doesn't do her any good to say it. think about this. nbc last summer had her negatives outweighed positives by 17 points, which was the highest number they had ever had in that particular question for any vice president. gallup at the beginning of december minus 18. that's to say she was upside

down by 18 margin. the newest suffolk university poll, 25 points. the la times says she has lower ratings at this point than any of the last four vice presidents. mike pence, joe biden himself, dick cheney and al gore. this woman is in bad shape. for her to say let me reassure you i'm ready to serve if the guy above me, something happens to him. is not a good move and a sign why she deserves the low ratings she's got. >> bill: not to pile on here. there are a couple reports out there now. i think really for a white house that's been pretty tight lipped. there is reporting out in the "new york post" and axios, one, number four, former senior biden administration official about the border crisis and about the v.p. harris. she has been at best ineffective and sporadically engaged in not seeing it was her

responsibility. it is an opportunity for her and she did not fill the breach. we know that now. is this kind of just what happens three years in? >> no, it doesn't. she was given responsibility of being in charge of immigration at the beginning. she immediately redefined that to say her job was to work with the governments of guatemala and nicaragua and el salvador to refashion their economies and societies so people wouldn't want to leave. that's not the problem on the border. the problem is people are coming from all over the world and this administration has had policies that allowed it to overwhelm our defenses at the borders. there is a difference. look at the last month that donald trump was in office and take the last month of last year and compare it and it is like five times as many people coming across the border under biden than under trump and she is the woman who was supposed to be in charge of doing something about that to make certain it stayed the way it was when they came into office and she abdicated

that role by redefining it in such a way it had nothing to do with how do we protect the border and keep people from coming here illegally and overwhelming our defenses. i mean, you know, it just is astonishing to me how tone deaf in administration is and especially the vice president of the united states is. >> dana: i don't need a comment. in the axios report the thing that caught my attention yesterday is that it says the crisis on the border grew slowly. many administration leaders treated the issue like a hot potato because it was politically thankless. several sources told axios they've always politically thankless and now they have it as the number one issue affecting all americans and it is not -- they are not in a good place this report proved it, karl. a quick last word. >> as you reap, so shall you sew. they have ignored this problem and allowed it to grow and grow and now saying please, force us to -- give us a solution, force

with the latest. hi, alexis. >> we're expecting today to sigh the migrant teenager in the courthouse in manhattan behind me. it comes after police say he shot a tourist in a times square store and fired at a cop facing the possibility of life behind bars. that is him. he is facing a series of charges including attempted murder, assault, attempted assault and weapons possession here. the 15-year-old charged as an adult in this case. he was found out in yonkers just north of new york city attempting to hideout from police. he is currently being held without bail. according to the d.a. he was captured on extremely clear security video and was easily identified. according to investigators it started during the failed shoplifting attempt when a security guard tried to stop him. he then opened fire and the bullet just missed the guard but hit a tourist from brazil who is

expected to be okay, thankfully. he was running from the store and later fired at nypd cops chasing him. the cops did not return fire. question a lot of people have this morning, where did this guy come from? he is from venezuela not sure how he entered the country. a lot more information we're looking into. he was living at a migrant center in the city and police trying to figure if he has ties to a robbery in the bronx last month. there is a very strong case against this migrant and expected to present that to a grand jury tomorrow. >> dana: a beautiful shot there. thank you. >> what we're seeing is it is still getting colder, wetter and rainier, people are arriving in not just chicago but all the suburbs. >> more democrats siding with republicans at migrants camp out

>> dana: disturbing new developments in texas. border patrol agents there say they caught two convicted felons in two separate arrests near the

mexico border over the weekend. they have convictions on multiple violent crimes from murder, robbery and homicide. willow give you updates when we get them. >> bill: you have a small island in the middle of rio grande river heavily fortified after texas dps took control last fall. before that it was entirely run by the mexican cartels. casey stiegel has a live look at that back in eagle pass, texas, with a look at this transformation. what does it look like now, casey? good morning. >> quite different. good morning. an area known as frohnton island. 170 acres in starr county, texas, 150 miles to the south of where we are. remember, we showed you here on fox news last year when texas dps provided us with this dramatic video, a gun battle between cartel members on the mexican side of the river, across improv iced explosive devices. it turned into a major hot spot

for drug smuggling and human trafficking. the texas land commissioner deemed the property belonged to the state. so dps and national guard troops have cleared the land. they put up more than a mile of razor wire and retaken control. law enforcement frequently patrols and operates on the island as part of operation lone star. on monday the commissioner visited the area to track its progress getting a look at the island by air and telling producers and reporters that the work has paid off. >> as long as the federal government and that far away capital continues to fail their citizens, rest assured that texas will use every tool at our disposal to keep your family safe. >> meantime yesterday here in shelby park the fox flight team drone flew over eight migrants waiting in the river but not able to cross due to the razor wire. last week in this sector border patrol reports more than 3600

to do something. let me show you here the migrants shipped to chicago in the past year and a half 35,393. almost 36,000 people and you have seen firsthand how it is having an effect? >> of course. they're in my community. i'm a resident. they have been housed at police stations when they decided to relocate them from our police station, the 15th district. they decided to start giving out more free housing expenses by commercial owners to let them move into their properties for a stipend. and once that stipend ran out they are stuck with illegal immigrants running through our community that are living free while we have a mass housing issue when it comes to chicagoans. >> dana: the other thing i read you said you don't blame governor abbott. >> no, i don't blame him. he didn't ask for this problem.

i commend him for what he is doing. he has dealt with it for longer than us and if sanctuary cities want to be welcoming, they should have a plan in place. the city of chicago nor new york had a real plan. they got what they had been asking for for years. >> dana: i recall there was a city council meeting where there was a proposal to withdraw and end the sanctuary city designation. that failed. do you think that it could possibly come up again? >> i doubt it. you don't have the mayor of the city of chicago running the fifth floor. you have the chicago teacher union and their progressive elected individuals sitting in our city council who are really not even from here or live in these communities that these migrants are being housed or shipped to. >> dana: you also said the immigration crisis is going to flip the state of illinois purple. do you think there are enough people that you are talking to and in your community that are willing to not vote for democrats this time around?

>> of course. in my communities most of our people didn't vote to elect this current mayor. the sad part about it i'm running for the last seat he held before becoming mayor, the first district commissioner seat. those people didn't vote for him. the rhetoric is that they want to tell us as chicagoans that we are being taken care of. one in four children, black children and brown children who are born in the city of chicago are going to bed hungry. they find money to feed illegals. they want to make it seem as though they are just undocumented. these people are fleeing their country and coming to our country and taking the resources. if my 14-year-old knows this is a problem and she wants to move to texas it is a real problem when the children are noticing the democrats have failed them and my 14-year-old wants to move to a republican-led state. >> dana: governor abbott would welcome you with open arms.

$638 million is the amount of money that the illinois state has committed to taking care of migrants. $138 million spent since october of 2022. my last question for you is do you believe that there is any help coming from the biden administration to help chicago in this situation? >> well, if our mayor and ctu continue to bow jingle around national issues instead of city or state issues i believe there is no help coming. we will make sure be protest and shut down the dnc. it's a problem with the black and brown communities. we're asking to defund the migrants that are coming to the city in the state of illinois. we want to defund them. whatever they do is their problem. we don't want it anymore. >> dana: stay in touch. love to have you again. thank you. >> bill: they're tapping tiktok now. the app is banned on government phones if you work for the

>> dana: major snowstorm targeting the northeast making a mess of the morning commute. some places could see up to a foot of snow with new york city bracing for a hard hit. percy is having a great time out there today. robert ray is out there as well with fox weather and has a report. hi, robert. >> hey, dana. exactly. welcome to central park in new york city. all of this snow -- i've seen a lot of dogs running around here this morning. take a look at how heavy and wet this snow is. a few inches already. get this, guys, we haven't seen a winter storm warning in over two years in the big city. so times square loaded with tourists from around the world checking out the snow as central park and new yorkers you see behind me moving through here. take a look at the edge of central park and look how beautiful this is as this heavy, wet snow comes down. guess what? it is not so beautiful if you

are at one of the airports. cancellations and delays are racking up in a big, big way. 19,000 lane miles of roads in the new york area, new york city is out and about. the department of transportation is trying to plow all of this. two inches of snow and they start plowing. heavy, wet snow, the nor'easter coming in quick and end later this afternoon. then the issue is this. potential for a flash freeze later tonight as the temperatures drop. if they don't get the roads going, look at that. there is the example of one of the snowplows. central park conservancy trying to push the snow out of the bay so people can walk. dangerous road conditions. school is on remote learning, though if i'm a kid i'm trying to sneak out and do snowballs. these things are heavy. people have to be safe. this is a nor'easter we haven't seen in over two years in new york. it is a big deal and come on out and bring the dog out, right?

voters in the third congressional district. that flips in 2022 from the democrat to republican. george santos was the republican. then he was kicked out of d.c. so the race is being very closely watched as a harbinger for november's elections. that's new york as you look at your screen right now. >> dana: the biden campaign up and running on tiktok even though the biden administration ordered the chinese-owned social media platform banned from federal devices over national security concerns. the decision causing a fuss among both sides of the aisle. joining us is mike gallagher of wisconsin, chairman of the house select committee on china. china must have loved this news, congressman. >> every single biden national security official from the director of national intelligence to the cia director to the dia director to the head of cyber command has warned that tiktok is a national security threat. the head of the f.b.i., chris wray just testified before my

committee and said that the parent company that owns tiktok is beholding to the chinese government and therefore it is a very significant threat. here you have biden's handpicked advisors telling him this is effectively a ccp tool or weapon and yet he is ignoring that. why? to court the votes of anti-semitic 18-year-olds, to get progressive clicks in a campaign season? it's not a serious move. it is not serious -- it's not the move of a serious country. if we continue to go down this road we'll effectively seed control of our news media to a hostile foreign country. it is unacceptable. i urge the president's gen z campaign staffers to reverse course in the interest of national security. >> bill: you wonder if there is a message of desperation inside the campaign. mark warner, democrat from virginia, said this. i think that we still need to find a way to follow india, which has prohibited tiktok.

i'm worried about a mixed message. do you think? >> yeah, by the way, india banned tiktok and it wasn't the apocalypse inside india. they have a flourishing tech and social media eco system and we do the same. either a ban, forced sale or separation makes the most sense. those invested in bytedance if they want tiktok to go public in the u.s., there is no way it will happen under the current ownership structure. we have to have a complete separation going forward to alleviate the national security concerns. i'm eager to work with senator warner to insure it happens. i hope all my colleagues, democrats and republicans. it shouldn't be a partisan issue. can find a way forward on this issue before it's too late. >> dana: the first interview you've done since you announced you won't seek re-election. that came as a surprise to many and disappointment to a lot of people as well.

you are a young man, chairing the china committee. you have decided not to go forward. just for the virus at home who have come to know you, what was your breaking point? why did you decide this was the straw that broke the camel's back and you were out? >> there was no single breaking point. this is something my wife and i have been talking about for a while. that's the most important reason. we have a young family now. we would like to grow that family and i'll be honest this lifestyle is not well suited to that. that was a big reason. but also since i ran, i always said that congress shouldn't be a career. i think that the fact that we have so many lifers and carrierist in this institution and why it's so dysfunctional and the framers when they created it had in mind you would embark on a season of service and then return to private life. i want to make that transition back while i'm still young and not spend the next 20 or 30 years in public life. the best decision for my family. i will miss it. i hope you still invite me on

your show. i love talking with both of you. you have been incredible to me. >> bill: your district is pretty red. you have shown a commitment to go after and recognize and publy sties what's going on with the chinese communist party. for you to back away from that now, who will fill that void? >> one thing i don't intend to back away from that will remain my mission. the mission i set for myself is to prevent world war iii. restore conventional deterrents in order to prevent world war iii to china and i will attack it from a different title or platform. that's my life's work. we have a lot of talented young members in congress who get the threat. i intend to make sure the select committee is left in good hands when i live. because of the work we've done a lot of people are waking up to that threat. i will continue the work regardless where i go next. >> dana: you were one of three no votes when the house took up the impeachment vote against secretary mayorkas.

there is another vote coming up again today? you will still be a no and why. >> i'm a no for two reasons. i don't think incompetence. mayorkas is incompetent. i don't think that's grounds for impeachment. james madison rejected the standard. if i granted this is beyond mal administration and approximating a high crime or misdemeanor i don't understand how you impeach a cabinet secretary for implementing the policy of the president of the united states. the final thing is just as i argued when i opposed both trump impeachments, if we lower the bar for impeachment i'm worried it opens a pandora's box. we know for certain the democrats will take every opportunity to weaponize the new standard against a trump administration, which seems likely to happen. >> bill: they might do it anyway. >> that's true. the argument that turn about is fair play or they did a bad thing therefore we get to do the same thing, you wouldn't use that logic with your kids. i don't see how you can use it when it comes to the problems of
