artist. >> bill: today's deposition will go for hours. republicans press hunter on his overseas business dealings and whether or not his father was involved in those. >> sandra: congressman issa is one of the lawmakers interviewing hunter. we'll speak to him in a moment. first to david spunt to set things up for us on capitol hill. hi, david. >> the question is what will hunter biden say to lawmakers behind closed doors? he is facing two criminal federal trials. one in california and one in delaware right now. it is not clear what he is actually going to say. this is a culmination of a year's work of republicans' work for her this investigation and a second chance for hunter biden to take the opportunity and come and testify. as you see and you just saw in the clip in december he technically did come to capitol hill but didn't come to the hearing room and talked about why he believes republicans are trying to ruin him and playing

politics. republicans want to ask him about his business deals how they directly relate to his dad, the president. today's deposition is the larger investigation into president biden. hunter has been a large part of that. the deposition is not the conclusion of the impeachment inquiry. there are more subpoenas and witness interviews to come and we'll continue to follow the facts and inform legislative reforms to federal ethics laws and determine whether articles of impeachment are warranted. hunter's team is hoping that the recent arrest of the former f.b.i. informant smirnov will help his case. a judge determined he is a flight risk and charged with lying to the f.b.i. when he said joe and hunter received $5 million in bribes from ukrainians. republicans have used this talking point as fact. democrat says it ends the impeachment probe. republicans say there is much more to the probe than some

allegations from alexander smirnov. it starts at 10:00 a.m. hunter will be under oath. we expect the transcript to be released at some point in the coming days. how long it takes to turn it around. >> bill: before we go to darrell issa. breaking news in athens, georgia. the mayor is holding a news conference. i want to drop into this and find out what the latest on the ground from local officials is today. >> it means the blossoming that we've expected for our own children is not going to bear fruit for this family. as a parent, career educator, this is a traumatizing experience. i do want to say i appreciate the collaborative work of the university of georgia police department, the athens clark county police department and georgia bureau of investigation who made quick work of this case.

but we will do more. today i'm here to outline new investments in public safety that build upon our earlier work clarify information about our community's status regarding immigration, answer related questions and leave you with key data points in the document you've been provided. the chief is here to lend his expertise and provide detailed answers to some of the questions you may have later. so want to begin just by noting some new investments that you will be seeing and that i will be asking the county commission to endorse this coming tuesday. you may have also seen the university of georgia announced more than $7 million of new investments in public safety yesterday. we deeply appreciate the partnership we have with the university in so many regions their stalwart collaborators and glad to work together on this. among the first things you will

be seeing rolling out for endorsement by the commission this tuesday is advancing our realtime crime center. we took the first step toward this realtime crime center in the last budget year and we will be advancing this to completion including making sure that we tie all our publicly accessible cameras and private cameras that have engaged with us into a unified system and staffing that realtime crime center on each shift so that we can rapidly pursue cases. you will also see for endorsement by the commission on tuesday a mobile closed circuit television surveillance trailer. this means that when we have large-scale community events, large gatherings, the summertime and festivals, that we can act in a mobile manner in the way we'll want to act in high crime areas every day and every week. given our expanding trail network in the community, we're

also experience funding of additional all terrain vehicles for our police department so there are places that are difficult to traverse or foot or by motor vehicle we can get to very quickly and consistently. and finally among new expenditures we'll expand our zoom camera array to those places where data would indicate to us that we need to have them consistently based on the lived experience of our officers and the chief. now these new investments rest upon things we've done for the last many years. i want to mention a few of those and again you have this information in your sheet. we set up the first phase of this realtime crime center just in the last year. as i mentioned it is a center to which not only public cameras but the university and private

cameras will be able to be fed. we've also expander our ballistics identification apparatus. for many years we would send off ballistics to the state. sometimes it would take days or weeks to get back good information about them. we have that in-house now and so we have been able to actively and successfully pursue many dozens of cases because of having this right here on this campus. we've also seen a dramatic increase in salaries for our police officers over the past number of years. we introduced a step program into our pay scale in 2019 so officers would know that they were going to consistently say pay increases and so as we stand here in 2024, a new officer just post certified is making almost $54,000 a year with a $10,000 signing bonus. it is to the great credit of the chief and his staff that we've been able to increase our ranks

and so for the first time in five years, 2023, saw a net increase in the number of officers employed in the athens clark county police department. we also initiated last year cadet corp. we want to make sure our young people have a career pathway into public safety. so these young folks, even as high school students, will be introduced to public safety and have the opportunity to contemplate this high wage great career. we've been expanding our camera arrays downtown and elsewhere and a number of license plate readers throughout the community and more than 24 zoom cameras downtown that are of much higher quality than the earlier iteration of these. we can get good information and actionable intelligence off them. the police department has used

that successfully. we also initiated a take-home vehicle policy several years ago that was extended not just to those who lived in athens clark county but all those patrol officers here. this has meant we can more quickly respond to crimes as people are coming and going from work or picking up groceries on their way home. we have also provided flexibility to the district attorney's office so that outside contract attorneys are able to pursue cases quickly through that office. public safety, as anybody knows, is a multi-layer phenomenon. while there is fantastic work that happens from the folks who work in this shop, public safety doesn't rest with policing alone. public safety involves fair and quality housing, it involves good work with youth, it involves community outreach and so many more provisions that

just give people a good solid platform from which to exist. so we've invested in quality housing in this community to the tune of over $50 million in locally directed funds since 2020, including a massive redevelopment of the north downtown area that historically was one of our highest crime areas in the community. along with partnerships with habitat for humanity, athens land trust, east athens development corporation and many others. >> bill: we'll be back when the police chief. police staffing in athens, georgia trying to give the community reassurance after the brutal death of laken riley. back to athens in a moment. a lot more going on. >> sandra: peter doocy at the white house a few moments ago saw departure of the president to marine one on departure peter doocy asked the president where he was heading.

in the room last week, the context for those remarks from the president's brother? >> these carefully chosen remarks are similar to what hunter did when he staged that stunt outside of the senate side of the capitol where he went through what his father didn't do. he said a lot of things. he didn't say his father didn't participate as a vice president or didn't participate as a father. that's because the president has lied repeatedly saying he had no involvement, he didn't know, they didn't correspond. now that we know that's untrue, they are moving to more technical words. we'll dig deep through those words if hunter actually answers the first couple of questions without taking the fifth. earlier in the segment they talked about lois lerner. the reason we're having a private deposition more than anything else we won't have that sort of stage as we're doing fact finding. we want to make sure we get

questions asked and answered. if he takes the fifth or refuses to answer properly we want that behind closed doors and not the kind of stunt he did. it's very sad that we're having to do this. we're having to do it because the president and hunter biden and james biden basically lied about the relationship they had and now that there is lots of facts, including monies arriving at the vice president's home and so on, we have to ask these questions. >> sandra: thank you very much for sticking with us. back to the breaking news in athens, georgia. the mayor is still speaking. there has been activity with protestors in the room shouting about sanctuary cities. listen back. >> when issued by a federal judge or magistrate. in the main, i caution against conflating immigration and crime. the data demonstrates the two are not connected. because the impact of federal immigration policy on locations has been under such consistent

discussion in recent months, do want to say a few words about this. my 18th year as a local government policymaker. my work has overlapped with four u.s. presidents and numerous iterations of congress. all of them have failed to reach agreement how to handle immigration. we had ronald reagan and george hw bush and ted kennedy in congress the last time it was meaningfully addressed in washington, d.c. appreciate the work of the recent bipartisan group of senators and this recent bipartisan group in the senate has crafted a bill to make headway on this issue. while no legislation is perfect, this would be a step forward and i urge congress and the white house to act now and work on complimentary legislation in the future. my time in office has

demonstrated if your approach to legislation is all or nothing you will get nothing every single time. if current u.s. residents and prospective immigrants benefit from a consistent and stable approach with adequate funding and that's what our nation needs. if our approach to immigration is thought to change from day-to-day or month-to-month desperate people fleeing war, famine, unstable governments and drug cartels are willing to roll the dice and undertake a journey to the united states. in addition to that information i have included in the document some data -- and i ask you to go ahead and take a look at this data because oftentimes people will wish to as describe certain things to the athens community and i want you to have accurate information in your hands. so among the things in the document that you see is both our population trajectory over the last 30 years as well as our murders per year every year from

1992 to 2023. you will see our murders have been on a downward trajectory even though we're adding typically 1,000 people to the athens clark county community every year during this time period. i cast no aspersions on my other mayors but examine every city in georgia or county over 75,000 persons in population and we stack up notably favorably to these because of the hard work of our officers and so many partners in the community. because oftentimes folks notice through the lens of a college-centered community i've also included some information indicating where we are relative to those other sec communities throughout the nation and region. you will note we tend to be toward the middle or the bottom of the pack overall a place like

baton rouge has twice the crime rate and a place like auburn or college station is about 1 1/2 times less. so i encourage you to look at this information. but what i want to leave you with this is notion. the only appropriate numbers of murders in this community and the number we'll be working our tails off every day. >> dana: we'll continue to monitor that. james comer is now speaking on capitol hill ahead of hunter biden's deposition. let's listen. >> ukraine, kazakhstan, romania and democrat donors. ten members of the biden family, including joe biden, either participated or benefited from the family influence peddling schemes. what was the biden family business? that's been a big question of this whole investigation. what was the business? biden family associates testified that joe biden was the brand. president biden has repeatedly lied to the american people he

wildfires burning up in the texas panhandle, as you said, at this hour. small communities northeast and northwest of amarillo, the largest known as the smokehouse creek fire. the pictures are wild. less than 60 miles from the texas border with oklahoma and grown to some 800,000 acres in size. currently 0 percent contained. a handful of communities face mandatory or voluntary -- these fires started on monday and quickly grew in size due to that unseasonably warm weather we've been having and extremely high winds, which are expected to die down later today. it is supposed to cool off. hopefully allowing fire crews to get a better handle and on upper hand on the situation. >> bill: more to come on that certainly. it feels like it is early days

answering these questions in person so they can make up their own minds to the veracity or lack there of of these questions. >> let's remember the shenanigans. once behind closed doors it is high stakes. he has to be very careful. it would be referred to d.o.j. and in the position of deciding whether or not the prosecute their boss's son. not a position the department of justice ever wants to be in no matter who is the attorney general. two, political impact. what he says and i'm sure he and his lawyer have been prepping very hard for this situation. could have a tremendous impact on whether or not his father wins the 2024 election. and i think what distinction wishes hunter biden from some of the other people we've heard from thus far is that hunter was making a lot of money from ukrainian energy company when his father was vice president, which apparently at the time even the obama administration

was uncomfortable with. how was he making these millions. what was his relevant expertise? he doesn't have energy expertise just like this uncle who testified last week who people get his resume. dropped out of college. opened a couple of nightclubs and next thing you know he is making millions from energy companies around the world with no experience. the republicans will look into this further and see if they can create more of a direct link. >> sandra: people want to know what the paper trail is. republicans say they've seen $8 million plus from china. a ccp-linked chinese firm and related entities, $7 million from entities in ukraine. 3 1/2 from entities in russia and some in romania. they make the case this is out there for the public to see. >> the reason we're here is largely joe biden himself. he has consistently lied about

facts we know are true. he said my son never made any money from china. we know that's not true. hunter testified otherwise in court. these are the kinds of shady characterizations of what they were up to and doing combined with the lack of relevant experience, yet able to make all this money. one has to wonder what were these foreign nations seeing as the benefit for working with two people connected to joe biden who had no relevant experience in their fields? >> bill: they've documented joe biden having a lot of meetings with these business partners i guess you would call them or foreign entities oftentimes in washington, d.c. but not necessarily. when you just talked about 2024, do you believe that we'll see a public hearing this summer with hunter biden as the star witness? >> i believe that's what his lawyer was asking for. that was the whole negotiation. they said we want to testify publicly, not behind closed doors. the response is well, anyone who

has watched a hearing. >> bill: the way it works you are deposed first and that way you build your argument and questions before you go public. >> not necessarily. but here that's what this is supposed to lead to. i think the house republicans said something to the effect fine, you can testify publicly no problem. we need a sit down first behind closed doors where you get a lot of serious questions from serious lawyers, staff counsel to the members. the committee has been very good about releasing the transcripts so the american people can pull it up online and decide for themselves about spin from either side and so that's what we're seeing today. >> bill: if we get the public hearing the point i'm driving at here. when you started your commentary you said the stakes are high. in a public hearing they could not get higher. >> true. i do think that the reason hunter and his lawyers were pushing for a public hearing. any of us who watched a hearing know they rarely get to the bottom. >> sandra: we could see an

they had no experience in their fields? >> sandra: i was reminding our viewers when our reporter hillary vaughn stopped hunter biden the last time he was on capitol hill and defended his decision to have joe biden on the phone calls with ukrainian associates. he fired back to hillary do you have a dad, do you talk to him? not a moment like that today so far. >> don't forget, too. that was interesting when he said that. joe biden has also said i never discussed business with my son. just on its face what parent never asks their daughter or son how is business going? it doesn't make sense on the superficial level let alone if you dig deeper. >> bill: david spunt is at one of the cameras. what do you have for us? >> shouted out a question to hunter biden so see if he would stop to the camera as he did a couple months ago. he didn't say anything and kept walking with his attorney. this will be a long day for hunter biden and lawmakers.

i had a chance to ask chairman comer of the oversight committee who has been leading this impeachment investigation into hunter's dad, the president of the united states. where this investigation is going to go from here. typically as we note you bring in the biggest interview last when the investigation is wrapping up. comer said he hopes things are wrapping up with this investigation but he keeps uncovering new pieces of evidence and wants to interview more people. the ranking member jamie raskin also spoke just to reporters a few moments ago and said at this point there is no evidence linking joe biden to anything impeachable. the republican from california issa said the same saying he has seen a lot of smoke but doesn't see any fire at this point. we expect this to be a long day. the transcript will be released at some point in the coming days. i'm trying to get from lawmakers whether or not they would be open to hunter testifying in public.

he said he would back in december. ranking member raskin said they're already past that and ready to close this investigation. not clear if republicans are still open to it or if hunter biden is still open to it. it is not clear how much he will say today given the fact, as you were just talking about with carey, he is facing criminal charges in california and delaware. bill. >> bill: thank you, david spunt outside the hearing room there. want to bring in jonathan turley and andy mccarthy. gentlemen, welcome to our broadcast. professor turley, you go first. how high are the stakes today as we were just describing? >> first i want the note that makes me ali. it is -- this is the moment of truth and a lot of people have been waiting for. this is not a place where you can easily spin if you are inaccurate, untruthful, you can

end up with federal charges and a brand-new statute of limitations running. he has a really precarious road ahead. i don't know what some of his answers will be. we expect that he is going to fall back on the fact that he was an addict, his memory is not great. but the house committee has money transfers and emails that clearly show influence peddling going on. and he will have to answer some of those questions. i think at the outset, they are likely to drill down on what we all pretty much know, that president biden lied when he said that he did not know anything about his son's dealings. hunter biden himself contradicted that earlier and while he might try to spin it a bit, i think he will probably have to contradict his father. >> sandra: andy, your expectations for today. >> i think it is important to remember that this is a

proceeding that's more like a grand jury than a dramatic trial in front of a jury and in public. so for an investigator, if he is willing to talk, i think one of the first things i would poke around to find out is if he is actually willing to talk. i would actually come -- i would be prepared to ask him a bunch of questions. i don't think he would answer about the two indictments that go to the heart of those because i think part of the objective that the republicans have had with respect to this is to kind of do a pretty much what the january 6th committee did, which is bring people in who were in criminal peril. get them to take the fifth amendment and then even though you wouldn't be allowed to do this in regular criminal proceedings argue from that that people have engaged in criminal behavior. i poke around to see if he is willing to testify. part of the reason he has resisted this so long he doesn't

want to take the fifth. if he is willing to talk, then it's not a time to be dramatic. it is a time to walk him through documents and that's the kind of tedious but important part of any investigation. the advantage of this forum compared to a public congressional hearing is you get people who are actually competent at doing examination who have one hour rounds of questions instead of five minute rounds and can actually show him the important documents that jonathan just referred to and walk him through them and ask him questions about them. >> bill: carrie, what professor turley just said, he posed the question did the president lie about knowledge over financial transactions? and will hunter contradict him? is this about lying? is this about overseas financial transfers? is this about influenc
