paul: neil:we are getting details on the texas helicopter crash at the mexican border the killed three national guardsmen. jeff paul has more from texas. >> reporter: investigators are still trying to figure out what went wrong. there are four people on board, three were killed, two being soldiers, one of them are us border patrol agents. 1/4 person, the only survivor, was a soldier who was injured and is in critical condition, happening friday afternoon in texas, a small town in the rio grande valley, they were flying the uh 72 lakota helicopter. it was a federal support mission and this was not

democratic texas congressman, always good to see you. what do you think of this back and forth? is it still a mess? >> reporter: it is. we have up proposal, a bipartisan proposal that both parties have talked about for a long time and we need to stop playing games. we have great members on both sides that support this proposal and it calls for 1100 federal agents, over 100 immigration judges to have fast processes turning people around and turning them away. new asylum officers, we are releasing people without an asylum interview because we don't have a personnel. we need to get this done and give the president authority to shut the border down. these are proposals that we should be turning into legislation and assure this president and future presidents have access to the ability to keep the border safe. neil: the president's power to do a good deal on his own like he did the day he took office when he rescinded executive

orders of his own, dozens of such orders from his predecessor. if he's so ticked off about the bipartisan measure failing, why doesn't he do that? >> it is a bipartisan effort. we are a democracy. neil: it's not working and they say it is his fault, he says it is therefore, he is the president, he can sign something like he needed to reverse a lot of stuff donald trump is doing. it is a good bet, donald trump will reverse a lot of stuff come a the executive order for biden's doing, why doesn't president biden sort of do it now? >> my safe zone act i have been pushing for the administration to do on executive order in central america and colombia where people get processed and take the pressure off the southern border so i'm open to both sides but at the end of the day we have a bipartisan effort in the senate that would

have passed if donald trump hadn't come in and told them not to. they want to campaign on this issue. neil: democrats are rallying around the bipartisan effort, donald trump stopped republicans from supporting it. republicans come back and say it is all president biden, he can issue executive orders and reverse a lot of this. it is a political issue and each side using it as a lever to get what it wants. >> there is a lot of nonsense on capitol hill. i don't see this as a democratic or republican problem but as an american problem that requires bipartisan solutions. i don't mind the president doing this on an executive order but we need to get something done. democrats and republicans should work together to find solutions for the southern border. neil: i give you credit, you have come up with a lot of novel ideas to reduce the

>> let's not sweat the small stuff, let's not get caught up on the words and terms. we have of a lot of work to address for the american people and it is unfortunate we waste time on discussing one single word the president said. neil: i put this in the context of election year but there's an effort afoot, talk to the secretary of state of georgia, to make sure those who vote in that state our legal citizens to vote in that state. he has run into a buzz saw of criticism he has to do and talk about something so obvious but that criticism has come from many democrats who claim it is racist, that it goes too far, doesn't protect the rights of those in this country, those who are in this country legally versus illegally. what do you think? >> we need to make sure everyone who vote is a legal citizen of this country. i have no problem with that. neil: an effort to make sure

that is the law on the books, you don't view that as racist or sliding one group of people? >> no. we don't get to vote in france and the french don't vote in the united states and that is the way it is. neil: i would like to vote in france just to say that. let me get your sense of where we stand on the latest effort to get the government open and stay open, the latest measure the president expects to sign will do so but essentially through march most of the government through the end of the fiscal year but we keep doing this. do you think there is a better way to do that? other people say that option is getting long in the tooth? >> we need to figure out a budget for the country. it should be a bipartisan issue. we shouldn't be arguing about budgets to pay our bills and this misbehavior.

office in fulton county is working. hard to believe a trial judge would say in the best interest of justice in order to preserve the integrity of the justice system in fulton county so people have faith in prosecutors and what judges do i can't allow fani willis to stay in charge of this case, doesn't mean donald trump gets acquitted but the state will rule to another prosecutor somewhere else in georgia. neil: the whole office has got to be embarrassed by this. if she goes, they are out of. where else does this case go? explain the process. >> it is murky because it doesn't get used very much. the whole office, you see witnesses who are being asked do you know about fani? they are implicated. georgia has a process where you go to a council, state council,

neil: the president of the united states is heading to atlanta. he signed off on a measure to of are a government shutdown, keeps government lights on through september, end of the fiscal year into the new year. the fact that a shutdown has been averted. the national politics reporter, something we follow with these developments with shutdowns, we are not avoiding the presidential contest involving the same two men who participated last time and they might not debate. they might not debate at all.

>> i have two thoughts here. my first thought is going back to 2020, the one time they did the day or first time they debated in 2020, i could barely hear. it was a total shouting match. it wasn't very productive. eventually they couldn't agree to a debate and had the dueling town halls for viewers to follow individually. that was disappointing that you can't see these men in a respectful element on stage where we can both hear them. but i think these two candidates ultimately owe it to american voters to debate. it is a high-pressure situation. neil: i agree with you but it didn't happen in 72, richard nixon opted out, still got elected president.
