is underway in baltimore, maryland. it comes after a major bridge collapsed early this morning. many details aren't clear at this time, but here's what we do know. baltimore city police confirmed they were notified just after 130 this morning that the francis scott key bridge partially collapsed, with workers possibly in the water. according to our baltimore fox affiliate. a large container ship struck the bridge, causing the collapse, and then caused multiple vehicles to fall into the water. crews are now working to rescue at least seven people that we know of. we're also learning the ship caught fire before sinking. the maryland transportation authority says all lanes to the bridge are closed and traffic in the area of the bridge is being detoured. the francis scott key bridge, or, as it's better known, the key bridge, spans about a mile and a half across the patapsco river. a busy four lane highway known as i-895 runs across the bridge connecting other major highways together. and again, if you're

just now joining us, we are following what we do know about this mass casualty response that's underway in baltimore, maryland. but right now, i want to bring in fox news contributor ted williams. he's former law enforcement and ted, thanks for getting up with us so early to talk about this. i know that, you know, the details are limited right now, but with what we do know, what would the response look like from a first responder standpoint? can you can you walk us through that? well first good morning here that were on the scene, this is a sad situation, a tragedy. i'm

very familiar with that bridge. i'm also, i attended law school there in baltimore, so, i'm very familiar. unfortunately, with this kind of an incident, you don't want this kind of an incident to ever occur. but you do want trained individuals prepared and ready to respond to this kind of an incident. one of the things that they are definitely checking out is to try to determine, what hit that bridge. it is believed that it may very well have been a large or cargo ship that has sunk. i have not been able to confirm that, but that is the belief of what would have taken place. and so, as a result of that, i'm sure that they've got many,

many people who are in the water there, of course, take into consideration the fact that the temperature there right now in baltimore are is in the 30s. and so therefore you're dealing with very, a horrible scene. unfortunately you know, ted, you said that you're familiar with this bridge in this area. it makes you wonder how heavily traveled this bridge would have been around 130 this morning. what would that look like on a tuesday morning? i mean, is it that heavily traveled? you know, unfortunately, yes, that bridge even at that time of the morning, actually is very traveled. and that's one of the things that i'm sure they're taking into consideration. they're the fact that it is that heavily traveled and that

as a result of that, there could be, numerous individuals that are in that cold water or and so quite naturally, again, they're doing whatever they can do in the sense of a rescue effort. right? i feel like when you say that the mass casualty events that they plan for these, they train for these, you know, in any big city, but especially in, in baltimore, it would have to eventually revert from a land rescue to a water rescue. so it's multiple agencies that would have to respond to this. correct? oh, absolutely. as i've represented here, you have, the fire department, you have ambulance crews, you have all kinds of first responders, police officers or investigators, this is certainly something that you

don't ever, ever want to see happen in any city in this country. but if it's going to happen, unfortunately, as i've said here, baltimore is a city that, definitely plans for this kind of activity. so that has to be taken into consideration, when you look at this kind of an event, you know, ted, i don't know if you've had a chance to see the video. i'm not sure if we are working on trying to get that video up. i've seen it, you know, circulate on social media. we don't have that video yet, but we have seen it circulate on social media. it was really bad, apparently from what we're hearing, this cargo ship caught on fire before it sank. so i'm unfamiliar with baltimore. is this is this a port area? are there, you know, cargo ships coming in and out consistently? is this something that, you

know, they've prepared for to possibly happen? i mean, you would think that if this if their ships coming in and out, they would they would know the patterns and that the ships could take no. well, absolutely . they would know the pattern, they that is certainly something that is part of the even rescue effort is to try to determine how did this happen, at that bridge, quite naturally , if you have a large cargo ship or you would anticipate that, it would have some knowledge of that bridge, and there would be certain individuals on the cargo ship, who would be on the lookout for how to navigate or through that area. that area is right off of the patapsco river there. the,

francis scott, key bridge, it as i've said, and i hate to be redundant or ashley, but it is a highly traveled area. yeah. and i can tell you, at, this time of the morning at around 1:00, should we say, quite naturally, it would definitely, unfortunately, be heavily traveled, right. and you know how is this going to affect the morning commute? obviously, right now, the focus is on rescuing the people who need to be rescued trying to figure out what happened. but if you're saying that it has traveled heavily, traveled as it is, i mean, this is going to cause potential chaos with this morning commute on a tuesday morning, right? well, it certainly will. and that is the reason that i am sure the first responders and specifically law enforcement are have put up enough of the barricades to

have a detour around this area because, while it is a search and rescue effort, this also may very well could be considered a crime scene, and as a result of that, i'm sure they've got it closed off or where? there, no one could come into that area because this is investigation is going to take, days or perhaps even weeks to complete. yeah. they're going to have to figure out what went wrong as to why this cargo ship crashed into this bridge, especially if you say, you know, this is a heavily traveled area with cargo ships and ports. so there's a lot they're going to have to come to conclusions on. there's a lot that we still don't know, ted williams, thank you so much. if you're just now

talking about this with us. you know, earlier you said you told me that this could possibly turn into a criminal investigation. how would that work, i mean, where are they going to look first in a situation like this, do you think? well, what they are going to look at is how did that bridge or collapse? how did the container ship itself navigate to that bridge? under the circumstances, as we know, ashley, this happened around 130 in the morning. and i can tell you that bridge is a connection between, baltimore and the port of baltimore. there it is. as you said about 1.6 miles long. and ashley, i have seen this collapse and i mean, folk in baltimore and the surrounding area are going to wake up and wonder, how could

this have happened in a major metropolitan port or in this country, let alone baltimore alone? and when you look at the fact that the way this bridge was hit, you could see that this cargo ship hit one of the structural beams of that bridge that caused that collapse. this is a bridge, ashley, that was built in 1977, and it is believed that the ship, the daily a singaporean or flag container ship. hit that bridge. what you have right now is a search and rescue effort. you have the coast guard specifically. there are probably in charge of the search and rescue, but as i said, and you've just represented this also could

very well be considered a crime scene. and i am sure you have a crime scene. investigators are at that bridge collapse trying to find out what took place. right. and i mean, it's purely speculative. we obviously don't know a lot of what's happening right now, but correct me if i'm wrong. isn't the corps of engineers responsible for directing these cargo ships in and out? i mean, these ships don't go that fast. you would think that there would be some sort of warning before something like this would happen. i know this video we have up. it's not a very clear description or picture of what we've seen. we have you and i have both seen the video and it's bad. there's no other way to put it. it looks really bad, not only from a standpoint of law enforcement, but it looks bad for the city and that port. so what could have possibly gone wrong? they have almost 10 million tons of cargo a year come in and out of this port,

what happened now? in the middle of the night at 130 on a tuesday? for this to happen? well, let's just put it, directly here. somebody or somebodies had to have been asleep. or when i say asleep, i don't mean physically asleep. but, this should clearly not have happened, here at any large metropolitan port, there are engineers, that guide these ships in and out of these ports. and when you look at this bridge and the manner in which it collapsed, you could see that, this container ship hit one of the structures there, causing this bridge to collapse. the as i said, one of the things they're trying to determine, ashley, is how many vehicles were on that bridge at the time of the collapse. i can tell you that this is a heavily

traveled or in and out of baltimore. you have at least 12 million vehicles. ashley, a year traveling on this one single bridge alone. so that tells you how heavily traveled that bridge is. but some kind of way. or they are also. that's part and parcel of the investigation. now is to determine what happened in the line of communication that caused that ship to go into that structural beam of that, bridge and to take that bridge down or it. and one of the things i must say is that this is a heavily traveled area in the baltimore. so now they are trying to reroute course around baltimore, and that's going to
