4:25 am
decision a couple ofs ago which if anything expanded second amendment rights and ironically what hunter biden is counting on for his appeal so but really it it is actually a very narrow decision. really, you articulated it acupuncture accurately. the decision essentially says a bump stock does not a machine gun make and it's so specific to the point that there are actually skematics and drawings in the supreme court decision in the actual issued decision, so it's very narrow in that sense, but it has the larger impact as you said and it augers a coming decision relative to the administrative state. todd: i want to focus on the second amendment through the lens of voting when fox news asked people what's your deal breaker issue when decimal value siding your vote. gun control came in pretty low, 1% so do you think this will have any significant impact on the vote come november? >> you know the second amendment, gun rights in general are a strange animal because a lot of the red states, obviously
4:26 am
, are very supportive and really want to safeguard those rights and it's an enumerated right. it is right there in our bill of rights, but yet, it cuts across a number of lines. like for instance, vermont is a very strong second amendment state. now, donald trump's chances in inventory are slim-to-none, let's be frank, but that said even though they are polling at 1%, i would argue that were this to have gone another way and people begin to sense an infringement of such an enumerated right, you might have seen more impact. because this is really just supportive of an enumerated right and our bill of rights i think its impact is likely to be muted. todd: let's go big, big, big picture here because this decision will have ramifications, or could be a tea leaf indicator on the administrative state because they've got some big cases coming up most notably the chevron decision which basically says could call into question how much authority the administrative state has,
4:27 am
the executive branch administrative agencies and what they can do, so read those for us, paul. what does this mean going forward, especially for that chevron decision? >> so in this case, the administrative agency in play is the atf. if you'll recall donald trump said he was going to get this done. this atf put a new rule in which was a reversal of their prior rule and they said that essentially a bump stock now is a machine gun and so that's how they were going to regulate it and this decision undo that so what does that mean? it means then that the executive has just taken a little bit of a hair cut and if you lose what's known as chevron deference, the executive agencies no longer will have the ability to put in rules or they will have a strong inability to put in rules that essentially function as law , which means, a president will have to go to congress to get things like that done, and while that's something that conservatives have seen the holy grail for a long time they
4:28 am
wanted the administrative state to take a hair cut, remember that cuts both ways. donald trump is going to need, were he to become president, going to need those executive agencies to get his immigration reform done and i fear that if it gets there, and he is president and he goes to get that done, he's going to end up having to rely on a hostile court some place in southern california, because that's where the immigration advocates are going to challenge this so we should understand that it's not a pure victory for those on the right. todd: that's a real interesting analysis because based upon what the court could do in the next couple weeks on chevron, paul, as you well know, that could be the biggest impact to the administrative state over the last hundred years. we're talking like fdr times. new deal times, and that could be huge. paul mauro, amazing insight. we appreciate it, thank you, sir , as always. joe biden set to schmooze a-list ers like

american countries feel about this. i believe that warship is now going from cuba to venezuela where we know the iranians are also operating, so there's a joint operation there as well with china and iran there as well. >> yeah, so in many ways, what that normalization could do is it's sending a message to latin america that your preferred partner of choice for maritime security is russia, china, and iran that the united states is out of the game. the united states is weak. the united states doesn't have the ability to parole its own water, much less international waters so that's the message russia is trying to send, they are bringing cubans on board to visit the warship, almost like a show-and-tell but the real purpose is to go to venezuela and not many people are talking about that because that's the next destination. the white house talks about how they aren't going to have nuclear transfers or hypersonic missiles, but what about venezuela? because while they are saying
