in uncharted territory. the party is waking up this morning to one mounting question. is it time to bail on president biden? all attention will be on his campaign rally later today in north carolina. good morning, i'm dana perino. bill hemmer is off today and glad to have you with me good. >> bret: talk about historic night and historic morning, we'll see. bret baier, welcome to "america's newsroom." the president struggling to clearly articulate his message at last night's debate sending democrats into full panic mode and calls to replace him at the top of the ticket are getting even louder. take a look at this at some of today's front pages. blistering in their assessment of the president's performance. disaster, disoriented, death con one all used to describe this. even the president's steadfast supporters in the mainstream media struggling to find a silver lining. up until now you have seen democrats in the media shaming any warning of biden's confusion as, quote, manipulated cheap

fakes. wanting you to believe the videos were altered somehow. now they are amplifying them. >> joe biden looks like the character conservative media were painting. no clips tonight. >> i think people are talking. conversations range from whether he should be in this race tomorrow morning to what was wrong with him? >> it was painful. i love joe biden. i worked for joe biden. he didn't do well at all. he did not do well at all. >> joe biden had one thing he had to do tonight, and he didn't do it. he had one thing he had to accomplish and that was reassure america that he was up to the job at his age. and he failed at that tonight. does that mean that joe biden is not going to be the candidate? i don't know that. i think we'll know a lot more in a few weeks and i don't know how

the rest of this story is written. i don't know if things can be done to fix this. >> we have been told for weeks, weeks by democrats who say oh, in private meetings i've seen joe biden do cartwheels and hand stands while doing trigonometry and solving the nation's problems. we now know that every single person who said that has been lying to the american people. >> dana: the media is under an 80 degree turn is dizzying. how did they get there? i want to show you some of the moments last night that prompted this level of concern. >> president biden: making sure we're able to make every solitary personnel giebel for what i've been able to do with the covid -- excuse me, with dealing with everything we have to do with -- look, if -- we finally beat medicare, a third time between the doctor -- between the woman and the state. he wants to get away with -- yet

the ability of medicare to -- for -- the ability -- for the -- us to be able to negotiate drug prices. >> i don't know what he said at the end of that sentence. i don't think he knows what he said either. >> dana: after it was over there was this video, a moment caught only on cnn after they cut the feed to other networks. jill biden gently escorting her husband down the stairs and off the stage. vice president kamala harris had to do some cleanup and she tried to defend biden's disastrous performance. she admitted it was not a textbook display. >> some within your own party are wondering if president biden should even step aside. what do you say to that? >> listen. first of all, what we saw tonight is the president making a very clear contrast with donald trump on all the issues that matter to the american people. yes, there was a slow start but it was a strong finish.

>> the policy and performance tonight. the president's performance tonight clearly was disappointing for his supporters. cnn is reporting democratic lawmakers watching the debate were worried about the president's performance. one said it was a disaster, another called it a train wreck. those are democrats, especially worried that biden did not punch back on trump's lies. >> listen, people can debate on style points. ultimately this election and who is the president of the united states has to be about substance and the contrast is clear. >> the person we saw tonight -- the president we saw tonight on that stage, is that how he is every day? >> the joe biden that i work with every day is someone who, as i have said, has performed in a way that has been about bringing people into the oval office. >> bret: some real questions. back to business. president biden is holding a rally in north carolina today. donald trump will campaign in

virginia where folks are already lining up in chesapeake. you know what? as you think about this, there are some real questions to be answered from not only dr. jill biden, but the 16 people who were with the president in camp david over seven, eight days. >> dana: raising expectations every day. >> bret: they have to know there was a possibility, maybe a good possibility, that this was going to happen on that stage. and yet we had a week of cheap fakes, how it was manipulated that those videos were us and people focusing on misinterpreted moments. >> dana: the biden inner circle have known what was going on and they called it, as you said, cheap fakes or misinformation. they lied to their fellow democrats. i listened to a reporter for "the new york times." he is on the daily podcast this morning and at the end he said they've been telling me for months he is fine, great, everything is good. that really obviously isn't

true. >> bret: think about the pushback to the "wall street journal" story. >> dana: how about robert hur, the special prosecutor who said he was an elderly man with a poor memory deserve an apology? the justice department is not releasing the audio transcript. i brought a prop. when we're doing debate coverage or any of these state of the union nights you can't see us but we're listening to the screen, we're looking on text and we take notes. these are -- this is the entirety of the notes i took. starts at 9:12. it will be a long 90 minutes. 9:15. if this were a boxing match they would throw the towel. 9:16, 0 chance of a second debate. from amy walter of political report. 9:17 i said biden just took his

best issue, abortion, and pivoted to immigration. they asked him about his age and by then everybody had seen what they needed to know. >> bret: once he started talking. ten minutes in we all were silent when that answer came to a screeching halt. it was shocking. >> dana: it really was. we'll take you through it all this morning. >> bret: fox team coverage on the game changing moment. michael whatley standing by and cb cotton but we begin with jacque heinrich live on the north lawn with the liltest. >> the party is in panic mode. the campaign is trying to turn the focus to trump. a campaign email this morning reads all 50 of trump's lies, 16 more lies than felonies, 48 more lies than impeachment. they issued a pre-debate memo

with a list of important trump lies to look out for. this is what first lady jill biden said at a watch party right after the debate. >> you did such a great job and you answered every question and you knew all the facts. [cheers and applause] let me ask the crowd, what did trump do? lie! yes. >> at a waffle house on his way to the airport, the president said he had a sore throat but that things went well. >> president biden: i think we did well. >> any concerns about your performance? >> president biden: hard to be date a liar. he lied 26 times. big lies. >> biden's campaign acknowledges there will need to be a postmortem on this but rejected the notion it could lead to a different 2024 ticket. >> there is always a truth telling session when these things happen.

joe biden is not averse to hearing things that are bad. he has to make the decision whether he will be a candidate or not. he has done that and he will be the nominee. >> as long as biden is willing, he is the presumptive nominee because he secured the majority of pledged delegates. the party will nominate him in a roll call vote the week before the dnc on august 7th to comply with ohio law. if biden were to step aside from the ticket before august 7th and those delegates are no longer pledged to him and another candidate could emerge. but if any change happens after the 7th it would become a very messy process where the party's chair, jamie harrison, would have to make a recommendation to the dnc and then the committee would need to decide on a new candidate, bret. >> bret: it will be a long day following up on this. jacque heinrich. >> dana: we're excited to bring in the chair whatley.

>> first of all, i -- >> dana: go ahead, michael. >> president trump was absolutely dominant during that debate. he was able to put down his vision for america going forward. he was able to defend his record very well of his time in office. and the strength that he brought to the oval office. and talked a lot about how we are going to over the next four years restore american strength, restore our southern border and restore our standing in the world. >> bret: mr. chairman. i talked to some republicans who thought maybe he did too well. in other words, they may miss joe biden being the nominee and face someone else that they don't even know. what is your thoughts about that? >> this election is going to come down to a question on strength versus weakness and president trump showed strength last night. and if he is debating joe biden, he is going to be able to score those points because he hit his

marks. he talked about the issues that the american people care about. he talked about the inflation that joe biden has unleashed on this country. he talked about the immigration invasion that we've seen from the southern border that he has unleashed on this country and he talked about america being in a position of strength as a leader of the free world. this is how we are going to lead this country forward and it is not just for the next four years, it will set the course for the next several decades. >> dana: last night the biden campaign put out an email that said they had their best fundraising hour ever in their campaign last night from 11:00 p.m. to midnight. i find that hard to believe but we'll check the fec reports when they come out. how was your fundraising last night? >> we had a fantastic night. what we have seen is that when the enthusiasm for president trump tracks donations. donations have been coming in very strong and steady. that's because the people saw his positioning last night

during the debate. the donations especially the small dollar online donations that we're getting in right now are really a reflection of the enthusiasm that the president brings to the campaign. you go back to may. we had $141 million that we raised in just one month. but what was really significant, 2 million individual donors. of those 2 million donors 3%, 700,000 were first-time donors. this is the type of enthusiasm the president brings to the table every time he is able to communicate directly with the american people like he did last night. >> bret: we put some headlines up from different newspapers. here are more. in swing states pittsburgh, democrats deeply worried after thursday's presidential debate. milwaukee. detroit free press, sense of shock. democrats melt down over joe

biden's debate disaster. the other thing you heard from social media was the common refrain that it was sad. it was a sad moment for the country. are you saying that it doesn't matter who the nominee is, number one? number two, do you think that the former president reached out to maybe wary independent voters and suburban moms with his performance last night? >> yes, i would agree with that. i think that this election cycle is really going to be won by president trump because he is the one that is talking about the issues that matter to the american people. the american people have consistently said that the southern border invasion that president biden has unleashed on america and the inflation that he brought to this country when he took over, inflation was under 2%. then it went up to 9% and bragging it is only 3%. that these are the issues that truly matter to the american people. inflation is a statistic, right?

what we need to talk about are the prices that americans are paying. twice as much for a home these days versus four years ago. paying 40% more for gasoline, 20% more for groceries. they aren't making more money. in fact, real wages have gone down. so when president trump addresses these issues, that is how we are going to have our conversation and there is nobody on the democratic side of the aisle. joe biden or anybody else, who is going to put any solutions on the table other than the policy positions that they've already tried to implement for the last four years. and they are going to double down on these failed policies and make america worse. donald trump will make america great again. >> dana: thank you so much. >> bret: thank you. we'll speak to senator tim scott and doug burgum. two men on the vp list coming up. >> he said he didn't have any

months and blew up under his leadership. they spent money like a bunch of people that didn't know what they were doing. they didn't know what they were doing. the worst administration is history. >> dana: donald trump holding president biden's feet to the fire. edward lawrence is live from the white house with a fact check on last night's promises. great work last night. >> 1.4% is what the inflation was when president biden came into office. set aside the performance and drill down what the candidates said. on taxes former president trump said that he would extend his tax cuts that he passed and work with congress to do that. president biden said in the past he wants the tax cuts to expire and pledged this last night. >> president biden: he has increased -- will increase the taxes on middle class people. i said i would never raise the tax above anybody making less than $4 hundred thousand. >> but the president said he would never work with congress and unclear the path to do this.

if he lets the tax cuts expire taxes on every american would significantly go up, including those making under $4 hundred thousand a year. on taxes and debt, president biden said this. >> president biden: he had the largest tax cut in america history, he raised the deficit larger than any president has in any one term. >> so which is true but failed to mention 6 trillion of the 8 trillion spent under president trump went to support americans with various aspects of the covid shutdown. debt held by the public went up 7.9% under trump. debt held by the public went up 6.5 trillion under president biden on pace to almost match the debt increase under trump and no covid lockdown. in the first year of his administration president biden tried to hold onto the lockdowns and relented under pressure from the public. a lot of domestic spending going on with this president at the moment. that spending seems like it is going to continue. >> dana: thank you.

>> bill: last night's cnn presidential debate putting a spotlight on how poorly president biden has aged over the last four years. >> president biden: i am the democratic party right now. >> everything he is saying so far is a lie. everybody knows he is a liar. will you shut up, man? >> president biden you would be 86 at the end of your second term. how do you address concerns about your capability to handle the toughest job in the world well into our 80s? >> president biden: first of all, i spent half my career being criticized for being the youngest person in politics. i was the second youngest person ever elected to the united states senate. now i'm the oldest. the guy is three years younger and far less competent. look at the record and look what i've done and turned around the horrible situation he left me. >> bret: kevin walling and noah rothman join us now.

okay, kevin. you have seen all the reaction. what is your thought? >> i think we're still unpacking it. part of the issue coming out of last night's debate i want to see how many people actually tuned in. i want to see how these clips will be perceived online. how each campaign is going to react to this. in the short term, the president had a tough night, no question. i'm a biden guy through and through and i love this man. he had expectations that were fairly low coming into this debate and he let president trump spend 90 minutes attacking him and falsifying a lot of his own record. no ability to defend the policies that donald trump was focusing on. >> bret: when he walks out and starts talking and has that moment of that freeze, what are you thinking? >> optics are everything in politics. they speak for themselves. no sugar coating that. it was a tough night for the president. the campaign has said they have

had some of the best grassroots fundraising hours of the campaign. dana made that point earlier. i would be interested to see how much they raised. he was on the ground in raleigh. he spent hours last night campaigning again in georgia before going on to north carolina. optics at the end of the day are everything. he has to have state of the union joe biden every day for the next 129 days. >> dana: if you pay attention to this and watched him at the state of the union, say you tune in once in a while. you watch the state of the union, debate. the difference between the state of the union joe biden and this joe biden are stark. you hear from some people that he has gone down even since then. people in meetings with him, as reported in the "wall street journal" last week, with 46 sources who are all trashed by the white house and the biden campaign. nicklaus kristof "new york times" columnist. he wrote this last night. i wish biden would reflect on this debate performance and

announce his decision to withdraw from the race throwing the choice of democratic nominee to the convention. they could still jump in and beat trump. that remains to be seen. the consensus is democrats aren't waiting to see how many people watched the debate. if you look at the "new york times" editorial page today, biden is getting out and they are thinking it is a matter of days. >> they are not waiting because the jig is up. americans have every right to resent the degree to which they were misled about the president's condition. one they observed with their own eyes. president biden had a terrible half hour but the rest of the debate was baseline level bad. not as bad as the first half hour. the degree to which we're seeing democrats cascade and fall all over each other saying joe biden needs to get out and deliver us from our fate is because they have been suppressing this, resenting it over the course of the last two, three, four

months, even years. and kevin, i wish it was just optics. it is not just optics. the president was handed a lay-up discussion about abortion and transitioned into talking about how many people are raped by illegal immigrants, their parents, siblings, in-laws. proudly said he had presided over an administration in which no american soldiers died in combat. 13 americans were killed in abby gate and in january 3rd service members were killed in georgia. that's a huge lapse. either way the president needs to address it and apologize. this is an insult to the american people. democrats should get on board, too, they lied to the public. >> bret: chad pergram saying those closest to the president have not served him well. it is not sustainable. let's see where things are in a week. we have to get through the bed wetting. let's say this all is happening.

how do you think it happens? when does it happen? august 7th is the time that you have to make a decision for the convention. >> of course we're doing that roll call earlier because of the ohio law you mentioned. i think the process will play out. i think they will huddle right now. there is a campaign event in raleigh. the former president is going to chesapeake, virginia. i want to see joe biden on the stump today and see his performance. he has told everyone watch me on the campaign trail and he has got to turn this around. again, democrats love to wet the bed. we're famous for that. we were wetting the bed before last night and only intensified only the last couple hours. but again he has to turn this around and he, i think, hopefully can do it. >> bret: tens of millions were watching last night. >> dana: thank you. as trump's short list gets shorter the south carolina senator says he is ready to

>> dana: president biden and former president trump working to earn the support of a key demographic, the black voter. president biden admits he may have the most to overcome. >> what do you say to black voters who are disappointed with the progress so far? >> president biden: i say i don't blame them for being disappointed. inflation is still hurting them badly. for example, i provided for the idea that any black family first time home buyer should get a $10,000 tax credit to be able to buy their first home so they can get started. i made sure we're in a situation where all those black families and black individuals had to

take out student loans that were ballooning and if they were in nursing and anything having to do with volunteerism, if they paid their bills for ten years, their student debt. all the rest is forgiven after ten years. we'll do a whole lot more for black families. >> dana: president biden's own policies driving away the voters who helped clinch his win in 2020. will they hold up four years later? someone in the spin room last night, south carolina senator tim scott. that was an interesting moment. if you look at the black support in 2020 from fox news voter analysis 91% of black voters were with biden. today when we looked at the poll late last week it was like 71%. so he has lost ground. did he make up any of it last night? she said with a laugh up her sleeve.

>> a terrible performance for joe biden. he made up nothing with any voters. bottom line is this. black voters like the rest of america are now looking at a contrast between the years of donald trump and the years of joe biden. one thing is completely clear, dominant years under donald trump for blacks, hispanics, asians, white americans a 50 year low and women a 70 year old. $28,000 of loss spending power over the last 3 1/2 years under president biden. because joe biden has no clue on how to run our country's economy. 9% in inflation in june and july of 2021 brought to us by excessive government spending. bottom line is simply this. if you want more money in your paychecks, vote for donald trump. lower taxes, higher enthusiasm and a roaring economy. frankly, the border issue is another thing that moves minority voters in the direction

of donald trump. more importantly, think about last night from a global state. embarrassing night for joe biden without question. dominant night for donald trump without question. dangerous night for america. our adversaries watched that debate and they were smiling. our alliesched that debate and they were trembling. so the effects of this debate will not just be a change in the polls, without question donald trump picking up traction, but america on the global stage once again embarrassed by joe biden. the best thing joe biden can do for america is stay off of the global stage. >> bret: you were in the spin room. what was that like from biden's side? they said he had a tough start to the debate and finished strong and seem to suggest he is going on. do you think joe biden will be the nominee by the convention in

chicago? >> vice president must be like the deer in headlights looking for say positive and can't figure out what to do. in the spin room last night now i understand even more why so many people think of national media as an extension of the democrat party. the entire room was deflated. reporter after reporter after reporter lost like a goose in a rainstorm. a devastating night for democrats and the national press and those who hope that america will rise to the occasion under joe biden. won't happen. great night for donald trump. i will say this without any question. listening to the reporters asking the questions, they were already trying to figure out how to use the -- he developed a cold in the middle of the debate last night it was reported. trying to figure out how to make some kind of excuse for joe biden. there is no excuse for joe biden. >> dana: senator tim scott, thank you so much. great to have you here with us

>> good morning and thanks for having me. yeah, i do. look, he had a bad night last night. i hate these debates. been through dozens myself. they're performtive. the bottom line is how do you deliver as president. as governor i have had the job under president trump and under president biden and the difference couldn't be more stark. the ability to be able to deliver what governors need. the ability to deliver on things like infrastructure. simple things we should be able to do. i absolutely believe that and think it is incumbent for us to make the case how the country is moving in the right direction that you saw from the former president, a list of grievances. >> dana: we know a vast majority of americans have concern about the age of the president and his capabilities. he was the one who said watch me. because he wanted people to see him perform. >> my next question. you are more aware of this than anyone.

some people ask whether you are fit for the job and when you hear that, i wonder what you think. >> president biden: watch me. honest to god, that's all i think, watch me. if you think i don't have the energy level or mental acuity, then, you know, that's one thing. it's another thing to just watch and keep my schedule. do what i'm doing. >> dana: that was two years ago. "the new york times," for example, if you look at the headlines today on the editorial page, all of them are saying it is basically over and waiting for the announcement that president biden will back down and have a change of heart and turn this around. but you are saying that you believe that joe biden will give the speech at the dnc convention as the nominee? >> look, one bad night. i think we can learn something from republicans. they will not abandon donald trump through indictments, through whatever it may be.

needle for them. michael clemen, nick schultz and caroline suarez join us now. carolyn, you were concerned about housing costs and affordability for people. last night was something else. what did you take away from it? >> well, to me both candidates didn't hit the main points that i wanted to hear. mainly because they were more focused about, you know, throwing punches at each other. which i understand is part of the day but at the same time i wanted to hear more about what they are going to do. what will be the policies that they will implement to change what is going on in the current economy. i believe they don't -- they both did a poor job in letting me know as a voter what will change if i voted for either one of those candidates. >> dana: do you remain undecided this morning? >> oh, yes, oh, yes. i don't think that they -- like i said, both did a poor job

talking more about what they are going to do. it was more like what they did before. >> dana: in the past, okay. >> in the past, exactly. i need to know what will we do moving forward to help this economy thrive again. >> dana: nick, you are driving the youth train of this panel and undecided last night. do you remain so today? your top line thoughts from last night? >> yeah, i think i got a lot of texts from my friends who aren't really that involved in politics and don't really follow it and i think we were kind of shocked to see the mental capacity that joe biden showed. i mean, i don't really know how we can expect joe biden to understand issues that young people care about when he can't -- it seemed like he struggled through the 90 minutes he was on the stage. i don't think i can vote for someone, let alone someone that has the nuclear codes.
