by the high stakes abc interview believe there's nothing he can do do to reduce the damage. the s is going to the hit the fan on monday when congress returns, a house democrat says they're scared about their own races but also about the country and democracy. whatever happens today, it looks like everything's about to start going down as early as a to. lisa: i love how the threats to democracy people, you know, with democracy -- first of all, we're a republic, but beyond that, the threats to -- look what they're thinking about doing, right? you have 99 of the delegates pledged to joe biden. he has gone through this process, he's earned the vote of democrat primary voters, hopefully not general election voters, god willing. what some of these democrats want to do is, you know, get together in some room behind the scenes and potentially change the trajectory of that to pick -- will: right. lisa: -- whoever the eventual

nominee would be, so how is that democracy? how is that letting the voters decide? will: no doubt. joey: i've got a really good friend that worked for the speaker of the house, and she told me one thing everyone thinks the strategy in congress is "house of cards" when in reality it's more "veep." [laughter] things kind of happen and they just is react. i think we've kind of seen that among the democrats because there if my understanding, technically within the dnc joe biden absolutely has to decide for himself to give up those delegates in order for them to even have the opportunity to to pick someone else. it's not something they can take away from him. so these democrats are out calling for it, and i guess it's who do you think has the best strategy of getting him to step down is what you're looking for. right now they're being nice, you know? sail away into the sunset, let your legacy be what it is, pass the torch. at what point does it become, you know, or else? we have big donors that are a

pulling money out. what levers do they have that they could move on him? i don't know that they have any, but pontificating here for a second, what is it that could make him pull out of the race? he says nobody other than god almighty, so -- will: i guess some combination between what you both are saying, because i agree with lisa, this is completely anti-democratic. he was the only guy really on the ballot for the democratic primary, but still he won the primaries. so he won, democracy, for democrats. and now all of a sudden an unelected, elite cabal of donors and high elected officials are going to say, you know what? doesn't look like you can win, so you need to step aside. and it's no surprise because the number of things we've set aside in order to save democracy, but it's not really in the spirit of democracy. lisa: well, what's hilarious to me, i mentioned yesterday about this american bridge, it's a democrat pac, and one of the individuals said a comatose or dead joe biden is better for

them with swing state voters than kamala harris, but what does that say about the democratic party? because these are the two individuals they selected. you've got joe biden at the top of the ticket, and you've got kamala harris who, you know, joe biden potentially has dementia. we all know something is going there. we have seen it, observed it with our own eyes and ears, and then your second person, your vp, is apparently worse to some democrats than that. if so what does that say about the decision making of the democrat party? [laughter] joey: you know, one person that hasn't been mentioned here because he's nowhere near consideration because he's declared himself independent, but what world would we be in today if they had allowed rfk jr. to debate and primary? i know he's out there on some things, but when you talk about maybe his biggest controversy being antivax, you know, that brings in the hippies, the people that don't want to be told what to do. and so, you know, if they would have had a democratic process, they might have a different

nominee right now. will: well, now that the green light has been put out on joe biden, everyone's willing to tell at least some semblance of the truth including the fact that most of his interviews are scripted, are controlled. joey: yeah. will: this was revealed with a radio host revealing the biden campaign gave them a list of questions that could be asked to joe biden. >> were those questions given to you by the white house, or did you have -- or the campaign p or did you have to submit questions ahead of this interview? >> the questions were sent to me for approval. i approved them. >> okay. so the white house sent the questions to to you ahead of the interview? if. >> yes. i got several questions, eight of them, and four of them were the ones that aapproved. >> okay. and the reason i asked is not a criticism of either of you, it's just if the white house is trying now to prove the vim, vigor, acuity of the president,

i don't know how they do that by sending questions first before the interview so that the president knows what's coming. will: it's no surprise, we have all seen the placards he holds with the pictures of the various individuals who he's got to call on in order, at times. that wasn't scripted. but the biden-harris campaign is saying this: it's not uncommon practice to share topics they would prefer. the president was asked about his debate performance as well as what he delivered for black americans. we do not condition interviews on acceptance of these questions, and hosts are always free to ask the questions they think will best inform their listeners. lisa: see, that's even a lie. and even the statement is gaslighting because they mention if it's not uncommon for a campaign to, you know, to put forward topics, but that's not what they did. the campaign put forward here i believe it was eight a questions, and the radio host selected four to ask. that's two entirely different

things. so even in the statement they're gatt gaslighting and misleading voters. and, look, i've been a campaign staffer on capitol hill, i've been a communications director on that side, i've been on this side of it in television, i have my podcast, i've interviewed president trump, we've all interviewed people, you know, governors, senators, house members, everyone, no one has submitted questions. that is very uncommon, and i think that tells us a lot about the media willing to capitulate to joe biden and that joe biden is incapable of handling whatever questions a host would want to ask him. joey: yeah. this is just the latest, i guess, card to fall on sunshine to be shone on what looks like a cover-up by those in the media, the democratic party and those in the biden administration who knew for a long time this was a problem. this is joe concha, fox news contributor, earlier. >> they literally just admitted, okay, we won't do it going forward. sorry, slap on the wrist, you caught us. i mean, this is such a bad look for biden in this moment when

his team is desperately trying to show that he is not up for the job now, but for the year 2028 imagine joe biden at age 86 doing this job. this shows his team simply does not trust him outside of a teleprompter. but more importantly, whoever was sending these questions in advance is complicit in the biggest cover-up in modern american political history. by admitting in that, yeah, we did it, we won't do it again, sorry, that's just not good enough. heads must roll starting with this president who should not be president anymore. forget not running anymore. if he's acting like this, why does anybody think it's safe for this country to keep this man in this job as a commander in chief of our armed forces for the next 200 days until inauguration day? will: speaking of the cover-up, congressman chip roy was on with us a little bit earlier, and he mentioned he wants to pull together a house oversight committee hearing to focus in on who's been a part of this cover-up of keeping from the american people or attempting to keep from the american people joe biden's condition.

and he wants to focus in part on kamala harris, the vice president, who played a big role. if kamala harris, by the way, not talking lately about joe biden. axios is reporting less than 24 hours after biden's underwhelming abc interview, only ramped-up calls for him to step aside is, kamala harris mentioned her boss only once during a half hour q&a. she stopped short of asking for support of biden by name. lisa: i think if it's not joe biden, it has to be kamala harris. i mean, one, because she's the vp, and that's the natural secession, you know, that's what happens. but also what would it say about the democrat party to say not only did we completely screw up the president, the top of the ticket, but also kamala harris is so bad we don't want her to take over for joe biden? and then you also just have the logistics, right in joey said earlier this isn't "house of cards," right? there is a logistical buzz saw that democrats are dealing with as a well. you've got fec issues with what

to do with the biden campaign cash, kamala harris is on those fec filings so that would make it easier for them. also what a does this say to democrat voters and these delegates, 99% already pledged? kamala harris is the only person, in my opinion, that makes sense for them the try to look to next. joey: will, you've harped on this, and i understand exactly where you're coming from, what about the complicity of kamala harris in this cover-up? will: right. joey: if anyone has known the capabilities or lack thereof of joe biden, it would have to be her. she campaigned with him for a year before they took office together, they should be working together almost daily. she would know if he's having a true cognitive decline which is what we think we see. and you know what? there's this hur report, and he didn't say that joe biden has dementia, that joe biden is incapable of running the country. he simply said in his question and answer he came across as a bad memory and someone that would look like a nice guy but not one that was fully capable

of being complicit in this because of his problems. will: just as a reminder, robert hur, special counsel back in february looking into joe biden's classified document case. joey: yeah. will: and in the course of that interview which, by the way, the deposition has been classified. the biden administration has not allowed us to see the actual text from that, but hur concluded joe biden couldn't remember when he was vice president, he couldn't remember the -- i'm talking about not down to the day, but years of when beau biden died. he couldn't remember a lot of things which added up to hur as, well, guy's not going to be period of time prosecute if,. i'm not going to be able to go in front of a jury and say did he intentionally hide classified documents because he wasn't up to all a his faculties. joey: yeah. will: back to cam rah a harris, she was one of the main defenders of joe biden after the hur report in february. >> the comments that were made by that prosecutor, gratuitous, inaccurate and inappropriate. the way that the president's

demeanor in that report was characterized could not be more wrong on the facts and, clearly, politically motivated. gras due -- gratuitous. [laughter] will: it's just kind of funny that we're five months removed from that. lisa: i whole hearted wholeheartedly disagree with robert hur -- to mishandle classified information in the senate you're taking out of the skif, it's a lot more difficult process than to mishandle information as a vp. and he also knowingly told his ghost writer he knew he had classified information, so there was nothing well-meaning, well-intentioned about that. this is a man who has a knowingly abused the law, knowingly mishandled classified information and should stand trial, in my opinion, for that. so i think that's a gross mischaracterization of what the actions this man on the screen

took -- will: not to debate you -- lisa: this is a debate. it's go time. [laughter] will: i don't think hur is saying joe biden was well-meaning, i think he's saying because of his memory which was clearly failing, he'll come off to a jury as this. so the point isn't so much to relitigate the classified documents part of this, it's to show that in february, six months ago, he was already showing, i mean, of course he was. he's been showing it for four years or more, his mind is going. lisa: okay. so why would the intention, why would his circumstance now negate his intention at the time which was not well-meaning, which was -- will: you're saying it was a circumstance as a well -- lisa: no. but in the '70s and '80s he was allegedly in good health. he didn't have -- will: this is about the classified documents in mid -- lisa: yeah, but if i murdered someone 20 years ago -- joey: well, i hope that's not -- lisa: i have not. here as biden flounders, it sayt democrats aren't sold on kamala harris. honestly don't know if harris can win in november or if she truly is the best candidate to steer the country away from what appears to be certain ruin if trump wins. what i do know is that harris faces a higher bar due to her gender and race. the outright dismissal of her as a serious replacement for biden is irresponsible. not to mention sexist and racist, and it underscores the double standard that women and people of color face, especially those at the top of their game. will: that's going to be -- in this, that's a preview. joey: yeah. absolutely. and, you know, you have on one side people calling her nothing more than a dei hire. on the other side you have people saying that in and of itself is the existence of the racism and sexism -- will: right. joey: i say look at her record, look at her performance as vp,

look at her public reception and perception as vp and make your own mind up. and this i think that's what a majority of these democrat operatives and donors having -- having to weigh because i think a lot of them are behind her, but i don't know that they believe if she's a better option. lisa: the same media who they were willing to lie to you about joe biden are the same people who are going to say kamala harris is the second coming if it does end up being her. will: no doubt. joey: we'll be here to see it. all right, fox weather alert, hurricane warnings are issued along texas' coastline. you can see rain drenching the streets in houston as the tropical storm is expected to intensify into a category 1 hurricane before it makes landfall tomorrow morning. will: meanwhile, residents in galveston are under a voluntary evacuation order to. lisa: let's turn to chief meteorologist rick reichmuth for ourwet forecast. rick: hey, guys. yeahs, at least a category 1, some indications that all

environmental conditions are really in race in place, so we could be seeing some rapid intensification as this storm is moving towards landfall, likely around 18 hours or so from now. still has plenty of time over really, really warm water, is and that's going to be one of the items that allows for this intensification that we're expecting to see. pressure continues to come down a little bit, winds still at 60 miles an hour. if the storm gets its act together, then we see that strengthening right up until landfall. bringing 6 feet, maybe upwards of 6 feet of storm surge in some spots. tornado threat begins tonight, so really your at the final chance for preparations that you need in place. some flooding, mostly later on this afternoon as the rain moves on across parts of coastal a texas. tomorrow it moves further north, could see it across parts of arkansas as with we move toward tomorrow afternoon and in toward the day on tuesday. one other story, there is a massive heat wave that's happening across parts of the west breaking all kinds of

records. got to 124 the other day in palm a springs. las vegas are over the next few day, all the time high record 117? three out of the next four days it's expected to be higher than that. the heat is going to be high and long lasting at least for the next week. back over to you. will: thank you, rick. turning now to a few additional headlines, police officers of the family of fallen nypd officer amelia renhack paying their final respects on long island yesterday, her husband saying, quote, instead of being sad over the things we didn't accomplish, i'm happy and if blessed we were able to do so much in the time that we had together. renhack was killed when police say a suspected drunk driver plowed into a long island nail if salon. three others also died. the suspect was charged with a dwi. attorneys believe the charges will be upgraded. the tsa is expecting a record number of flyers today estimating they'll screen 3 million passengers. according to aaa, more than 70

million americans have traveled these past 9 days for independence day weekend. the organization says this year could break records for car travel with more than 60 million drivers estimated to have hit the road. and check this out, a massachusetts teenager stopping a runaway boat in the middle of a new hampshire lake earlier this week. the sailing instructor says he was teaching a class when one of the boats hit the throttle full blast to force him overboard, and the boat sailed around in circles. anniversary summit. and his mental health and fitness for office becomes critical, becomes a critical focus on the world stage. nato secretary-general jens stoltenberg joins us now. mr. secretary-general, thank you for joining us. this has been the topic in the united states for at least the last week, for some for the last few years, does president biden have the mental acuity to be, in his own words in that interview, the leader of the world, but especially to lead nato in many ways with so much going on around the world? >> well, i will not be part of a domestic u.s. debate, but what i can say that that i just add had a couple of weeks ago a good is and productive meeting with president biden in the oval office and that this week we'll make important decisions at the nato summit in washington on defense, on ukraine and also to work more close closely with our partners to address the threats and challenges posed by china. and, of course, all these decisions that we take this week

would not have been possible without u.s. leadership. so i look forward to an important summit in washington this week. joey: i understand that you don't want to get into partisan politics. we understand that completely. we are worried though about a national security -- the national security of the u.s. and the world. we have what's going on in ukraine and other places. nato a big part of that. in your experience, you've dealt with president biden for many years, have you seen any sort of cognitive decline whatsoeversome. >> if i start to answer questions like that, i will be dragged into internal debate, and the reason why nato is the most successful alliance in history is that we have stayed out of domestic issues. and i intend to continue to do so. there were elections in u.k. just a couple of days ago, france today, and nato is not part of those domestic debates. the big thing is that we are making a lot of progress together. for instance, on defense spending, european allies are now spending record high on

defense, 23 allies are spending more than 2% which is a nato guideline on defense. that is huge progress demonstrating that u.s. is not carrying the burden alone but allies are stepping up when it comes to burden-sharing -- joey: absolutely. and during president biden's tenure, russia has a invaded ukraine and nato has stepped up in many ways. what will be the top of the agenda for the summit this week in d.c.? >> it'll be ukraine and the importance of supporting ukraine and not least because what happens in if ukraine is not only about ukraine and europe, it's also about china and asia because we see how iran, north korea and china are sporting russia's -- supporting russia's illegal war against ukraine. so if president putin wins in ukraine, it will not only embolden president putin, it'll also embolden president xi and

beijing and moscow will get their way when they use military force. it's in our security interests to sport ukraine. it's not charity, it's in our interest to support ukraine. joey: one of the biggest issues on ukraine in debate in the united states is whether or not it should be added as a nato country. do you expect that to be on -- as a topic of discussion? and do you feel like ukraine will be added as a nato country soon? >> membership for ukraine won't be an issue, but i don't expect that there will be issued an invitation, but we help to ensure that ukraine can move closer to membership by providing training, equipment to insure that the nato, that the ukraine armed forces move towards meeting nato standards but not a decision on membership. joey: mr. secretary-general, thank you so much for joining us and answering these questions. as americans, we'll err -- we're really concerned about the security of the world, and we

♪ lisa: it's been 24 years since a republican carried the swing state of new hampshire in a presidential election, and now donald trump adding it to the list of blue states he is aiming to flip red this november. new hampshire governor chris sununu joins us now. governor, it's great to see you. so, governor, we see team biden, e believe they have about 14 different field offices around the state. team trump, i believe, has one and then another state party headquarters. but you have a political apparatus that helped get you elected to golf. what do you -- to governor.

what do you plan on doing to help president trump win this election? >> well, again, the trump-biden election is kind of its own thing. and one thing i've kind of been trying to tell the team is, well, the president goes into some of these swing states like new hampshire, he does the rally, a lot of new folks are coming, those are great with. one thing i've been telling the campaign they should be doing to differentiate themselves is those retail stops, right? those classic retail stops. it could be as simple as walking into a coffee shop. when president trump walks into a coffee if shop, the whole place goes crazy, the news goes crazy, it's all over the place. biden can't to that, right? because he's afraid to be asked a question. he goes in and eats an ice cream cone and looks foolish. so finding those pasts and opportunities for former president trump to keep differentiating himself, i think, is key in a lot of these different swing states. that's campaigning. that's how you win these races on the ground. lisa: the point i'm making is you have an existing

infrastructure in this state, and polls show this is viable for president trump. so, you know, surely you could help utilize that infrastructure to help him win. >> i have -- well, i don't know if i have an infrastructure. i'm not running for -- [laughter] i'm not running for anything. but the other opportunity is the other campaigns, like i'm stepping down as governor. you have two good candidates running in their primary to replace me. those infrastructures, those armies on the ground are very valuable. the other thing new hampshire has is 400 members of the house of representatives, and that means we have 400 house campaigns going on right now. and so that's the infrastructure that presidential candidate, if they're smart, can really tap into. those are folks on the ground knocking on doors, talking to people every single day for 400 races across a small state like new hampshire. that's an incredible army, if you will, for the republican party. and new hampshire, like a lot of these other swing states, i think, you've got to win ground up, right? if you get the base out there, the average, everyday voters talking to their neighbors and friends and family, if that's

the infrastructure you're putting to work, that helps the top of the ticket. trump only lost here by a thousand, a couple thousand votes here in 2016, so it is very much in play going into '24. lisa: governor, we have seen polling showing trump up in the state of new hampshire. how winnable is new hampshire for him? >> it's very winnable. oh, there's no question. this'll be a nail-biter. it'll be within 1 is 1 or 2% either way. latest poll had im-- him up a couple percent here. that was right after the debate so, again, that will tend to crest down to more of a dead even, split type of a race, but as we've seen in previous elections, our 4 electoral votes can be a difference maker. my sense is the former president's going to keep coming here. the current president realizes he's got to put infrastructure -- he's got, like you said, 14 offices or something ridiculous, so the biden administration is wasting money and kind of flailing on, in a defensive position. using, to your point, that infrastructure that former
