for the nato summit in d.c. as it continues. this before a rare news conference where the stakes could not be higher coming later today. good morning, everybody. a day of consequence? could be. i'm bill hemmer, good morning. >> dana: i'm dana perino. this is "america's newsroom." it's a big day and i think we'll make a lot of news on this show. the president's first news conference in eight months and sure to face an onslaught of questions for his fitness for office. >> the white house has spent the past two weeks in post debate damage control. republicans are seizing on that chaos. >> the democrats are in absolute full panic mode. not because of the president of the united states is unable to perform his duties as commander-in-chief and they are in panic mode. >> this is the ebb, the worst you'll see the biden campaign. >> i think what we are oh he seeing out of democrats they are living in the box they created for themselves by lying to the

inside this white house as nancy pelosi yesterday opening the door for biden to change his mind and chuck schumer reportedly signaling to donors he is open to dumping biden from the ticket. they are among the handful of voices that really matter to biden in making his decision. that group also includes barack obama. "politico" reports this morning that george clooney gave obama a heads-up that he would be calling for biden to drop out in his op-ed and obama did not object reportedly. the biden campaign down played clooney's op-ed indicating biden has more stamina than clooney. that fell flat and his allies are trying to clean it up. >> i question whether george clooney has spent a lot of time with president biden in person. i'm more of a matt damon guy. i have never had an incident or encounter with joe biden like that debate. my wife and i watching it also found it shocking.

it was not what we expected. >> a new poll shows 56% of democratic voters agree biden should withdraw from the race despite his claim it is only party elites who want him out. that is seven to ten among independents. democratic chair is saying the more biden's candidacy is front and center the more time lost focusing on trump. >> lock your knees, stiffen your spine and support this president. if you spend more of your time talking about joe biden than donald trump and project 2025, folks, you've got to do a course correction. >> the president has a chance for redemption in a solo press conference, his first since last november. and every word he says will be under a microscope. here was the president last night at a dinner with nato allies. >> president biden: the allies in this room not only share a common language -- don't chair a common language, we do not chair

we played it yesterday. it got a lot of play, frankly. i think in this sound bite it holds a golden nugget. nancy pelosi choosing to go on msnbc yesterday. >> it is up to the president to decide if he is going to run. we're all encouraging him to make that decision because time is running short. >> bill: it's up to the president to decide if he is going to run. the president said he has already made his decision. how would you parse that language there? >> i think the former speaker was three clear and did it on purpose and went on a morning show that democrats watch. she is telling the president that his decision is not the decision she wants. she is also saying to the democrats that hakim is not the leader of the democrats, she is. hakim is being weak by not taking a position. the democrats should look at something else. while all of this is going on, the numbers for kamala harris

have actually dropped. she is in a worse position than she was at the end of june before this ever came forward. so if they remove joe biden, they will be in the polling position that is even a worse position they are today. this seems like it will continue to linger until they get to their convention. because the president has not put this away. the real concern here is this is becoming the democrats' watergate. who knew it, when did they know it and what did they do? you will see damaginging forward and inflicting it themselves. i think president trump has played it smart. the republicans have played it smart. be quiet, let the democrats hemorrhage by themselves. have their own watergate to go into chicago. >> dana: yesterday i felt like nancy pelosi poured the gasoline. george clooney lit the match and hakeem jeffries and chuck schumer declined to call the fire department. they just let the fire rage overnight. to me the campaign, it is done for the biden team. i think they even are starting

to realizing it. but i wondered about some of the poll numbers. the congressman from california there, he said if they have different poll numbers than what we're seeing they should show it to us. i assume that good polling doesn't exist somewhere. are republicans looking at a possible easier path to get to the majority in the house and senate while this turmoil goes on at the top of the ticket? >> i think you are right. biden has not put this away. i'm seeing polls in california, a seat -- a democrat poll that biden carried by 13 that trump is now leading by 13. a switch of 26 points. you see this continue. a number of democrat seats that biden carried in california he is losing. they are in a panic. remember, you have watched this white house has not been able to put this away. remember axelrod started this a long time ago and so did carville. i believe you have president obama behind the scenes pushing

this and why it continues to linger out there. an internal battle he is doing. george clooney would have never come forward unless obama allowed and said it was okay. this is why they have a conflict within. you are right. we're seeing polling in places we haven't seen before. i think president trump will carry states he hasn't carried before. i think the senate will pick up more seats than you believe and republicans in the majority and it would be mal practice if the republicans in the house didn't pick up more seats. easier to win seats this election than the last time. the last time biden won the presidency was the first time since 1994 not one republican incumbent lost. democrats lost 13 seats and he had a rating plus ten. >> bill: if i'm on biden's team and wake up to the washington poll and making the case i'm the guy that can beat trump, it is a tie game right now. and that would portend good news

>> what's going on behind the scenes is -- is the biden campaign and many democratic officials do believe that barack obama is quietly working behind the scenes to orchestrate this. >> bill: that was from earlier today. the president's favorite morning show sounding the alarm over reports about the former president. we remember the scene from last month in hollywood. former president obama appearing to usher president biden off the

stage at that moment right there. obama has notably kept silent. a lot of surrogates have not. a new report say the former president might be taking a much larger role behind the scenes. lucas tomlinson is on that story reporting in d.c. what did you find out? >> good morning, bill. "politico" reporting today the before george clooney published "the new york times" op-ed calling for president biden to bow out of the race he reached out to his old friend barack obama to give him a heads-up. while obama did not advise clooney to say what he said he also didn't object to it. clooney and obama attended the hollywood fundraiser last month where more than $30 million was raised for the biden campaign. clooney said biden was the same man we witnessed at the debate. former obama aides are also weighing in. >> i thought it was bad and at times very hard to watch.

in fairness to biden i don't think the interview could have solved the political problem that stemmed from the debate. it stopped the bleeding. it made me more concern. >> it wasn't just a bad night. we all saw it. >> other obama alumni are taking concerns public. >> it was not surprising to any of us at the fundraiser. i was there, clooney is exactly right. every single person i talked to at the fundraiser thoughts the same thing except for people working for joe biden. >> the question is whether the risk of the status quo eclipses the risk of trying something else. and i think we've reached the point where many have come to that conclusion. >> "politico" is also reporting nancy pelosi is urging fellow democrats to withhold public calls for biden to step aside from the race until after nato leaders leave the nation's capital. the nato summit ends today. >> bill: thank you, nice to see you. >> dana: for more on this let's bring in robert wolf.

former economic advisor to president obama. good to have you here. i want to ask do you think biden should stay in the race? >> you know, i've been on wall street for 40 plus years so i'm not great when it comes to hypotheticals. it is a choice election. the choice is president obama and former president trump and no question i'm not waivering here and supporting president biden. that's where we are. we all know the whole idea of an open primary. the last one was 1968 and didn't bode well for the democratic party. so i think this -- >> dana: is it really the choice? you have nancy pelosi, the speaker, saying joe biden we would love for you to reconsider. campaign donations drying up. polls are not good, people are starting to walk away. the democrats do have an opportunity to turn things around. i think that there is a choice but you think the choice is closed? >> dana, you know the choice is

up to president biden now, right? we went through. he is the presumptive nominee and will be the nominee. this idea that there is this third person in the wings, i haven't seen it. i haven't seen the way this is going to happen. i think if president biden stepped down then the democratic party would absolutely go to whoever the next person is an likely would be kamala harris. today the choice is president biden versus former president trump. i think we can always look at hypot hypotheticals that's not where i play. >> bill: nbc news. disastrous, biden campaign fundraising takes a major hit. the money has shut off. donors are negative. two quotes in the article there. second quarter fundraising trump blew it out $331 million. biden $264. here is what we learned during the primary battles. when you are a candidate and your money dries up your

candidacy is over. what are you hearing about the money spigot with joe biden? >> i think that's a fair comment. i would play the other side of what nbc said. the campaign who i spoke to told me that the first week in july grassroots were at record numbers and donors were coming en masse. we'll only see the numbers when they come out. i would say i was on that donor call with president biden. you know, bill, you know i've been a staunch democrat and significant donor for decades. i haven't had many presidents come on a donor call. to me when the president comes on the donor call and starts with a maya cull pennsylvania admitting the debate was awful and thanking the donors for standing with him and talking about we have to really just look at keep our eye on the ball. the eye on the ball is beating former president trump. to me it's a good call. i know that we could, you know, look at every question asked for

who didn't get to ask a question, but based on my decades of calls, when a president joins especially during a week like nato, i'm actually supportive of that type of call. >> dana: you are a donor and advisor on wall street. would you donate to the biden campaign right now or do you think it would be throwing good money after bad? >> i have donated large amounts to the biden/harris campaign. >> dana: since the debate? >> no, i actually put a large amount in and saw him a few months ago. which is normally what happens. donors, you know, fund themselves, get funded when they are at an event. i have actually gone to two of his events. and i will continue to support the biden/harris campaign. listen, i think that this has been a tumultuous ten days. brutal. i wish we were talking about today's economic numbers with softer inflation and better

labor markets and strong week with the nato alliances. we're not. right now the democrats have this circular firing squad going on. in my opinion we're missing an incredible opportunity into the republican convention but that's our own fault. >> bill: you said you were on the call with joe biden. they said the call seemed contrived. did it seem contrived to you? >> it didn't to me. look at the glass half full or half empty. my view it was an ad hoc call the president got on, he answered some questions, he took the time to thank the donors and more importantly, he went right there at the beginning saying it was an awful day, that debate. it is on me. i'm not sure what else you can ask from him at that point. whether he decides to take a next step or not i think it is totally up to him what he decides to do, whether donors

than a two plus two. we're working it out. i won't go into specifics from here but expect a solo press conference from this president at the end of the nato summit. he is looking forward to it and he will be taking your questions. so that will be a good thing. >> bill: you will see the president throughout the day because of the nato appearance there throughout the day in washington, d.c. but 5:30 is what the clock tells us later today. teeing up this rare press conference. the basement strategy now. you go back to covid of 2020 and think about the biden presidency thus far. 41 months in, 41 total months. of which 30 of these 41 months he has gone without a solo news conference meaning on the stage by himself as he will later today. you have gone 16 out of the 41 months without a tv news interview. meaning sitting down with an anchor or reporter across from you one-on-one somewhat like we saw last week with george stephanopolous. ten of these 41 months he has

done neither of the two. so today is a big moment. we started our show saying it is a day of consequence. it could be depending on his performance. questions asked and how he deals with it. solo news conference in the first term up to this date biden has had 14. obama had 32. that was kind of a different time right now and cruise to our panel right here. this trump number 16. remember how many times we've been on the air and helicopter is on the south lawn and out there firing away, 50, 60, questions, didn't matter. it was common for trump. that number in the middle is a little misleading to be fair to what happened there over four years. >> dana: we have charles payne and paul mauro joining us. charles, my point on this was that i said last night on "the five" if i were the white house coms team i would cancel tonight's press conference. a reporter called it a big boy press conference. they repeated it. it has become the standard

bearer. they've raised the stakes so high it is unsustainable for americans to parse every word to see if joe biden will make it through and save him a lot of embarrassment. last night the campaign to me was over, it had collapsed. >> i think it was over after the debate. it is interesting the media says it's the next make or break. i thought the abc interview was that. the first comments at nato were the make or breaks. how many make or breaks will the media give him? a new poll this morning even 56% of democrats say he should get out of it. so it's only make or break, i think, in the media's eyes. if he is coherent for a brief moment in time they get that. we're concerned about the moments when they aren't coherent especially at critical points for our world and country. >> bill: sunday he spoke for ten minutes at a philly church. today will be longer than ten minutes, paul.

>> let me be contrarian. how many bricks can fall and he is still there? realistically you could say this is almost like the clooney press conference. he has lost hollywood and these bricks keep falling but still there. at some point you run out of leverage. today's conference will be interesting. i think he is going to do pretty well and here is why. the questions will be -- he knows the questions. not because the newly adversarial press corps has given them to him. what will you ask about nato? certain things you know are coming. are these nations going to commit to contributing their 2% of gdp. most still are not. are they buying new material, 20% they are supposed to put into that. metrics. he will get those questions. those are the nato questions. then he will get the demeanor questions and the stuff about the campaign. he knows it is all coming. i would say that he should be prepared, he gets through this, he strengthens his position and the other, the get rid of him side in the democratic party are

eid up the agenda because whoever takes that seat now is inheriting the same agenda. it is taking on water like it never has before. economically and nato. the nato conference will be a fail. most of the nations that really matter are not putting in their 2%. you have the border issue which just continually goes south. so you still have inflation, you have real wages going down. by all the metrics, israel now you are looking at a two-front war depending on hezbollah. inflation, israel, immigration. all of those are going in the wrong direction. short of obama coming back in or michelle coming back in there is no way to turn that around. there is no charisma in the world that can right that ideological ship. at this point it is a little bit of a fate accomplished. i think he hangs around. by now i think you have to say he will survive it. i don't think it matters. >> dana: now that you called up michelle obama i have to call jesse watters and say new york

running for president in that democratic primary. she is not prepared and is not capable of serving our country as commander-in-chief. she wasn't then and she is not now. that's very, very clear. also whether it's biden at the top of the ticket or if they elevate kamala to be at the top of the ticket. either way, if the democrats win we'll see a president kamala harris, that is certain. what is also true is just as we've seen with joe biden, who is incapable of serving as our commander-in-chief today, that will continue with kamala harris. we'll see those unelected people behind the curtains making decisions about our country and foreign policy. we'll continue to be the ones who remain in power which makes it so we as voters are not able to hold them accountable and will continue to see the disastrous policies here at home and disastrous foreign policies that have made us less safe, closer to the brink of nuclear war and on the verge of wars with russia and iran and china
