>> kayleigh: a staggering 24 hours has weakened president biden's reelection. as he faces what me the most high-stakes pressure presidential news conference in modern history. remember today we were supposed to be talking about donald trump being sentenced. but we are talking about the survival of president biden politically. just hours from now, biden is set to give the solo news conference at the nato summit as he fights to prove he's fit for office. also senate democrats meeting with biden's top advisors to vented very serious concerns about biden's viability. house minority leader hakeem jeffries is about to hold a news conference as fear surged to the democratic party that biden will lose to donald trump in a historic g.o.p. landslide. we will take you to that when it happens here we've got a lot of breaking news. hello, everyone. this is a "outnumbered." i'm kayleigh mcenany with emily compagno, also joining us fox news contributor

tammy bruce, former nfl sideline reporter and host of the michele tafoya podcast. michele tafoya. and bill hemmer. happy to have him today. the stakes for biden's solo appearance at the nato summit are escalating by the hour is his support for his candidacy unravels. supporters from congress to hollywood are all warning that he needs to step aside for the sake of the party. meanwhile, new reporting by politico reveals former speaker the house house nancy pelosi has suggested to people that biden won't win this november and should step aside. she is encouraging democrats to speak out. we are also learning that former president obama knew about george clooney's devastating op-ed about biden. clooney reportedly told obama what he was about to say but obama didn't shape what was going to be said but didn't try to stop them. biden is desperately fighting to

keep his job, and two of the most powerful and influential democrats may not have his back. bill, i think it's important to pause for a moment before we get all the obama reporting and let it sink in. that right now during this hour as of three weeks ago were supposed to be talking about donald j. trump being sentenced in a manhattan courtroom just down the street. instead we are talking about the survival of biden. >> bill: it's been bumped to september and who knows if it will happen on the calendar for judge merch on in that month. i think you're right about it. there is moving parts right now as we speak. the story is changing by the hour. hakeem jeffries announcement that house democrats are going to meet again at some point in addition to what he has to stay at 12:30. biden staffers meeting with senators. you've got a memo that was obtained by the associated press about biden's path to victory and they point to wisconsin, pennsylvania and michigan is the clearest way to win again and
9:04 am
they also point out that no other challenger right now it will outperform joe biden in the democratic party. i think that's significant. they are fighting on the inside of the campaign as well as the white house. hillary's colton is a democrat from grand rapids, michigan, represents congressional district 3. it's been republican for a long time. democrats took control of it but it's still one of the swing districts. she just came out an hour ago and said biden should step down. gives you a sense i guess what she is thinking in a head-to-head race with a republican challenger that you have to be determined there's going to be primary races later in the summer. look at their washington post poll. head-to-head registered voters is 46-46. if i am biden, i'm like, that's good news. six to 7% of all voters. 85% of all voters think he's too old. then you go into this, little bit later here, if you were to

go with a backup plan according to what abc and "the washington post" has found, 29% among democrats named kamala harris. she easily led everybody else in the group but they had 30 candidates on this questi questionnaire. she's the only one in double digits. everyone was in single digits. it leads you to think that if biden drops out, how would they forge some sort of unanimous candidate for chicago or even during chicago. >> kayleigh: a ton of questions. as you noted, the tenth house democrat calling for him to step aside reports are there will be more. there waiting for foreign leaders to leave town and nato to wrap up. we will see if that happens. the big picture here as we look at this, the story last week was that the dam was breaking. we saw these democrats calling for them to step aside and then it was that the dam is holding. seems like at least in the front
9:06 am
of cameras house leadership was saying this. then you get clooney yesterday and i figure was significant and pelosi on "morning joe." all the more significant when you read the playbook today, we are told that he reached out, george clooney, to former president obama to give them a heads up. obama did not encourage or advise clooney to say what he said, he also didn't object to it. we are told from people familiar with it, saying pelosi is encouraging swing state democrats if you want to come out against biden, do so. wait for nato. >> tammy: it's remarkable that while clooney could call obama and talk to him, he couldn't call joe biden. he does this publicly. the public embarrassment and the evisceration of the sitting president, like him or not, a man that they have supported literally without fund-raiser up to just a few weeks before. and then also condemned everyone who pointed out the condition of the president including his

network, calling it cheap fix and now everyone is saying we knew. the bigger issue here is, in addition to not just -- doing this publicly, but it's also about condemning people who were trying to tell the truth about what was going on, that that was their answer. their answer was to smear and condemn as liars, as cheap fake makers and all of that. that's another element of that. that's what they want to. that was their goal. and so now it's clear and it's no coincidence, all of this began with the supreme court decision about immunity and then it was like oh, my god. our plan to kneecap trump is going to fail so now biden has to pay the price because the masters of the universe made a big mistake. no wonder the bidens are furious and fighting this and they should. that's what continues to happen. everyone on the democrat side deserves to be humiliated on

november 5th so this doesn't happen again. speaker we were discussing pelosi coming out on morning joe saying we are waiting for biden to make a decision. he's made a decision. then she put out another statement that said we are waiting for biden to make a decision. the same thing she said to joe scarborough but what's interesting is how carefully calc lighted pelosi west. politico saying she carefully ironed out what she wanted to say on "morning joe" biden's appointment view and keeping democrat leaders of rest of her intentions these comments were meant to serve as a subtle green light so that other members could come forward about their candid remarks. all this is being calculated. >> a million%. pelosi had demonstrated for years that nothing comes out of her mouth without a calculated and calculable intent and mo motive. george clooney comes out yesterday with his totally embarrassing published op-ed. your point, there is no way that he decided at his own kitchen table to do that.

someone told him to do that. either fund-raisers we want our money back. make it happen. or maybe or obama in this report of this conversation might or might not be accurate but at the end of the day he became their figurehead. this is in the wake of as we spoke with former speaker mccarthy same they don't have a leader. here's what that shows me. none of any of them have any type of spying to be the leader themselves. pelosi subtly encouraged people, why don't you just come out and say it. instead you get george clooney to do it? you have someone who is insulated and safe in hollywood to your bidding for you. what about the bidding of the commander in chief of the last four years? to the detriment and loss of 13 american servicemen's lives and our allied relationships not to mention the million ukrainians. what about the israeli -- the list goes on. yes they are complicit in the cover-up, these media figures but more so the democratic party figureheads and actors behind the scenes that have blessed this weird coup and now have

fund-raising. democrats revealing people are starting to tap on the brakes on president biden in the wake of the debate. take a look at the new reports in the last 24 hours. everything is frozen. democratic donors warned of campaign funds drying up as joe biden what's on that it's already disastrous. once was close to the biden campaign adding the money has absolutely shut off. another revealing donors are negative. they had a call with the president. the call seemed so contrived people. i don't think they buy it. the white house is calling all these reports of course not accurate. tammy what do you expect when the biggest fund-raiser in democratic party history and a megadonor george clooney, he was the one that called off the spigot. this is the natural reaction to that. >> tammy: what's strange is that whether it's biden or someone else the democrat party needs that money. someone's going to run. somebody's going to need for the down ballot races. that's what everyone's worried
9:18 am
about. if you stop the money and maybe it wouldn't be stopped if everyone wasn't doing this publicly. it's like arsonists setting their own home on fire. oh, my gosh, there's no money. if money has stopped doesn't mean it goes to -- obviously we believe kamala harris can get the money that's in the campaign now because her name is on the campaign, i believe that's the case. no one else can get the campaign chest money but she could use it because she's part of that team i believe. it was going to be kamala harris, then keep putting the money in. you can at least move a larger democratic party message they can even do that because they're all worried about this. strangely enough. so anybody else, if it's gavin newsom or gretche gretchen whitmer, suddenly as the money going to suddenly pour into her in the three weeks they would have left? it's a very strange dynamic but it's the kind of chaos that has been sown in this country economically for foreign policy, around the world, now we know why everything is such a mess.

we are learning minutes ago, this is "the new york times." they have three individuals that are sourced anonymously who say that the biden-harris campaign is quietly polling kamala harris at the top of the ticket. this is the biden-harris campaign at according to "the new york times," three anonymous sources, they are polling kamala harris if she were to take the lead. all of that notably coming at 12:30 has biden's campaign is sitting down with senators both to hear them out but also to plead their case. bill hemmer, it's hard to keep up with a piece of news. >> bill: there's a couple ways of looking at this. what if they find she does know better? you go into that meeting and say here are the numbers. we did them ourselves. joe is going to do better, period. going back to "the washington post" abc polo dimensioned, they did among registered voters put harris up against trump. according to this she was at 49% and trump was, let me get it

right, 49 -- harris 49 slightly better than biden's 46. she was 49 and trump was 47 according to this poll. not battleground states, registered voters. >> kayleigh: that's interesting. perhaps they are pulling her to prove the message that they are taking to senators. here is why kamala is in the path ahead. >> tammy: every story "the new york times" has run with anonymous sources has benefited kamala harris. you have to wonder, someone is delivering this to "the new york times." "new york times" has made their opinion clear. they want biden gone. you have to wonder, where is it coming from. kamala harris is not at high tea pretending and watching some reality tv. she's involved. she is favored by barack obama. she's always -- he has always liked her. that could be what's happening internally. he remains chaotic. at the same time i don't think this is going to result well with the american people.
9:30 am
they voted for biden. there's too much money at stake. this could be a fiduciary thing they need to do because there's hundreds of millions of dollars at stake but i don't think ultimately in the end that this is going to work and the american people are going to say oh, thank god. she has been involved in this catastrophe and i you see it's like a switch out. that's not how democracy works, is it? >> kayleigh: "the new york times" say the survey of kamala at the top the ticket vis-a-vis trump is being conducted this week, commissioned by the biden campaigns analytics team and is believed to be the first time since the debate they missed biden's aides have sought to measure how the vice president would fear against trump. this also comes as yesterday kate bedingfield who is the former communications director divided, she knows him well. she knows the biden team well. she said this team is the best in the business when it comes to data and analytics and maybe it's time they look earnestly at what the data's saying. maybe they listen to kate bedingfield yesterday.

>> emily: finally, wasn't it joe biden who said he doesn't believe any of the poles he s sees. it illustrates to me more than just testing, harris for voters is testing her at this point. why have they not been testing her this entire time? we've been discussing his mental acuity lapses in the clear potential for him not to survive, i mean that figuratively speaking, not to survive his candidacy, or running. how is it just now they are saying let's see about the vice president. i'm sorry. we've been asking that for months. her audition has been the past four years also and she has abysmally failed. gavin newsom shares a donor pool with, harris. they grew up in the same political scene and enjoy the same five strong families that have supported them to begin with. they've never crossed paths publicly in an animus fashion. they are supporting each other and doing the dance.

9:34 am
i just think this is, it's just such a cluster for the democratic party and the biden white house on the campaign. at this moment, he remains the candidate. with nato still going on, everyone's going to hold their fire i think until all of these world leaders go back home. >> kayleigh: bill, we know "the new york times" editorial board has a very clear position. they've made it clear. they want him to step aside. this is michael schmidt at "the new york times." some longtime advisors are now convinced biden has to drop out. they are working on how to convince him to do it and the obstacles they know they face are convincing him he cannot win as he is still convinced he has better chances than harris to beat trump. it brings to mind the reporting earlier in the week from a senior white house advisor saying that they question. >> bill: "he needs to drop out," according to a campaign

through? if not, why not? >> in connection with the appropriations process we've had no discussion about a theoretical or hypothetical motion to vacate. we take every issue and evaluate it in a serious, substantive, and sober fashion. that's before the congress and that's what we will continue to do. with respect to the current appropriations process, we have been very clear that in may of last year house democrats, senate democrats, house republicans, and senate republicans in partnership with president biden reach an agreement connected to the bipartisan fiscal responsibility act. that agreement in this upcoming fiscal year calls for a topline spending number of 1681. the republicans in the house right now are marking up an appropriations bill at 16 oh

my take away was he asked, he reiterated that biden can do this but he left some room. he leaves a wedge "enlightened path forward." >> bill: i don't know if it was a smart idea the other day but he went in the back door, left the back door. no reporters were able to capture him on camera. smart i guess on his part. let's go back to this memo the biden team is distributing. i want to continue a little bit. i think it's very important. we mentioned about wisconsin, pennsylvania, michigan being the clearest pathway to victory. they are not dismissing the sun belt states that some states like georgia and arizona, we and our own polling have and trump at 50% plus for two or three months and anytime you are at 50% in head-to-head matchups, you know you're doing pretty well. alternative nominees will always be unreliable and surveys do not take into account the negative media environment any democratic nominee would counter. the only democratic counter for whom this is already baked in his president biden. that's the quote, that's the argument they are making to members of congress and perhaps those on the outside looking in who should not believe this campaign is viable. >> kayleigh: the counter to that is america watched president biden for 90 minutes. you can make kamala into something. you can make any of these other candidates into something the other media but there is no coming back and thus the media doesn't heal turn for president biden. it's a counter someone next to the biden campaign. interestingly on the point of victory, tammy, i heard hakeem jeffries say they are house democrats will take control of the house. it reminded me of something i'd seen this morning from an investigative journalist who claims she has internal polls in swing districts, swing districts that show biden down double

that people when you ask on the phone we're going to vote for, you answer if you're going to answer. you don't say "i'm staying home." you might not even subconsciously of knowledge that, that's the danger but it's still, i think as has been noted already, you can't take this for granted. everyone's got to presume this is a commutative framework. >> t>> kayleigh: you saw hakeem jeffries returned to the greatest hits, reaching in the hat and saying extreme speech with five republicans. you can almost see him saying this worked in '2022. it will work now. >> emily: it's been stale for years, the talking points. who represents you in congress. ask yourself, are they serving me, their constituents or serving each other? is the allegiance to each other or to the american constituent. to that point about them having no backup, that's their fault. it's their fault they have not groomed/shown us by the party doesn't have any leaders i can actually govern or actually earn the paychecks.
