officials, not to people familiar with the campaign, campaign officials are anonymously speaking to nbc according to three people they say biden's chances of winning are 0. let me quote one of them directly, he needs to drop out a campaign official he will never occur and recover this. another no one involved in the effort thinks he is a path, this is brutal. these are people on the campaign. all of this as the campaign sits down to plead their case to senators. some on the campaign thinks there is a path forward and they are making that case on capitol hill as we wait for the 6:30 p.m. eastern time nato press conference dubbed as the big boy press conference by the white house. all eyes on joe biden will he stay or will he go? we will learn more later but for now "america reports." >> i am hoping this meeting will

congressional correspondent to had his life for us. chad? >> good afternoon, john. we are standing across the street from the democratic senatorial campaign committee this is where the u.s. capitol is right here. the meeting is with these biden officials and many of the democrats, they took a car from the capital over here. why? because they want to avoid talking to members of the press. they are tired of these questions. do they support the president? what is president biden going to do? here's an example. sheldon whitehouse a democrat of rhode island. what do you need here in the meeting this afternoon? >> i am not going to discuss the meeting. >> are you concerned about the president? >> i'm not going to discuss the issue until i've had the meeting. >> what is the level of tension you are hearing from democrats? >> i won't discuss that either. nice try though. >> why are not members of being so elusive are they worried? if they were foursquare behind him they will be more willing to talk.

republican convention. i'm told we might start to get some statements from democratic members trying to put out their position if the president should stay in, whether or not he should abandon the race after the press conference tonight and someone who has stood with them all along is john fetterman the democrat from pennsylvania. >> you been foursquare behind the president so far. is there anything you could hear maybe from the press conference tonight that would change your mind? >> no. no. i don't expect anything to come out of this room that i will change my views on. i am not going to have something changed after having a great president. i really have got to go. >> the other things wrapping up today in washington is the nato summit the 75th anniversary of nato. i am told some democrats did not want to put out a statement against the president while they had foreign leaders in washington, d.c. they did not want to undercut him. john, sandra?

than a george clooney guy. >> president biden's hosting duties of the nato summit come with pomp and circumstance but we hear that world leaders are holding their tongues about his acuity until they visit capitol hill. >> nato leaders are here on the hill did you know these foreign leaders are coming in. prime ministers, heads of state and they are telling us privately they are deeply concerned a weak america is bad for the whole world. a little more from peter welch the first of a product senator to say biden must go. he writes "i understand why president biden wants to run, he saved us from donald trump once and wants to do it again but he needs to reassess whether he is the best candidate to do so. in my view, he is not." michigan's governor gretchen whitmer is still standing with president biden. even she is saying maybe he should take a cognitive test. >> some have suggested to go ahead and take a cognitive test

chair and julie shut rodriguez released a memo there is no question is increased anxiety following the debate we are not seeing this trans mission into a drastic shift in vote chair. and ipsos poll showed a ty grace with no change since april. the memo goes on to say "in addition to what we believe in the clear pathway ahead for us there is also no indication that anyone else would outperform the president versus trump." doug come what you make of that? >> well, i looked at the polling that is been released since the debate. and there have been 13 polls, 11 have donald trump ahead. two have the ipsos poll's, are tied. all the swing states are going for donald trump except there were two states in one poll went

for joe biden. so, bottom line, it's very clear to me joe biden is behind. i think it's pretty darn clear he is very unlikely to win the selection and the calls for him to get out are, i think, reasonable, rate, and responsible. >> john: next question, doug, what do you do about it but charlie hurt, some more from the "abc news" ipsos poll should biden step aside? all respondents 67% said yes. democrats and democrat leaning independence 62% said yes. 54% of biden's supporters said he should step aside. is the diecast? >> i have to tell you, john that is the number that struck me in the poll because the match up and matchups at this point i think i tend to always dismiss them but the matchup shows

basically a tie about 46-47% but then 67% think joe biden is too hold to serve against wacom amount that are supporting joe biden also think he should not be president anymore. so at the very best, that is pretty weak support. for joe biden. and i think what we have seen this week is not an unmitigated disaster for the president. he has managed -- obviously he has some support at the beginning of the week he has had a few public events. he has not done anything that has completely wrecked him, but what we have seen is a lot of his supporters have gone from we are 100% foursquare behind him to he will do the right thing. and to me, that shift suggests among elected officials on capitol hill in washington and the democratic party that there is some erosion there.

spewing all right if he does "the right thing" charlie alluded to the question is what do democrats do about it? here is what jen psaki said. >> there is a question out there that, again, campaigns are talking about the alternative and the alternative is very clearly in my view, there is a lot of really amazing democrats on the bench because of the time period and everything is clearly kamala harris. >> john: what do you think of that, doug? >> i think kamala harris has an advantage, but as a democrat i would advocate for a mini primary. let the candidates debate, let the candidates put their candidacies and their issue positions forward, and let the voters effectively decide. and when they go to the convention, the delegates should be able the normal processes vote for the best man or woman.

i would say ours would be the odds-on favorite but i think the democratic party owes themselves given the quality of candidates which i agree is high to let the candidates come forward as they may if, in fact, joe biden does what i think is the right thing and drops out. >> john: charlie, if biden does drop out before the convention, i mean, who knows what the rules are. doug mentioned many primaries and i think other people talked about that as well. you could try to convince the delegates to vote for someone else but maybe there is a revolt among delegates at the convention they'll vote for biden and then where do you go? or if he drops out after the convention a whole different set of rules take place. this is a recipe for chaos is it not? >> i think without a doubt. and probably the best for democrats is that joe biden decides he will not be able to do it so he decides to bow out

and he directs his delegates to all get behind a single person. i don't know how you do that and a direct those delegates to get behind anybody other than kamala harris no matter how much democrats don't want to go to ride that horse. but -- you know doug, maybe the best way to do it is what doug just said about having a mini primary but the problem in an election when democrats are supposed to be talking about defending democracy, you are going to throw out an actual primary where people actually voted all around the country in every state and you are going to throw that out and come up with something else where those people don't get to vote, maybe there is some way to get some of them to vote but you are not going to get anything like what we have just been through. it seems to make you sort of second-guess whether democrats actually care about democracy. spewing to that point, doug as we look at pictures of the

vice president who is touching down for an event in greensboro, north carolina, the fact people are keeping an eye on her is an indication of where the interest is going in all of this. but this idea, to charlie's point, about there is a big democratic process that took place, 14 million people voted for joe biden, not that they have much of a choice, and biden said in his letter to congress that it would go against the principles of democracy to throw him overboard. how do you respond to that? >> i respond with difficulty. look, i think if he stands down, kamala harris will be the odds on choice. it will be a less messy process. it would mean she could potentially use the 100 millions of dollars that are still in the biden/harris account, but at the same time i am not sure to charlie's point about democracy just anointing the vice president without any sort of open process would not be

ideal for the democratic party given that vice president harris polls in most polls below joe biden. certainly in terms of approval. so i don't think there is a clear answer to this, john, but whatever happens, it is suggesting the democrats most likely will be hurt, not helped by what appears to be unfolding. spewing let's not forget in a 2020 campaign kamala harris didn't even make it to the first primary before dropping out. doug cho one, charlie hurt think you going to talk to you. >> thank you. >> john: how would you like to be a member of the democratic party at this point, sandra? >> sandra: and hakeem jeffries just gave that a news conference the weekly regular news conference but he had some heavy questions to respond to. he said he does not believe biden is a liability to vulnerable democrats because obviously the talk is about the down valid impact. he said how stems will win back

control of the house if they have a clear agenda so they have a huge task before them and a lot is changing by the hour, john. spewing a lot think this process is sad. why are we watching this biden press conference tonight at 6:30? not to hear what he has to say about nato. it's to wait and see if he falls flat on his face. i mean, for the president of the united states, some people have said it is almost elder abuse to put him in a position like that. excuse me i won't go that far, but you know, when you are looking at the president not for what he is about to say but what he is about to do, wow. what kind of a statement is that on where we are? >> sandra: i remember k-1 dome at kayleigh mcenany yesterday when she first heard karine jean-pierre on one of ths briefings announced that news conference would be happening tonight referencing it as the "big boy news conference" she said kind of cringed but john kirby stepped up after she

"the new york post" cover reads "doesn't have a clue-ny" wondering about that multilevel war chest if he steps aside. marie harf is here but first fox business' madison alworth. doug schoen was alluding to this where were the funds go if biden bows out? >> you know, don, the fate of that financial arsenal really depends who replaces him at the top of the ticket. if kamala harris moved up to the president spot she would be able

to inherit most if not all of the money because her name is already on the ticket. if that ticket is completely replaced, we got a new president and vp, then it becomes a little trickier. the money could not just be transferred over to another campaign. i spoke to former general counsel for the federal election commission ken gross and he said there are a couple of options. one is the money could be given to the democrat national committee. the challenge there is they don't usually step in until the general election which starts after the convention in august. another option is the campaign money could be converted to a political action committee but they can only donate a maximum of 3,300 to a campaign. finally the funds could be transferred to a super pac but of course a super pac they are a.k.a. a independent committee they can't correlate directly with the campaigns a lot of their money goes toward advertisement for the advertising dollar does not

lot of senior democrats, nancy pelosi, barack obama, chuck schumer are trying to give president biden some space especially this week during the nato summit when he is leading the world against russian aggression. give him some space to work through what is a very personal and sad decision. i think that is what we are seeing right now but a democratic party at the end of the day is not a personality cult like the republicans we are a proper party for better or worse and so i think as the nato summit ends, sandra, you will see more of these party leaders coming out and being pretty clear if we are going to win this november and i believe we can with another candidate we have to move pretty quickly. >> murray, to your point of him being a very smart political operator, obviously he has been seen by so many especially in your party as such but there was this moment on the stage, ju june 15th, where he seemed to feel the need to help the current president joe biden off the stage.

which is sort of the beginning of everyone saying what is going on there? was that necessary? and was that a slip on the part of his smooth operating as far as a political operative? he is not pushing back on this clooney piece. in fact, this is the political reporting more from it, marie. while obama did not encourage or advise clooney to say what he said he also did not object to it. the lack of pushback is an eye-popping revelation given the president was one of the first big voices defending biden following his abysmal debate performance. remember, obama came out they are not long after the debate and said this "bad debate nice cabin, trust me i know but this election is still a choice between someone who has fought for ordinary folks his entire life and someone who only cares about himself" joebiden.com. he still seems to be saying this is your guy. >> absolutely. he is a team player and if joe biden remains the nominee

barack obama will campaign as hard as anyone. but what i think president obama and nancy pelosi whose comments have evolved, chuck schumer's comments have evolved here from hakeem jeffries, look they say that this is not just one bad night they know joe biden very well. at the core of what i think they are all going through this in real time too as well a lot of voters they know still want to vote for a democrat for president. joe biden is seen by many as too old and is only down by a few points. so if we got another nominee in there who does not have the biden baggage, who is defending the middle-class, standing up for american security like democrats do and could say donald trump is a criminal, a threat to democracy, i think the people like barack obama are increasingly coming to realize that it gives us a much better chance. we see much more polling's and since then too and more polls since barack obama about how biden is slipping. >> sandra: this is not just me picking on you i ask every

democrat on the program and we are thankful that you do. where you personally stand? do you want biden to stay in this race? should he go? >> it's a good question and i'm glad you're asking people. i think democrats have a much better chance of winning with someone different at the top of the ticket. i agree with george clooney and others who have said things like it is very sad to see a president like joe biden who i believe has been an extraordinary president. he has stood up for the middle class, he has stood up for women and milk women's health freedom across the country, but it is time for the democratic party to have another leader. we are not a personality cult like republicans we can say he was a amazing president and it's time for someone new so personally i think it would be better to have someone else at the top of the ticket. >> sandra: is that person kamala harris for you? >> i think she would absolutely, sandra. for logistical reasons we talked about it is easier for her to inherit the campaign but i think
