2:16 pm
look at the not only the intensity gap for republicans and their enthusiasm for donald trump, but as you point out at the beginning of this segment, many democrats are now starting the think, well, is biden really going to be our guy, and how excited for everyday american voters, how excited are they to go vote for joe biden? that's why the messaging here at the convention, a lot of effort is put into it and why so many everyday americans are going to be featured. we get the messaging part right at the convention, and once we do that, then we start the going on to make sure the mechanics are right and that we actually turn out our voters. i mean, think about this, shannon. donald trump comes out of this convention, and as is typical, he will get a boost in the polls. and he goes from a 6-point lead, which he has right now in pennsylvania, what if that lead goes up to 10? what a if that lead goes up to 11? you're going to have democratic elected officials double in the number that will say it's the

possibly state police moving in again with their guns drawn. looking like they possibly took someone in for questioning or custody we could not see there's a lot of movement over there to the other side of the stage that is awfully for off the former ps carted off. he yelled as you might've heard during those remarks after they picked him up he said let me grab my shoes. he had fallen to the ground they're trying to do everything they could to make sure he was okay pretty walked off the stage and before he left he pumped his fists into the crowd and everybody started cheering, make america great again. to come to these events you see the secret service you and others possibly at this risk fr the former president to come in and there are these big crowds for they did everything they could it look like to check everyone. we went through several metal detectors to check your backpack, they want people down and it takes a long time for this people to get them because they are so thorough. at this point, not sure if this person who fired either a weapon it was some type of little pop
3:23 pm
like explosives. to see that smoke come up we will have to figure out exactly what this was that was either thrown or fired. to see the president on the ground people were crying when they were leaving and very upset. because it is shocking very upsetting regardless of how you feel about president trump this is a moment no one wants to witness in our country. alexis please standby will be continuing to return to you. we have now turned back at this video we can again take a look at what happened. again it's going to be troubling to some folks we will when president biden sees me president trump had taken to the stage and was speaking. this is what happened. what are we doing, what are we doing hold, hold are you ready
3:24 pm
on you move. go. hawkeye is here. moving. ready? were good shooters out shooters down are we good to move? let's move. let's move. let me get my shoes. quick told this to your head it's bloodied. yet his shoe. watch out.
3:25 pm
usa. usa. usa. shannon: a look again what happened you see president trump
3:26 pm
leaving he was lifting his fist he was walking on his own he is being assisted out by personnel, secret services we gotta go, we got to go he asked to take his shoes they said we got to go. alexis from our re- watching of this it happens very quickly it is hard to tell exactly what is happening. there is a moment he reaches up to his ear. hard to tell if he was struck by something or what exactly that was about. he is quickly covered by this shield that's with him at all times. he was down for a few moments. they made a plan to get him out of there. alexis it is hard to tell whether he took any physical injury. if it was the shock of it. more forcing him to the ground for his own protection. he was clearly cognizant. aware speaking and raising his fist to the cheers of folks as he left. i think one of the things i've to point out people heard pops and don't know exactly what it was that we heard. but
3:27 pm
3:28 pm
it sounded like a possible fireworks or explosions. it was multiple pops in a row the screaming you hear below in fact sir i'm going to have you show these are some people that are very upset after what happened that's why her the screaming they're blaming what's gowithout the meet it's the media's fault that's what's going on right now going back to exactly what we heard it was the
3:29 pm
series of pops something important to point out is the smoke. in terms of what kind of possible a weapon or explosive was use were trying to figure it out the former president either fall to the ground was put to the ground quickly they popped up there the secret service tried to jump in and protect him. we saw people swarming for this place is full of law enforcement you know from going to these large events like this. they checked every single person when they come in they check your bag. they check everything for they want people down. they were trying to figure out exactly who was in the ground if it was coming from the crowd for you can see thousands of people waiting here. or if it was something on the outside on the perimeter here where he was able to drive up in his motorcade. there is a retention pond in some areas a backer like the main road the former president drove in is behind that red barn. there is some open areas in the neighborhood in the house back there. in terms of if the person had to be in the property, i do not think so pretty could have thrown something if it was a firework or explosive like that right over the fence. i caught everybody by surprise in terms of him grabbing his ear when he came back up i do not know what injury he possibly had he was able to say to them let me grab my shoes tried to walk away with dignity send the message putting up his fist and telling the american people the voters in the swing state he was out here to connect with them and improving america getting back to the white house for this is something you think about when you're going through security and getting it wanted how they have to be so careful at somebody so important up on that stage and there are so many people in close proximity of impaired they need to do their best to make sure he is safe in today it shows what can happen. shannon: you are so right there is never anything short of the full list of security. we want you to be safe there too will check back with you in a minute. meantime fox news concerto former nypd inspector paul moreau. gosh, we just do not know the details of exactly what is going on here. we know the level of law enforcement that is involved every time there's a movement of his secret service protect the. your thoughts we are just starting to learn a little bit more about what happened here. click the first thing i would say off the top as we should remember that in any incident like this a first hand reports and nine are going to be wrong. we should not overreact.
3:30 pm
and obviously waits for the fax to come in. does look like he did stood up he was okay to the extent he raised his arms he seems like he was strong. looks like a graze wound to his ear. we do not know if he had any injuries below that he seemed to be fairly spry. there is that in terms of securing a situation like this it is helpful at best you want people and they come in they are not metal detectors which are cumbersome and sometimes mobile metal detectors are tough to set up. as a lot of "guns out" there now that can defeat a wand you cannot want every inch somebody this was a firearm and that is not clear assuming it was a firearm there were pops heard a lot of people do not realize what a gun shot sounds like. sometimes it does not sound that it could have been a light caliber gun of some variety that somehow got in there that defeated a wanting and thank god it looks like it was not more serious. we play the video and happened moments ago so people can see it appears president trump touched his ear quickly it was taken to the ground by secret service because that is what they do their job is to stand in that ip and to protect him. these men and women do this
3:31 pm
every day for all their protect these. like you they are folks who have chosen to serve. put your selves in the way of harm potentially. it seems like honestly who will be re- watching the tape of what happened we see him appearing to be on his own walking, gesturing to the crabbed standing up getting out of there. it seems like the secret service was slow down only by him trying to get him out of there think he wanted to reassure people and will very quickly get some kind of response. you talk about the distinct sound of something a firearm versus fireworks. any of that can create panic. something that short of a firearm something like a firework or something not a gun isas we understand it also be capable of sustaining an injury certainly causing panic here. >> certainly could cause a panic. and light of the wounds and apparently there is smoke spotted it almost certainly
3:32 pm
seems to be a fire arm we do not have the facts at the take a step back we learned a long time ago in situations that are quickly developing have to keep your mind open and proceed cautiously and maturely for the .the main thing is he appears to be okay they're going to do a forensic here. it is unfortunate to say but having an ambulance standing by on somebody who is according to the reporting likely to be the next president would be adventitia. tthat board and force them into an suv to get them out of there very quickly. there's another aspect of this is a nuance you cannot catch it on intelligence is also the threats regarding donald trump had been actually monitored because there are a lot of people online acting very and judiciously in my opinion. i have seen some things that are close to threats i would like to
3:33 pm
think that's not really the secret service belly wink. that is something others should be doing at the federal government and i would like to think you can secure the sites in secret service people agree they will throw themselves, anyone at the scene, the ronald reagan film of reagan getting shot how quickly they react and how selfless they can be. i hope these things are scrubbed intelligence was on social media and elsewhere but hope there's l lesson on that. this should not happen. i hope they are keeping an eye on it. because frankly, i have said to people i know i hope he is being careful. there is a lot of rhetoric around him and a lot of it is very unfortunate. >> paul, real quickly or going to bring in brit hume as well would ask him my law enforcemet perspective were the odds who ever this a person was a favorite within this gathering, whatever device they did have it with them i would assume this person is in custody or at the
3:34 pm
secret service assessed at immediate threat could have possibly been taken down and the moments this was unfolding. >> whoever it was i am going to say pretty categorically despite my dre just saying we should be cautious they will get him. the division of duties in a situation like this a lot most of the locals of the state cops and local cops involved in securing the area and the scene they know that they have the personnel. they will have been reacting for the service is going to protect the body the cops are going to do the investigation. there on the scene immediately looked flooded that every debit witnesses they are pointing out. feel fairly sure before nightfall tonight if not already they'll know who did this they will be in custody hopefully will be no further injury to anybody. >> paul, we so appreciate your time if you will stay close and want to bring in brit hume with us. this is the last thing any american wants to see it is a moment and cam in campaigning yd
3:35 pm
and hope will never come. it looks like from what we can see in the video president trump looks in good shape easy taken out of there. your thoughts on where we are in this moment the tone of the conversation in the debates? >> my thought would be it is dangerous to rely entirely on early reports. i've seen photographs now of the president bleeding from the area around his ear. i remember so vividly when ronald reagan was shot all those years ago all the report seems to indicate that he was okay. it turned out he was not okay and needed emergency surgery to survive which he did happily. we are in the early stages of this now let's be very careful about what we conclude the first signs are a looks like the shot did not do what it was intended to do he may well be all right but let's be very careful here. shannon: absolutely that is the
3:36 pm
best caution we always have to take. like we said people watching this video can see he very much wanted to telegraph to folks he was on his feet. he was talking and motioning and gesturing. but if this turns out to beat what appears to be some attempt to hurt him, to create havoc potentially at this event britt, you've covered these for decades. we know there is always a risk when folks are out for britt if you hold on a second want to go back to alexis i think they're going to clear the area she's got an eyewitness with her alexis let's check in with the real quickly. >> and got to this real quick because now it's an active crime scene i want to check in really quick with you. what exactly did you see? >> i saw president trump giving his remarks. i heard the noises. i look to my left hoping that it was a prank and it does not appear from the reactions that it was by looked back as of that secret service up on the stage protecting the president.
3:37 pm
doing the best they could just springing into action just like the simplest people they are requested you see blood in his ear? above his ear, above his ear did not look like he is bleeding from his ear think everyone in the front row we all started praying for him pick what you took cover everybody up here kind of got down part you didn't get down at all? did you see moving prettyto the? >> yes, yes. shannon: it looks like we have lost alexis so britt i want to bring you back will check in with lucas as well as traveling with the president. britt, your thoughts on this moment and at least what appears to be an attempt to do real harm. >> we can all be grateful we have not seen something like this before. after all we are living in the time of embittered politics donald trump is perhaps the most controversial person in recent history to run for president and indeed to be president here he is again looking like the
3:38 pm
election may be headed his way. with all that we now know about president biden. it is worth keeping in mind this is a terribly hard job for the secret service to do in such times. it is probably remarkable something like this or close to it. a testament to the presidents ad other prominent reported. >> absolutely. tasks they willingly do every day they are real hero may know and a moments notice. they could be pulled into this. how do you worry this may change the conversation or do you think this will shock people into toning down a bit of a rhetoric that has been amped up in recent weeks and months. >> you always hope when something like this happens that is exactly the effect will be people will stop and think and
3:39 pm
say maybe we don't need to make these poisonous comments about people in public life. perhaps we don't. my impression is in the way the things the move news cycles move so fast feelings arise out of a bent like this tend to be temporary. while it may be true for a while the sheer meanness of our political discourse these days will subside for a time. it'lit be nice if it lasted a lg time it's too early to get her hopes up for that. >> britt, thank you for dialing in pre-please do not go wave covered many a campaign this is a day we hope will have an ending that is much better than it appeared at may beat moments ago. always good for caution we wait and see we are waiting word from the secret service, from the trump campaign to find out the status and condition of president trump who walked out of there it appeared on his own. i want to check in with lucas tomlinson pretty were traveling
3:40 pm
with the president as he is there in delaware this week and not actively campaigning. any sense of a possible statement or response from that campaign today? >> the president was asked by a report it when he exited the church about 20 minutes ago, anything about the reporter asking about this quote unquote shooting which we cannot confirm a shooting took place in beutler. the president said no. he's also asked about this call with senator schumer were told president biden is back at his residence in rehoboth beach we are waiting to see if there's any kind of a statement. one thing to dovetail of what brit hume was saying of course anyone going to a presidential in this case a former presidential rally you go through metal detectors before going in there. we did see for president trump
3:41 pm
going off the video you are showing he did stand up on his suv with his fist raised it does not appear that he is seriously hurt. but certainly here rehoboth beach with president biden we are awaiting at this in-kind statement from the white house certainly any on camera statement from president biden later. shannon: are getting worse still images giving us a little bit more of a picture of what was happening with president trump it looks like there may be, hard to tilt may be a little bit of blood on his face. you can see them fully capable, fully in his faculties he raises a fist and walks out of there as a secret service is trying quickly to get him moving. we will wait to find out more about the details of this. we continue to say these are heroes immediately guarding the president. immediately right there actively doing what they do which is pledged to protect anyone that is in their care. lucas, please let us know. will circle back to beginning for the reaction from delaware
3:42 pm
or from within the biden white house or campaign as they are learning probably more than we know at this moment but cecertainly inreal time. former d.c. homicide detective ted lyons is with us. are you there? as a man who has worked in a better sense coming to covering protective people in the care of law enforcement at every level. primarily federal when they go out and do this is a former president. your thoughts and what we seen this afternoon for. >> to shannon, this is one of the worst nightmares of law enforcement. specifically the secret service who are charged with the protecting the pres president ae former president of the united states.
3:43 pm
when you have got a larger crowd like you have here that former president trump was speaking before, you have all kinds of law enforcement around. you have state, local you have federal. you have specifically the secret service. see the various pictures of president trump here on the stage and how the secret service moved in right away to get him off the stage. you can see about his face there appeared to be some blood there very well may be some injury we are just going to have to wait to learn more. but this is something law enforcement planned for. but no matter how much you plan for something like this, you never can get it one 100% rights if there is someone hell-bent on injuring the president of the united states. if you remember some many years
3:44 pm
ago, shannon, in maryland george wallace was speaking before a crowd there. someone in that crowd shot and injured the presidential candidate george wallace at the time. there are always these incidents and they are deeply concerning. >> absolutely want to read something just coming in. former vice president mike pence was of course a vice president with president trump said this in a post moments ago he said karen and i are praying for president trump join us in that. i'm quite sure that's what's happening for those who've witnessed what we saw there today. ted, secret service their priority is protecting the president getting them out of there. note that a crime scene investigation. what happens in the moments investigating what happened at
3:45 pm
the scene. >> immediately what happens is that area with the shots believed to have been fired is now a crime scene. what law enforcement is doing as they roped off that area to preserve it. now, they're also trying talking to anyone and everyone in the crowd who may have seen something. we do not know at this stage as to whether the they'd taken anyy into custody. but, what is happening now as you are going to find state, local, the fbi processing what is now a crime scene. and so as a result of that many of the bystanders are going to be perhaps witnesses or to help law enforcement to try to determine what took place here this afternoon there.
3:46 pm
>> ted, please do not go far it went to check with my colleague bret baier joining me on the phone now. brett, this moment is just a shocking part is not something our country ever wants to experience or see. may have lost bret baier. let's a check and see. ted, if you are still there. >> karl let's bring in karl, ted did not go far. karl same question i have for brett this is a moment you are always bracing yourself or when people of this importance and this magnitude and this history a former president they take to the stage in the middle of a heated campaign there's got to be planning for it. but your reaction to this shocking moment? shannon: karl, if you can hear
3:47 pm
me? okay i'm going to come back to ted i think he is still with us. ted you talk about the investigation the fact we now have thousands of people who are potential witnesses to this crime scene. what is the timeline for processing a scene like this for identifying a suspect identifying what even happened. we are going with the best of what we can tell from watching this event a few times over on tape. >> well, shannon there is really no timeline or time period for processing. they are going to methodically take their time, meaning the law enforcement to process the crime scene to talk to individuals who may have seen anything. they're also going to try to pull as much of video feed as they possibly can to try and see what took place there and pennsylvania this afternoon. it is a very challenging
3:48 pm
scenario and situation a law law enforcement is faced with. but they are trained to take on these kinds of situations. i would have to believe that at this stage of course i know quite a bit more then perhaps they are going to tell us. the big question i want to know and i'm sure america will want to know is do they have anybody in custody? is it just one person? we can go back as far as john f candidate when he was a shop there in dallas it was thought to be more than one person other than lee harvey oswald if you remember there was a big investigation. what they are doing right now is preserving this crime scene. trying to find out as much as they possibly can about the shooter or shooters and find may be a weapon there. i can tie when a presidential
3:49 pm
candidate is on the stage like that normally they have bulletproof vests on. this secret service is surrounding them. and if you notice how fast the secret service converged on trump here was real immediately. shannon: okay, ted thank you very much do not go far. lucas we are hearing it now from the secret service getting some kind of reaction and update to it happen, would we know? >> shannon we just received a statement from the white house which says i'm going to read it prespresident biden has received initial briefing on the incident over president trump's rally print is notable they are not calling this a shooting right now. the secret service also out with a new statement saying quote and incident occurred the evening of july 13 at a trump rally in pennsylvania the secret service is implemented protective
3:50 pm
measures the former president is safe. this is now an active secret service investigation and further information will be released when available the big take away from there is secret service and the white house are not calling this a shooting right now former president trump's rally they are merely calling it an incident we will stay tuned on what more they have to say. shannon: okay lucas thank you very much i think we've got my colleague bret baier with us and with the latest data from the secret service and the former president is safe. your reaction to this moment unfolding and the middle of a very heated election campaign. >> yes shannon i am on my way to a plane to milwaukee odyssey to start our coverage tomorrow night's for the republican convention. this obviously is a major surprise. reaching out to campaign officials and officials around the campaign. everything we heard so far is that there is some kind of nick on that year he saw the picture of the close up of the blood on his face. but everything we are told so
3:51 pm
far as the former president is okay at this point. he saw secret service move very quickly and surround him in a matter of seconds you look at that video it is reminiscent of a the past presidents like president ronald reagan. and you have seen those images before. fortunately it appears this is not that. it is interesting the white house put out that statement. there is an investigation ongoing but we are getting at by the minute here. most importantly the word we're getting initially as a former president is okay. shannon: yes, that is the most reassuring thing especially after seeing him there. we could hear the audio is a secret service is very ready for him to get moving you saying let me get my shoes on pumping his fist for the crowd trying to indicate it seemed like he was walking off on his own. they were shuffling him out of there obviously creating
3:52 pm
protective cord and around him. he may have been completely fine to walk and maybe it appeared a little bit slowed down simply by their efforts to protect them, surround and get them down the stairs and out of there. we do know president biden has been briefed. as you said we are here in milwaukee this is a couple days before they officially begin their kickoff here. what do you think may be the impact of this? we have felt this country is so divided and now we are looking at a moment which to everyone, every decent person in this country something they never want to see in any political rally. >> this is a moment where our country is in a really precarious position. you have a democratic party that is in turmoil the president saying he's sticking it out and he is going to run however there's a lot of talk about whether he is or whether he isn't. this incident is a big moment. we have to find out all the details of what exactly happened
3:53 pm
and where those shots came from or what they were. we do not have a lot of details on that but it just adds to the tall malt we are seeing in this country as we head towards the conventions the republican convention first and hopefully is going to be peaceful there will be increased security guaranteed with all we are seeing so far. shannon: brett i want to read this just coming in one of our colleagues here at fox as this urgent statement from the truck campaigns and president trump thanks law enforcement and first responders for the quick action during this heinous act. he is fine and is being checked out at a local medical facility more details will follow so brett's, again another person's strengths first coming from secret service and how they trump campaign itself it sounds like he is doing well at whwhateverthe intentions were or happened at the rally it sounds like he's going to be just fine
3:54 pm
and probably, i would guess you'd knowing him and i knowing him as many folks know him probably more fired up than ever to get back on the campaign trail. >> yes just the indication he wanted to get up and raise his fist after that moment was an image she wanted to portray. i think there is a lot to know where things are coming from. shannon: absolutely. brett, thank you very much for it safe travels will see you here very shortly in milwaukee. i want to make sure we get that nationally syndicated potable reporter she is pennsylvania she is someone has a pennsylvanian would be the right term she covers the state border to border and is it inside and out you were there at the rally, saceline outbreak and he tells what you witness? >> yes. i was here at the rally i've been years since 12:00 p.m. this afternoon. i actually met with the president for a couple minutes before he went out on the stage.
3:55 pm
he was in great spirits. we were to do an interview after the rally i was in the buffers the buffer zone is the area it's like a narrow area right along with the president stands. and i was there with other photographers i heard something pop coming out from the left-hand side. you saw the president go down. immediately what i could hear him say was let me get my shoe. he got right back up. i could see him raise his fist. and then the secret service and military sort law-enforcement sort of surrounded him. it was not to hold him up but it was to protect him because no
3:56 pm
one knew where the shooter was at that point. they walked him off of the stage and into his motorcade. shannon: selena, we are hearing it, you are there in person we are here again every watch the tape over and over again. what did it sound like to you question what we have had reports of a puff of smoke or puffs of smoke. could you see anything about a person you mention the direction this was coming from any of those details? >> oh well, not really the sun was in my eye i could tell the direction it was coming from but i could not see the person. and then the advancement laid on top of me and made sure i was okay. that is what the expense was like. but as a gun owner i know what that sounded like i knew immediately was a gun. shannon: for your assessment there being on the ground it was
3:57 pm
not a firework or something like that you're hearing of it did sound like a firearm for. >> yes it definitely. no doubt about it. shannon: okay we know they have tried to clear up folks from that there's obviously a crime scene investigation going on there. selena we are glad your steak. please say was i want to check back in with brett were learning a little bit more we've now got statements of the secret service and also from the trunk and been the former president is safe. that is excellent news at the best possible news. it is not take away from the shock and the distress of whatever it was attempted you heard celine that she is now confident as a gun owner herself and someone as an eyewitness this was a firearm. >> there has not been much doubt about that, shanna complete consistent with the video we have seen. a partiparticular with theremae president flinched and raised his hand to the right side of his head to his ear that is consistent with the video we've seen of the blood streaming from that area of his ear and face.
3:58 pm
i think we cannot trust the statements being made to say that he is okay. all the video evidence we can see including the picture is on the screen moments ago of him raising his fist and being carried away by the secret service group confirms that. this looks like something that could've been much worse than it is at the moment it has turned out to be we can all be very grateful for that indeed and very grateful indeed as well for the secret service for they do not mess around. you can see the president was trying to stand up, raise his fist and they were completely preoccupied with the job of getting him off that stage and into the motor vehicle that took him away. shannon: exactly were getting reaction we know president biden has been briefed we are seeing statements from a number of people across the political spectrum for we have one now from governor kathy hochul out of new york a democrat clearly she says any violence against a fellow american is disgusting and unacceptable we must express
3:59 pm
political disagreements peacefully, civilly and respectfully and praying for the safety and help the former president trump and all those who are attending this event in pennsylvania. we talked about does this actually take the temperature down because people realize how overheated things have gotten? >> it is certainly something to hope for, shannon we are in the heat of an intensely competitive presidential campaign. in which we have learned things we hoped we would never find out about our current president we've now seen the attempt on the life of our past president and possible future president. these are certainly perilous times in our nations history. these videos the pictures we see now in the president's face covered in part with blood going to liv live with this for long . >> certainly are overhearing also from the top democrat on the house aside hakeem jeffries and my thoughts and prayers are with former president trump. i am thankful for the decisive law enforcement response.
4:00 pm
america's democracy put up a violence of any kind is never acceptable interim former fbi special agent nicole parker. nicole got a chance to see this as it plays out. jump into the line of fire your reaction to what you see in what we know so far. >> first of all my respect was out to the united states secret service they are the heroes today. secret service that is their job to put their lives on the line you see them how they rallied from president trump immediate in the aftermath they were willing to take a bullet for him. that is what secret service agents do. we happen to have an attempted assassination of a prez in a very long time i hate to from the arrangement under is real, people hate this man and they will do anything to d
