individual but multiple. first of all, we have that story in fox news digital citing a law enforcement source saying that at one point a local cop spotted a suspicious individual carrying a device that appeared to be a range finder. took a picture of him. and then showed the picture to state police and there was some discussion. is it a range finder? is it a pair of innocent binoculars? and then you have other law enforcement sources telling fox news that there was police chatter on the radio of an active search for a suspicious individual. and then we know that once the gunman had climbed to the roof of this building, just outside of the venue, individual citizens began alerting police. watch. >> yeah, someone is on top of the roof. look. there he is right there. >> where? >> right there, see him?

he is laying down, do you see him? >> yeah, is he laying down. >> officer? >> country that shouldn't be here. dangerous people. criminals. we have criminals. >> he's up here. he's on the roof. >> that building just outside the secret service perimeter was used as a staging area for one of the local counter sniper teams according to a federal law enforcement source familiar with the security plans. two federal sources confirm reports that a local officer climbed up to the roof and spotted the gunman who then pointed the weapon at him, prompting the officer to let go and drop back down off of the roof. according to local media, butler county sheriff michael slupe defended the officer's retreat telling kta-tv i would have done the same thing, absolutely. people think the officers are super men like you hold onto the roof with one hand while you are hanging on for dear life and pull a gun out, it doesn't work that way. the secret service is expressing solidarity with local law enforcement, releasing a

statement early this morning saying we are deeply great. to the officers who ran towards danger to located the gunman and local partners for unwavering commitment. any news suggesting the secret service is blaming local law enforcement for saturday's incident is simply not true. in an interview with abc news, secret service director kimberly cheatle says saturday's events unfolded in a very short period of time. she promised a thorough review to make sure it doesn't happen again. >> secret service is responsible for the protection of the former president. >> so the buck stops with you? >> the buck stops with me. i am the directors of the secret service. it was unacceptable. and it's something that shouldn't happen again. we're going to continue to be transparent. and communicate with people. >> do you plan to stay on absolutely? >> i do plan to stay on. >> fbi officials say investigators have now unlocked the phone of the deceased shooter, 20-year-old thomas matthew crooks. agents have interviewed more

it's fentanyl. the crime to illegal aliens. it's impacting every community. i think a lot of americans over the last year, year and a half are starting to wake up to say, look, there's a better way. we used to have a secure border. we used to have policies that work for americans that keep communities safe. that we can take our children to the neighborhoods. i think they want that back. >> lawrence: when you hear people that are on the left side of the aisle. they continue to say crime is going down. murders are going down. but, when americans are in their communities, they see something different. how do republicans paint that picture for them? >> i think you got to continue to talk about it. the numbers may say that. it doesn't feel that way, right? it doesn't feel that way when you have a laken riley, rachel moore. you have these individuals being murdered when they go on runs and they are just out in their everyday community. so, look, i think people are waking up. they understand what's at stake here. they understand that there's a way to be pro-law enforcement, to support men and women of law enforcement and to secure the border. the community or whatever it might be.

and they don't see that over the last three and a half years. >> lawrence: you talked about being pro-law enforcement. dhs, you were there. >> yeah. >> lawrence: as the chief, there have oversight over the secret service. >> that's right. >> lawrence: when you look at the scandal unfolding before our eyes, 30 minutes and they can't get the president to safety? >> yeah. it's a failure. it's a catastrophic failure. look, i saw his detail that obviously surrounded him on the stage and those guys are great. but that's a response, right? part of what service does is to prevent. is the prevention side of what occurred at that rally is a complete failure. the investigation that the president and secretary mayorkas talks about can't come soon enough. that needs to be cblegded in a matter of days. the american people need to know what went wrong and who is at stake. i think most importantly they want accountability. and i just -- i'm afraid there's not going to be any accountability here. >> lawrence: real quickly before you leave. how will we get the information? because the trump campaign. trump officials, family members said they asked for more security. >> chad: yeah. >> the white house saying they
