last night in the longest rnc acceptance speech ever. former president trump attacked the biden administration's policies on inflation, energy, border, crime and foreign policy but he only mentioned president biden by name in one unscripted part of the speech. instead of attacking biden personally, trump used the opportunity to call the country to come together. it was also the first time we heard the former president describe the attempted assassination in his own words. >> i'm not supposed to be here tonight. not supposed to be here. [crowd chanting, yes, you are] >> in an age when our politics too often divide us, now is the time to remember that we are all fellow citizens. >> trump and his running mate

with covid. 10:00 your time, peter. what do you have? >> bill, just in the 40 minutes since we last talked a lot has happened. members of the biden family are, according to nbc news, now talking about what a biden exit from the race would look like. it doesn't mean they're talking to him about it but citing to people familiar with the biden family discussions while the president himself remains here in isolation with covid. the campaign manager also just since the last time we talked went on msnbc and did an interview and said they don't think that people are moving from joe biden to donald trump. instead they're asking can he, president biden, do it? the president is saying yes, he can. there is no indication that he is going to drop out. they are saying he will be back on the campaign trail next week and that at the moment there is no plan for an alternative

non-biden nominee. in a campaign memo they're asking democrats to stop fighting one another saying the only person who wins when they fight is donald trump. they believe that there are more people who want biden to run than who want him to drop out, bill. >> bill: peter doocy, you will have a busy day. >> dana: it reminds me when they sit there and wait for a little signal. shannon bream in our signal anchor of "fox news sunday." we have a little bit from the biden campaign interview this morning. >> i'm not here to say this isn't been a tough several weeks. no doubt that it has been. we've seen slippage in support but it has been a small movement and you know this, the reason is because so much of this race has

hardened already. >> dana: a small movement? >> fundraising we're told is drying up in big ways. a lot done publicly, privately. big donors. when you have names like obama, pelosi, schumer, jeffries having behind the scenes conversations, until they go full throated public it is time to go it has been slippage. >> bill: let's try to figure out what the trump team does. they had a good week by all accounts. delegates were jacked up and had a good time and the convention went pretty well. here is the moment when he honored that firefighter last night. >> tragically the shooter claimed the life of one of our fellow americans, corey comperatore. he lost his life selflessly acting as a human shield to protect them from flying bullets. he went right over the top of them and was hit.

what a fine man he was. [applause] >> bill: you wonder now, shannon, it's a little difficult to handicap because there is so much that has gone down in the past seven days. who knows what the weekend holds or even monday or tuesday. traditionally you get a bit of a bounce after a convention. a point, two, sometimes more based on history. you want to take a guess what it bounces here? >> the cbs polling yesterday. five point gap nationally if it's the ticket that exists today. three points up for president trump in the battleground states. going into this they were in better shape for the gop side of this conversation. they also have to now pivot and think about who they will run against. what happens this weekend could change all of that. i will be interested to see the post campaign bump and see how much it is.

>> one of the things is we've never dealt with this in our political lifetimes we don't know what a post convention like would look like after a failed assassination attempt where the president is knocked down, then up and saying fight, fight, fight. people may say i respect that and nikki haley, you hadn't heard from her before. i wonder if we just don't know what it will look like. >> the speech last night started off with the touching moment. he's seemed more emotional this week. he went off script. many times you guys have talked about that he was on rabbit trails and grievances. did that reach that independent, the undecided figuring out what to do in the wake of what's happened in the last few weeks? i don't know. it was long and 2,245 delegates but it turned into a rally or

mistakes and you have to clean them up and do the task force and quickly. america needs answers and you don't need wild theories running all over the internet. what's the question you need kimberly cheatle to answer? >> the first question she needs to answer is that the former president is going to be protected adequately. we saw a failure on the advance side of the secret service operations, specifically with the effective implementation of the security plan. look, this is a bad position for the secret service to be in for a lot of reasons, especially in the area of the he said/she said now we're hearing about with respect to state and local law enforcement. the secret service cannot do their job without those -- that law enforcement assistance. it is ultimately their responsibility to make sure that that plan is implemented and implemented correctly. she has to assure the american people that the former

president, the republican nominee, is going to be protected adequately. it is now time to make sure the resources match the threat level. >> dana: i was thinking, charles, that one of the things i said this on "the five" last night that there might have to be a discussion about all of these events. there are so many events and we know that secret service and local law enforcement are stretched very thin. it could be that you have to say look, if former president trump and biden are going to be out there, we'll have to put those at the top of the list and that maybe the second gentleman, we might not be able to do that. then the campaigns have to make a difference decision. there is too much. dhs inspector general wants to probe the process for securing the trump campaign event. counter sniper prepareedness and preparedness and information activities. listen to this interview.

>> so there would have been a larger operational plan but a smaller piece broken off of that, let's say, that was specific to the butler township p.d. and that's what you guys were given. >> that's correct. that's again where the operational plan specified our duties as strictly traffic control for the presidential motorcades in and out and any other dignitaries that may be there. >> dana: it was the most important part of the interview. you find out the cops that actually found the shooter and engaged him and ran toward the scene when they heard there was a problem. >> you also don't want there to be any misunderstandings who is covering what, right? if the secret service is under the assumption another police department will be responsible for that building with the elevated threat in direct line of sight, that is concerning. it is also concerning that nobody noticed that if that building were supposed to be covered, that it wasn't being adequately done.

so a lot of questions here. ultimately we'll see with significant failure there will be communication issues that will rise to the top. next week should be an interesting week with the hearings coming up for the director of the secret service and i think, look, the american people and congress need to hear specifics regarding time frame that the threat was known about and all the steps that fall up there and how it went so horribly wrong. >> bill: you mentioned the communication between all these jurisdictions, local and township and state and secret service. we heard the cop dropped off the roof. he trained his gun on him and not able to defend himself. he gets on the radio. we don't know, perhaps you do, if a local cop gets on the radio and says shooter on the roof, southwest corner, how long does it take for the secret service sniper to get that word?

>> that should be immediate because it is coming right to the command post which is staffed by the secret service and the local law enforcement agencies that are participating in the overall security plan. so the counter snipers have a use of force policy where especially when cprotecting operations, they can take action without approval to eliminate that threat. this information flow should have been both heard and repeated by the secret service agents that were staffing the command post. this is not an elaborate communication plan that's required here. this is the counterpart system where we're making sure all communications are being monitored effectively and if that didn't happen here, then that needs to be fixed quickly. >> bill: no doubt. i want to underline the word if. if that happened.

not energized the young voters as the administration hoped it would. >> bill: stay tuned. a new chapter coming up soon. edward lawrence, north lawn. >> dana: it may be full steam ahead for the dnc convention. the rules committee is meeting today trying to wrap up the plan to nominate president biden with a virtual role call. joining us now is our great new friend alex thompson, axios political correspondent. a couple of things happened in the last hour. the biden campaign came out, did an interview on msnbc and says we're full steam ahead. biden is the candidate and this is how we're going forward. in the same hour nbc news says they have reporting the family is getting together to talk about what biden's exit from the race would look like. what is the truth in between those two? >> both things can be true. if you are the campaign chair they will keep going full steam ahead until they aren't.

joe biden is running until he is not, right? they are trying to get back confidence. you saw even joe scarborough, you saw skepticism of her theory of the case. they are saying what do you do when nancy pelosi is saying -- you had the head of the house democrat super pac say we cannot have a fractured party. we'll lose the house. you can't go into november for half of your voters don't think you should be the nominee. but at the same time joe biden still at his core believes he is the most electable person against donald trump. there is almost a religious element to the belief inside the family. if you believe that how do you take yourself out of the race? >> bill: the rules committee meets today for chicago. >> yes. >> bill: do you know where that meeting happens? >> most of it will be virtual. >> bill: they are on the phone or zoom.

>> some will be in d.c. >> bill: what will they try to determine knowing they have 31 days to figure it out? >> what they are trying to do now is run out the clock and nominate him virtually weeks before the convention. you saw last week -- >> bill: can i stop you on that? that's a assumption. how many people on the rules committee don't want biden to stay in the race? i think that's the public tug of we've been trying to parse all week. who is telling the truth? >> a lot of people be signed the scenes are skeptical. >> dana: calling you. >> bill: jeffries and pelosi haven't come out publicly. there are leaks. >> they are speaking for a large group of democrats. interesting to see. my impression of the rules committee, though, a lot of those people are handpicked by the dnc and joe biden himself. if there will be any dissenters they are probably not on this

rules committee. >> bill: that's an important thing. >> dana: is the family talking about him withdrawing from the race because he can't win or because he can't function as the commander-in-chief for the next four years let alone maybe the next six months? that's the thing i keep getting back to. the conversation that the democrats are having are two separate things. when john tester from montana i'm in a tough race and think he should withdraw. not because they think he is going to lose. >> there is this morally gray calculus that is close to the president which is basically democrats are asking voters to vote for someone that a lot of them personally believe can't do the job for the full term. they are saying it is worth it to beat donald trump. now in terms of the family. they have so many concerns. first of all, if joe biden wants to do it they'll rally behind him. they cannot deny him this. at the same time there is deep concern within the biden world and family about his legacy.

believe that this happened right away. i think if you are looking at swing state polls sure, the debate was a disaster but all of a sudden the swing state polls started leaning toward trump it was collective chaos from shows like msnbc. they have ready access to the current president. this shouldn't be a surprise. it is strange that all of these reports about his age coming out in large papers happened at the same time. everyone could see it. everyone knew it was going on and irresponsible for the media to take this long. >> bill: three weeks and a day ago was the debate. you almost think there was a plan going into that debate to try to cancel his campaign. >> dana: you think so? >> bill: not from the biden team. but other influential democrats to reached out to media counterparts and said this thing is over and they chose at that point. they didn't choose to say joe biden was just okay tonight. i give him a c.

selena, you were there at the rally closest to the president when that shot was fired. i am curious, it's pretty interesting there could be a failed assassination attempt just six days ago, and even today that's not necessarily the lead story as you have the biden team looking to switch out to put a different candidate. this story is still very real in your mind and we want to know how you are doing and how you are processing it. >> thank you for having me on. you know, a lot of people have asked me this and i have asked my daughter to go -- they are underneath me because moms jump on top of their kids and i don't know how i feel. i haven't processed it yet. what was really interesting to me in watching the speech last night with president trump, as he is speaking and as he is

recounting everything moment by moment, he called me the next morning, the day after the speech. the first thing he said to me is selena, are you okay? is your daughter, shannon and michael okay? and then he apologized to me for not doing the interview. we were supposed to do an interview after that. in the conversation we talked several times that day. what he said in the beginning of the speech is almost what he exactly what he said to me and he was processing it. i can't get inside his head but looking at the expression on his face, that look of gratitude and realization, i look at his expression and that's the face i have right now and how i feel. >> bill: we'll stay in touch as we go through this process.
