10:00 am
since we've seen him and he will talk from the oval office tonight at 8:00 p.m. eastern. be sure to watch that on fox for the best journalists and analysis anywhere. we are expecting him to talk about what lies ahead for his administration and how he will finish out the term. we anticipate he would. this afternoon vice president kamala harris will be speaking and the rnc wrapped up last thursday she will be there an hour from now and her first since announcing her bed that some call the annoying thing since productively has enough delegates to move forward and take the nomination. i wonder how the voters feel about that. anyway, "america reports" now. >> john: harris, thank you at any moment now we are expected to see president biden for the first time since dropping out of
10:01 am
the presidential race on sunday. he will be taking on from dover air force base en route back to the white house. >> sandra: all of this as he plans to address the nation tomorrow night at 8:00 p.m. eastern time. biden has spent the past few days recovering from covid we are told at his home. more on this throughout the show and more news as we get it. >> was this a colossal failure? yes or no? >> yes. >> was this tragedy preventable yes or no? >> yes. >> do you agree with the assessment of the former secret service director that the roof was so sloped it created safety concerns? >> i can't agree with that. >> director, it has been nine days. either you have the information we do not. >> here is where we start this afternoon secret service director kimberly cheatle officially stepping down from her post for her agency's
10:02 am
failure to stop the assassination attempt of president trump. it one day after a blistering congressional hearing where lawmakers say she refused to answer basic questions on the day of the rally. hello, i'm jon harper than washington, sander a fast-moving day upon us. >> sandra: it's incredible, great to be with you, john i'm sandra smith in new york this is "america reports" now the white house many having a second hearing looking into the failures of that day. secret service director and alejandro mayorkas and fbi director christopher wray were initially asked to appear today but every single one of them declined. >> john: committee member jim jordan joins us with his reaction and moments. fox team coverage ahead with williams on where the investigation stands but first aishah hasnie live on capitol hill to appoint a new secret service director very
10:03 am
soon, biden will. >> john, santa good to see you. president biden is looking for air placement for the doctor kimberly cheatle but here on the hill democrats or public and say does not matter who replaces her they don't care about that because they say there are some deep problems within the secret service that they want to get to the bottom of. speak of the secret service needs a perfect score. glass and women assassination attempt 40 years ago, ronald reagan took a shot. can't let that happen again. so the resignation of the commissioner fixes absolutely nothing. we have it drilled down and make sure things are working. >> so the director leaving really does not change much here that's why houtz speaker johnson and democratic leader jeffries have launched a bipartisan task force today to investigaten attempt and try to figure out
10:04 am
how it fits the secret service former president from who met with chito at the rnc last week out with a statement and it was not kind she never gave proper protection so had to get take a bullet for democracies trump says. always with a turndown or no response. i had the biggest crowds in history and they should be treated accordingly. big improvements have been made over the last week. now the homeland security hearing with pennsylvania state police is ongoing right behind me. the fbi director ray, christopher wray will be on the hill tomorrow so for lawmakers, john? >> john: see if they can get more answers because they certainly didn't get me yesterday. aishah hasnie on capitol hill. >> sandra: let's bring in contributor ted williams on the ground and penciling it for us to had come you been to a lot of scenes. what has struck you since you been on the ground there?
10:05 am
knowing the details and the fact you received about this colossal security failure so far? >> hi, sandra. i can tell you one of the major questions i have is why the secret service what donald john trump the 45th president of the united states get on that stage knowing full well in advance that they had a suspicious person on that -- in that area and to allow the president to get stage was only that never should have happened. i can tell you, sandra one of the unfortunate kept secrets in law enforcement is that there is always unfortunately a lack of communication. and that is what took place h
10:06 am
here. there was really a lack of communication between the local law enforcement and the secret service. after further tell you it was a secret service advance team that came here on the ground that should have set the parameters for what took place. it is an embarrassment and yes, sandra, it is in fact a colossal failure. >> john: hey, ted it's john here, is there any question there should've been oversight on that roof that maybe there should've been an actual officer on that roof? >> john, there is no question whatsoever. it pissed me off if i should use that language that kimberly cheatle had such a slope angle that our shooter was on that you couldn't get anybody else up there, but yet, there were
10:07 am
snipers of the fbi that were on the sloped roofs so what i am simply saying is cheadle lied to congress. >> sandra: so we have seen the map, we have heard from the former president who indicated in that interview with jesse that cheadle came to visit him after he was brought to the hospital. said as she was nice but there is no explanation for this massive security failure. when you look at the map in the distance to this stage, does it feel that obvious when you are on the ground that this was a building that was clearly, clearly a threat to the former president as he delivered that speech? >> absolutely, sandra. all you have to look at at the
10:08 am
angle of where the building set. and where you look at it the person who got on that roof, thomas crooks, had a direct shot at the president of the united states. that building, it has been debated as to whether they would snipe on the inside of the building but there should've been somebody on the top of that building. this is the thing. that advanced secret service unit knew that. >> john: exactly. in hindsight everything appears quite clear. the big question is why didn't it appear clear on the day? ted williams for us, thank you. we should point out, harris has touched down in wisconsin where she has a campaign event or first campaign event is over they went down on the weekends we will keep an eye on that in the meantime. let's bring in the house judiciary committee jim jordan part of that oversight committee yesterday. congressman, here is what donald trump told fox digital about kimberly cheatle.
10:09 am
"she never gave me proper protection so i ended up having to take a bullet for democracy." many requests were made by on-site secret service were more people, always with a turndown or no response. i had the biggest crowds in history and they should be treated accordingly. ">> john: the question i had, mr. chairman since all this happened is how many times were direct line of sight elevated domain elevated positions left uncovered by the secret service for local to police department's they've been partnering with but they just got lucky and those occasions? >> yeah, good question. i don't think she would've answered that yesterday, of course she resigned today which everyone knows is the right move. in my mind, john, it's the before, during, and after. questions like that are important but why wasn't every building there? and limited number of them weren't secured why was it secure? why was president trump where were those requests denied? how many times were those denied question work she wouldn't answer those questions either. there is the during 6:09 the bad
10:10 am
guys on the roof. 6:10 the counter snipers are notified, 6:11 the president and others are shot and they take out the bad guy and then trump escorted off the stage so we need to host know what happened in the critical 5 minutes actually almost a play-by-play second by second and of course there is the after where they lied to us. remember what secretary -- remember what they said to secretary mayorkas unequivocally false that they turned him down when in fact five days later they invented that they had so to me those are the key areas that need to be investigated. >> sandra: congressman if you can stay for a moment we will go to senate majority leader chuck schumer and hakeem jeffries are delivering a news conference. we were given a heads up this would be happening. remember, these two top democrats in congress have stopped short, they did so yesterday endorsing vice president kamala harris for president. they have not done so yet but
10:11 am
we'll see if there some questions. >> it's a happy day what can i say. together, we will keep and hopefully grow the senate majority and under future speaker hakeem jeffries we will win back the house. democrats are moving forward and more united than ever before into/36 hours i seen a surge in enthusiasm for everyone of our party united behind vice president harris. in enthusiasm felt in every corner of the country. and it is contagious among democrats. the volunteers their contributions are pouring in. in ways beyond our expectations. now we all know vice president harris has a tremendous record. and now begins the next chapter in our quest to make sure
10:12 am
donald trump does not become president. today with one voice we speak about the dangers he presents. to working families, to our country, and to our democracy. we see very clearly how nervous the republicans are about our new nominee, well they ain't seen nothing yet. last night vice president harris security majority of delegates. today in wisconsin and across america we begin our next chapter and it will be our best yet. vice president harris will be donald trump and become the next president of the united states of america. hacking? >> thank you, leader schumer. joe biden is a patriotic american. joe biden is a heroic american.
10:13 am
joe biden is a great american. joe biden will go down in american history as one of the most consequential presidents of all time. president joe biden has made the selfless decision to pass the torch to vice president kamala harris who is ready, willing, and able to lead us into the future. kamala harris and her candidacy has excited and energized the house democratic caucus, the democratic party, and the na nation. vice president harris has earned the nomination. from the grassroots up and not the top down. >> sandra: hakeem jeffries and
10:14 am
chuck schumer have both together said they are endorsing kamala harris. and referenced nervous republicans in the meantime, john, said "that ain't seen nothing yet" vice president kamala harris old to be donald trump and become the next president of the united states after he said it chuck schumer asked for applause before handing it to hakeem jeffries. >> john: all of the sprays of president biden for doing the right thing and becoming a great patriot and saving democracy. and this morning have they wiped the blood off a knife yet? because he stabbed them in the back. >> incredible. actually let's bring back in jim jordan to react. are republicans getting nervous to chuck schumer's point? speak another effect of the facts. i don't think it matters who they run you can't change what happened in 3.5 years. we went from a secure border to know border and now they are running the border czar from
10:15 am
safe streets to record crime, to record inflation and then of course you have the leadership, the character, the boys that trump has shown and particularly demonstrated on july 13th when he was shot. literally leadership under fire. i don't think it matters who they put up, i think president trump will be our next president and if they will stick with kamala harris if they can kick united states president off the ballot they can probably kick the vice president off the ballot and i assume she will be the candidate but i don't put anything past democrat on the left who are focused on politics and power. >> john: i want to go back to the secret service investigation from january as we hear from sheetal resigning in saying we are thankful how she dedicated and risked her life to protect our nation in the united states
10:16 am
secret service we especially thank her for answering the call to leave the secret service during our administration we are grateful for her service to our family. this proves once again, congressman, mr. chairman that nobody gets fired in the biden administration. >> no, i think you are right. that is the nature of this administration. one the border czar is a candidate for president nearly know border for years i think that is just the way the said administration operates. again, i think it is important that we focus as i said the before, the drawing, and the after but this after where they told us things that were not true, what they said was absolutely false that president trump's security detail asked for help in one's denied that and mallorca said its unequivocally false that statement in five days later, oh, by the way, there were instances where we did turn down requests from president trump's security detail. it can't be both. you were lying when you said that days after an assassination attempt on the former president.
10:17 am
that to me is a real problem. and why so many americans have concerns about our agencies and institutions in our government. >> sandra: to circle back on the news just there, these top democrats now endorsing kamala harris' seems to be money, there seems to be some growing enthusiasm. you just said i don't care who they put up you do believe donald trump will win, congressman. republicans underestimating her ability and democrats ability to pull this off? >> i'm not a long time ago in athletics you go hard all the way to the end of the match end of the game. so we have to run hard, we have a great set of candidates and dave mccormick in pennsylvania and good house candidates and a great tag with president trump and vice president senator vance so we have to keep working hard but again you can't change the facts appear you can't change the record. the record is we literally went from a secure border to know border and 3.5 years.
10:18 am
take your family out to dinner. go out to dinner and see what it costs just to take your family out on a friday night for dinner, it costs an arm and a leg so everyone knows what is going on. and then of course there is this leadership projecting strength from the oval office that we have an president trump and don't have in this administration so again, they can put up whoever they want i think we are going to win because i think the contrast is so sharp between president trump's policies and what we have a need bible administration. >> john: what do you make, chairman, of the calls from a number of republicans including the speaker of the house that joe biden is not fit to stand for election he is not fit to serve the presidency in the united states? and should resign? i mean, politically i can see that if kamala harris begin the president could directly tie her to the biden demonstration policies but she would then have the power of incumbency, she would have the power of the white house including the campaign. it strikes a lot of people including euro old colleague trey gowdy who said this morning that could give her a leg up in
10:19 am
the election so why push for biden to go? >> i'm focused on november 5th. wrapped win. we have to get rid of the crazy policies of this administration that is the democratic party and focus on that. i don't know how kamala harris can go away from the biden policies she is the border czar which is on top of mind so i don't how she can run away because she is of that administration and part of implementing those particular policies which have been bad for the country. >> sandra: a lot to take in every single minute of every hour of every day congressman, thank you for jumping on with us we appreciate your time. >> appreciate you hanging with us, thank you. >> i think he is more than capable of governing for another six months. >> he is cognitively impaired. so i find it hard to serve out his term. >> sandra: we are now finally
10:20 am
expecting to see president biden on camera for the first time in a week when he heads back to washington to address the nation tomorrow evening. and live look at dover airport their richard fowler and jason chaffetz standing by with reaction to the president's silence. jacqui heinrich is live in rehoboth beach, delaware, with what we know right now high matt. >> hey, sandra. were watching it play out before we hear an explanation from the president who ended his 50 years in public service by tweet we are sad to hear more tomorrow the oval office but no they from bream. otezla is the #1 prescribed pill to treat plaque psoriasis. otezla can help you get clearer skin. don't use otezla if you're allergic to it. serious allergic reactions can happen. otezla may cause severe diarrhea, nausea, or vomiting. some people taking otezla had depression, suicidal thoughts, or weight loss.

the moment i met him i knew he was my soulmate. "soulmates." soulmate! [giggles] why do you need me? [laughs sarcastically] but then we switched to t-mobile 5g home internet. and now his attention is spent elsewhere. but i'm thinking of her the whole time. that's so much worse. why is that thing in bed with you?

this is where it gets the best signal from the cell tower! i've tried everywhere else in the house! there's always a new excuse. well if we got xfinity you wouldn't have to mess around with the connection. therapy's tough, huh? -mmm. it's like a lot about me. [laughs] a home router should never be a home wrecker. oo this is a good book title. >> you know, this has been an interesting couple of weeks to say the least. we saw the from the president the last couple of days was a
10:25 am
human decency, a good man, someone who decided not to put himself first. obviously, he stepped down from running and being the nominee but he is very much still the president. he still has the job and we have a lot more to get done on behalf of the american people. he wants to zero and then focus on that. he'll be coming back to the white house today, giving an address tomorrow at 8:00, please watch. >> white house press or trade karine jean-pierre, not giving a briefing from the white house white house but choosing to appear on "the view" earlier today and her first public appearance since biden stomach president biden dropped out of the race. biden now on his way, he live look a delaware back to washington where he will be delivering as cream just mentioned in oval office address at 8:00 p.m. eastern on withdrawing from the race. fox team coverage right now richard fowler, jason chaffetz have analysis but let's go to jacqui heinrich live in delaware. jackie, we are anticipating as
10:26 am
we look live in delaware to see the president shortly. >> it will be the first time we see the president, sandler, since he made this stunning decision to end his what will be 54 years of public service. all in a tweet. we also will have the oval office address tomorrow. he will explain his decision to the country. karine jean-pierre, though, did not announce any briefings for us. she did however go on "the view" where she rebuffed questions about whether the president is in fact fit to serve out his term since as part of not have the confidence that he could lead them through november but we have not gotten much insight yet how the president's final months in office will look. we are watching the veepstakes play out. eric holder is betting stomach vetting six governors the same as obama in '08 and is in
10:27 am
color nancy pelosi reportedly gs changed. is making a dicey argument after they warned crowding kamala with many primary voters. >> there is no coronation there'll be a process but look on the part of the process is getting endorsements, and the delegates she is working on that. first of all to have a process you need a challenger. so far no one has stepped up to challenge her. except to say we need a process we did a process known and also storing the name in the hat. >> similarly the dnc chair pushed back on criticism about their not being a process even though just days ago when the president maintained he was firmly saying in the race it was jamie harrison who was rejecting the idea of a mini primary saying there are no rules in their playbook that allow for it. >> the process has been fair, it's been open and transparent. but if anybody is thinking about
10:28 am
running, you are running against a sitting vice president who along with joe biden has worked really hard across this country building relationships. probably the most qualified person to be on this ballot. >> chuck schumer and hakeem jeffries through their support behind harris for president, they were among the last holdouts, former president obama and those heavyweight democrats who pushed biden to make a different decision and abandon his race. obama now the last holdout to swing his support behind harris, sandra. >> sandra: jacqui heinrich, that gives us a lot to watch and look forward to as we look live at potentially seeing the president any moment now. all right, john? >> john: richard fowler and jayson gee them, let's start with you, 2020 kamala harris was not exactly a stellar candidate, didn't even make it to the first nominating contest. why should things be even
10:29 am
different four years later? >> a lot of things have changed from now to then. one, she was a vice president behind president joe biden. number two i think what you're seeing now is delegates across the country are saying they support her. let's dig deeper and talk about this process for a second. the democratic primary voters go on the ballot and i was a delegate to the convention 2012. >> john: so long ago now. >> so long ago when we go, we vote for a delegates to conventions when i'm voting for joe biden it literally says that we are voting for a delegate to the convention. that delegate is entrusted with my trust as a democratic voter to make decisions for me at the convention. if my candidate, joe biden in this case, decide that he is dropping out of the race in this case he has i a delegate and vowed to do what's best for the person who sent me to the convection. , convention. if i was to vote on the eighth district congressional to convention and i go to the
10:30 am
convention. in this case these delegates have met in their state conventions or on state conference calls. and they've all decided that, all is the best candidate. >> john: how is she a better candidate? >> tell you why. she has a lot of experience, a lot of folks have question kemal's experience but if you match up her resume to any previous vice president, take mike pence,'s resume beats mike pence's resume for two years as a prosecutor, more years as a d.a., then more years as an ag in california. >> john: he was governor of the state. >> sure but she was the attorney general of the state. >> john: you didn't give me her record as vice president. >> then a senator and then vice president source record speaks for itself. >> jason the point i'm making is what has she done as vice president that qualifies her to be present when you th think? >> i yield all my time to the democrats that try to answer that one because there is no answer to that question.
10:31 am
what was the biggest accomplishment that she did? because the two big assignments she had were the border and artificial intelligence. and i can't think of any progress we made on that. inflation is going the wrong direction, and i laughed out loud when the chairman of the democratic national committee goes up there and says our process has been open, fair, and transparent. are you kidding me? they push joe biden off the cliff. and to do this the way they did it totally disenfranchised millions of people. go had explained to me? >> let's clear some things up a bigger republicans for a long time have labeled kamala harris the border czar. >> she was. >> no, no, no if you go back to the president statement where he asked her to lead the diplomatic effort in the northern triangle countries to work on the root causes to why people are migrating to the southern border or crossing the border she was not the border czar she was this possible for double medic efforts. >> john: are you telling me
10:32 am
her assignment was to find out why people? i could tell you that. >> no -- her assignment was the same assignment he had during the obama administration. let's also become very clear, for decades many presidents have tried to deal with the problem and america's southern border starting with george hw bush two today and not any of those presidents have solved that problem let me be clear because of donald trump had solved the southern border there wouldn't be border crossings today. >> john: do we need to show you the numbers, richard? >> no. there were lower border crossings during his first year as president but it never went to zero. that's my point. what we are trying to do is we are trying to force kamala harris -- >> john: you still haven't said -- >> we are trying to force her for the border crossing problem when no president has solve it, the american congress has not solved that this woman is supposed to solve it so it's
10:33 am
unfair. >> john: i will ask richard. >> what has she solve? richard name one thing she has done. >> a number of things he has done one come all harris' president, before she became president in this country. >> john: she is not president. >> before she became vice president, she will be present, before she became vice president there were only three states in this country where maternal care postpartum care was extended past 12 weeks. since she has been vice president 46 states in this country have extended maternal care postpartum and 12 are medicaid recipients that's a big deal for everyday people. people having babies across the country we are in the world we have the most maternal deaths more than any other developed country and she is working to solve that every single day. if the real issue that affects real women every day. >> john: jason, final were due? >> she is impossible to work f for. >> there we go. >another attack. >> that's her record that's a
10:34 am
fact. >> what did she solve i gave you an example. >> it's pathetic. she has not performed the duties that are going to garner the votes necessary and you know what? democrats are pretty excited about her when she first ran for president, she was pulling eighth in california, her home state. andrew yang were doing better. >> to be clear -- >> the only -- >> over the past two nights 44,000 black women had a poll supporting her that's $1.2 million. last night 62,000 black men, $1.5 million supporting kamala harris. i don't know what else you want but i call excitement. >> i don't think will last very long when people figure out who she is and what she has done. when she has not accomplished anything. >> john: gentlemen we have weeks and weeks to debate this. jason, thank you so much.
10:35 am
center? >> sandra: alex thompson thank you for being here as we look at the dover air force space as we are about to see the president for the first time in what has been a number of days. he is apparently now testing negative for covid. we will see him and he is planning to speak to the nation tomorrow night at 8:00 p.m. eastern time. let me get your thoughts on this first compass is karine jean-pierre press secretary, didn't offer a briefing after the president decided to step out of the race. we have not seen her hold one i believe in about a week now. but she did join the ladies on the view earlier and she went on to defend kamala harris, listen. >> he set himself the reason why he picked vice president kamala harris is because he believed she would be ready to leave from day one. he believed she was the right person to take over the campaign and she is.
10:36 am
>> sandra: there is this reference to who she was before she took office by vice president. we heard that from karine jean-pierre they are, we heard that from the president when he was asked about her record and he referenced her time before she was vice president. so what will they be able to tout as far has her accomplishments while in the white house? >> it was all sort of funny karine jean-pierre said that i had a story just yesterday that kamala did not include karine jean-pierre in her orbit when she went to the white house. karine jean-pierre was kamala harris' chief of staff when she was named. at times kamala harris could be so withering in how she questioned and in some ways interrogated her in front of people that people became uncomfortable. they felt she embarrassed her in public. it is sort of interesting to see her talking it up now. in terms of her past record why some people are so excited when she got in the race in the first place in 2020, while she had
10:37 am
that big rally in oakland, california, with a lot of enthusiasm. as a senator she was really good at doing these senate hearings and interrogating trump officials, you could see them becoming uncomfortable in their seats and she was elected state was in california twice. >> john: you have some interesting things in axios where you said in part scooper biden doubted election chances same to drop in part because they're worried vice president kamala harris was not up to taking on donald trump. according to three biden aides familiar with recent talks about the plans. now suddenly she is the "best candidate for the job." how does she go from what you found out to where we are now? >> the reason is because
10:38 am
joe biden they busily coalesced and said this is over until biden could have tried to continue and basically said i won the nomination for 2 million voters, gave me the nomination but it would've been really i blame nancy pelosi, chuck schumer, and others and donors basically had said they were going to abandon him and make this a good look painful. if you are joe biden, you have some doubts about kamala harris. he and his team do have some doubts. best and uneven presidency. if you're going to get out of the race you might as will validate your biggest decision which was picking her. >> sandra: you can only imagine what debates would feel like. you can only imagine the way the attacks will be centered on donald trump and kamala harris as we head into all of this. and you have to wonder what the
10:39 am
strategy is behind closed doors right now. this is a scramble. what can you tell us you have heard that is being discussed in democratic circles right now. especially with chuck schumer and hakeem jeffries who finally threw their hat in the ring and endorsed her? >> if you're a democrat there's good news and bad news. you sign unleashing of organic enthusiasm from the grassroots of the party hundred million dollars basically less than 48 hours. and credible sum of money and the biden team needs it because the cash advantage disappeared and drum has more cash on hand. this is all sort of constructed in midair. the plane was in a tailspin and now they studied it and what does a kamala harris campaign do?
10:40 am
as a leader in jen o'malley dillon but did she install some of her own people? at some layer going to happen? how much does she start influencing the white house? that could end up being very tense very quickly. it will be very interesting to see how that transition goes ended around a lot of time to figure it all out. >> john: something to watch. speaking of where the election is the polling now, donald trump continue to lead in this race. 49-47 over harris and this is in a head-to-head race but if you put all of the candidates in it's a blow out. compass ahead of her by focal points. speak of the polling did show she was often more competitive and 70% of the country was not worried about her age. but she has her own unpopularity. she did a little better in the polling but not a lot better and what happens on the trump
10:41 am
campaign starts running 200-$500 million as against her? does that end up hurting her more than joe biden who is a very known entity? who is not going to completely collapse. so we won't see good polling for another few weeks. the first one to bring it forward. >> sandra: a lot to think about. >> john: thank you, alex. official kim cheatle spotlighting the security failures of her agency. democratic congressman was in that, raja krishnamoorthi coming up next. >> for someone to tell me that secret service agents couldn't have been there that'soo crazy.
10:42 am
what? i don't do that. this reminds me of my bike. the wolf was about the size of my new motorcycle. have you seen it, by the way? happy birthday, grandma! really? look how the brushstrokes follow the line of the gas tank. -hey! -hey! brought my plus-one. jamie?
10:43 am
time since he has alerted the
10:44 am
country he will not run for reelection. i doubt we will hear anything, typically they may get there in a minute to see if they can coax him over but tender i would expect he will get down the stairs and fly back to washington. >> sandra: the white house dr. put out a note short time ago confirming the president has tested negative for covid. this was the big moment where we can finally see him in the event with kamala harris. all the talk and reporting on that this is the first time we've seen him, johnson's he makes his way back to the white house. 8:00 p.m. eastern time, the first time we have seen him since dropping out of the race.
