executive action president biden announced on june 4th. since then encounters at the border between ports of entry have dropped more than 55%. average daily encounters are now lower than they were at the end of the previous administration and lower than at this point back in 2019. but we know the only way to bring lasting solutions to secure border to secure the border and to begin to fix the broken immigration system is to pass the bipartisan board of security agreement. sadly, congressional republicans have decided to put partisan politics ahead of our national security and twice voted against the bipartisan agreement and badly needed resources to hire additional border policy patrol agents. and fentanyl detection technology of the border. in the absence of legislative action, the biden-harris administration has taken decisive actions to secure the

border. recently the ms ration has taken action to hold criminal organizations accountable including sanctions against different gangs and smuggling organizations that are responsible for various criminal activities. that includes human smuggling and trafficking, gender-based violence, and money laundering. we have also taken concrete steps to make our immigration system more fair and more just and to keep families together. that is why in august eligible spouses of u.s. citizens and their children who have lived here for ten years or more will be able to apply for a legal status while remaining in the united states. with their families. we are also helping young people who have been educated in the u.s. including dreamers and doctorate recipients receive work visas more quickly. these will help more young people use their talents to enrich our communities. and strengthen our economy. this administration will continue taking action to secure

our border and fix our broken immigration system. now, when president biden took office, we were in the midst of the worst economic crisis since the great depression. but as a president said last night during his oval office address, and as today's gdp report makes clear, the united states has the strongest economy in the world. this did not happen by accident. under the leadership of president biden and vice president harris we saw the economy grow a strong 2.8% last quarter. with business investments up more than 5%, nearly 16 million jobs have been created and wages are up higher than before the pandemic with inflation down to 3%. but as the president said we have more work to do. over the next six months the president and vice president will keep fighting to lower costs for hardworking families from lowering health care and housing costs to making billionaires pay their fair share and cutting taxes for

families with the child tax credit. while congressional republicans inside with special interests and threaten social security and medicare, the president and vice president will continue fighting for the middle class. together we are praying for the thousands of americans under mandatory evacuation orders out west as widespread wildfires burn hundreds of thousands of acres across oregon, california, and elsewhere. we are grateful for the brave firefighters and first responders who are working to protect people and save li lives. everyone in the affected areas we urge to remain vigilant and heed the warnings of local officials especially those ordered to evacuate. the president has been briefed on the fires and we are in close touch with the governor's offices in affected states to ensure they have all they need to. white house and federal officials are also in close conduct with state and local officials in the front lines of

these fires and 6,800 federal personnel from the u.s. forest service and the department of homeland interior on the ground to fight the blazes and keep people safe. the department of defense has also mobilized four of its c-130 modular airborne firefighting systems to support the fire suppression effort. fema also issued several fire management assistance grants to help reimburse states firefighting costs. as always we stay ready to provide for the support as needed and finally, on monday, iowa's extreme abortion ben will take effect. banning care for a lot of women even though they are pregnant. this will be the 24th state with a ban in effect all of these by republican elected officials put women's health and lives in jeopardy. the president and vice president have been clear this should never have happened in america and yet this is exactly what is

happening in states across the country since the supreme court overturned roe v. wade. and it is not stopping at the state level. republican elected officials in congress have proposed four national abortion bans while refusing to protect nationwide access to ivf and contraception. president biden and vice president harris believe women in every state must have the right to be deeply personal decisions about their health care. they continue to call on congress to restore the protections of roe v. wade into federal law and fight efforts by republican elected officials to undermine our fundamental freedoms. with that i turn it over to the admiral john kirby here to take questions about the prime minister of israel's visit and take any questions on the middle east. >> afternoon, everybody. as you all know, the president and the prime minister and

meeting right now. in the oval office. there is a lot on the agenda, but first and foremost will be discussing how deeply and how strongly the president feels we feel we have got to get this hostage deal in place to get a cease-fire also in place. at least for phase one in the first six weeks. there are gaps that remain and our team continues to work with our counterparts in the region to see if we can't close those gaps. we believe that they are of a nature where they can be closed. and that we can achieve a deal but it will require as it always does some leadership, some compromise, and an effort to get there. president will be reaffirming for prime minister netanyahu that he believes we need to get there and we need to get there soon. today is the 293rd day these hostages have been held captive

by hamas and you have to assume is the most horrific of circumstances. sadly, we know that not all of them are alive. still, hostages need to get home to their families. 293 days on their 294th. we will keep working on that. i do anticipate that the two will also talk about other issues in terms of the blue line up at the north and making sure we don't see an escalation of the conflict between israel and lebanon and make sure we are providing opportunities for both israeli and lebanese citizens to return to their homes as well as of course the need the critical need for stability in the west bank. we are still seeing violence in the west bank but the president has been absolutely steadfast as calling it out is unacceptable. it is ironclad and its to israel's security including encountering very serious threats to iran proxy groups

continue to demonstrate. the president and prime minister after their meeting will have a chance to meet with families of the americans being held hostage by hamas. this will be the president's second in-person meeting with these families and as you know we have kept up a regular drumbeat of interaction with them since the 7th of october jake sullivan ten or 12 times and other members of the team were kept in touch with to make sure they know everything we are doing to get their loved ones home. quickly before we go to questions, a quick word on venezuela. we support the peaceful elections we expect and hope will come on sunday. elections that will reflect the will and the aspirations of the venezuelan people framework democratic stable and prosperous future. any political repression and violence is unacceptable. and of course, regardless of whom wins we encourage both to have a peaceful outcome and work together for the good.

>> first the president with prime minister netanyahu right now does he think prime minister netanyahu wants getting hostage deal at home in israel that he is actually capable and willing to bridge the gaps? >> yes, yes, and yes he has said so himself he wants to get the hostages home and the israelis -- the government prime minister netanyahu has been working with us to try to get that deal over the finish line. that said as i mentioned at the top there are still some gaps that are made and we will talk to the prime minister today about closing those gaps. >> just mentioning last night in the last six months, and office how does the president change with the white house what they

have planned and the president traveled or the list of things that he hadn't planned for the second list of terms that wants to get done? >> now that he is not running for reelection certainly you can expect there will be opportunities on the calendar that may not of been before. so we are exploring with those opportunities can look like in terms of advancing foreign policy and national security opportunities here and around the world. i don't have anything on the schedule to speak to now, but stay tuned. i think there will be some opportunities the president will want to explore, look. i mean we still have a war in ukraine. we still have a war in gaza. we still have climate change to deal with. we still are very restless and a pacific i could go on and on there are plenty of things for the national security team to try to continue to get done. >> john, we have the vice president earlier with comments, sorry, strong comments related to the vandalism and protests we saw yesterday.

we haven't heard yet from the president or from the white house, do you condemn what you saw yesterday or how do you characterize the protests including what was on union station? >> we did have a week condemn any violence and protest activity we fully support the right to peacefully protest we know there are strong views about what is going on in gaza. some of those views are in opposition to some of the policies we are pursuing. we get it, that is democracy but when it turns violent and you burn an american flag and pull it down off a u.s. government site, that is absolutely unacceptable. obviously we condemn all of that. >> are they pro-palestinian, pro-hamas, anti-israel how do you care for is we are seeing. >> i think it is all of those things i don't speak for the protesters because i don't share their views but obviously they took to the prime minister on

capitol hill and many have taken exception with our policies with respect to gaza. >> what about the family members that will be meeting she was a former hostage of hamas she says i want to ask president biden if he is not able or willing to create a cease-fire and hostage deal to bring the americans home. is there anything more that president biden is prepared to do unilaterally to try to bring those hostages home? >> i wouldn't get into hypothesizing or speculating about options one way or the other. we want to get all the hostages home clearly the americans in particular. and that is why this deal is so important, peter. we are close. we are closer now we believe then we have been before. the gaps are closable, no question about that. and we believe the president believes that getting that hostage deal in place, getting the six weeks cease-fire, that's the best way to get all the loved ones back with their

families. >> did the u.s. imply any of benjamin netanyahu's remarks yesterday to be false or misleading? >> everything he said with a fact-check from this podium, he should speak for himself about what his views are. >> yes but he had powerful stage joint address before congress, do you agree with assertions of iran financially in the protesters and if there are palestinians in gaza not getting enough it's not because israel is blocking it? >> on the first example we set ourselves the director of national intelligence came out publicly and said we do know that iran has been funding and encouraging some of the protest activity here in the united states. some of it. we do not believe all of the protest activity out there on the daily basis is being fully funded by iran. there is a lot of organic concern out there in the

american people about what is going on in the middle east. most of these protests are formed and fashioned in that regard. on the second question, there has been a steady increase of humanitarian assistance getting into gaza. the problem isn't getting it to gaza right now. the problem is getting it around gaza. one of the reasons why it is so dang it difficult to move things around inside gaza is because there's a war going on and bombs are dropping. and regrettably in the conduct of some of the recent operations the israeli military has not on purpose we have no reason to believe they did this deliberately but there have been accidental strikes on some of the trucks and the convoys moving around. so it is not one or the other, there are a lot of reasons why it is not moving around and some of it is military activity of

the israelis inside gaza. >> now that the vice president is the likely democratic nominee has she communicated with the president whether the harris administration's israel policy would be the same or different as it is? >> you have to talk to the vice president's office in the campaign for that. i mean, before i leave i want to remind she has been a full partner in our policies in the middle east towards israel and the war on gaza, full partner been involved in nearly every conversation that the president has had with the prime minister and very much engaged throughout. >> first can you explain to the american people who may think it looks odd that she is having a her own private meeting separate the president? >> i reckon if she was here should be in the room right now but she is not here and there is nothing strange about that the

vice president i fully expect over the next six months will have meetings with her own she has met privately with president zelenskyy and others as well. >> 20 days ago the administration was overly optimistic about finding and really closing the deal. had nothing changed in 20 days? is that still where we are? >> i would say nothing has changed. >> what are the remaining gaps? >> i would not say nothing has changed the last 20 days we have been working really, really hard to get the gaps closed. there is still more work to be done, but we believe as i said earlier, we are closer now than we have been before. we think it is absolutely achievable to get this over the finish line. >> one of the things the prime minister said that gets a lot of attention that the conflict has had one the lowest ratios of combatant casualties in the history of open warfare. obviously they have found the

israelis actions at times our conflicting international loss of who is correct here and is the united states comfortable with the ratio of deaths? >> i will not go line by line to the prime minister speech and debate from the white house podium. he should speak for his comments. he should speak his views. what i can do is speak for ho hours. the right number of civilian casualties is 0. there have been too many civilian casualties in this fighting in gaza. as i indicated in my previous answer they are continuing to have civil casualties. there continues to be desperate need for food, will come water, medicines because it's a combat zone in many places. we need to bring the war to an end and one of the portable things the president will talk to the prime minister about today is how we get there. how do we end this war? and the best way is to get this deal in place.

get a six weeks cease-fire. get phase one going so negotiate to face 2, get those hostages home. >> thank you. you mentioned the word "compromises" it does say the president believes specifically the prime minister netanyahu needs to make compromises to achieve a cease-fire deal. not just hamas and what are those compromises the net now who has to make? >> both sides have to make up her mice. because we still have gaps that need to be close i think you can surmise they're still have compromises that need to be m made. the israelis already have made many compromises to get us to this point. hamas through their interlocking made compromises to get us to this point and yet we are still not there. so there is still need for compromise. >> with the president be saying to prime minister netanyahu you need to make compromises? >> we will tell you how the meeting went efforts over but as i said in the opening statement,

this will be a prime topic of discussion that it is time now to get these compromises in place and to get negotiation in place and we need to get the hostages home and end the war. >> how does the administration reconcile the fact that hamas has been designated as literary objectives and again reiterate he wants total victory. how do you reconcile this? >> i don't think they need to be reconciled. think both things can be true. we do believe that from a military perspective hamas has been very, very badly beaten and denigrated no question about that. it doesn't mean they been eliminated. they still have leadership in place, they can still direct operations, they still have fighters at their beck and call we see that every day. and we also still believe they need to be defeated end of the threat to israel needs to be

eliminated from hamas and whatever a postwar situation looks like it can't be under gaza so i don't think the two things are irreconcilable or acknowledged to one another. >> to what extent is the war in gaza have to be discussed at the meeting? >> or the portal i think we don't know if there will be an impact on that the president is still committed to it and we still have the teams working on that. there is great promise for infrastructure and investment opportunities across the corridor not only just for the movement of commerce, but the jobs it will create just in its establishment. >> from the business initiative, posted are they committed?

>> we are committed to a squad leader some of this year but there is nothing on the calendar right now. >> meeting with the hostage families this afternoon, can you give us the sense of what message the president will bring to this family? >> i won't speak for the prime minister but the president intends to tell them how seriously he is still committed to getting this deal in place and getting them home. he will tell them they will maintain the contact they have had and there is not a gap in communication as we get closer here hopefully to the end. and he will not rest until the loved ones are back. >> the coolness in the oval office briefly and then two men were friendly. president biden was joking about how old he was that when he first had the meeting with the previous prime minister but we know they have been tensions between the prime minister netanyahu and president biden. can we talk a little bit about

the state of their relationship right now? >> it's a healthy relationship and by healthy i mean they are not going to agree on everything. they have not. they have not through the long political lens both of them have enjoyed always agreeing on everything from two different political conditions but they know one another. minute only speak for president biden that he is very comfortable in the relationship he has with the prime minister. and the ability he has he will do it anyway but certainly he prime minister netanyahu the ability that he has to be candid and honest and lay it all out there and he will do that today. >> did the president watch the prime minister's speech yesterday or see anything? >> i don't know if you watched it. i don't know that. >> and did you have a sense of his reaction? >> i don't.

>> okay thanks. >> in venezuela, do you think maduro has the ability to fully rig the election or do you think he would just contest the results? >> it's difficult to know exactly how this will play out so i can't really answer that specifically. but the reason i mentioned it in my opening statement is to make it clear to mr. maduro we are watching closely. they need to be free and fair elections free of oppression and intimidation. again, no matter who wins our expectation is that the winner will continue to look after democratic institutions in venezuela. >> if the opposition does win are you concerned of violence that will break out? >> if we were not concerned about the possibility i would not have mentioned it in the opening statement. >> thank you. admiral some questions on a ran. by dealing with a ran will he

prioritize in the next six months in office and which one of them would he be recommending harris when she gets to the white house again? >> she's already at the white house and a key partner in our foreign policy objectives. you will continue to see over the next six months the same focus by this administration, this team which of course includes the vice president on holding iran accountable for all of their destabilizing activities to hamas, the merchant attacks. >> sandra: this is ongoing at the white house john kirby is obviously taking questions right now. karine jean-pierre made initial statement on behalf of the president early on she is expected to take questions after john kirby. peter doocy is in the room we will get back in there as soon that portion of the briefing begins. for now let's bring in kerri urbahn company fox news legal editor. thank you for being with us. john kirby was asked by a reporter about the ongoing

protests at the nation's capital and the degree to which averaged violence and in some cases we saw some of the more dramatic pictures yesterday we saw the painting or riding of "hamas is here" "hamas is coming" they say they condemned the violence but there is a rei right to peaceful protest. what you think of the reaction and the ongoing protests questioning >> i think the reaction was week. yesterday was horrifying at fox news we are a couple blocks away i was walking past the plaza a few minutes ago act actually. it was disgraceful what happened. an incredible display of anti-american sentiment and while john kirby is correct, people have the right to peacefully protest, but we saw yesterday were people breaking the law. they were defacing federal property, they were graffitiing "hamas is coming" burning a flag that did not belong to them and that is important because while burning a flag as distasteful as

it is his protected speech, the supreme court has said that, you can't print some else's flag. its destruction of property. there are local and federal laws and the books that prohibit this kind of behavior that we saw yesterday. so i really hope the department of justice is taking a close look at all of this. >> sandra: really interesting these are life pictures happening right now in washington. they are taking to the streets there. obviously this is happening as benjamin netanyahu is behind closed doors right now meeting with the president. we know there will be a separate meeting with john kirby was also asked about the unusual nature of that, the vice president will be having a separate sit down with benjamin netanyahu. but this is what is happening outside. while that's going on. we do know they will also be meeting with the families of the hostages that are still there. the temperature of the country right now as we look at these life pictures and we now have

kamala harris running, what a moment this is as world leaders meet at the white house. >> and what it must be like to be a jewish-american in the united states. attorney general merrick garland has talked about a hallmark of his administration he lost members of his family and the holocaust lose their lives and what we saw yesterday in washington, d.c., if i was a jewish person i would be afraid to walk through all of that so the white house should be in the department of justice should be coming down really hard and strong on this. think for a second, sandra the way they have vigorously, vigorously pursued january 6th offenders, they are still pursuing them. they have gotten camera footage, they've hunted down people across america, surely it would not be that hard to find the people who spray-painted "hamas is coming" and burning flags and defacing property. it really would not be that difficult.

as i have mentioned before, the u.s. attorney for the district of columbia is the only one of the 93 offices in the entire united states for the department of justice that has both local and federal jurisdiction which means they act as both the local and federal prosecutor here. so they have all of the jurisdiction to go after the people who destroyed property yesterday and relate to send a message that we don't tolerate this kind of behavior in america. >> sandra: to be clear vice president harris came out condemning any associated with hamas. it also read former president donald trump did way on the flagburning that if we ever see anything like this he suggested they get a one year jail sentence if you do anything like that acknowledging people will say it is unconstitutional but he insisted if you are allowed to do that you get a one-year jail sentence and you will never see it again. said the former president as we continue to look alive at these protests kerri.

the forthcoming polls that is 60 plus voters, young voters and black and latino voters. what trends are you looking for specifically where you were you anticipating? >> one of the puzzling things about biden and it was something the biden campaign celebrated was that he was pulling so well with older americans. and that has been a reversal of the trend of what has happened the past three or four presidential cycles where republicans have done better with older americans. there are a few theories behind that but everyone has acknowledged that is the case and it's a big benefit for biden. i think one of the first things will be looking at is to see whether or not that shifts. whether or not tom can make any inroads end if from can make some inroads that will be a big get benefit ahead. on the other side of the equation, younger voters as well is black and hispanic voters especially males and i will concede there is some overlap there, they were more pro-trump then provide and then had been historically the norm. >> gillian: hans, sorry to interrupt you have to go back real quick if you could stand by when to jump back to the

white house press briefing, karine jean-pierre is at the podium talking about the president's decision to drop out. >> to pass the torch to a new generation. that the best way to unite our nation. we talked about unity, he talked about passing the torch, i know there is a time and a place for long years of experience in public life, but there's also a time and a place for new voices. fresh voices. yes, younger voices and that time and place is now periods is what he said. that is why he laid out why he is passing the torch, why it is time to give it over to new, fresh voices and he also talked about unity. and i would also refer back to his letter where he talked about also wanting to unify his party. >> his presence in that race -- >> i won't get into more than what the president laid out. he talked about unity, he talked about bringing the party together, he talked about putting the country first, he talked about passing over the torch, bringing a new voices.
