one, implementing my plan for what i call an opportunity economy. i already laid out a number of proposals in that regard. >> rachel: okay. but harris struggled to lay out her day one agenda having difficulty explaining her flip-flopping on policies like ev mandates, fracking and the border. >> i think the -- the most important and most significant aspect of my policy perspective and decisions is my values have not changed. have you mentioned the green new deal. i have always believed, and i worked on it, that the climate crisis is real. that value has not changed. my value around what we need to do to secure our border, that value has not changed. >> lawrence: meanwhile harris running mate tim walz addressing his claim that he carried a weapon in war after never actually being in combat. >> we were talking about in this case after a school shooting the idea of carrying these weapons

congress. you would think after her being president of the senate, she would know that is not something that you accomplish on day one if you got to pass legislation. maybe securing the border. can you do that there is executive action that you can do that take some regulation off. you can do that through executive action. but you cannot do that. walz, i was looking for the moment to say, you know what? to the men and women that i let down in my unit, because i thought i could best serve them in the house. i apologize that i hurt you. i never wanted you guys to feel like i abandoned you. it's clear that i hurt some that would have been perfectly fine. i don't think he would have lost any results as a result of that. people like hearing from politicians i'm sorry i made a mistake. he didn't do that last night. >> rachel: no. i think it would have given him a little more respect for having owned up to that clearly the people that served with him were very offended by. >> lawrence: correct.

>> rachel: the remarks he made. dana bash asked kamala if she is president, why didn't she act on this plan to fix the economy? why is she going to wait until she is president to do it. >> i wonder what you say to voters who do want to go back when it comes to the economy, specifically because their groceries were less expensive, housing was more affordable when donald trump was president. >> well, let's start with the fact that when joe biden and i came in office, during the height of the pandemic, we saw over 10 million jobs were lost. people -- i mean, literally we were all tracking the numbers, hundreds of people a day were dying because of covid. the economy had crashed. in large part all of that because of mismanagement by donald trump of that crisis. prices in particular for groceries are still too high. the american people know it. i know it. which is why my agenda includes

bring down the price of groceries. dealing with an issue like price gouging. >> you have been vice president for three and a half years. the steps you are talking about now, why haven't you done them already? >> well, first of all, we have to recover as an economy. and we have done that. i'm very proud of the work that we have done that has brought inflation down to less than 3%. steve. >> lawrence: she was ready for that. >> steve: they were very rehearsed. they knew how to answer. they knew dana bash would ask about the flip-flopping and gun business and all that other stuff. so they had answered. but, they didn't always square with reality. for instance, when you look at -- and we have got graphic. we have got it over on the big wall right now. what is killing us right now is inflation. it's the cost of everything is 20% higher than it was at the conclusion of the trump administration. when they took office in january of '21. it was at 1.4%.

then, as you can see in the june of '22, it was north of 9%. why was it that high? because, of course, supply chain and a all that other stuff. but also because the economy was flooded with trillions of dollars of government stimulus. and that is why everything went up. because there was so much money available, who actually broke the tie in the senate with the american rescue act? it was kamala harris. she is responsible ultimately for a lot of that money going in. broke the tie in the senate with the fiscal year 2022, 2023 biden budgets which spent a lot of monday we did not have and that has brought us to the place no. doubt about it. what is interesting about the speech, rather, the interview that they did yesterday, it was -- you thought it was short, it was only 27 minutes. it was in that coffee shop in savannah, georgia. and what's interesting, for my money last night, she didn't

have any of those word salads like, you know, the passage of time and stuff like that. >> rachel: a little bit. >> steve: she did zigzag at different times. but i think when you go into something like that, your mandate is don't make any news. talk but don't make any news. >> rachel: in regard she succeeded in some ways. she didn't have any gaffe. the fake campaign of kamala harris where you just install somebody, that's success for them even know no answers change the economy. >> question was the follow-up. the canned line that she has is i know prices have gone up. you know and it i know it. but then when the question is. >> what have you guys done to fix it? she goes well we are already putting this stuff in place. then the question then becomes to the american people do you want to double down? and the campaign -- okay, joe biden had that empathy problem.

he never acknowledged it so clearly they wanted to change with kamala harris to make sure you acknowledge that the people are going through some stuff. okay. i get the change on that. but they have yet to be able to describe how they are going to make life better. do you want to double down on the policy? but she is in a difficult position. because she is still the vice president of the united states. >> steve: sure. >> lawrence: does she want to bash her boss while she has to go to that weekly meeting if they still have it to discuss it or does she want to continue to agree with the course that they have made. >> steve: look that the graphic of the flip-flops. she never directly addressed them as flip-flops. she says i still have the same values. i had a certain position. we're going to talk about fracking in just a moment. but, my point about she knew exactly what she wanted to do. think about the timing. this interview, 27-minute interview dropped on a thursday night before a friday, a holiday friday.

yesterday was one of the biggest travel days of the year. how many people are actually watching. if she really blew it, that would be terrible. if she said something crazy and it's like okay, we're in a hole now. but she didn't because they were very risk averse and to my point about how she didn't say anything crazy or make any big headlines, donald trump put out on truth social boring. which is exactly what the harris campaign would hope for. ains. >> rachel: i think you are right. we are going to get some reaction to this very -- well, we hope significant interview since it's the first ever interview from somebody running for president. we are going to be speaking to j.d. vance a little later in the show at 8:00 a.m. you talked about inflation, steve, you talk about preaching and spending money. s that was component. the other was energy policy, the war on american energy. and kamala -- kamala and joe biden were definitely responsible for that kamala had said i'm against fracking.

now she is for it. so, watch this. flash no and i made that clear on the debate stage in 2020 that i would not ban fracking. as vice president i did not ban fracking and as president i will not ban fracking. i made it clear where i stand. we're in 2024. i have not changed my position and i will not change who that position going forward. my values have not changed. i believe it is very important that we take seriously what we must do to guard against what is a clear crisis in terms of the climate. and to do that, we can do what we have accomplished thus far. the inflation reduction act. what we have done to invest, by my calculation -- probably a trillion dollars over the next 10 years, investing in a clean energy economy, what we have already done creation over 300,000 new clean energy jobs, that tells me from my experience as vice president we can do doo it without banning fracking.

>> lawrence: question becomes were you just backing joe biden's position because he was the commander-in-chief and when you become -- this is why the follow-ups are important. now that you are in the driver's seat now, do we go backed to the past 2019 position of kamala harris? what is this just a he's the boss. he sets the policy agenda. and i'm supposed to back him? we don't know that. >> rachel: by the way, here is her talking about this in 2019. watch this. and then we will come back and talk about it. >> will you commit to implementing a federal ban on fracking your first day in office? adding the united states to the list of countries who have banned this devastating practice? >> there's no question i'm in favor of banning fracking. >> rachel: that, to your point, lawrence, that's her in 2019 209 stay saying i am -- my values i am personally against fracking. then in 2020 she was asked about fracking which i guess joe biden did not have quite that position. so she supported his position.

but she is not saying what her position is or why she changed that position. you know, i feel bad for all the workers who are going to lose jobs. changed my mind on climate change. >> lawrence: she says i have not changed. i have not changed my position. >> steve: she has the same values. >> lawrence: if that is the case, then we have no reason to disbelieve that the 2019 position has changed. >> steve: think about it. joe biden is from pennsylvania. and that's why he was not. >> lawrence: of course. >> steve: when he was running in 2020. then, when she joined the ticket. then suddenly, that far left policy of i'm going to -- you know, we are going to just stop fracking that went out the window. now she is -- what we saw last night is she is racing to the middle. >> rachel: yeah. >> steve: and she needs to win pennsylvania. and pennsylvania, frac something very important. >> rachel: she is going to pennsylvania by the way with joe biden. >> steve: right. >> rachel: coming up soon. she is really doubling down on

pennsylvania. i just want to make this point because you said total minutes of this interview. >> steve: 27. >> rachel: 27 minutes. those are 27 prerecorded minutes that they wanted to show you. if cnn was honest, if danna barb was honest she would release the entire interview so we could see everything. i think it's really important to note the american people only saw what cnn and the harris -- and kamala harris wanted them to see. >> steve: right. i think that is the entirety of the interview from what i have read. it will be interesting to see how they do address it. but, to my point about how she is now racing to the middle, she has abandoned that we're not going to do fracking anymore business. because you have to be in the middle to win, to get the independents to win. the other thing is she was fishing around for republican votes because at one point dana bash asked about would you put a republican in your cabinet she said absolutely yes she would.

which goes back to the days when barack obama had norma net that in his cabinet and also george w. bush did, donald trump and barack obama. actually obama did, joe biden didn't a republican in her cabinet if she wins and she hasn't changed -- she is not a flip flopper. she -- >> lawrence: problem running into after they pushed all of the people, obama and company, out of the race back in 2020, the coalesce around joe biden. >> they needed a progressive to be side and side with joe biden. and aoc and bernie sanders thought that kamala harris was one of the most progressive people. either her or elizabeth warren. now she has the opposite problem now. the country is in the middle and they want someone that's more moderate. that's not kamala harris. so we will see this evolution how it plays out. >> steve: kamala harris 2.0.

what happens. >> and while trump does lead on issues like the economy and immigration, his campaign is clearly concerned about outteach women. and we saw him yesterday during this town hall event in wisconsin unveil a new policy on fertility treatments going beyond just expressing his support for ivf. >> the trump administration, your government will pay for or your insurance company will be mandated to pay for all costs associated with ivf treatment, fertilization for women. i have been in favor of ivf right from the beginning. >> now, we mentioned that trump was in michigan and wisconsin yesterday. today he heads to pennsylvania where is he very likely to bring up harris' response to that question about her support for fracking, obviously a huge issue in the keystone states. back to you guys. >> steve: it is. it is all about pennsylvania. thank you, sir.

to an incident overnight. >> steve: just teenager out of oakland, paris. chanley painter has the story. >> dallas confirming three officers shot in the line of duty around 10:00 p.m. last night. they say officers responding to an officer in distress call near oak cliff community center found the dallas police officer shot in marked patrol car. the arriving officers then exchanged gunfire with an armed suspect at the scene where two more officers were shot. as of right now, bun is in stable condition. one in critical condition and one officer is dead after the shootout, the suspect fled the scene. leading officers on a hay speed chase. the pursuit ended in louisville. according to police, when the suspect exited his vehicle, he had a long gun. officers then fired at him, killing him. >> our department is hurting. we have officers who are injured, who are in the hospital, and we lost one of our own. >> the two wounded police

officers with reportedly life-threatening injuries were taken to separate hospitals while the officer who was taken away was taken to methodist hospital where this video shows dozens of officers, including the honor guard lining the hospital entrance, saluting, paying respects to the fallen officer in what appears to be family members escorted into the building. squat members lined the block emergency lights flashing in that press briefing a couple hours ago, the department spokesperson asked the public, guys, for prayers, as this investigation is ongoing. back to you. >> steve: that's just terrible. >> lawrence: thanks; when i saw the news happen. i got friends dallas cops and very close friends is in the graveyard shift. and i pinged him i was like oh my god, could it be you? i wonder how these family members feel every single time these moments happen, one officer is dead right now. the suspect is dead. so we are going to be following
