talking about dozens of mistake in bay area bridge toll invoices and express lane fees. >> yeah, that's what a southern california business owner and a danville man say they are contending with. yeah. >> abc7 news i-team reporter melanie woodrow dug in on this for us and she's here with the latest. wow. >> seriously, dan and alma, we're talking about two different people here, but one similar problem and that is mistake in fast track charges is the good news is both have been able to successfully dispute the charges. the bad news it's been going on for years and there might not be a long term solution on any given day. there are dozens of cars on the cellmax lot in san diego. the socal business buys and sells cars regularly. co-founder sean poore says some of the cars aren't even drivable yet. still, every month, he says his business receives mistake in bay area fast track bridge toll invoices. it's been going on for years. >> i mean, we've gotten at least 40, 50, maybe 60 tickets. >> tickets like this one, which identified a cell max ford, based on the license plate read by fast tracks, optical character recognition software. but in actuality photographed a

honda going over the san mateo-hayward bridge. >> we just kept thinking, how the heck is this happening? and this one for a vehicle headed over the benicia martinez bridge with a license plate that was so difficult to read. >> it went to manual review where it was still mistakenly identified because the license plate was partially covered by a plate frame. >> if they can't read it, we can't read it. i mean, how are they sending out that ticket? >> poor says cell, max's office manager spends 2 to 4 hours a month contesting bay area fast track bridge toll invoices, all of which have been successfully dismissed. >> first, it's a bit frustrating because it's taking a lot of time from our work day to deal with these tickets. his job description was not handling bay area toll bridges. >> john goodwin, spokesperson for the metropolitan transportation commission and bay area toll authority, is not surprised. >> it's unfortunate that this happens. it does happen and it happens with remarkable regularity, he says. >> the fast track system is imperfect. >> we shoot for perfection. we

don't deliver perfection. and so in that gap, is some frustration totally understandable. >> goodwin tells the i-team. if the optical character recognition software reads a license plate with a confidence rating of 98% or higher in invoice, is generated, if the confidence level is less than 98, it is sent to manual review. an actual person reviews it. >> these guys work really hard. they have to deal with a lot of images in a really short amount of time. so they make mistakes too. >> goodwin says the manual reviewers make a mistake less than 1% of the time in any given month he could not provide how often the optical character recognition software gets it wrong. between january and june of this year for the mtc express lanes 880 and 680in contra costa county, plus the seven state owned toll bridges and the golden gate bridge. 74,025 invoice were disputed. of those, nearly 53% were 38,960 were overturned. >> i think it tells me that the

system works. they get a hold of us. the chances are better than slightly better than 5050 that, hey, we'll see. you're right. you've got you've got compelling evidence. >> nobody has time or like a great desire to do this. >> yeah, i don't dispute that either. there are manifest inconveniences to modern life. >> bob munson, a danville resident, has also been feeling those in conveniences. we like it here a lot, primarily for the proximity to the 680, which munson says he and his wife take daily to get anywhere. our street goes under 680 here with a fast track clean air vehicle toll tag. munson should be able to travel toll free in the express lane on 680 and contra costa county so long as a passenger is with him and he changes the face of the tag to match the number of people in his car. but for years, he says he's been mistakenly charged in the express lane. >> if there is one person we don't get in the carpool lane. >> munson showed the i-team 13

instances of charges he says he disputed in the last year alone. how frustrating is that? >> real? >> he says for the most part, the charges have been credited. still, it's just annoying that really annoying. munson and his wife insist they do not use the express lane when driving alone. >> now it's just not part of our personalities. >> goodwin offered to have a field operations team go out to the northern end of the 680 corridor in contra costa county and run a diagnostic check, make sure that there's nothing amiss with the reader. he also suggested the munsons try getting a new fast track toll tag, though they're doubtful that will make a difference. >> why won't you fix your system ? >> as for cell, max goodwin offered to work with the company but also said the number of issues likely reflects their large inventory. it's volume of vehicles is going to be greater than the average bear with approximate 120 million vehicles crossing the seven state owned toll bridges alone annually.

goodwin maintains the system works very well, while those who say they're mistakenly charged should have a different view. >> i just think it's not right. >> mtc spokesperson said he'll put in that request for the diagnostic check on 680 by the end of this week. the bottom line, if you get an invoice or a charge that's questionable, you can dispute it by phone online. even in person, by going to 375 beale street in san francisco. >> it's happening a lot. >> that is it is. you just have to pay attention and check on them because the charges are relatively small, $7 in some cases could overlook it easily. exactly. >> all right. thank you, melanie . >> well, to get in touch with melanie and the i team, you can call this number on your screen or go to abc7 news.com slash i-team. now to the conflict in the middle east, which is only intensifying. >> israel hit more than 200 targets overnight in gaza city and is calling up troops for an expected ground offensive. >> israel says it has killed 1500 hamas militants in israeli

territory and hundreds more in gaza. >> gaza officials say at least 1100 people have died in airstrikes and thousands more are injured in israel, more than 1200 people have died in the violence, the most since the 1973 war. >> abc news reporter ines de la cuetara is following the story from tel aviv. thick smoke rising over gaza city as israel's military continues its retaliatory strikes following last weekend's horrific attack by hundreds of hamas terrorists who infiltrated israel. >> the brutality of those attacks coming to light. the israel defense force saying it's discovered the bodies of murdered women and small children. >> the more we learn about these sickening atrocities is, the worse it gets. hamas deliberately targeted civilians and massacred massacre them just because they are jews. >> yoshi schneider says this chilling footage posted online shows his cousin shiri bibas and her nine month old and three year old children being taken prisoner. they're not warriors.

>> they're not soldiers. young woman's young babies and holocaust survivors and handicaps. >> israel's military says they struck more than 200 targets in gaza overnight at gaza's power authority now says it has run out of fuel and electricity. hospitals there filled to capacity with palestinians who've been injured. one american citizen in gaza trying to evacuate with her three children, telling abc she feels abandoned by the us embassy. >> they say we're going to get you, but they don't. we don't hear anything from them. we're all want to go, get out of here. >> meanwhile, the attacks from hamas militants continue. a barrage of rockets fired into southern israel early wednesday morning. abc's matt gutman on the ground in ashkelon. those are interceptors taking out the hamas rockets. >> we think this has been going on all day long. explosion after explosion. so many people in this town have just left us. >> military aid has already arrived in israel. president biden speaking with prime minister netanyahu again today.

>> there is no justification for terrorism. my commitment to israel's security and the safety of the jewish people is unshakable. >> and israeli prime minister benjamin netanyahu and opposition leader benny gantz now agreeing to form an emergency unity government in the wake of these attacks. it's ines de la cuetara abc news, tel aviv, israel social media has played a key role in how people are getting information about what's happening in the middle east. >> but there is also major concerns about misinformation being spread on social media platforms. abc seven news reporter zach francis is in the newsroom with that aspect of this story. >> zach. yeah, dan and a lot of the concern has been centered around false information shared on formerly known as twitter. but nearly all platforms are coping with misleading or unconfirmed posts. an obvious example was a fake white house press release, multiple videos and other posts that went viral also turned out to be mischaracterize used at one point, even ceo elon musk recommended that users follow an account known for spreading disinformation. he eventually deleted that post, but experts say recent layoffs at x could be

playing a role in the disinformation and misinformation that are running rampant online. musk laid off thousands of employees last year, including many responsible for detecting and addressing false claims. i spoke with a san jose state tech expert who says combating these posts requires a layered approach and that the government and social media companies should be involved. but we also can't forget our role as users, starting with looking to multiple sources for information. >> that source has to be something a source that is trusted. trust worthy, you know, you know a well-known name that they know that they're going to be liable. there will be some issues if they start spreading bad news, whether it is, you know, you know, that one about the war in the middle east or somewhere else. >> again, it's not just exits catching heat. meta ceo mark zuckerberg has been warned by the european union to have misinformation taken down in a timely manner. as for x, though, it does have something called community notes that lets users fact check false posts on the platform. but of course by then a false post may have already been seen and shared by the

lost control just past the rock ridge bart station, hit the median and then skidded across the freeway as police closed in. the three people got out of the vehicle and tried to run. officers immediately caught one of them, but the other two escaped by jumping off the freeway after an extensive search, they were tracked down and arrested in a nearby neighborhood. oakland police say the vehicle was wanted in connection with a shooting. >> new details now on the man who was killed when the big rig he was driving crashed into a toll booth at the richmond bridge toll plaza. an official gofundme page has been launched for the family of jasper, kyra. he is pictured here with his wife and two young daughters, ages three and four. >> and that crash happened monday night. and we're now learning that because of the damage caltrans expects three lanes at the toll plaza to remain closed for weeks. abc's seven news reporter ryan curry has the latest on the damage and repairs and joins us live. >> ryan. >> yeah, dad almost. good

evening there still heavy damage on the right side of the toll plaza and therefore caltrans are pushing cars away from that section. three lanes are closed , but now the bay area council is looking into the possibility of if this bridge needed necessary upgrades. even before this crash happened, burn marks on the side of the richmond bridge toll plaza days after a fatal big rig crash. three lanes are still closed and caltrans says they will be shut down for a while. >> these three lanes that are closed, the far right, three lanes that are closed will be closed for several days or even weeks. >> questions are now coming up over whether the bridge should have received a much needed repair job. the bay area council says they've been working on a report highlighting the dangers of this bridge. >> we all know we need to get rid of these toll booths. why the heck does it take so long? >> john grubb, the council coo, says toll booths at the plaza have been in place since the 1950s and don't fit with the way people drive now. he says caltrans and toll authorities should have removed the toll booths as soon as they stopped

being used and the impact is can be really catastrophic and tragic where someone is dying, you know, crashing into toll booths. following monday's crash, he says they should remove them immediately. caltrans says they are currently evaluate awaiting how to fix it. >> we're still waiting to come up with a game plan of how we can remove that damaged equipment and replace it. >> but the toll booths aren't the only issue. according to grubb, the way the traffic is jammed leads to an increased risk of car pollution. >> it's now the largest source of pm 2.5 emissions. these are really harmful chemicals that get into the lungs of people is from the morning backup. >> he says the state needs to make changes to the bridge or else it will get more dangerous for drivers. >> we need to be able to do stuff a lot more quickly and we need to think about things holistically. we now grubb also mentioned to me part of that report is looking at the possibility of moving the bike lane that is on the bridge.

>> they don't want to get rid of it, but they did say that there is an overwhelm majority of drivers compared to bicyclists, cyclists who are using that lane. we're live here in richmond. ryan curry, abc seven news. all right, ryan, thank you. >> another iconic san francisco restaurant has announced it's closing its doors for good. the north beach restaurant aptly named for its neighborhood location on the corner of columbus avenue and stockton street, blames the city's drop in tourism and conventions for its declining business. the italian eatery has served as an iconic gathering place for locals, politicians, artists and executives for more than 50 years. the restaurant will officially close in december. >> a similar story across the bay in oakland, where a longtime business is set to close there as well. today cafe 817 posted on its instagram page that after 30 years, it plans to shut down next month. the post says the decision is a combination of factors from the pandemic to crime, as well as rising costs and fewer customers. the cafe's last day will be saturday, november 11th. >> still ahead, it's not quite

recall, into july because of all the snow and the rain here. >> yeah, well, not winter yet, but it's finally feeling like fall. >> it sure is. and we've got a little bit of a rain bouncing around. meteorologist sandhya patel is tracking all of that for us. sandhya. yeah. >> dan and we have a slight chance of that. let me show you a live picture right now. good evening to everyone from zephyr cove where they have a mix of sun and clouds up there. yes, there was a light dusting of snow that was around mount rose and kirkwood earlier today as we take a look at the pacific northwest, that's where the action is at satellite radar. live doppler seven showing you the snow showers that moved through the sierra earlier in the day. you see them right there as we look at the pattern now, the northwest easterly breezes have been picking up and so it is a little gusty out there. not terribly strong right now, 18 mile an hour sustained winds in san francisco, 20 in ukiah. here's a look at the hourly forecast. computer models are still going with the gustier pattern along the coast as we head into 8 p.m. breezy inland. and then tomorrow morning, those

winds start to dial back, except right around the north bay mountains. so keep that in mind . the recent rain and the drizzle definitely added a little more moisture to the fuels, which helps in terms of fire danger, but always a good idea to keep an eye on it, especially early around this time of year. temperatures in the 60s and the 70s right now. here's a live view. look at that. i mean, the winds are whipping up the waves there in santa cruz as we look towards the lighthouse. gusty winds through tonight. winds ease. warming continues tomorrow. a slight chance of showers between friday night and early saturday morning. certainly, temperatures started coming up today. now, i do want to turn your attention to the annual solar eclipse here in the bay area. it's going to be a partial eclipse. the moon will pass in front of the sun and the eclipse will begin at 805 in the morning, 77, maximum eclipse is at 920 in the morning. the problem is we're going to have a lot of cloud cover as a weak system passes through. maybe even a little drizzle as well. the partial

eclipse ends at 1042 in the morning. you do have an opportunity to see it again in 2024. so if this year doesn't work out, hopefully next year will in april. all right. as we go hour by hour, 60s and 70s tonight, 8 p.m, still comfortable out there as we head towards tomorrow morning is going to be a cool start. 40s 50s and then in the early afternoon we get those 80s popping up in our warmest inland valleys. so the warming will continue tomorrow morning. a good idea to bundle up mainly clear skies, just some high clouds. 40s 50s. tomorrow afternoon, mid 60s to the low 80s. it's going to be just high clouds filtering the sun. but a nice looking thursday. and for those of you who are watching for a rain potential that's friday night going into early saturday best opportunity is in the north bay now computer models are keeping any rain chances for next week. well to the north accuweather seven day forecast we have a warmer day tomorrow. slight chance of a few drops between friday night and early saturday. best in the north bay and then we'll go with a dry and warmer pattern for
