i wanted to move on from it. why is he being talked about again? here he is again. a whole nother fear. like i knew i was right. >> tonight, we're learning more about the man arrested for throwing explosive devices at police during a chase from san francisco to the east bay. as that man's former tenant describes the trauma he put her and her family through. good evening. thank you for joining us. i'm dan ashley. >> and i'm karina nova. that man, 42 year old daniel garcia, was sentenced to 35 years in federal prison. this was back in 2012 for detonating a homemade

bomb under the car of that former tenant. >> and today, abc seven news reporter leslie brinkley spoke with her about her experience and why she's not surprised. garcia is back in custody. i knew he would do this again. >> this is why we didn't go back. >> janthina reed was stunned to learn that suspect daniel garcia, who went to prison for blowing up her suv, was now tossing explosive devices at sfpd over the weekend. >> it's a shock. i was like, oh, my gosh. almost like you want a blanket out. >> 42 year old suspect daniel garcia is jailed in san francisco on more than a dozen charges, including three counts of attempted murder after punching a man attending mass at a north beach church. and then leading police on a bizarre chase over the bay bridge sunday evening that involved tossing out homemade explosive devices that detonated. garcia ended up getting arrested in martinez. san francisco's board of supervisors president aaron peskin said officers told him

that garcia asked them what his score was on grand theft auto, implying he imagined the whole chase was part of a popular video game. but garcia was found guilty in 2012 for placing and detonating a bomb under the suv of former tenant janthina reed. she said she and her family rented two bedrooms of garcia's home. >> then on the third day, we found out he was into crystal meth, ghb and steroids. so we got a taste of it that night. and he ran around the house naked and soon they moved out. >> coming back to tow a car with a broken trans mission. >> and he was all. tick, tick, boom. and pointed at us as we were trying to take it off. and that was our first hint because he had talked about he had been talking about explosives and how easy it was to get the materials and that he has half of it in the garage already. she claims he stalked them at their new home in fairfield, filing over 20 police complaints. >> and then in may of 2011, they woke up to an explosion. a bomb

detonating under their suv. abc seven news carried the story at the time. garcia was sentenced to 35 years in prison. reed still felt unsafe and moved her family out of state. garcia was released in 2019 after challenging one of the charges against him. look at him this many years later. >> it's a repeat. i just wish they would never have let him go. >> i'm leslie brinkley, abc seven news. >> a homicide investigation is underway after a body was found in luggage in oakland's lake merritt this morning. workers cleaning the lake recovered a suitcase as it floated near the lakeshore avenue side. we spoke with one of the men who made the discovery at 11 a.m. so we unzip and it and partly partly unzipped it. >> and there was a human body in there. police

asking people around the lake to review home security camera footage to see if they caught anything suspicious. >> thus, it is possible the luggage was dumped elsewhere and then floated to the south end of the lake. >> and as the city of oakland continues to battle a spike in crime, it continues to come up with new solutions to keep people safe. today, mayor shengtao is launching a new effort called five after five. here's abc7 news reporter anser hassan. >> we know that when there are more eyes on the streets that it's going to keep us a lot safer standing in downtown oakland, oakland mayor shengtao announced a new safety initiative called five after five. >> five bucks to park in the franklin plaza garage after 5 p.m. and all day on weekends. >> we kept hearing again and again that discount parking would make a huge difference. s and of course, safe for parking for vehicles as well too. >> mayor tao says the city has been meeting with small businesses for months to come up with solutions to tackle crime and attract customers. tony liang is the manager of the iconic fox theater. he says they

get thousands of visitors each night for a show and that this type of initiative helps. >> this is just the beginning of an improved corridor. it's going to be safer and it's going to be a lot more vibrant, that's for sure. we're going to make sure that foot traffic is up and everyone is out and about here. >> oakland city council member carol fife says supporting the success of the downtown is critical because it's the second largest tax base for the city after the port of oakland. >> so when we say we want to make sure that our businesses are thriving, it's because those are the tax dollars that go to pay for public safety, to pay for infrastructure here and all of those things. and if downtown falls, then we won't have that tax revenue to invest in other things. >> five after five is part of oakland's corridor safety and ambassador initiative for the holiday season in key commercial districts. the city city's also working to connect businesses to a citywide camera network, in addition to other violence prevention initiatives. murtaugh says five after five is just another piece of the solution.

>> having this safe garage is going to be incredibly important for the downtown area and for people to feel safe to come out and shop. and so that's only one part of the solution to all of these different variances is in oakland, anser hassan abc7 news. >> people living in antioch who ask for a police officer to respond to a call will now be able to get text or email updates if that response is delayed. that's a new feature being rolled out today by the city. callers will get automated messages from police giving them notice if the officer has been diverted to a higher priority. call it comes as antioch is facing a big shortage of police officers. the department is facing multiple investigations for alleged civil rights violations by officers who've been placed on leave. and police in san francisco are asking for help in finding a missing 11 year old boy. they say michael humphrey was last seen yesterday morning near his home. >> he frequently rides muni and bart. there you see his picture.

he's also known to frequent the metreon. he's five four, 105 pounds. police say he is considered at risk because of preexisting medical conditions. >> alameda unified school district is asking for all halloween candy given out recently at a district event to be thrown out. it's a response to a discovery after a trunk or treat pta event at amelia earhart elementary school sunday. several kids who attended went home with cannabis infused fruit juice. school district superintendent pasquale scuderi says at least six families have now reported finding the chews. >> we are unfortunately strongly recommending that all candy that was acquired at that event be scarded by families. despite the fact that as of now, the product that you're showing is the only one we've actually found. >> the superintendent says it's still unclear where the cannabis infused candy came from. it looks similar to popular fruit juice. one student ingested the candy but is said to be doing

okay. >> well, that's good to hear. in the south bay. experts say the lead levels found near reid-hillview airport in san jose are exposing children to danger. and now the environmental protection agency is working to try to remove it. abc7 news south bay reporter dustin dorsey explains how this could affect airports across the state. >> for the children living near and attending schools within a mile and a half of reid-hillview airport, the sounds of planes overhead are represent a known threat. a 2021 study by santa clara county showed kids in this area face similar lead exposure from airplane fuel known as avgas. as residents of flint, michigan, during their water crisis, reid-hillview is set to close in 2031, but it's still represents a major concern for local leaders and residents. >> as somebody in the neighborhood, i'm sick and tired of being sick and tired right? this airport has been a nuisance for us for decades. >> we have to do something about eliminating leaded gas in this

airport. and every airport in the united states. and these little children an are the reason why. and these children may soon get help. >> the environmental protection agency announced a new pollution prevention grant for the california department of public health. the grant will go towards the work needed to support the smooth transition exclusively to unleaded gas at regional airports and disadvantaged communities in the state. >> today, there's only five airports in overburdened california communities that offer unleaded avgas. with this grant, we hope that another 25 airports will take this step in the next two years. >> two of those five unleaded gas only airports are here in santa clara county. the decision was met by opposition by some pilots of the small planes impacted because they say the only unleaded avgas on the market is suitable for about 80% of aircrafts. however, pilot walter geiger says he's in favor of the epa's grant because he hopes the epa's plan will include a fuel that can work for all planes. we know the hazards of lead and we don't like it.

>> the engine actually likes unleaded fuel because there's no deposits in the engine. that creates sticking valves and deposits in other places. so, you know, all over we as pilots, we like unleaded fuel. >> which airports receive the grant money will be announced in 2024. in santa clara county, dustin dawsey, abc seven news. >> the white house is confirming president biden will meet with chinese president xi jinping here in san francisco. that meeting will take place when both leaders are in town for next month's asia pacific economic cooperation, or apec summit. the us and china are the world's two largest economies. the meeting could help stabilize an increasingly tense relationship between the countries. white house press secretary karine jean-pierre did not provide many details about president biden's agenda for the meeting, only saying the two presidents are expected to have a tough conversation. an intense competition means intense diplomacy today, the senate

confirmed former us treasury secretary jack lew as the new us ambassador to israel. >> he was confirmed in a 53 to 43 vote, despite strong objections from republicans due to his involvement with the iran nuclear deal during the obama administration. senator, senate majority leader chuck schumer endorsed lew, saying he has a proven record as a public servant and, quote, ferocious ally of israel. >> israel's military is claiming responsibility for an airstrike today that leveled the largest refugee camp in gaza. dozens of people are feared dead. israel's military says the strike took out a top hamas leader on the ground. israel is also pressing deeper into gaza with tanks and soldiers as the situation in there intensifies. the fbi director is warning about the increased threats of terrorism here in the us. our most immediate concern is that violent extremists, individuals or small groups will draw inspiration from the events in the middle east to carry out

maui police officers going door to door evacuating people and elderly from their homes while smoke and fire surrounded them. >> the maui police department releasing 16 minutes of body camera video from the deadly august 8th wildfire. you gotta go. >> depicting the dramatic moments amid the deadly blaze that killed at least 99 people when fires engulfing homes. >> officers breaking down a cattle gate, even using garden hoses in a desperate attempt to slow the flames to allow for more people to evacuate. here tense evacuations captured along front street, where a group of people sheltered inside a coffee shop leaving behind historic front street that was decimated. the maui police chief commending his officers. 11 from lahaina lost everything. >> you saw. officers saving lives. we are sorry for all those who suffered and lost. the

video released during a news conference. >> the police chief says he wanted to provide some context ahead of the 20 hours of footage released in compliance with the public records request. while the cause of the fire is still under investigation. there's evidence it could have been sparked by downed power lines, which ignited the dry grass. officers heard talking about the power lines blocking roads. >> multiple power lines are down . i was told they're blocking the maui police chief says the department is working on an after action review. >> that's a report of what went right. what went wrong and how they can improve. that's expected to be completed within the next two years. melissa don, abc news, los angeles. >> in riverside county down south as well. a fast moving wildfire has doubled in size. the so called highland fire is burning east of temecula. it has scorched at least 2200 acres and is 0% contained. thousands are under evacuation orders. the fire began yesterday and quickly jumped highway 371, pushed by those gusty santa ana winds.

in the industry. the university is now offering a six month online course to train people about the cannabis business. it will cover everything from cannabis, health care and medicine, agriculture, business as well as compliance and risk management. students will receive a certificate, not a degree, upon completion of the program. how the course is set to begin next week. >> all right, let's get a check on the weather. it's halloween. you got the memo. i did feel like that is my costume getting ready to head out or some of

them might be out already. >> yeah. and the weather seems like it's going to be perfect. spencer christian is here. >> i've got my costume, too. yeah you look good as well. nice suggestion of my wife. i'm wearing this and i also didn't shave, so i'd look scruffy and suspicious. all right, you look great. here's what's happening with our halloween forecast. it's perfect weather for trick or treating. as you take a look at this graphic and you'll see the ghosts and goblins are having a ball right now. we've got really mild conditions this evening. skies are mainly clear and will remain that way even after sunset after 612. so from now until about 7 p.m, beautiful , mild trick or treating weather . it'll start to get a little bit cooler, though, after 8 p.m. so the wind is calm right now and the temperature range, while 24 hour temperature change shows it's a little bit warmer by 1 or 2 degrees up in the north bay. and some of the inland east bay locations, not much change elsewhere. so here's a live view from sutro tower under sunny skies looking out over san francisco where it's well, it was 70 degrees a moment ago. obviously, it's not automatically reading right now. 68 degrees in oakland and

mountain view low to mid 70s at san jose. palo alto and half moon bay blue sky over the golden gate. a little bit breezy there, 77 degrees up north at santa rosa. we have low to mid 70s at novato, napa, fairfield, concord and livermore and looking down onto the bay from mt. tam, we have a nice clear view right now and these are our forecast headlines. calm and mild evening for trick or treaters will be with us. a dry and mild pattern that we have now will continue through friday. it'll be cloudier and cooler this weekend with a chance of showers overnight, though, no showers, just a few high clouds passing by overnight . low temperatures will be mainly in the mid to upper 40s. we'll see lows of about 51 degrees in san francisco and oakland. then tomorrow, another sunny day, even sunnier than today with a few wispy high clouds. high temperatures will range from 70 at half moon base to the coast will be really mild tomorrow as well as other locations. 73 san francisco mid to upper 70s will be the highs around the bay shoreline. we'll see upper 70s inland, maybe 2 or 3 locations topping out at 80

degrees tomorrow, which is quite mild for november. first, here's the accuweather seven day forecast. the warmth or the mild weather holds on through thursday and even into friday, although it will be slightly cooler on friday as clouds increase. then over the weekend we get mostly cloudy skies saturday and sunday. chance of showers late saturday and maybe even early sunday. and don't forget, we fall back to standard time saturday night into sunday morning. the sun set. the sun will set. i should say, at 607 saturday, but it'll set at 506 on sunday. so in the evening hours, we'll lose one hour and one minute of daylight. >> but some people like that morning, right? some people, yeah. >> and the cozy evening. it's dark earlier. >> sounds cozy to me. >> thanks, spencer. >> well, the nba all-star game is coming to the bay area, and according to bloomberg league officials, they've selected the golden state warriors to host the 2025 all-star weekend. festivities are expected to include the usual competitions like the three point contest

skills challenge and of course, all star game. the last time the bay area hosted this event was 23 years ago. that was at oracle arena, the western conference won that game. both shaquille o'neal and tim duncan were named mvp of the game, and allen iverson was the leading scorer with 26 points. that's a throwback boy. >> that sure is. well big trade today by the 49 ers. that should help shore up their defense. they've struggled the last few weeks. they traded for chase young of the washington commanders. young is the defensive end and is going to become a free agent after this season. it cost the niners a third round pick in next year's draft to get him. young was the second overall pick in 2020 and at the time was viewed as one of the cornerstones of washington's future. we'll have to wait for his debut, though, because the 49 ers have a bye this week. back here in

clerk's office performed what it calls ceremonies for 18 couples. the annual halloween tradition kicked off just after 8:00 this morning in martinez. the staff officiated the weddings while wearing costumes for couples who were interested. couples could choose which staff member or character they wanted to perform their ceremony. some couples also participated by dressing up for this spooky occasion. >> it's always been my favorite holiday, you know, so i thought that maybe, you know, why not, you know, so. so it's something you love and you're passionate about. so go for it. >> isn't that fun? county officials say halloween is one of their busiest times of the year for weddings. if you miss this year's ceremonies, you can go to the county's website to make an appointment for next year. a happy and therapeutic halloween parade kicked off for san jose travel today. >> san jose's international airport hosted happy tails, a therapy animal program and owls were dressed in costume. parade ing around terminals a and b as they treated travelers. therapy
