i'm karina nova. >> and i'm dan ashley. thanks for joining us. san francisco has reopened an annex at its san bruno jail location to handle all of the people now in custody and abc7 news reporter luz pena is in the newsroom with the impact the crackdown is having on the streets and loose the local jails. >> that's right, dan and karina, it's hard to measure success when people are still dying and drug dealers are still out in the tenderloin. but we're finally hearing positive accounts that point to change actually happening. it's been five months since san francisco declared war on drug dealers in the tenderloin and there seems to be signs of progress. >> i've noticed that there is more enforcement for the police. >> arif is the president of the tenderloin. merchants association and the owner of sizzle cafe in the last months, he has seen sheriff deputies, chp and sfpd officers make multiple arrests right outside of his restaurant. he says the enforcement is slowly changing the area, but some streets

continue to be hotspots for drug dealing. those corners is always there. have you noticed a decrease? yes there is decrease but it's always on and off. more arrests means more people in jail. a trend sf sheriff paul miyamoto confirmed today. >> i think we've had about a 32% increase in our population since this time last year. tenderloin is part of the effort that we're involved in currently. we have a squad of deputies that go out and work in the community on foot patrol. and in these areas to try to get people to services is to disrupt drug sales. this new surge of inmates has forced them to reopen an annex at their san bruno jail location. and the challenge for us is we have limited space with the two jails that we operate currently. the annex gives us the opportunity to open up some bed space for people so we don't have everyone in congested living environments. >> these photos are giving us a

glimpse into what that annex looks like. >> it's a dormitory style setting, so we have open space and it's a dorm space for up to 50 people right now. currently today we have 46in that housing space and we have the capacity to open up additional dorms if the count continues to increase. >> san francisco's district attorney, brooke jenkins, is also reporting an uptick in drug dealer arrests since may 29th of this year, when the crackdown in the tenderloin began, they have received 447 felony narcotics cases and have filed 368. but two business owners in this area , enforcement is necessary to actually see a drastic and lasting change in the tenderloin. >> we should raise the volume of enforcement. this is my opinion. >> now, aside from the drug dealers who have been arrested, san francisco's sheriff is also attributing this increase in inmates to more criminals being held accountable for current or ongoing charges. in the newsroom, lou. pena abc seven

news. >> all right, luce, thanks very much. tonight we're learning more about the man arrested for allegedly throwing explosive devices at police during a chase from san francisco to the east bay. 42 year old daniel garcia spent time in prison for detonating a bomb under the car of a former tenant who we're hearing from tonight as abc seven news reporter leslie brinkley explains that former tenant is not surprised garcia is back in custody. >> i knew he would do this again. this is why we didn't go back. >> janthina reed was stunned to learn that suspect daniel garcia, who went to prison for blowing up her suv, was now tossing explosive devices at sfpd over the weekend. >> it's a shock. i was like, oh, my gosh. it's almost like you want a blanket out. >> 42 year old suspect daniel garcia is jailed in san francisco on more than a dozen charges, including speeding three counts of attempted murder after punching a man attending mass at a north beach church and then leading police on a bizarre chase over the bay bridge sunday evening that involved tossing

out homemade explosive devices that detonate id garcia ended up getting arrested in martinez. san francisco's board of supervisors president aaron peskin said officers told him that garcia asked them what his score was on grand theft auto, implying he imagine ed the whole chase was part of a popular video game. but garcia was found guilty in 2012 for placing and detonating a bomb under the suv of former tenant janthina reed. she said she and her family rented two bedrooms of garcia's home. >> then on the third day, we found out he was into crystal meth, ghb and steroids. so we got a taste of it that night. and he ran around the house naked. >> soon they moved out, coming back to tow a car with a broken transmission. >> and he was all tick, tick, boom and pointed at us as we were trying to take it off. and that was our first hint because he had talked about he had been talking about explosives and how

easy it was to get the materials and that he has half of it in the garage already. >> she claims he stalked them at their new home in fairfield, filing over 20 police complaints . and then in may of 2011, they woke up to an explosion, an a bomb detonating under their suv. abc seven news carried the story at the time and garcia was sentenced to 35 years in prison. reed still felt unsafe and moved her family out of state. garcia was released in 2019 after challenging one of the charges against him. >> look at him this many years later. it's a repeat. i just wish they would never let him go. >> i'm leslie brinkley, abc seven news. >> a disturbing find today at oakland's lake merritt. police say a suitcase with a body inside was found floating near the edge of the lake at around 11 this morning, we spoke to a volunteer who was cleaning up the lake at the time and spotted the bag and we pulled it towards us and we realized how heavy it

was. >> so we said, what are we going to do? so we pulled it closer and we realized we couldn't get it up. so we unzipping it. and partly partly unzipped it and there was a cadaver or human body in there. >> police are not releasing any more details at this point. just that the case is being investigated as a homicide and meantime, oakland is offering a new solution to tackle its ongoing public safety issues. >> mayor shengtao announced the new five after five initiative. this new effort will allow people to park at the franklin plaza garage after 5 p.m. for $5 and all day on weekends. city officials say oakland's downtown area is the second largest tax base for the city, and they believe this new strategy will draw more foot traffic to the area and boost the economy for small businesses. >> having this safe garage is going to be incredibly important for the downtown area and for

people to feel safe to come out and shop. and so that's only one part of the solution to all of these different variances in addition to other violence prevention initiatives, the city is also working to connect businesses to a citywide camera network. >> the apex summit in san francisco is less than two weeks away, and the city says the conference will pump millions into the local economy. but some small businesses in the impacted area south of market are worried about losing customers. abc seven news reporter suzanne phon takes a look at those concerns. and if they may get any extra help. >> yeah, it's busy. >> the mall camera is picking up dozens of boxes from bonchon korean fried chicken at the metreon and moscone center. >> the food delivery driver has plenty of drop offs to make today. >> it's around, i would say, like 70 boxes. >> one place. >> no, it's total four different offices in about two weeks. >> pick ups and drop offs will be much more difficult in and around soma because of the apec

summit. check out this map. the security zone or so-called exclusion zone is between market and harrison. second and fifth entry will be tightly restricted , possibly with metal detectors and wands. and that worries bonchon, an owner and operator, manuel ramirez. >> the city is encouraging us to stay open, and they're encouraging people to travel to the area. but the logistics of that happening are just not realistic. >> it's going to be hard. >> oasis grill is on mission directly across the street from moscone center. >> in this case, if we not doing any business and customers cannot be here, i think the city should compensate us. you know, for this for losing this business. the san francisco board of supervisors urged mayor london breed to offer financial help to businesses hurt by the apec summit. >> last week, the board voted yunan enormously to support supervisor connie chan's resolution. the resolution taps into some of the $10 million in public funds previously set aside to cover the city's logistical costs. >> i might do very well, or i might not. >> john eric sanchez is the

in riverside county, where a fast moving wildfire has doubled in size, burning some 22,000 acres and destroying at least three homes. the so-called highland fire has triggered the evacuation of some 4000 homes east of temecula. now that fires

started at one yesterday afternoon near the junction to highway 79 and 371. at this point, it is 0% contained in the meantime, tonight, we're getting a new glimpse of the chaos of the deadly lahaina wildfires. >> through the release of police body cam video. you gotta it's intense, as you can tell. the 16 minutes of minutes of video released shows the moments just before the fires destroyed the historic hawaiian town back in august. officers going door to door, evacuating the elderly. smoke and flames surrounding them every step. officers are seen breaking down a cattle gate and using garden hoses in a desperate attempt to slow the flames. the video also captures the evacuations along historic front street, where a group of people sheltered inside a coffee shop. >> you saw officers saving lives. we are sorry for all

those who suffered and lost it. >> maui's police chief commended his officers, 11 of them from lahaina, who lost just about everything. the fire killed 99 people and burned more than 2000 structures. >> a major step is being taken to reduce lead levels found in the area around reid-hillview airport in san jose and other airports like it. the environmental ptection agency announced new funding that will help reduce lead exposure. abc7 news south bay. reporr dustin dorsey explains how this may impact regional flying at airports across the state. >> for the children living near and attending schools within a mile and a half of reid-hillview airport, the sounds of planes overhead represent a known threat. at 2020, one study by santa clara county showed kids in this area face similar lead exposure from airplane fuel known as avgas. as residents of flint, michigan, during their water crisis, reid-hillview is

set to close in 2031, but it still represents a major concern for local leaders and residents. >> as somebody in the neighborhood, i'm sick and tired of being sick and tired right? this airport has been a nuisance for us for decades. >> we have to do something about eliminating leaded gas in this airport. and every airport in the united states. and these little children an are the reason why. and these children may soon get help. >> the environmental protection agency announced a new pollution prevention grant for the california department of public health. the grant will go towards the work needed to support the smooth transition exclusively to unleaded gas at regional airports and disadvantaged communities in the state. today, there's only five airports in overberg in california, communities that offer unleaded avgas. >> with this grant, we hope that another 25 airports will take this step in the next two years. >> two of those five unleaded gas only airports are here in santa clara county. the decision

was met by opposition by some pilots of the small planes impacted because they say the only unleaded gas on the market is suitable for about 80% of aircrafts. however, pilot walter geiger says he's in favor of the epa's grant because he hopes the epa's plan will include a fuel that can work for all planes. we know the hazards of lead and we don't like it. >> the engine actually likes unleaded fuel because there's no deposits in the engine. that creates sticking valves and deposits and other places. so, you know, all over we as pilots, we like unleaded fuel. >> which airports receive the grant money will be announced in 2024. in santa clara county, dustin dawsey, abc seven news. >> all right, it's halloween night. let's get a check on the weather. it seems like it's been a good day so far. >> a fabulous day. and now that it's dusk, you know, the kids are starting to hit the neighborhood. spencer and it looks nice for them. and it's a fabulous evening as well. >> i want to show you the post sunset sky. the sun has been dropping rapidly as we look westward from the east bay hills

camera. and i wanted to show you this before the sun says bye for now. so let's move along and take a look at our trick or treating forecast. and you can see that the ghouls and goblins are enjoying the weather. so between now and about 7 p.m, it's going to remain mainly clear with a few thin high clouds passing over mild conditions, certainly between now and about 7:00 after 8:00, it starts to get a little bit cooler outside. so you may want to get your trick or treating in early. it's calm. the wind certainly is. as a matter of fact, all around the bay area, we have wind speed readings under ten miles per hour, with the exception of fairfield. and we go to the 24 hour temperature change. you can see it's a few degrees milder in most locations than it was at this time last night. so here's a live view from mount tam looking down onto the bay under mainly clear skies. it is 68 in both san francisco and oakland. mountain view, 66, 70 at san jose, mid to upper 60 at palo alto and half moon bay. back to that east bay hills shot and we can still see a little glimmer of the already having set sun 73 degrees right now at santa rosa novato 6870 at

napa 67. fairfield 71 at concord and 67 at livermore. and the view from our rooftop camera looking toward the bay bridge. and these are our forecast headlines. so calm and mild evening is with us for trick or treaters. it'll be dry and mild all the way through friday. actually got some nice days coming our way, but it will be cloudier and cooler this weekend with showers approaching overnight. look for well, not yet overnight, but in the late night hours. look for the high clouds we have right now to sort of clear out of here, giving us even clearer skies. but some other high clouds will return during the overnight hours. so we start the day tomorrow with mainly sunny skies shining through some thin high clouds. overnight lows will be mainly in the mid to upper 40s highs tomorrow, 70 along the coastline mid 70s around the bay shoreline , upper 70s to about 80in the warmest inland spots and here's the accuweather seven day forecast. notice that it'll be just about as mild on thursday as tomorrow. then it cools down a few more degrees on friday as clouds increase and going into

the school during their annual halloween parade. if you're still heading out tonight, officials recommend carrying a flashlight to help be more visible to drivers. >> yeah, anything reflective? you know, some of those costumes, they're dark, hard for drivers to see. so something that shines. >> i love the glow. >> that's a great idea, right? well, dozens of kids from special needs classes in the south bay. they got to celebrate halloween in an incredible way. >> boy, they sure did. it started with an idea from one teacher with eight students. then it just blossomed into an event with 20 other classes as abc seven news south bay reporter zach fuentes shows us for many of the students, this was their first school dance. >> they ever attended. >> a parade of colorful costumes worn by excited students took over leyva middle school's gym in san jose this halloween. tell me about your costume, too. >> what's your costume? >> i'm dalmatian dog. >> the parents just as excited as the students. >> so precious to watch. all of them have so much fun. >> that's because this halloween dance was organized for students with special needs students who

rarely, if ever, get to participate in school events or activities. >> he's 16. all my life, i've actually fought for the fact that he gets included in a lot of things like sports. obviously, they never include children with special needs or include having inclusion for that. so i'm happy that they actually did this for them because they get to enjoy it and enjoy it. >> they did the dance, had plenty of food, tons of activities and of course music. >> the students are excited. parents are excited and we're very, very proud of our accomplishment. the driving force behind all of this was special education teacher rolly vitale. >> i'm sweating in this costume, but it was well worth it. he first organized the halloween dance for his eight special needs students last year. six other classes got to join in this year, though he knew they could go bigger and welcome even more students. >> i got approval to invite all of the entire evergreen school district, so we went from six classes to 20. >> the party is fully funded by donations. more than a week before the dance, abc seven met with vitale, who was trying to raise $5,000 for the event after

who's have repeatedly made clear to israel's leaders that protect civilians in gaza is both a moral responsibility and a strategic imperative. >> expressing concern for civilians while backing israel's right to defend itself, defense secretary austin walks a thin line as secretary of state. blinken urges congress to quickly pass aid packages for israel and ukraine. their calls at one point drowned out by protesters demanding an imminent cease fire in gaza and holding up their hands covered in red paint. good evening. welcome back. blinken and austin's appearance came on the same day the administration received a commitment from israel and more aid to people in gaza. the white house says it wants at least 100 trucks of humanitarian supplies to cross into gaza every day. >> in the last 24 hours, 66 such trucks pass through the rafah

crossing, the highest number to date. egypt's prime minister paid a visit to the border, saying his country is working at all levels to bring relief. conditions in gaza are bleak. >> there's so much destruction, so much grief, so much sadness, so much loss. many mothers, many fathers, pregnant women, older people. i mean, the pain is just immense. and that has got to stop. >> meanwhile, an israeli airstrike leveled buildings in a refugee camp near gaza city, killing dozens. an israeli military official says the strike killed a hamas official accused of being one of the leaders of the october seventh attack. >> fbi director christopher wray says the israeli israel-hamas war is raising the threat of an attack against americans in the us to another level. wray and homeland security secretary alejandro mayorkas outlined the threats before the senate homeland security and governmental affairs committee. wray telling senators that the bureau has been working around

the clock since the hamas attack. we assess that the actions of hamas and its allies will serve as an inspiration the likes of which we haven't seen since isis launched its so-called caliphate several years ago. mallorca's telling lawmakers that his department has seen a rise in threats against jewish, muslim and arab american communities and instead stations across our country. since the war started. he is urging lawmakers not to let funding requests to lapse in the coming weeks. >> president joe biden is targeting financial advisers in his latest crackdown on junk fees. today, he proposed new rules that the administration says will help keep americans keep more of their hard earned retirement savings. as abc news reporter, nguyen has more from washington. president joe biden unveiling new efforts to crack down on junk fees. >> this time for retirement accounts. >> junk fees take real money out of pockets of americans. >> the labor department

proposing a rule that would raise the bar for financial planners who give advice to americans on 401. k plans and other retirement accounts. the rule tackling retirement savings seeks to close loopholes that allow advisers to recommend investments that aren't in the best interest of their client in order to secure a higher commission. >> when a person pays for trusted advice and it comes with a hidden cost that's what i call a junk fee. and i think it's wrong. >> the white house estimates those conflicts of interest can cost americans as much as 20% of their savings over a lifetime, and argues the new rule could save tens of billions of dollars, protect seniors from being exploited. >> will protect many trustworthy financial advisors out there who are doing the right thing from unfair competition in the economy. >> top of mind for most americans, as the president ramps up his 2024 reelection campaign earlier this month, the administration put pressure on several industries from concert

tickets to hotel rooms to fully disclose their fees to consumers up front. if that ban goes into effect. companies charging junk fees could also be fined and even forced to pay customers back. the latest data shows the us gdp grew nearly 5% last quarter. better than expected with unemployment at record lows and wages up over the last year. despite that, inflation remains stubbornly high and the president continues to face low approval ratings for his handling of the economy. the new proposals are part of the administration's economic plan, dubbed bidenomics, officials have yet to give any guidance as to when the changes could take effect and when. abc news washington. >> the cost of job based health care coverage is expected to rise next year at its fastest pace in years. a report from kff, formerly known as the kaiser family foundation, says employees will be shelling out an average of nearly $6,600 for

their share of the $24,000 annual premium for a family policy. they'll be paying about $1,300 their share of the $8,400 annual cost of single coverage. the report says companies plan to shoulder much of the increase, but many workers could see higher premiums and out of pocket costs as well. >> okay, here's something really important that you should think about. how long should you keep your paperwork? say your tax returns or anything like that? right well, the usual advice is seven years and some actually advise just three years. yeah, but seven on your side's. >> michael finney is joining us now with advice about this really interesting issue that we all face and probably some advice you've not heard before. how long should we keep this up? i was just cleaning out my office. >> oh, were you really? i got papers all over. yeah. okay there's going to sound like a cop out, but it's not ready. different holding periods for different items. but if you are like most, you're not holding on to important paperwork. long enough. walnut creek wealth advisor george nocetti helps his

clients with money management and that includes management of the paperwork surrounding their money. there are things that we should keep uh- for seven years, like tax returns. >> you know, your deductions, records of things that you've sold, mortgage documents, medical records. there's things you should just keep for one year, like bank statements, pay stubs, quarterly investments, statements, canceled checks, a good reminder of solid advice. >> but nocetti says there are some things you should just plan to hang on to. >> there are some things that you should keep forever, like your birth certificates and death certificate. it's your social security card, your id card, your passports, even your expired one's marriage certificates, divorce decrees, adoption papers, record of your home purchase, insurance policy is really critical. >> so you want to keep all those documents because you don't know what you don't know now and you don't know what you won't know in the future. >> that's jennifer anders gable

from the western states pension assistance project. her organization helps people find and get money from their pensions. some times, her clients need paperwork proof. from 30 to 40 years ago, like did they pay into a pension and did they get an early payout? >> because most people don't need to think about their pension until they're in their 60s. why would i hold on to something from my employment years? and again, it's proving that negative, she says. >> if you have a pension, hang on to the pension booklet and pay stubs forever. which brings us to where all that paperwork should be stored. again >> george nocetti well, some people will keep their trust document, their living trust document in their safe deposit at the bank. so that's a good, safe place for it, except that if you pass and the bank finds out, they lock your safe deposit box up and nobody can get to the will and trust. >> now you can save a lot of these items electronically, but consider making multiple copies.

they returned to school for the first time since the mass shooting that killed 18 people a week ago tomorrow. students at lewiston high returned to the buildings used as a law enforcement command post last week and played on athletic fields used by emergency helicopters. not easy to process for lewiston football player jayden sands. >> my mom's friend got shot four times, survived so and saved a bunch of kids at the bowling alley. so yeah, i'm kind of going through a little bit too. so i mean, it's a matter of time just to be, you know, try to act normal again, try to act like everything is fine, but like everything's everything's not. but try to act like it's okay. >> inside students and faculty members petted therapy dogs and signed a large banner that read lewiston strong california's ban

this i had the best version on a straight street. food has impacted my life. a lot. there are bold dishes. each vendor makes one dish, but they are so flavorful. i love that i entire life. i'm vegetarian myself and i grew up state of gujarat, which is a lush area. my parents, grandparents, they are farmers. we always grow vegetables and grains and i learn from them using each and every part of the vegetables is having this legumes as a protein. and that's so rich. and there is so much frugality of that. and so richness of the texture. this restaurant is situated, as you see in dogpatch. i like how we support each other, the businesses itself and the support of the community is always feels like a family to me.
