today after local health officials voted to bring them back earlier this month. abc seven news reporter lena howland is with us with what prompted those changes is lena kumasi. >> a number of bay area public health officials passed mandates requiring seasonal masking rules . the goal is to try to limit the spread of seasonal respiratory virus is such as the flu rsv and covid. the rules differ depending on which county you're in. so let's break it down for you. santa clara county will see the biggest change today. patients caregivers and health care providers are now required to mask up inside of hospitals, clinics and long term care facilities. but over in alameda, san mateo, contra costa and sonoma counties, it's just the health care workers required to mask up in patient care areas starting today. that's the same mandate. san francisco has been following all along masking required for health care workers , but not patients and caregivers. dr. peter chin-hong

of ucsf explains why masking up is particularly important at this time of year. >> nobody really knows what's going to happen this winter. in the hospital last year it was not so great, but we had the viruses taking turns. it was rsv influenza, covid. we didn't have them all come together. and this year they may all come together and that may mean fewer beds in the hospitals for people who need them for other reasons apart from these infectious diseases. >> san francisco's department of public health says although health care workers wearing a mask does not fully eliminate the risk of transmission of these viruses, it does add a substantial layer of protection for both patients and staff. now, this mask mandate inside of hospitals and skilled nursing facilities starting today is expected to last for five months through the end of march. live in walnut creek, lena howland,

abc seven news. thank you, lena. >> new this morning, a somber statistic. the number of young babies dying in the us is on the rise for the first time in two decades. that's according to a new cdc report from 2021 to 2022. the overall rate went up by 3. experts say it could be a sign of an underlying health care issue in our country. they'll need to see the numbers for this year first to see if the 2022 increase is isolated. >> and we're learning more about the criminal history of the man accused of throwing explosive devices at police. they say it happened during a chase from san francisco to the east bay. 42 year old daniel garcia is jailed in san francisco on more than a dozen charges. he's accused of punching a man attending a mass at a north beach church on sunday. and then leading police on a chase into martinez, where he was arrested. now, back in 2012, garcia was found guilty of placing and detonating a bomb under the suv of a former tenant at the woman says she and her

family rented two bedrooms of garcia's home in 2011. she says they only lived there for three days before learning. garcia was, quote, into crystal meth. end quote. she claims he stalked them at their new home. in one day, they woke up to an explosion. a bomb planted under her car blew up. >> look at him this many years later. it's a repeat. it's a shock. i was like, oh, my gosh. almost like you want a blanket out. >> garcia was sentenced to 35 years in prison in connection with that case, reed still felt unsafe and moved her family out of state. garcia was released in 20 1918 after challenging one of the charges against him. >> ten asians are escalating in the israel-hamas war. the gaza health ministry says israeli military airstrikes on a gaza refugee camp killed at least 52 palestinian civilians. jobina. there are now renewed calls for a humanitarian cease fire.

>> yes, reggie aqui the sharp rise in civilian deaths is prompting the united nations secretary general to renew demands that the two sides abide by international humanitarian law. abc news has determined the airstrikes on gaza's largest refugee camp caused craters consistent with bombs dropped from an aircraft. the israel defense forces confirmed it carried out the strikes and that it killed a top hamas leader and other militants. the idf accuses hamas of using civilians as human shields. an idf official spoke with abc news about why the camp was targeted. >> there were secondary explosions and that subterranean infrastructure also exploded or imploded as a result of some kind of secondary explosion, and that there are quite a lot of casualties in the area, presumably civilian. >> sorry, sorry to interrupt. civilian casualties. >> at this stage, i can't confirm that. i assess that is the case.

>> the rafah crossing into egypt reopened today with the with priority for injured palestinian orphans. the us hopes the same applies to americans defense secretary lloyd austin and secretary of state antony blinken are urging lawmakers to approve defense aid for israel. secretary blinken plans to travel to israel friday for continued talks with israeli leaders. kumasi >> thank you, jobina. fbi director christopher wray says the israel hamas war is raising the threat of an attack against americans in the us to another level. wray and homeland security secretary alejandro mayorkas outlined the threats before a senate committee yesterday. they said there's no indication hamas is planning or even has the capacity to carry out an attack here in the us. but it doesn't mean that another group won't try. >> we assess that the actions of hamas and its allies will serve as an inspiration. the likes of which we haven't seen since isis launched its so-called caliphate

several years ago. >> mallorca has told lawmakers that his department has seen a rise in threats against jewish muslim and arab american communities and institutions across the country since the war started. he urged lawmakers not to let funding requests lapse in the coming weeks. >> former treasury secretary jack lew is the new us ambassador to israel. he was confirmed in the senate yesterday in a 53 to 43 vote. republicans objected due to lu's involvement with the iran nuclear deal during the obama administration. senate majority leader chuck schumer endorsed lew, saying he has a proven record as a public servant and, quote, ferocious ally of israel. the oakland education association is facing criticism after it posted a declaration associating israel with genocide and apartheid. >> according to the chronicle, the union also urged pro palestinian curriculum within the district that it then published an update, saying its original post, which has been deleted, did not accurately

represent the declaration. jewish community members say the union's comments sparked fear in their community. time now. >> 509 this morning. here's live . doppler seven along with satellite. and you can see we're still underneath a ridge of high pressure that is creating a nice warm start to the month. today, you can see the storm track, though. it's essentially right now over washington and oregon. it stays there through about friday, then into the weekend, you see this massive cloud cover off the coast. we're going to try and see if that storm track dips a little bit to the south and that will usher in some rain chances by saturday. and sunday. but today it's all about mild temperatures, lots of sunshine. here's a live look from our exploratorium camera. you have clear skies out there this morning. so our is up here at 734. we're in the 50s at 9 a.m, mild midday. and then just like yesterday, the afternoon is quite warm. it's mild everywhere. we'll call it november warmth this afternoon with temperatures back into the

to live near small airports across the state. yesterday local and federal leaders were at the reid-hillview airport in san jose to unveil a new grant program funded by the environmental protection agency. the grant is going to help regional airports and disadvantaged communities transition away from fuels that contain lead, which can lead to brain and nervous system damage. we have to do something about eliminating leaded gas in this airport and every airport in the united states. >> and these little children are the reason why reid-hillview stopped supplying leaded fuel in 2022 after a study found kids near the airport were exposed to as much lead as those who lived in flint, michigan, during the water crisis. >> however, there is still lead exposure because planes can get leaded fuel at other airports and fly into san jose. we're

going to find out which airports get that grant money next year. >> another round of layoffs in the bay area as multiple businesses announced they will be closing their downtown san francisco locations or have already done so. according to our media partners at the sf standard, 28 employees who work at the bank of the west on montgomery street are going to be laid off. and then another 200 workers in san ramon will also be let go. owners. bmo bank say that changing business needs require it to reduce its workforce. we also learned that 24 hour fitness on california is going to close at the end of december. now the gym didn't say why it's closing. this particular location, but we know in 2021, 24 hour fitness filed for bankruptcy because of economic challenges from covid 19. also the mcdonald's on front street really right around the corner from that 24 hour fitness. it is already closed and the owner and the operator blame the closure on challenging economic conditions and empty offices. >> san francisco's five month long crackdown on drug dealing

is leading to more arrests, and that is forcing the city to do something it hasn't done in a year and a half. the city's jail location in san bruno just reopened its annex to deal with a spike in the number of people being incarcerated in county jails have seen a more than 30% increase from this time last year. these photos give you an idea of what the reopened annex looks like. >> it's a dormitory style setting, so we have open space and it's a dorm space for up to 50 people right now. currently today we have 46 in that housing space and we have the capacity to open up additional dorms if the count continues to increase. >> san francisco's da, brooke jenkins is also reporting an uptick in drug dealer arrests since the end of may when the crackdown on the tenderloin began. the da's office has received nearly 450 felony narcot cases and has filed more than 350. >> the city of palo alto is taking a big step toward housing dozens of its citizens who are experiencing homelessness. yesterday day, the city broke

ground on homekey palo alto, which is an interim housing facility. this 88 room shelter is expected to provide a home to more than 200 men, women and children each year. >> projects like this are a welcome step, and we should celebrate them. and thank everyone who helped make this happen. but we all know we're so far away from declaring victory in this battle against homelessness because the current approach alone is just not enough. with the project is made possible through state funding as well as contributions from the city of palo alto, santa clara county and others. >> the total cost is more than $37 million. >> halloween is over and that means it's on to the rest of the holiday season in sacramento. this year's christmas tree has already been delivered to the state capitol. the tree stands 67ft tall in front of the building. it was picked from the latour demonstration state forest, which is near redding. the tree is a red fir tree, which is native to the region.

>> the holiday ice rink at san francisco's union square is set to reopen for the winter season today. abc7 was there yesterday. you can see it looks like it's pretty much ready to go. the tickets start at $15 for kids who are eight and under $20 for adults and skate rentals are included in the price. a portion of ticket proceeds go to san francisco rec and parks and said the rink is going to be open until all january 15th. >> oh wow. >> that's good. that is very cool. i'm really ready for the holidays to end, you know, immediately. >> i think the first thing i saw this morning was drew sending us the trick or treaters. oh cute. i was going to say mariah carey, the frosting. >> oh, yeah. oh, yeah. >> she's already defrosting. and it's a good one. >> it's a good video. oh, different from last year if you're unfamiliar. >> every year. mariah carey, on this date defrost as she announces the beginning of her season, which is christmas, obviously. and today's video is one of her best. >> it was good last year she was

and we're going to do it again today. so a live look outside from sutro tower. here are your accuweather highlights. it's mainly clear this morning just a few high clouds are dry. mild pattern continues today. tomorrow we'll start to cool off on friday and then we're certainly cooler over the weekend with showers is likely saturday and sunday, but it's a warm november day. welcome to a new month. but same temperatures as yesterday. 70s from half moon bay to oakland to napa to palo alto going to 80 in san jose today, 82in morgan hill, 79in fairfield. so you get the idea. just as warm as yesterday. the overnight tonight mainly clear skies once again dipping into the 40s and into the 50s. let's talk about the chances for wet weather now. the weekend is not a washout by any means. these are just some light showers. we're tracking. first, we see a cold front approaching us on saturday, probably saturday night. this is 9 p.m. i think the best chance of showers probably north of the city. the north bay has the best chance of finding some showers to finish out the day on saturday. then on sunday, we get another ripple of energy. and i think sunday is

when most of us have the best chance of finding showers in our neighborhood. again, we're on the fringe of this cold front. much of the heavy rain is to our north, but will likely see some light showers to finish out the weekend. here are the rainfall estimates. we could see a 10th to about a half of an inch of rain, probably higher amounts in the north bay. we have the best chance of seeing some steadier showers. but again, it looks like we'll find some wet weather coming our way over the weekend. here's the accuweather seven day forecast for the next seven days for you. enjoy the warm mild temperatures today. we'll start to begin a cooling trend heading into the weekend. the best chance for showers likely on sunday. right now it's a level one, a light storm on the storm impact scale. again, we turn our clocks back one hour for standard time on sunday jobina. >> thank you, joe. it always feels disrespect when the rain is only on the weekend. i know. >> come on. >> okay. good morning, everybody. in traffic. i have good news for you. we don't have any major blocking issues. our slow down, though, is going to be in our usual spot though. tracy to dublin. you're looking at about 36 minutes for the ride. so not bad at all. our golden gate bridge camera here,

nine and 16 in less than two years as head coach. they lost two straight to the bears and monday night against the lions, mcdaniels still had four years left in his contract. espn says linebackers coach antonio pierce will be named interim head coach . >> the nba all star game is coming to the bay area. according to bloomberg, league officials have selected the golden state warriors to host the 2025 all star weekend. the festivities are expected to include the usual competitions like the three point contest, the skills challenge of course, the all star game, the last time the bay area hosted this event was 23 years ago. this was at oracle arena. the western conference won that game. both shaquille o'neal and tim duncan were named mvp of the game and allen iverson, the leading scorer with 26 points. that seems like a lot. these are throwback names.

seven news. this type of crime does seem uncharacteristic for the type of crime that has been happening in oakland. >> now, at 530, a disturbing discovery in the east bay. a body found inside a suitcase. homicide detectives now investigating a breakdown in communication while searching for a mass shooter. >> new questions about what happened in the hours and days after the deadly attack in maine. >> starting today, a return of the mask mandate, at least in some bay area counties. we're breaking down when, where and who the new rules apply to. >> good morning, everybody. it's wednesday, november 1st. >> let's start with a check on the weather. hi, drew. >> hey, good morning. we begin a new month, but we keep our temperatures from yesterday. it's another warm day out there. warm start to november. clear view from our east bay hills camera. great visibility out there. we have a lot of sunshine on the way later today. temperatures very similar to yesterday's starting time, 30s

and 40s and our coldest area. some 50s around the bay shoreline right now. so the light jacket take it with you but get rid of it probably around lunchtime as temperatures warm through the 60s and then later on this afternoon it's another mild day. we'll have temperatures in the 70s and 80s. if you liked yesterday, you'll love today as well. those temperatures are pretty similar in the afternoon, going for a high of 73 in the city, 75 in oakland, 80 in san jose. a warm 79 in santa rosa. even along the coast, half moon bay and santa cruz low to mid 70s under sunny skies. we are still tracking chances for rain in the upcoming seven day forecast. we'll show you that in nine minutes. but let's check in with jobina tsay your traffic zone. thank you, drew. >> good morning, everybody. so i'm bringing in the bay bridge toll plaza a little earlier than usual because we do have a report of a crash on westbound 80 just past the metering lights in the center divide blocking there. so far they haven't flipped on the metering lights because we sometimes see that happen after a crash, but it doesn't look like it's slowing too much because as i bring in

our bridge dry times here, you can see it's only taking you eight minutes to get across westbound on 80 there on the bay bridge. elsewhere though, showing you a live camera from san rafael and 101. where we are clear here. we do have a new report of a signaler in solano county that will show you in a few minutes. reggie thanks, jobina. >> a shocking discovery in the heart of oakland. a suitcase found floating in lake merritt with a body inside. and the discovery was made yesterday morning on the eastern side of the lake by pine knoll park. this morning. still a lot of questions about how this happened. abc7 news reporter ryan curry is in the newsroom with what we do know. >> ryan yeah, reggie, good morning. an absolutely horrifying scene. how that body got in there and who did this are the biggest questions investigators are asking right now. it is shocking for them. and also shocking for the people who live nearby. workers cleaning the lake recovered a suitcase as it was floating near lakeshore avenue side. they thought at first it was a mannequin or a cadaver, but it ended up being a real human body. police taped off the area

while they recovered the body and looked for other evidence. residents around that area say crime has gone up in the last few years. we spoke with the cleaning crew who discovered the body. >> i thought it was a dummy. you know, like when human dummies look like, you know, look like a human flesh. and then we opened it up further and realized the person who told me just said, did you hear about the body in the suitcase in the lake? >> wow. >> yeah. shocking for so many people. police are asking people around that area to review home security camera footage to see if they caught anything suspicious. it's possible the luggage was dumped elsewhere and the luggage floated to the south end of the lake. but a very shocking scene in an area that has a lot of foot traffic. it makes sense why oakland residents are on edge right now. live in the newsroom, ryan curry, abc7 news. >> thank you, ryan. the city of oakland is offering a new solution to tackle its ongoing

public safety issue and to bring more people into oakland. mayor shang tao just announced the new five after five initiative. so it'll let you park at the franklin plaza garage for $5 after 5 p.m. and all day on weekends. city officials say oakland's downtown area is the second largest tax base for the city, and they believe this new strategy will draw more foot traffic to the area and boost the economy for small businesses. >> having a safe garage is going to be incredibly important for the downtown area and for people to feel safe to come out and shop. and so that's only one part of the solution to all of these different variances is in addition to other violence prevention, prevent initiatives, the city is also working to connect businesses to a citywide camera network. >> and starting today, new mask mandates are going into effect for bay area health care facilities. local health officials voting to mask up as we go into the holiday season this year. abc seven news reporter lena howland is live with more on who this actually applies to. hi, lena.

>> hey, reggie. remember that triple whammy of rsv, the flu and covid that hit 40% of us households last year? well it put a huge strain on hospitals like this one here in walnut creek. and that's exactly what bay area public health officials are hoping to avoid this season. santa clara county will see the biggest change today. patients, caregivers and health care providers are now required to mask up inside of hospitals, clinics and long term care facilities. but over in alameda, san mateo, contra costa and sonoma counties, it's just the health care workers required to mask up in patient care areas starting today. that's the same mandate san francisco has been following all along. masking required for health care workers, but not patients and caregivers. >> in san francisco, we always had that. it never went away. and i think it's really because of two things. the first is that, of course you want to protect vulnerable patients from getting infected from covid or

from other respiratory viruses like influenza that can be easily transmitted from patient to healthcare worker back to patient. the second reason is that you want to maintain a really healthy health care worker workforce during the time when we really need it. >> and that was dr. peter chin-hong of ucsf. he warns that there is a new covid sub variant called hve 0.1 that might explain some of the latest increase in cases. but he says the good news here is that the sub variant is very similar to the type that's included in this year's covid shot, making it that much more important to get ahead of winter. this mask mandate inside of hospitals and skilled nursing facilities is expected to last for five months, ending at the end of march. live in walnut creek, lena howland, abc seven news. >> thank you, lena. this morning there are new questions about how police responded to the mass shooting in maine last week. 18

people died, 13 other people were hurt and jobina law enforcement officials are raising concern about communication in addition to the warning signs that were missed. >> yes, kumasi so what we're learning here is the portland press herald reports there was a 12 hour delay between when officials found the shooter's car and when investigators started using it for tracking and evidence and speaking anonymously. a local law enforcement official says that slowed the manhunt. abc news has not confirmed the official's account, but this comes after several missed warning signs about the gunman, robert card, in september, the army reserves requested a welfare check on card after another soldier was worried he wanted to commit a mass shooting and documents show in january, cards family reported concerns about his mental health, access to firearms. card son says his father thought people were, quote, calling him a. but officials are defending their response. >> now, we looked at what was

done as it aligns with our policy. i think we need to look at it. i think we need to say is there other ways to approach these situations? >> court documents show card sister told police after last week's shootings that he had been deluged. journal since a february 20th, 23 bad breakup and had stopped taking his medication when officials say card sister said he was hospitalized for mental health treatment after breaking up with his girlfriend. and she says they met at the bar where one of the shootings was carried out. >> reggie wow. okay jobina more on this now. the town of lewiston, maine, is trying to get back to some semblance of normal with kids out trick or treating. last night. yesterday, students returned to school for the first time since the mass shooting that killed 18 people. students at lewiston high returned their buildings that were used as a law enforcement command post last week. back to the students as they played on athletic fields. again, that were used by emergency helicopters was not an easy

process, especially for students like lewis and football player jayden sands. >> my mom's friends got shot four times, survived so and saved a bunch of kids at the bowling alley. so yeah, i'm kind of going through a little bit too. so i mean, it's a matter of time. just to be, you know, try to act normal again, try to act like everything is fine, but like everything's everything's not, but try to act like it's okay that poor kid and the rest of his fellow students, that's a lot as you can see, they have therapy dogs inside the school and students signed a large banner that read lewiston strong california's ban on gun shows at county fairs has been blocked. >> this week, a federal judge ruled the ban violated the rights of sellers and potential buyers. the ruling means two state laws are now on hold. the first barred gun shows specifically at the orange county fair. the other extended that ban to county fairgrounds on state owned land. attorney

match, however much money they raised. they said next year's theme will be disney's haunted mansion. >> now say trick or treat in san jose, lauren martinez, abc seven news. >> now for a follow up to a story we've been watching now for weeks. >> dozens of kids from special needs classes in the south bay got to celebrate halloween in a really special way. students in costumes took over this middle school gym in san jose for a dance yesterday. they had food activities and of course, plenty of music. the driving force behind the event was a special education teacher. he organized a smaller event last year. this year he knew they could welcome even more students. >> i got approval to invite all of the entire evergreen school district, so we went from six classes to 20. i'm sweating in this costume, but it was well worth it. >> donations funded the party a week before the dance. abc7 met with the teacher who was trying to raise $5,000 for the event.
