home. the csures will impact eastbound and westbound traffic on i-80, including lanes on th bay bridge and the off ramps at fourth and fifth streets. the golden gate bridge will be affected as well. abc7 news reporter suzanne phan is live in the newsroom with details on apec's impact and preparations. suzanne. >> so kristin, the apex summit is going to test a lot of commuters, whether you take public transportation or you drive. the chp just announced new closures that will affect thousands of drivers. the week of apec. if you think this traffic is bad, just wait until the apex summit starts. chinese president xi jinping and president joe biden will be among the major world leaders expected in san francisco. so there will be high security all around moscone center between market and harrison street. and second and fifth streets. the chp and caltrans now plan on closing freeway ramps and lanes during the summit. chp officer andrew barclay explains. >> most notably the far left

lane on an eastbound 80 on the bay bridge as well as the far right lane on westbound 80 on the bay bridge. that's going to be a four day closure and that's going to be beginning 5 a.m. on tuesday through 9 p.m. on friday . >> barclay says drivers can also expect some off ramps to be closed. the ramp from eastbound 80 at fourth street will be shut down from 5 a.m. to 9 p.m. daily from wednesday, november 15th through friday, november 17th. we asked the chp why the ramps specifically tsay that are mentioned there. >> those ramps feed directly into essentially the area where this conference is going to be. >> the chp says expect to see a lot more law enforcement in the area, especially if you're entering san francisco. >> the goal for this is to make it as low impact as possible. but obviously with the very heightened security for this event, these closures are necessary. >> the bay bridge isn't the only one affected. chp says the off

on this ridge above novato. it got a lot of attention today. lots of smoke of course, considering that another burn yesterday impacted air quality. firefighters say the work clearing dry brush really needs to be done. >> we take fire with us as we come out instead of taking all the heat as you go in, big flames and plumes of smoke rising from remote big rock ridge near novato, more than 50 firefighters weren't trying to put it out. >> they're making the fire grow. >> they're throwable ignitable devices. so if you can get more penetration and depth for our burn, i think once we get the edge buttoned up, then we can start working those interior sections like you've been doing. >> this controlled burn operation under the command of battalion chief grant groneman to eliminate acres of dry manzanita and chaparral. >> those fuels, when they burn, they're encouraged, powerful that getting in here and reintroducing fire under

controlled conditions under the right wind of no wind or the right direction helps us burn out this hazardous fuel and minimize the threat to our communities. firefighters say this is one of the largest controlled burns. marin county has seen in decades. the goal is 130 acres, but they may end up burning half that to produce impacts to air quality. smoke from another controlled burn on thursday impacted air quality in parts of marin and san francisco, prompting complaints from the public. firefighters admit they walk a fine line when it comes to air quality and public safety. i want to remind people of the years that we've been impacted by those devastating wildfires, the air quality was so, so bad for so long. >> if we can get out here and do this work and have a lesser impact on our communities or no impact on our communities, we're going to be better off when it comes to summer. >> did that get your attention? >> yeah, i was leaving. i was leaving the parking lot and

like, oh my gosh, i pulled over to take a photograph of it. >> the smoke plume had sylvia mcwaters from greenbrae worried at first, but as i was looking at it, i know our firefighters are really good in this area, so i'm not concerned about it. >> i know they'll take care of it. >> yeah. and firefighters say with rain coming this weekend, this is likely the last large controlled burn. they will be doing this season. we did check with the air quality management district says they say the smoke from this fire was above the inversion layer about 1000ft, keeping air quality in the good to moderate range today. and we're live in novato, cornell bernard, abc7 news. >> cornell, thank you. congresswoman barbara lee introduced a bill this week that would give workers leave of up to 12 weeks for unhealthy air due to wildfires. lee talked with us today on our 3:00 show getting answers about what this could mean for americans as if the employee is in impacted by the unhealthy air quality. >> if it's over 151, then in

seeing the air quality impacts. it's good to moderate right now. that is from the official reporting agency, air now from purple air, we're seeing similar reports. good to moderate air quality. and as we look at a live picture from our south beach camera, you can also see that layer of smoke we are expecting good to moderate air quality this upcoming weekend, tracking a system with live doppler seven. i'll let you know what part of your weekend will include wet weather coming right up. kristen sandhya, thanks so much. >> it's been a day of protest at the port of oakland since this morning. pro-palestinian demonstrators have been preventing a ship from leaving. in the last hour, several were arrested. they claim the ship was about to transport military equipment to israel. all abc seven news reporter ryan curry joins us live from the port with the developing situation. ryan >> yeah, kristen, good afternoon. the protesters have now actually left the port of oakland entirely. they're here remaining in the entrance to the port of oakland. those protests, those who were chained to the

ship have been arrested. that happened about an hour ago. and that ship is now off away from the port of oakland. their intention throughout the day was to try to keep that ship docked in the harbor. >> the occupation has got to go. >> they are taking every step they can to stop the fighting overseas. >> we're demanding a cease fire, immediate cease fire right now. >> dozens of pro-palestinian demonstrators are stopping this ship from leaving the port of oakland. >> this vessel will be loaded with military weapons from the united states to go to israel. so we're here to disrupt it. >> the action started early with dozens of demonstrators trespassing at dawn. by 11 a.m, police arrived and some protesters attempted to board the ship, locking themselves to a ladder where they've been for hours. oakland police and the coast guard circling the ship to keep everything orderly that line on the stern. >> we actually took that line and we ran it through the fence. and then we have three women who are holding on to the ladder.

>> it's been almost a month since hamas militants attacked israel, killing more than 1300 people and setting off a war in gaza. the death toll is now over 9000. demonstrators in oakland want the violence to stop. >> we stand against any us aid to israel and aiding it in this genocide against the palestinian people. >> and while that was going on throughout the day, we did not see any pro-israeli counter protesters happening. everything was remaining peaceful up until the moment where they did arrest those people chained to the ship . they then made their way outside the harbor. they tell us, the protesters tell us that the ship is actually on its way to seattle, where it's going to be getting more supplies before it. then heads off to israel. they say they do have a demonstration planned in washington. when the ship does arrive there. we're live in oakland. ryan curry, abc seven news. >> a wild day at the port for sure. thank you, ryan. now to a disturbing case out of santa rosa. police are looking for luis gustavo arroyo lopez who they say is wanted for killing a woman on thursday. she was found

decapitated at the scene. and police believe arroyo lopez may be carrying the victim's head with him. he's five foot six and weighs about 150 pounds. and now to the new developments involving the bay area pilot accused of trying to shut down the engines of a flight heading to sfo. last month, three passengers on that flight, they're now suing. alaska airlines claiming they suffered emotional distress from the ordeal and that emergency landing. they say the pilot should never have been allowed in the cockpit because he was suffering from depression and a lack of sleep. alaska airlines says it's reviewing that complaint, but caltrans is planning nighttime closures for all southbound lanes of interstate 680. >> in pleasanton this weekend. starting tonight, workers will be repairing the pavement on 680 between i-5 and 86 680 connector and state route 84. officials say the work will make that stretch of 680 safer for drivers . all southbound lanes of that section of 680 will be closed tonight, tomorrow and sunday from 9 p.m. until 4 a.m. river

otters bite a man a dozen times in a northern california lake with wildlife. >> experts are saying about this encounter and oakland making its last pitch to keep the a's from leaving the town. we'll hear from oakland's mayor in a little bit later. the proposal coming from bay area scientists to fight climate change along california's coast and beyond but some can stop you in your tracks. like the tens of thousands of people who were diagnosed with certain hpv-related cancers.

>> yeah, julian, you've heard this before, but at least she said they're going to show their work. that's the whole point of this. and with the world series over the a's and major league baseball's relocation committee are officially on the clock and with an owner's vote to approve las vegas expected as early as this month, the city of oakland is taking one last swing. yesterday the oakland city council announced a resolution affirming that the team belongs in oakland. the plan is to hold a vote next tuesday in an effort to send a message that the mayor this city council and the port of oakland are all on the same page. i caught up with the mayor moments ago. >> the confirmation action from the electeds themselves are the ones who are making the decisions. right. saying like, yes, we agree that the a's belong here in the city of oakland. we have, you know, the howard terminal. but if they decide like, look, we don't want this grandiose plan anymore with , you know, condos and businesses and the ballpark we have that other option, too, where it's just the ballpark. yeah, right. and so there's so many different ways that we can look at this and we're ready to

to the sierra, take note, because wildlife experts are reviewing reports of people being bit by otters. >> it is by far the most terrifying experience i've ever had in my life. nothing even comes close to it. >> so that was matt leifer's describing an attack last month while swimming at serene lakes in placer county. lefors was bitten at least a dozen times by those two otters. you can see the scars left behind on his arm. there wildlife experts warn otters may be more aggressive around their hunting grounds, but they say attacks are rare. >> they won't normally attack people or larger animals. however, they will defend their territory if they feel threatened. >> otters may be expanding their hunting grounds because of an abundance of fish. fish and wildlife is asking residents of serene lakes to limit fish stocking inside of that lake. >> all eyes will be on tupac shakur. if you drive through macarthur boulevard in oakland. that's because a section of the street between grand and van buren avenue has now been named after the legendary rapper. it's a short walk from where tupac used to live. well known hip hop

so right now, we're seeing some high clouds coming in to the bay area ahead of the system that you will notice is pushing into the pacific northwest. yeah, it has a nice moisture plume with it. this one, the focus of this storm is going to remain to the north, but we get the tail end of this front and that means we have the opportunity for some wet weather around here from our golden gate bridge camera. you are seeing those high clouds and that light layer of smoke from the prescribed burn up in the north bay. 72 degrees right now in the city. it's in the mid to upper 70s, oakland mountain view, hard to believe it's actually november when you see low 80s in san jose, palo alto, 70 two half moon bay, oakland airport camera you are seeing filtered sunshine right now. upper 70s santa rosa, napa, 81in novato and livermore and low 80s for fairfield and concord as well from our sutro tower camera. you can also see that smoke from the prescribed burn up in marin county over downtown san francisco cooler this weekend. a chance in the north bay tomorrow night of a couple of showers. scattered light

showers expected for the bay area sunday and just a reminder, daylight saving time ends this weekend. so fall back sunday morning and enjoy that extra hour of sleep. 5:00 tonight. it's still going to be pretty mild out there. mostly 70 and 80s. if you have late night plans 50s to 60 on your temperatures, clouds will increase throughout the day tomorrow. those temperatures will come down. it's not going to be quite as warm as today. so early afternoon, we're looking at 60s 70s. i'll show you where they ultimately end up. your numbers first thing in the morning, though, with that blanket of clouds. we're not going to really get chilly tonight. we're looking at 50 is some fog and high clouds. tomorrow morning, tomorrow afternoon, mid 60s along the coast to the upper 70s, inland, heavier cloud cover to the north. not as much to the south, but still pretty mild for your saturday. then a level one system comes in for sunday. scattered light showers. some slippery areas you'll need to watch out for breezy with rainfall generally under 1500 of an inch. there you see the

deposits appear to have gotten temporarily lost in cyberspace this morning. federal reserve says a glitch caused deposits to experian. s delays this morning. the problem stems from a processing system that allows banks to transfer money to each other. now, this system is used by bank of america, us bank chase and wells fargo. so the fed said the problem was fixed and operations are back to normal. however there you may want to double check any deposits from today. this is a good time to check your tax withholdings against what you expect to pay in taxes for 2023. the irs has website tax withholding estimator can help you line up what is owed versus how much you have already paid. in this way, you won't get hit with a surprise tax bill. this is especially important for gig workers who need to estimate their earnings, a reminder that tax returns for 2022 are due

he visited with first responders and victims families from last week's mass shooting. funes calls were held today for some of the 18 people killed. meanwhile, president biden is calling for consensus on efforts to reform gun laws. >> here's abc's reena roy with the new information on the suspected gunman. >> president biden and first lady dr. jill biden, once again visiting a community, rattled by a mass shooting. meeting with first responders and victims families in lewiston, maine. jill and i are here, though, on behalf of the american people to grieve with you and to make sure you know that you're not alone. people there are still reeling after 18 were killed and 13 others injured when authorities say army reservist robert card opened fire at a bowling alley and nearby restaurant last week.

meanwhile, the first of the victims are being laid to rest today, including tricia aslin and richard morin. as we learn more about the suspect's reported mental health struggles , abc news obtaining law enforcement documents that show a series of panic text messages from a fellow army reservist warning they're training supervisor. back in september, that card posed a threat to the unit and other places and refused to get help. months ago. cards family already had concerns about his mental health and access to firearms. reporting their growing worry to authorities in may, according to a police incident report. sources tell abc card also spent two weeks at a mental health facility over the summer. we looked at what was done as it aligns with our policy. >> i think we need to look at it. i think we need to say, is there other other ways to approach these situations? >> the governor of maine is now forming an independent

series. this year's was the least watched fall classic in tv history. wow. there was a little nostalgia for those in the bay area, though, of course, as we've been telling you, the former giants manager, bruce bochy, leading the texas rangers to their first title, considering ratings during the regular season were a little bit higher this season. this might have been more of a matchup problem for baseball, larry. they're doing everything they can to get more people watching baseball to try and shorten the game, make it faster, more entertaining. and then the ratings are a flop. >> well, d-backs versus rangers is not, you know, up on the marquee like yankees versus dodgers. i mean, let's just be real about it. and so that i think, was the biggest problem. also, the schedule goes so long now you're up against nfl games. the nba season has started college football is huge in many parts of the country. so you're just up against it. there's only so many people watching sports at any given time. and there's a

california coast are critical for the continued health of ocean species. >> areas like the gulf of the farallones cordell bank and monterey bay. but if we think of them as massive cities in the sea, new research is suggesting we may also need something smaller in the future. maybe closer to a string of airbnbs is for conservation because species are moving from these areas. >> larvae are drifting through ocean currents. >> neurofibromin is a marine conservation scientist at stanford's dory school of sustainable city. his work includes documents a severe marine heat wave off the coast of mexico. the kind of event that can both threaten marine habitats and push species to migrate. >> and, you know, as climate change is happening, species are moving. they're kind of shifting a little bit. their distribution . >> but right now, we've seen about ten of these. what appears to be juvenile white sharks in the area. >> recently, the abc seven climate team profile oiled the

weather nice walking weather upper 50s to start at registration time walking weather slow 60 is coming up into the mid 60s with some peeks of sun mixing in with the clouds. we certainly have some high clouds on live doppler seven right now as we check out those temperatures. they're not going to be quite as high as today. we had some low 80s today, tomorrow, mid 60s to upper 70s. a pleasant pattern weekend does feature some showers. and as you notice, early next week, we are looking at an unsettled pattern to continue with some snow in the sierra. initially the snow levels are going to be pretty high, around 9000ft this weekend. but early next week, coming down to about lake level. now, atmospheric river dumps pretty good rain across the pacific northwest, taking you through tuesday. a couple of inches there for us here in the bay area. we're looking at a few tenths of an inch. the accuweather seven day forecast it fall back one hour sunday daylight saving time ends. we do have a level one for sunday and monday and then we'll go with pattern change taking us into the next workweek which will be
