>> now, at 8:00, racist messages uncovered. a south bay police officer involved in a controversial shooting resigns. what we're learning as the department and the city respond. good morning. it's saturday, november 4th. i'm stephanie sierra. we'll get to our top story in just a moment. but first, lisa is here with some changes in the forecast. >> yeah, it feels like the same old, same old out there right now with the mild temperatures. but things are certainly going to change starting out with live doppler seven, a storm system to the north of us is going to send some clouds our way. eventually, a few drops of rain. but right now we've got some sunshine and we have some low level fog and visibility has been reduced. look how pretty that is. emeryville, a gorgeous start to your saturday day 58, san francisco as well as san jose, 59 half moon bay and for mt. tam. wow, it is 59 degrees on top of mt. tam, 62 on top of mt. diablo 52. santa rosa, 58 in fairfield. so we're warmer this morning and we are certainly cooler this afternoon with some high to mid-level clouds, we'll call it partly cloudy, upper 60s

to upper 70s. that's at least ten degrees cooler. then we're going to bring in our storm impact scale details in a few minutes. stephanie, we look forward to that. >> lisa, thank you. developing news now in san jose. a former lapd officer is accused of sending racist text messages to the officer. mark mcnamara resigned. and earlier this week after an internal investigation, abc seven news reporter tim johns has the latest on that developing story from both police and city leaders. >> a quick backlash from san jose city officials after racist text messages emerged involving one of their now former officers . in a statement friday, san jose police chief anthony mata said his department's internal affairs unit was investigating mark mcnamara for another incident when they discovered the messages. >> this is why we have a zero tolerance policy. >> san jose mayor matt mehan says he was disgusted by around two dozen text messages attributed to mcnamara. the text seemingly referenced a 2022 incident in which the then officer mcnamara shot football

player keon green at san jose's la victoria taqueria. the video showed green had appeared to have broken up a fight inside the restaurant and was backing out of a door holding a gun he had confiscated from one of the perpetrators. in some of the texts, mcnamara saying things like, quote, i'm pretty sure the district attorney would have charged me if i used excessive force. but she didn't because i didn't use excessive force. i'll shoot you, too. and others. mcnamara describing african-american men and writing, quote, they should all be bowing to me and bringing me gifts. otherwise, he would have lived a life of poverty and crime in another text message, mcnamara writing that he hated black people. >> it's how long does the canary have to keep telling you there's something wrong inside this function? >> reverend jethro more. the second is the president of the naacp of san jose and silicon valley. he says while he applauds the police department for acting quickly, the incident is another blow to the relationship between lapd and the african-american community. it's an ongoing problem in

police departments across america and san jose police department is indicative of that. mayor mehan says the city has been working hard to have mechanisms in place to identify and weed out problematic officers like mcnamara. >> the way that we build trust and rebuild the trust that, frankly, this individual has cost our city is by being completely transparent and taking the swiftest possible action we can. >> despite that, though, mehan says he recognizes more work still needs to be done. >> we are not going to tolerate racism. we are going to continue working hard every day to build a culture of the utmost respect and professionalism within our department. now, greens lawyer has not publicly commented on these allegations. >> and remember, this isn't the first racist text message scandal to emerge here in the bay area. there were also similar instances in antioch, san francisco, and at the santa clara county sheriff's office as well. in the newsroom, tom johns , abc seven news. >> new this morning, cindy

chavez will not run for san jose's mayoral seat next year. according to the mercury news, chavez sent an email to supporters thursday announcing her decision not to run for the political seat. the 59 year old lost by a very small margin to the city's now mayor, matt mehan, in last year's election. now a huge obstacle has been removed for mahan's reelection bid with no clear opponent. the deadline for candidates to apply is december 8th in san francisco for people are recovering after a police chase overnight. the chase ended with a car crashing into other cars, including a waymo carrying multiple people. it happened near the mission district. chp says at around 11 p.m, officers were chasing a silver sedan going westbound on the bay bridge when it then exited on ninth street. the car then crashed into two other cars at the intersection of folsom and 11th streets for people, including two pedestrians, were injured and taken to the hospital. a witness says his uber ride was also hit during

the chase. >> i caught the brunt pretty hard. i think. man, if you got five cops chasing you, stop. like like the cops didn't do anything wrong. they had their sirens on. they were trying to box him in. you know, we were just caught in the crossfire. >> officers say the waymo was carrying passengers, but thankfully, no one in that car was hurt. abc seven news has reached out to waymo about this incident. well this is a gruesome story in the north bay santa rosa. police are looking for a man wanted for decapping dating a relative and leaving with her head. now, detectives suspect he might be headed for the central valley. abc seven news anchor dan ashley hears from neighbors who say they're shocked this happened in their quiet neighborhood. >> a killer on the loose and a quiet neighborhood shaken after santa rosa. police made a gruesome discovery. >> yeah, that's pretty horrific thing to happen anywhere, especially in your own neighborhood. >> police responded to a 911 call about a possible homicide inside a home.

>> and when officers arrived, they did find a deceased adult female who had been decapitated. >> but what was even more troubling was what officers didn't find upon searching the residence. >> they were unable to locate the missing body part. they were able to identify a suspect and also believe that that that suspect left the residence with with his relatives head authorities are searching for this man, luis gustavo arroyo lopez, a 24 year old relative of the victim who detectives say killed the woman, mutilated the body and is now on the run. >> police say arroyo lopez was recently released from state prison after being incarcerated for assault and weapons charges. some members of the santa rosa community say they are nervous, while others are still trying to make sense of a brutal crime. >> it's a pretty quiet neighborhood, so i yeah, i was i'm completely shocked. >> sarah warringa lives in the

neighborhood. she says she never saw anything suspicious at the victim's house. >> i've never heard any yelling. i've never seen any violence. yeah it's. i just thought it was just a kind of a normal family household. >> dan ashley, abc seven news, aipac, the asia-pacific economic cooperation summit will bring leaders from 21 member economies here to san francisco. >> the massive international event means major security restrictions and traffic closures. take a look. those closures are set for t week of november 13th and will affect traffic on i-80, including lanes on the bdge and the off ramps at four and fifth streets. here's abc seven news reporter tara campbell with what to expect. >> i'm anticipating a disaster. i'm anticipating to have to add 30 more minutes to my commute every morning. >> bay area commuters are bracing for apek. the global economic summit drawing up to 30,000 people to san francisco ae and more than 20 world

leaders, meaning security will be high and traffic closures abundant. it's going to make bar a complete mess, especially trying to get directly into the city from west oakland bar. >> it's just going to be a mess. >> i did hear that there are going to be blocking lanes during apec and so, yeah, i'm anticipating a little bit more traffic than than normal. >> the hub of road restrictions will be around the moscone center between market and harrison street and second and fifth streets, chp and caltrans also announcing plans to close freeway ramps and lanes during the summit, most notably the far left lane on eastbound 80 on the bay bridge as well as the far right lane on westbound 80 on the bay bridge. >> that's going to be a four day closure if you don't want to risk being stuck in a car, get on bart, get on ac transit, get on. >> golden gate transit supervisor aaron peskin urging people to use public transit. >> there's going to be a couple of routes that are going to be

shipment disruption at the port of oakland. a naval ship scheduled to deliver military supplies to israel was temporarily stopped by a group of protesters. the demonstrators entered the port illegally on friday, saying they're angry at the violence in gaza. protesters chained themselves to the hull of the ship and tried to prevent it from delivering military aid to israel. some even tried to board the ship but were arrested . >> and this vessel will be loaded with military weapons from the united states to go to israel. so we're here to disrupt it. >> the ship did leave the port after those arrests. the group has another demonstration planned when the ship docks in seattle to pick up more supplies . all right. let's take a peek outside and check in with lisa. >> okay. we've got some sunshine right here from our exploratorium camera. and that bird flying around, certainly mild conditions to get your weekend going, but there's a lot of fog at the coast that is certainly going to cool us off

provider for if you have a significant risk factor like family history of lung cancer screening, whether they would consider ordering a screening ct scan for you. >> lung cancer is the second most prevalent cancer in women and men in the us, in our country and worldwide. it's the leading cause of cancer related death. new this morning, charles schwab is the next big company to announce job cuts here in the bay area. the financial service firm will close down their post street office in san francisco next month. according to the san francisco chronicle, the company plans to lay off roughly 2000 of its brokerage staff. and it's unclear how many bay area workers this will impact. layoffs will go into effect on december 1st. well, we've all seen them around san francisco. those moped scooters will rival the transportation company announced it will discontinue its moped service in san francisco and new york. company executives say they will focus on their electric ride hailing and ev charging ventures. their

currently developing large public fast charging networks here in the bay area and on the east coast service will stop on november 18th. now to a nationwide civil lawsuit filed on behalf of the alleged sexual assault victims, all accusing uber. the first hearing for the case happened in district court in san francisco on friday. a federal judge said one of the issues will be what uber knew when uber knew it and what actions uber took. plaintiff attorneys said every day thousands of people are being sexually assaulted while using the platform, some calling it an epidemic in court. though uber's attorneys said many incidents happened outside of the car and claimed they were not preventable. >> we think that uber is going to point the finger at the drivers and say, we couldn't have stopped this, but we disagree with that. uber can put in policies and different things to make the platforms much safer. >> if they had the safety implementations in place, then

the amount of sexual assaults would decrease exponentially. >> an uber spokesperson told abc7 news it could not comment on pending litigation and that uber is deeply committed to the safety of all users on the platform. well, there is some debate in san jose over what to do with the land next to the new bart station and the berryessa neighborhood. the city wants to bring thousands of housing units to the san jose flea mart property, but the land's owner says thousands of units y not be fsibland is offering to build less housing. abc7 news reporter dustin dorsey explains how this may impact the community. >> in an attempt to bring more housing to san jose, the city council approved zoning on the berryessa flea markets land next to the new bart station to bring between 17 and 3400 housing units and millions of square feet of commercial space. but mayor matt mahan says the developer is trying to evoke a state law called builder's remedy to actually build fewer homes.

>> the entire premise of bringing mass transit like bart into san jose is that we are going to put dense jobs and housing near transit so that we don't continue to sprawl out. and this is frankly a perversion of state law. builders remedy was created to get housing projects approved in cities deemed by the state to not have substantially compliant housing. >> eric shanower is the land use consultant for the flea market ownership and says san jose has some of the lowest housing production in america and their housing plans are not always feasible to build. instead of a housing plan that includes so much unwanted office development, genauer says the owners want to build a project with fewer units and less commercial space to allow work to get done now to help the housing crisis. >> cities plan right now, it can't be built with half the site required to be office when there's no office market. our plan would be feasible to finance and build and would yield up. to 1128 units. >> this neighborhood's council, representative, david cohen, says builders remedy was not

intended to downsize these housing projects. he believes even if it takes longer, the city should push for more units instead of less. >> the sacrifice, the loss of that, that economic engine of the flea market really requires that we maximize the value of this property and this new proposal does not maximize alejo's property. in fact, it way under values the property. >> if the city is deemed to be compliant with housing needs. when the plans were made, builders remedy cannot be used and the city can deny the downsize plan in san jose. dustin dorsey, abc7 news. >> new this morning, the admission process at lowell high school in san francisco may change, including how students are selected. the proposal would determine eligible city based on grade point average. this scraps the former system that required a test special application essay and reserved spots for underrepresented schools or recommended students, according to the chronicle. the new system would use a standard tiebreaker process to fill the slots if too

many students qualify. we'll get ready to set your clocks back one hour early tomorrow morning. oh, yes, it is that time. daylight saving time will fall back. one hour to standard time. but there is still debate over the idea. in fact, 19 states have passed legislation supporting to end the clock changes. the senate approved the sunshine protection act, which will be needed to be passed by congress before it would go into law. well happening today, the annual walk to end alzheimer's in san francisco. get ready to see a sea of purple. the fundraising walk starts at 1030 in the morning from pier 27 and around 35. round 35 minutes away from check in that is walkers can do either a one mile walk along the embargo adero or a two and a half mile route. the money raised goes to research and to support those caring for someone with alzheimer's. abc seven news morning anchor reggie aqui will be the emcee for this year's

event at that we'll be cloudy out there today. let's check in with lisa to see how the weather is shaping up. yeah, we certainly have the low clouds. >> in fact, a dense fog advisory in the north bay through 10:00. but elsewhere, some sunshine peeking through. and it is certainly warmer out there this morning. but by the afternoon, we will be at least ten degrees cooler. so it felt like summer yesterday. no sea breeze and quickly warming temperatures. but today will be a different story as we start out. very mild in the upper 50s to near 60. san francisco right on through the mid-morning hours. and then by noontime, we have some sunshine. it's still mild in the low to mid 60s, but instead of those 70s, we will bring curve back the temperatures to perhaps the upper 60s so that onshore flow with us, the dense fog and a big storm system, an atmospheric river to the north of us not getting anything from this system as the next system will be colder and bringing in a few raindrops. so the dense fog advisory and here's why you can't see anything at all. santa rosa novato and over into napa

getting a little bit better at two mile visibility but a quarter mile half moon bay and you can see how compressed that marine layer is at about 700ft. this morning, 58 degrees in san francisco, 55 in oakland, and that's why when it's pushed close to the ground, we have that dense fog and poor visibility. 58, san jose, 59 half moon bay. and look at the golden gate bridge. can't see anything at all there. 53 santa rosa, it is 51 in livermore. so compared to 24 hours ago starting out much milder. probably had some of the windows open last night. but as we look outside here, it looks gorgeous doesn't it, from our sutro tower camera. but temperatures really coming down today. so if you like the warmer than average numbers, it is going to shift significantly as we get into the weekend and beyond. so the dense fog through the north bay for another hour, light, spotty showers into your sunday. check out that sunset tonight at 607. tomorrow, 506. here's a look at

the partly cloudy skies today. those clouds thin out throughout the afternoon. so really kind of a nice day. not quite as warm, but as we get into your early sunday, here come those spotty showers. you know, most of you won't see anything at all. it's sunday. monday where i'm stopping this at 7:00 in the morning. and this is a colder system bringing some high elevation snow to the sierra nevada and wet weather for that monday morning commute. but by the afternoon, soon we do dry out, but it sets the stage for a much cooler second half of the workweek. so a couple of hundredths through late tomorrow . and then as we get into your monday, most of the rain falling in the north bay, perhaps a quarter of an inch to a few hundredths. south bay and east bay. and then as we look at this first system, there's where all the rain is in the pacific northwest, extreme northern california. it's the second system that we will get a few drops. 72 today in fremont with the clouds thinning out, 66 in richmond. so there will be a mix of clouds and sun today depending on where you are. and the accuweather seven day

nothing in santa rosa novato, even down the san mateo coast, just a quarter mile for half moon bay and there is a look at the towers there. so there are about 200 700ft from our 200 foot deck there. so the dense fog, 58 degrees downtown as well as san jose, 59 half moon bay. look at the sun at the oakland airport. so it's pretty nice in some parts of the bay area with those mild readings and some sunshine fine. in fact temperatures well above where we were yesterday at this time, five degrees warmer at the coast . but things are going to change as we get through the morning hours. we'll see some high and mid level clouds. temperatures will not be warming as quickly. we have our onshore flow. look at the clouds in the north bay. so upper 60s to upper 70s, we'll call it partly cloudy and we will time out some rain when we see you next. stephanie >> all right, lisa, thank you. develop news now. more than 700 foreign nationals are expected to leave gaza through the rafah crossing today. many of those foreign nationals are nearly 400

americans. also today, us secretary of state antony blinken is meeting key middle eastern leaders. the meeting is his third visit to the region since the initial hamas attack in israel. according to the palestinian ministry of health, more than 9400 people have been killed in israeli attacks on gaza since october 7th. israeli prime minister benjamin netanyahu says the military will not let up its assault on gaza until hostages are released. abc news reporter matt rivers tells us what the us is now calling for. this morning as israeli troops completely encircle gaza city, concerns mounting close quarters combat amidst a soaring number of civilian casualties in one of the most densely populated areas of the world. >> this as secretary of state antony blinken in israel friday, calling for a humanitarian pause . >> a number of legitimate questions were raised in our discussions today, including how

to use any period of pause to maximize the flow of humanitarian assistance, how to connect a pause to the release of hostages, how to ensure that hamas doesn't use these pauses or arrangements to its own advantage. >> but israeli prime minister benjamin netanyahu dismissing the growing calls for a temporary cease fire in gaza unless hamas releases all hostages from the october 7th attacks. >> the netanyahu also saying, quote, israel does not allow fuel into the gaza strip and is objecting to funds being transferred into gaza strip. >> meanwhile, for the first time, the us saying how it's helping search for those roughly 240 hostages still in gaza flying unarmed mq nine reaper drones using sophisticated video and communication intercept technology on board on the ground outside blinken's meeting with israel's president hostage, family members urged officials to bring home the missing. >> this is on their hands, everyone's hands in israel and international uh- on friday,

israeli airstrikes hitting an ambulance near al-shifa hospital in gaza. >> israel defense forces say it was targeted because hamas was using it to transfer fighters and weapons. hamas saying the ambulance was part of a convoy transferring injured people to egypt. and as concerns grow over the conflict, consuming the entire region, hezbollah's hassan nasrallah speaking publicly for the first time since the war began. the leader of the powerful lebanese militia said all options were, quote, on the table but stopped short of calling to expand the war to a second front. that was. >> abc's matt rivers reporting. also new this morning, a 5.6 magnitude earthquake shook nepal overnight, killing at least 128 people, while authorities expect the death toll to rise and communicate, options are cut off in the area. the usgs says the quake's epicenter was 250 miles northeast of the nepalese capital. now strong tremors were felt in the neighboring country,

india, including new delhi. president joe biden and first lady jill biden traveled to lewiston, maine, friday to grieve with the community following last week's mass shooting. cnn news reporter jenn sullivan tells us how the community is coming together. >> church bells breaking the somber silence as loved ones in lewiston, maine say their final goodbyes. funerals began friday for some of the victims killed in last week's mass shooting. this small community still shattered and grieving. >> the past week has just been horrific. >> donna's nephew, jason walker, was one of the 18 people killed when robert card went on a shooting rampage last wednesday night, opening fire inside a bowling alley and a local restaurant. you know, the whole scenario was crushing. >> but as soon as i heard about my nephew that made it worse. >> friday, president joe biden and first lady jill biden visited maine to pay their

tried blocking the suit, arguing that zwirner was eligible for workers compensation. now the judge determined that her injuries did not arise out of her employment and does not fall in the guidelines of workers compensation. the first grade teacher is back in her class in january. well, there are new developments involving the bay area pilot accused of trying to shut down the engines on a flight heading to sfo. three passengers on that flight are now suing alaska airlines. they claim they suffered emotional distress from the situation and the emergency landing. they say the pilot should never have been allowed in the cockpit because he was suffering from depression and a lack of sleep. alaska airlines says it's reviewing this complaint. also so new this morning, the sag-aftra strike could soon come to an end. negotiations are set to resume today after major studios put a new offer on the table for the actors union. one of the main things actors are asked for are restrictions on the use of artificial intelligence or the

terms of the new offer. have not been released yet, but both sides are hoping to reach a deal quickly so studios can resume production on and actors can get paid. well, happening now, a stretch of southbound interstate 680 in pleasanton is closed along state route 84. the interstate shut down last night between the i-5 80 and i-680 connector workers are repaving the stretch of road. the freeway is scheduled to reopen monday at 4 a.m. we have new details on help for foster youth. san francisco will give $1,200 a month to 150. former foster youth. and this is all thanks to two state funded pilot programs. governor gavin newsom said in quote, guaranteed income programs help level the playing field and will give these former foster youth the support and resources they need to pursue their california dream. the program will run for 18 months. still ahead on abc7 mornings, the rock and roll hall of fame. yes, all the artists inducted

happy to see his success. that's a wrap on morning sports. have a great weekend, everybody. i'm larry beil. >> thanks, larry. well, today, nearly 2000 people will participate in the 2023 walk to end alzheimer's here in san francisco. you can do either a one mile walk along the embarcadero or a two and a half mile route. the money raised goes for research and to support those caring for someone with alzheimer's. registration opens at 9 a.m. on pier 27. so just about ten minutes from now, followed by an opening ceremony at 10:00. the walk will begin at 10:30 a.m. and our very own abc7 mornings anchor reggie aqui will be the emcee for the event. so look out for reggie. hopefully he's in a purple jacket. lisa because it's cloudy out there. >> yes, we have a mix of clouds and sun on the way today and some dense fog in the north bay, but some sunshine elsewhere. so throughout the day temperatures will warm through the 60s down town of park rye from yesterday's upper 70s, but still

a nice day. partly cloudy skies. this system is to the north of us, so we are getting some clouds from it. it's a colder second system that will bring some measurable rain our way a little bit tomorrow. more likely for everyone the early monday morning commute. so we'll roll you through the next several days. but right now, live doppler seven, picking up on some cloudiness and a lot of low clouds in the north bay. and this is where the fog is at its worst. so you can see santa rosa can't see anything at all. a quarter mile visibility in novato. the fog is down along the coast, half moon bay but it gets more compressed so that's why visibility is better elsewhere and in the south bay you can see some of the fog there. but san jose on the mild side with 58 degrees, it is 57 in mountain view, 59 half moon bay. what a beautiful view from mount tam. but we have the layered clouds very mild readings in the 60s at 2000ft, 3000ft, we're in the low to mid 60s. so that inversion is with

us. but we are looking at those warmer temperatures to start out the morning and then finishing cooler than we were yesterday. temperatures in the upper 50s in our inland valleys, 56 in concord. so a 24 hour temperature change anywhere from two degrees warmer to three degrees warmer. but some areas will certainly be cooler later on today. while we're still mild in our inland valleys, there's a look at pier 39, kind of quiet out there, but a pretty start to your weekend. so the dense fog advisory through 10:00 in the north bay, some spotty light showers arrive for your sunday. and looking at that sunset today, 607 tomorrow, 506. here is the cloud cover throughout the day today, partly cloudy at times and looking right on through the afternoon. we do stay dry into your sunday. a few spotty showers while you're sleeping. and then by the afternoon it's thickening clouds and mainly dry day. and then stopping this early monday morning where this next system
