to bumper stuck in traffic. >> this is the worst case scenario for san francisco streets next week. hard to even look at right there. that's when apec gets underway. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. we've been mentioning apec for weeks now and it is just days away. san francisco will host the asia-pacific economic cooperation summit, starting this saturday, november 11th. apec events wrap up on friday, november 17th. but keep in mind some security measures will last through that weekend. >> we're talking about an unprecedented level of security because of the major world leaders coming here for the event that security means road closures and transit detours for days, even the cable cars will be stopped. can you believe that? >> it's why we're telling you about this now so that you have a few days to prepare and plan if you commute after work or whether you're after work, activities will be affected as well. >> yeah, start thinking about it now. abc seven news reporter

suzanne phan joins us live to help you figure it all out. >> suzanne ama and dan, we're going to need a lot of patience. traffic closures will impact the bay bridge off ramps at fourth and fifth streets and the golden gate bridge. and that's because moscone center is ground zero for the apec summit. now, keep in mind, there will be closures surrounding three secured zones. moscone center, nob hill and along the embarcadero. that's gonna be a lot going on downtown . if you work in downtown san francisco. so you might want to rethink your commute in the next coming days when apex summit comes to the city. i'm going to try my best to see if i can work from home and definitely taking bart in because i can't imagine being stuck on the bridge. take a closer look at the official closures. >> those are going to be the stbod 80 at fourth street offramp and then the westbound 80 at fifth street off ramp. now these closures are scheduled on wednesday, thursday and friday of next week from approximately 5 a.m. to about 9 p.m. that's because the two ramps directly

feed into the area surrounding moscone center, where the summit will be held. >> the other closures include the left lane on eastbound 80 on the san francisco oakland bay bridge and then the far right lane on westbound 80. as for the golden gate bridge, the golden gate vista point will be closed. >> while there is no vehicle or pedestrian access into the vista point on the northeast side of the bridge, the pathways that connect the golden gate bridge to the marin headlands as well as into sausalito will remain open. >> remember when president joe biden was in san francisco earlier this year, all the road closures because of the motorcade. as you can expect, this area around nob hill to be locked down because of the dignitaries staying there. again, the heads of 21 member economies are coming. >> i live in nob hill, and so it does look like it will affect us. >> jim dudley spent 32 years with san francisco police department and has experience in homeland security. special

operations and threat assessment. you're going to have some significant dignitaries and heads of state that you're going to see motorcades. >> you're going to see motorcycle escorts and caravans of multiple vehicles. and they're going to want to get from point a to point b because of the threat level. >> take a closer look at the other areas to be impacted by closurtharea around moscone center will be locked down between market and harrison second and fifth streets, the area in red along the embarcadero will also be impacted because of an event on november 15th. a reminder from security experts, my advice would be if you don't have to get on the road during the apec convention, don't. and again, authorities emphasize please give yourself extra time to go where you're going. also, plan for delays. and if you can avoid the area to do so. live in the newsroom, suzanne phan, abc seven news. all right, suzanne, thank you for all that info. >> and the secret service sets

the security zones and they are subject to change. we're going to keep you updated and we'll have new info posted to our website, abc7 news.com. you can also find live coverage on the abc7 bay area app available wherever you stream. >> the driver of a vehicle wanted in connection to a carjacking is now in custody after what became a slow speed chase through san francisco. the chase started just after 2:00 in the marina district. the white mercedes suv with its tires blown out by a spike strip, limped across town into the mission. that's where the driver bolted from the suv. watch this now. tried unsuccessfully to carjack another vehicle. there he is grabbing at the door handle. officers chased the man into an alley. that's enterprise street near folsom street, where he was pinned in after a short standoff. officers with guns drawn rushed the man taking him into custody after a short struggle. both officers and the suspect suffered minor injuries. in all, the chase lasted more than 30 minutes across an area that if you took the most direct route, would be just three miles

from beginning to end. >> an oakland police sergeant on his way to work reportedly shot and killed an armed man who approached his vehicle. happened before dawn around 4 a.m. at 16th and san pablo streets not far from city hall. upon arrival, the officers located an individual suffering from a gunshot wound. >> the officers immediately began providing medical aid to the individual, but unfortunately the individual was pronounced deceased on scene. >> the oakland police officers association says that the individual opened fire first and the officer shot back, adding, quote, a criminal picked the wrong victim. we are thankful for our officers safety and equally relieved that community members were not injured during the incident. the sergeant involved is on paid leave pending further investigate. >> on the bust of a sex trafficking ring in the south bay led to nine arrests and 18 victims rescued. investigators say the colombian based ring ran brothels out of hotel rooms in santa clara and alameda counties . abc seven news reporter dustin dorsey has details now on

operation phenix. >> two years, multiple agencies, nine arrests, and most importantly, 18 rescues and alleged human trafficking ring that spans several bay area cities, most in santa clara county was taken down by a joint operation led by the santa clara county district attorney's office. >> it represents the future of human trafficking investigations here in the state. it was a proactive investigation in which this organization was identified and it was thoroughly investigated over the last two years. and it resulted in the identification of these victims as well as traffickers. >> all nine of the alleged traffickers who come from across california appeared in court tuesday. bail ranging from the thousands to millions of dollars in this case. six other suspects have been identified as part of this, but they have not been arrested yet. according to the da's office, arraignment was postponed for two weeks and the defendants attorneys say they intend to fight the charges. >> what's your client's reaction to the charges? >> well, he's not pleased, so

they're in shock. >> they're denying all the allegations. i mean, if you really want to go into it, there's been a lot of things in this case that we've already reviewed that we need to go a little further in. you can enjoy the show, but there's going to be some lawn motions done that i, i don't know if the government is going to like it. >> the da's office says two of the accused were arrested by san jose police in 2021 and charged with running illegal brothels at homes and apartments. they were released and remained out on bail where the operation is said to have continued. the group allegedly used various hotels in san jose, gilroy, hayward and san leandro, where the women were forced to have sex for money. investigators used wiretapping of cell phones to identify 30,000 text messages and calls for evidence, a first for a human trafficking case in santa clara county. >> it provides independent corroboration for what the victims told us happened to them. and it takes the onus off the victims so that the burden isn't upon them. necessary only to be able to tell their story in court. but we have record recordings of what happened to them that we will introduce in the future the da's office said they identified 18 survivors,

including a juvenile, but wiretap revealed 30 total women that were taken from outside of the country to be part of the human trafficking. >> it was part of the investigation deemed as operation phenix in the hopes that these victims are on their way to freedom and recovery. after a life, the da's office deemed as slavery in santa clara county. dustin dawsey, abc seven news. >> a whistleblower at meta, says company executives ignored signs of harm. social media induces on teens an ex-facebook engineering and director and consultant arturo bejar testify before congress in a hearing today. meta, the parent company of facebook and instagram, is facing a federal lawsuit filed by the state of california. the social media giant is accused of contributing to the harm of american teens mental health. bejar says his own daughter was a victim of sexual advances on instagram. according to his research, more than 25% of teens between ages 13 and 15 reported similar issues. >> meta, which owns instagram, is a company where all work is driven by data, but it has been

unwilling to be transparent about data regarding the harm that kids experience at. >> meta says it works daily to keep young kids safe. while on social media. >> tonight, the oakland city council is poised to pass a resolution affirming their belief that the a's belong in oakland and backing the effort to build a ballpark at howard terminal. abc seven sports reporter casey pride is live in oakland where this vote is happening. casey, a lot of fans looks like turned out today. >> yeah, dan, i'm standing right outside the city council chambers and every now and then i hear these loud cheers and applause and there's multiple issues going on with the city that they are taking care of right now. obviously, sports is just one of them. so we're waiting for that vote. it hasn't happened yet, but earlier, lots of people in these shirts packed that city council chamber for a press conference. the mayor of oakland, the port of oakland, oakland, labor leaders all there showing a sign of unity with the city council saying if you stick with us, major league baseball, we're ready to get a deal done

and keep the a's here in oakland . i think that the fans that showed up, there were so many of them that it almost shocked the people speaking at the dais. >> you got city hall looking like the treehouse right now. good job. >> we've been dealing with relocation threats since i can remember. i was born and raised in oakland. in high school, i wrote an essay in 1998 to try and keep the a's in oakland. that's how long it's been going on. give us a chance. mlb and i think that if john fisher could come back to the table that we can totally create a deal where he can win, where we can win, where mlb can win. >> and i still believe in the win win win factor here. owning a team isn't so much of just saying, yeah, i own this team. it's about the investors, isn't because it's about the game in itself. and whoever owns the team should invest in the team. otherwise there's many other people who would like to own the team and invest in the team. you know, you and i both know an owner across the bay who is

interested just just now. >> mayor tao dropping a pretty obvious hint about joe lacob, the warriors owner who just brought the all star game to san francisco. murtaugh was at that press conference. so you know, joe lacob and murtaugh, same place, same time. and lacob has been honest. he does want to buy this team, but it is not for sale. it has to be for sale first. we'll see what happens with the relocation vote at the owners meetings. that's coming up in just about a week and a half. so things are moving along quickly. but for now, this sign at the oakland city hall, at least, was a show of support and a platform for a's fans to make a lot of noise. >> yeah, no question, the fans continue to turn out for these events and keep the pressure on. casey, thanks so much. >> coming up next, going beyond bridge tolls where the possibility of paying to drive on the freeway could be a good thing in the bay area. also ahead, this for lease sign signals what has been a tough reality for downtown san francisco the last few years. >> but coming up, i'll show you

interestingly enough, why you might end up liking it. >> this is a planning exercise as mtc doesn't have the authority to establish tolls on freeways, but the metro politan transportation commission is behind the study looking into how it could work by 2035, an idea that's not too popular for drivers. >> we've spoken with are already paying so much to live here. mtc says they get it, but it's a study they say is necessary. mtc says its projections show that the bay area's population will grow by 15% and in turn slow down freeway travel. >> times that we want to reduce congestion on freeways that we need to reduce driving if we're going to meet the state's emissions reduction targets. >> this tolling system is one main idea and one scenario being looked at. it would be implemented on congested freeways that run parallel with transit service like caltrain. it would cost between 10 to $0.30 per mile, depending on the level of congestion and the tolls would be lower in off peak hours and gone on nights and weekends. take a look at this example. given an mtc's tuesday

webinar, if there's no freeway pricing by 2035, it would take 100 minutes to get from antioch to san francisco in a car costing $8 for a bridge toll and 16 for fuel and maintenance. that adds up to $24. now look at the numbers in 2035 with freeway pricing, that same drive from antioch to san francisco would take 80 minutes and cost $35. that total cost includes an $11 highway toll along with the bridge toll and maintenance costs. mtc says a driver traveling on high congestion freeways five days a week for at least 40 miles could pay $270 a month. one major question brought up is the impact on people who struggle financially. the study factored in a 50% discount for drivers who live in a household that earns less than 55,000 a year and those with disability fees. but even with that discount, those drivers could pay up to $135 monthly. mtc says this is one of the elements they're still hoping to get feedback on. >> it's a planning exercise and we've got a few more steps to go in this exercise.

>> the commission has more opportunities for public feedback on its website. zach fuentes, abc7 news. >> and for the first time oakland is on its way to having an lgbtq cultural district at the city council's life enrichment committee approved the proposal yesterday and the full council is expected to approve it tonight. organizers say the goal is to provide oakland's lgbtq families, allies and community members with a space that's free from violence and discrimination. the emcee of today's event was oakland's own jeopardy champion, amy schneider. so this was a labor of love for our community. >> she was following the successful opening of the town youth club. the queer healing arts center. dozens of lgbt plus owned businesses and nonprofit in the area. and of course, the founding of the lgbtq district in 2017. the proposed district is near lake merritt between grand avenue and lakeshore avenue. >> oakland's lgbtq community center is located in that neighborhood. all right. >> well, we've had some rain

this past weekend. and one of the great things about getting this rain is it really is tamping down our fire dangers. we're headed to the rainy season. we've been very fortunate this year. >> we have so far. let's get to abc seven news meteorologist andy patel for the latest andy. >> yeah and we'll be getting some more rain later on this week, possibly on friday. dan and next week could bring us enough wet weather to hopefully put an end to the fire season, at least from the perspective that we're heading into a wet period. so models are starting to come into agreement for next week. but for now, let's talk about what's showing up on live doppler seven. you will notice that the wind flow is still out of the northwest and moisture is still getting fed into the sierra nevada, although the winter weather advisories been dropped. they did have thunder snow and still some lingering snow showers right now along with some lower elevation rain showers. they had a few inches of snow in the last 24 hours. a quiet picture on live doppler seven right now as we check out those winds gusting to 20 miles

an hour and half. moon bay coming off the cool ocean waters. so in case it's feeling a little more like november to you, that's probably why here's a glorious view from our emeryville camera just absolutely spectacular looking at san francisco, good air quality wednesday, thursday and friday and as we look at those temperatures in the upper 50s for mountain view, san francisco, palo alto, half moon bay, it's cooling quickly. san jose, 60 along with oakland today is high. temperatures were in the 60s at or slightly below average for this time of year from our golden gate bridge camera. we do have a clear view right now. 57 in santa rosa, mid 50s, napa, novato, fairfield. it's going to be a chillier night. concord and livermore upper 50s and one last live view from our kgo roof camera as we look out towards the bay breezy this evening. chilly the next two mornings sunny and milder tomorrow and we are looking at a chance of showers on friday. it will be dry this weekend with active pattern beginning to set up for next week. now it is still about a week away. so that

but as far as the details will change. so stay tuned. we do know that there's a frost advisory for parts of lake and mendocino counties tomorrow morning as temperatures will drop down to freezing for parts of the region. temperatures at 7:00 tonight here in the bay area in the 50s, it's cooling fast. so 9:00 tonight, you're going to be noticing those temperatures coming down tomorrow morning, mostly in the 30s and 40s as we head into the afternoon hours, though, it'll be a mild day for most of you. warmer than today. let me show you those morning temperatures. this is the kind of weather where you know, you get good radiational cooling with clear skies, nights are longer. you will need that jacket tomorrow morning or your kids if you are sending them off to school mid 30s to the low 50s afternoon highs tomorrow with sunny skies 64.5 moon bay all the way to 72 in fairfield. so it's a mild sunny day as we check out what's ahead friday morning, we are expecting those showers. it's a chance that's just one computer model. and this model is

very carefully into the california science center. >> it is a remarkable process. and reporter sid garcia from our sister station in los angeles shows you what it takes. >> the first of the shuttle endeavor's solid rocket motors is in place. the crew started early this morning lifting it by crane over into what will be the shuttle's permanent home inside what will eventually be a 22 story structure here. there was another crew waiting to guide it into what's called aft skirts, or its base. here's what this exhibit will look like when it's done. now, former nasa astronaut

garrett reisman says seeing this brought back a lot of memories when he flew in two space shuttles. atlantis and endeavor. >> when i was an astronaut at nasa, i flew two missions, a long duration mission. i was up there for about three months on the space station and that was an endeavor was a vehicle that brought me up for that mission. >> the endeavor has been on display here at the california science center for over ten years now. the plan is to have the rocket boosters and shuttle in a vertical display once everything is in place. construction on the 22 story facility will continue. we're taking the next major step in what we call gopher stack, the complex process of installing and putting the space shuttle in full launch position in the new samuel oschin air and space center today is the first big piece where the solid rocket motor is going into the building. >> and so you'll start to see the scale of what we're doing today. >> the samuel ocean family foundation is helping to fund this complex project. linda

weakest recovery from the pandemic of any major american city. >> at the same time, there's not enough housing in the city. could all that empty office space mean it be turned into that much needed housing? >> it's an interesting question and abc7 news reporter lyanne melendez is here with a look at what it takes to make that kind of conversion. it's not an easy task. no, it's not easy. >> i've been asking other colleagues what what they think are the challenging aspects when in dealing with the conversion. what do you think? >> well, i mean, you have to create living space out of office space, bathrooms, showers , all of that sort of thing. plumbing. >> it's not easy as you say. so there has been so much talk about housing conversions as the be all end all to the save the downtown area. there reality is that it has been done before and it can be done again in some cases. but the bottom line is that it has to pencil out financially and so here's what we found out. san francisco is

in a constant battle with itself. too much commercial space. but not enough housing >> it does cost less in many examples to convert one of these buildings and to build fresh. >> that's what mayor london breed wants to hear. like a marriage. she believes the coming together of the 2nd may help to revitalize downtown. >> we will continue to adapt. we will adjust and we will be better. >> the operative word here is conversions. it has been done before. in 2006, the royal insurance building at sampson and pine street across from the old pacific stock exchange was converted from office space to 46 condos. the ritz carlton building on market street with 52 units, was once the site of the san francisco chronicle. and % giannini had a branch of the bank of italy. it later became the bank of america, which lent

walt disney the money to complete his first feature film, snow white and later other projects that building one powell street was converted into 44 high end lofts in 2004. okay, so we know that it is possible, but what does it really take to convert office space into residential units? the answer it's not that simple. strike and froggen knows a thing or two about conversions. his firm, solomon cordwell buenz, was behind the largest office to residential conversion in san francisco's history. 100 van ness, a 29 story building that now has 418 rental units. so for those of you who don't recognize the building, that's the old triple a building which was not very attractive of, okay, i'm going to say it. it was ugly. >> well, yeah, definitely. from the public's perception, the biggest thing that we did at the

building was to remove the old precast concrete facade and to replace that with floor to ceiling glass to really allow the view potential of the building to be realized. inside for many conversion projects. >> one of the biggest challenges is the plumbing. >> so that means we need to cut new vertical rises through the building, which means drilling holes through the concrete. >> each unit must now have its own plumbing, sprinkler heads, a thermostat, heating and ventilation and lighting, light and air and natural light into the units is a big deal for many of these office footprints are very large and deep, and it's difficult to get natural light into the bedroom units. that's why a floor to ceiling glass exterior was ideal. this all sounds like a pain in the at what point do you decide to knock the building down and

build from the ground up? >> i think there are some buildings that probably have reached the end of their useful life and the highest and best use of that land might be to build new, new construction. >> froggen is looking at 15 possible conversions in san francisco, but only 3 to 5 are potential candidates. the other challenge is dealing with the planning department because the city really wanted 100 van ness to succeed. the permits were expedited. the property was purchased in 2011 and only four years later was ready for occupancy. there are other conversions that have been enormously profitable, like this one at 2121 webster street in pacific heights, the old university of the pacific dentistry school, it went on the market in 2016 and the sale of the 76 condos is said to have generated $300 million. but that was then. today, in 2023, convert is now may be less profitable. >> all construction costs are

probably double what they were and rents right now rents have dropped so much that they're not that much above where they were in 2012. >> also, when 100 van ness was being built, the city required the owners to set aside 13% of the units for affordable housing . today it's 21. any developer, architect or engineer will tell you city hall will need to provide more incentives to make these conversions more realistic stick. >> you know, this huge inventory of buildings that, you know, could be good enough and could be useful to, you know, people who need them. >> so right now, if any big building in san francisco were to be sold, the owner has to pay a 6% transfer tax. now the mayor of san francisco is proposing a ballot measure that would do away with that sales tax of any building that decides to convert. now, that's number one. number two would be to follow new york's lead now in the

1990s, lower manhattan had a lot of empty office space. the city said, let's do something different. let's waive most of the property taxes for 14 years. once a building is converted. and you know what happened? 30,000 units in lower manhattan went eventually went online. really? wow. yeah. so it was a big change for lower manhattan. and that's what they expect to do here as well. >> wouldn't that be something? >> yeah, it would. >> all right. thank you, liane. >> well, meantime, san francisco city officials and a celebrity chef are trying to convince shoppers to come back to union square, abc7 news reporter ryan curry explains the changes. you'll see all part of an effort to build a better bay area for lease here. >> for lease their retail stores leaving makes for a grim reality for union square. with the holiday season approaching, how is this once thriving city center going to return to being the place to be? mayor? london breed says it starts with security. >> people will be safe. we have more police officers, both

uniformed officers, as well as plain clothed police officers. that will be all around this area for rampant retail theft has deterred shoppers the last few years and is known as one reason some of these stores have closed tuesday. >> mayor london breed said retail theft has gone down in the city and she is hoping the board of supervisors will approve her proposal to install 400 new license plate readers to track cars involved in crimes. >> we are removing the barriers to ensure that technology is used in order to prevent these issues and crimes and other things from happening in the first place. >> it was almost two years ago when pandemonium hit this corner of san francisco and union square. broken glass everywhere and stolen items from the louis vuitton. nowadays all you see is sfpd in front of the store after one of the worst looting events that this city has ever seen. >> and said we will make it better. and i think we have delivered on that in terms of making it better. but i am by no

city. according to the hamas run health ministry. more than 10,000 palestinians have been killed in gaza during the conflict. officials in southern california say the investigation into the death of a man at a dueling demonstration of israel, israeli and palestinian demonstrators is, quote, ongoing and fluid. paul kessler, a jewish man, was injured when he fell and hit his head at the event sunday in thousand oaks. that's according to the ventura county sheriff's office. the jewish federation of greater los angeles claims a pro-palestinian demonstrator struck chuck kessler with a megaphone. the sheriff's office says it's not clear what happened before kessler fell. >> it is our understanding that mr. kessler, a us citizen who practices the jewish faith, was at the event supporting israel. the suspect in this case is a 50 year old who resides in moorpark and was at the intersection on advocating for palestine. >> that suspect was detained, then released from custody sunday night. authorities say they are treating this case as a possible homicide. >> meantime, a bay area

congressman says he wishes he could change his vote on a resolution addressing anti semitism on college campuses nationwide. abc7 news reporter leslie brinkley talked with jared huffman about the reason why a house resolution 798 condemned the support of hamas, hezbollah and other terrorist organizations at institutions of higher education. >> it called on campus administrators to condemn all forms of anti-semitic ism. it was approved by a vote of 396 to 23. one of those voting no was congressman jared huffman of northern california and marin county. huffman is now saying public policy he regrets his vote. if you could go back, what would you do differently? >> i would vote yes and i would explain that i wish the resolution had been written better. i pretty quickly realized that the broader message of just sort of getting on record against anti-semitism was a lot more important than what might be seen as nitpicky
