>> mayor shengtao fighting to keep the dream alive. her latest pitch to keep the a's in the east bay. >> and a downtown makeover. the improvements at un plaza that the city is hoping will drive out the open air drug use in that area. >> good morning to you. it is wednesday, november 8th. >> i'm just going to start the check of our forecast. >> yeah, good morning. so it's chilly out there right now. it's a warmer afternoon on the way. it's a lovely day ahead for us. here's a live look at our rooftop camera at kgo along the embarcadero. pointed at the ferry building, just a very light wind this morning. temperature wise, we are beginning with numbers basically only in the 40s and low 50s out there. current temperatures and air quality is good. so looking at those numbers right now, you can see we're at 45 in novato, 43.5 moon bay. we're at 48 in oakland, 49 in san jose. so take the heavier jacket with you this morning. future weather showing you with lots of sunshine. we'll warm pretty quickly. we'll go into the upper 50s lower 60s by 10 a.m. and then later on this afternoon, a few degrees warmer than yesterday. we'll go into

the upper 60s and lower 70s. so you've got sunny skies out there today. 69 in oakland, 71 in san jose, 70in napa, 68 in the city. we'll hit about 72 in fairfield. that's the forecast. let's check in with jobina joe. traffic's doing thank you, drew. >> good morning, everybody. so of course, no huge surprise here that the richmond-san rafael bridge sigalert is still in place. so this is going to impact you if you're traveling westbound on 580. we have those three lanes blocked and still no wide load vehicles are allowed on the bridge. so we will let you know when this all clears. but so far, no updates from the chp on this issue in emeryville. live picture of 80 headlights traveling in the westbound direction here. no blocking issues to report and a minor slowdown for our super commuters. tracy to dublin will be 37 minutes. reggie and kumasi , thanks for being a multi-million dollar makeover is about to be unveiled in downtown san francisco. >> upgrades at un plaza are being called for family friendly. abc7 news reporter lena howland shows us the city's latest hope to revive that area. so what is this? lena reggie, good morning to you.

>> this is an area that was once known for overdoses and drug deals in recent years, but it has since been transformed into a more family friendly space and today the city is preparing to welcome everyone back to it. permanent ping pong tables cornhole set ups, tech ball and foosball tables have been installed with the multi-million dollar upgrade to the plaza. but that's just the small stuff. san francisco's un plaza skate park will also officially open up today. it's the nation's first of its kind street skating plaza, but lots has been made about un plaza being an open air drug market in the past when city officials held a special outdoor hearing on the issue last spring, people shouted as mayor london breed spoke someone was taken down by police after throwing a brick towards officials with skateboarding. >> it's going to bring less sketchy activities around with people moving around and it's not so stagnant over here. now it's bring some more energy to the neighborhood, which i felt like it was been missing.

table. >> they really get into this. >> what we're doing these days with this ping pong and this tennis is amazing. okay, thank you. >> it's out. yeah >> thanks. a million years old. work is also being done to brighten up san francisco's chinatown ahead of the apec summit. crews just finished painting these clouds on stockton street pieces. they have the intersection of washington and stockton right next to the central subway station, which, by the way, is going to be closed next week for apec. the scaffolding wrap around the ferry building's clock tower is finally off. you're looking live at it along the embarcadero from abc7 roof camera. it is hard to tell but it has a new paint scheme so it's a different color than it was before, which is actually the old color that it was before they painted it. the new color, the clock tower has been wrapped up since february. the design team says the full restoration is expected by the end of the year. >> you know, they're getting everything ready for apex. look at this. this is a live look from our pier 39 camera. and the ferris wheel. it looks like it's, you know, getting closer

to being ready. the parts weighing nearly half a million pounds got moved over the weekend. and yesterday we saw they had half of the wheel up. now the whole wheel is up. now they just need the gondolas. yeah, the little carts that you're going to get in and it's going to be open in fisherman's wharf on friday before the official start of apec. now, if you're going to be in san francisco during apec, you need to get ready for some heightened security. it's going to impact how you get around. today, san francisco police and the us secret service are set to reveal new details about the plans. we are already getting some details, though, in a new interview with abc news out overnight, secret service director kim cheadle says her agency is, quote, always monitoring the current environment and potential threats, end quote. and also saying about events, president biden is attending, quote, we bring personnel, we bring technical assets and a number of resources to bear. now, during a virtual meeting yesterday, sfpd

gave an overview of its plans. >> we're mobilizing the entire department. we haven't done that in over a couple of decades. what that means is that all the officers days off are canceled. so you're going to likely notice increased security starting on friday when the conference begins. >> there are going to be four hard zones to avoid across the city, along with the moscone center, the area around the fairmont hotel, the exploratorium right over here by abc7 and the legion of honor. those are the major conference venues, union square will close from 11 p.m. to 5 a.m. and we're learning that south korean president yoon suk yeol and his wife will attend apec next week. >> his office announced that news last night. yoon will leave korea on wednesday to travel to san francisco. it's not clear if he will meet with president biden. yoon is expected to meet with korean residents in san francisco as well as hold a talk about clean energy and fighting climate change.

results dealt a big blow to top gop governor glenn youngkin. he campaigned heavily for republicans who promised to pass a 15 week abortion ban with exemptions for rape, incest and the life of the mother in ohio, voters enshrined abortion protections in the state constitution in the state is now the seventh to protect abortion access through the ballot box. since the supreme court struck down roe v wade last year, doctors will now be able to provide abortion care, contraception care, miscarriage management in vitro fertilization, all of that because now it's in our constitution. >> the in deep red kentucky democratic governor andy beshear won his reelection while attacking his state's no exemptions abortion ban as extreme. >> there were a few firsts from yesterday's races as well. philadelphia elected its first female mayor and the virginia house of delegates will have its first black speaker ever as

well. kumasi. >> all right, thanks, jobina. in california, trends are changing ahead of the 2024 presidential election. a report by the california secretary of state shows the number of voters registered with no party preference is shrinking and the number of registered republican and democrats has grown since 2019. abc seven news spoke with the vice president of a bipartisan voter data firm. >> we always have to think about the fact that there are environmental factors like what's happening in our culture, what's on the news, what's on social media and then there's mechanical factors. he says. >> california does a better job than most states in getting people to register to vote and to stay registered. and in recent years, both parties rallied around issues like abortion and trans rights to drive voter turnout. polls show americans are becoming increasingly partizan. >> 510. we'll take you to live doppler seven along with satellite this morning. it is really quiet across california. we have mainly clear skies and we're in store for a really nice

an oakland police sergeant is now on paid leave after he reportedly shot and killed a man and happened at 16th and san pablo streets not too far from city hall. according to oakland police, the officer says an

armed man approached his vehicle while he was on his way to work early yesterday morning. another officers responded after being alerted by a gunshot detection tool called shotspotter. >> upon arrival, the officers located an individual suffering from a gunshot wound. the officers immediately began providing medical aid to the individual, but unfortunately, the individual was pronounced deceased on scene. >> the oakland police officers association claims the individual opened fire first and then the officer shot back. the added, quote, a criminal picked the wrong victim and victim. we are thankful for our officers safety and equally relieved that community members were not injured during the incident. further investigation is underway. >> san francisco is trying to convince shoppers to come back to union square this holiday season. high profile thefts have deterred shoppers the last few years. it's been blamed as a reason some of the stores have closed. in a news conference yesterday, mayor london breed said retail theft has gone down in the city. she's hoping the

board of supervisors will approve her proposal to install 400 new license plate readers to track cars involved in crimes. security, of course, is a big focus. >> people will be safe. we have more police officers, both the uniformed officers as well as plain clothed police officers that will be all around this area. >> celebrity chef tyler florence is looking at the city with optimism. he recently opened two new restaurants at union square, san francisco inspectors who enforce regulations against illegal street vending are reportedly asking for new policies to help them feel safer on the job. department of public works employees made an emotional appeal to the board of supervisors yesterday. they say they're constantly exposed to violence and threats from people selling stolen goods on the street. according to our media partners at the san francisco standard. board president aaron peskin responded by saying the state legislature took away the city's right to enforce these

laws criminally. >> oracle park has transformed into a golfer's paradise. the ballpark back nine opens today, goes through sunday. it's a little like top golf, but they've created a nine hole course with tee shots all around the ballpark. players like logan webb helped to pick out some of the locations, which allow fans to go places that are usually off limits. >> something we heard last year was from a 20 year season ticket member who was taken to certain parts of the ballpark. they'd never been an experience, so we thought that was really cool and to build on that, we took a few of our players and former players around to try to scout out maybe what would be a unique hole that they'd want to play in. >> so those participating will have access to the ballparks. gotham clubhouse that's usually reserved for members. the clubhouse includes lounge spaces , more than 20 tvs to watch live sporting events and a full bar that also serves food. now we got you excited just to tell you that the tickets are sold out. what >> no. on that. rude.

san mateo bridge is moving at the limit. no problems here or advisories coming in from the chp. and then for our live pictures, you'll end with a look at san jose showing you 101. now we do want to look ahead also to apec because we already know there will be a big impact on traffic here in the city. the area around moscone center, where the event is taking place is essentially going to be locked down and there will also be one lane closed in the eastbound direction and one lane closed in the westbound direction on the bay bridge. there will also be freeway on and off ramp closures near the moscone center next week. so you can see these all indicated on the maps there. and all of these changes have some people who work downtown rethinking their commutes. >> i am going to try my best to see if i can work from home and definitely taking bart in because i can't imagine being stuck on the bridge. >> my advice would be if you don't have to get on the road during the apec convention, don't. >> i mean, that's basically it. the summit begins this saturday,

organizers say the goal is to provide oakland's lgbt families, allies and community members with a space that's free from violence and discrimination. the emcee of yesterday's event, oakland's very own jeopardy champ, amy schneider. >> but this was a labor of love for our community. it's following the successful opening of the town youth club, the queer healing arts center. does dozens of lgbtq plus owned businesses and nonprofits in the area, and, of course, the founding of the lgbtq district. in 2017, oakland's lakeshore, lgbtq plus cultural district includes the area just northeast of lake merritt between grand avenue and lakeshore avenue, up to boulevard, way to the north, the city's lgbtq community center is located in that neighborhood. >> oakland mayor shang tao city council and port officials are unified in their effort to keep the a's in oakland last night, fans made their voices heard say enough, let's say oakland

forecast. let's see how we're doing on the roads with jobina. good morning. >> good morning, drew. thank you. hi, everybody. so we have a new crash that we're following right now in oakland and it is causing a slowdown. it's involving multiple vehicles, including a motorcycle on westbound 24 right at the 580 split. so you're seeing there, your speeds have dropped to around 28mph. and that spot moving further east into tracy, we're still looking at this crash westbound 580 past grant line road speeds there around 17mph. so just a couple of minor slow spots. we'll end here with the busy picture from 680 and walnut creek where you can see all those tail lights traveling southbound. reggie and kumasi. thanks, jobina. >> a bay area sex trafficking ring busted. investigators say the colombian based ring ran brothels out of hotel rooms in santa clara and alameda counties. 18 victims have now been rescued and nine people arrested. abc's seven news reporter gloria rodriguez joining us live in the newsroom with what happens now gloria? >> good morning, kumasi. this investigation took two years and was led by the santa clara county district attorney's office. the da's office deeming

what the victims went through as slavery. santa clara county prosecutors say they dismantled an unprecedented human trafficking ring in the state. the colombian based sex trafficking ring allegedly used various hotels in san jose, gilroy, hayward and san leandro, where the women were forced to have sex for money. the da's office says they identified 18 survivors from latin america and southern american countries, including a minor. all nine of the alleged traffickers who come from across california appeared in court on tuesday. they're attorneys say they intend to fight the charges, denying all the allegations. >> i mean, if you really want to go into it, there's been a lot of things in this case that we've already reviewed that we need to go a little further in. you can enjoy the show, but there's going to be some lawn motions done that i, i don't know if the government is going to like it. >> they had the women stay at these locations. they had them

addressing anti-semitism on college campuses nationwide. it's coming as the california jewish legislative caucus demands action to better protect jewish students across the state. house resolution 798 condemned the support of hamas, hezbollah and other terrorist organizations at institutions of higher education. it called on campus administrators to condemn all forms of anti semitism, and it was approved by a vote of 396 to 23, one of those voting no was congressman jared huffman of northern california. and marin county. huffman is now saying publicly he regrets his vote and has apologized. >> if you could go back, what would you do differently? >> i would vote yes, and i would explain that i wish the resolution had been written better. i pretty quickly realized that the broader message of just sort of getting on record against anti-semitism was a lot more important than in what might be seen as nitpicking of technical details in

service for example, caltrain, the cost will be between 10 to $0.30 per mile, depending on the level of congestion tolls will be lower and off peak hours and would disappear on nights and weekends. and yesterday's webinar, mtc gave an example. if there's no freeway pricing by 2035, it claims it would take 100 minutes to drive from antioch to san francisco. that would cost $8 for a bridge toll and 16 for fuel and maintenance, which would add up to $24. >> okay. so now look at the numbers in 2035 with freeway pricing, that same drive would take 80 minutes. it costs $35. that includes a total cost of $11 for the highway toll. and then the bridge toll and maintenance costs. mtc says a driver traveling on high congestion freeways five days a week for at least 40 miles would pay $270 a month.

china today to be a part of their breeding program. the pandas are leaving on a special fedex flight called the panda express. they will travel with 300 pounds of bamboo that they can munch on. they arrived at the national zoo in 2000. they were only supposed to be on loan from china for ten years. but the agreement was renewed three times in 2020. a panda baby boy was born there, but unfortunately, the efforts to renew the agreement failed again . experts say it's a sign of worsening relations between the us and china. pandas are no longer considered an endangered species. as with the giant panda population now growing. zoo workers say that's partly because of their work here. >> he doesn't flinch when they put the needle in. he also gets voluntary blood pressure readings. the cuff goes right around his arm, inflates, deflates. he's also had abdominal ultrasounds, cardiac ultrasounds, and he's also had x rays done on his chest only for
