>> i'm ama daetz. and i'm dan ashley. thanks for joining us. begins in just two days. it all starts on saturday. and because there are so many world leaders coming to the event, there is unpressed rented security in san francisco. you probably start to notice that monday and tuesday with street closures and public transit changes. the biggest effects will be around the moscone center and the soma neighborhood and the fairmont hotel in nob hill. >> apex last day is friday, november 17th. by monday the 20th, all the street closures should be wrapped up and life in the city can get back to usual. so we are already seeing barricades being put into place and signs going up, warning about street closures and parking restrictions. the secret service is in charge of security arrangements and can make changes at any time. now, on top of the evolving security measures, we are also expecting rain next week. >> yeah, you hear about those stories. but first, abc seven news reporter ryan curry is with us in the newsroom. ryan, an event like this is sure to draw

protest, of course, and in fact, they've already begun. yeah that's right, dan? >> we've seen a few the last couple of days and there are two wars happening overseas as climate change is a threat to our lives. and some of the countries at apec don't have a good history with human rights. all of those reasons mean you could see plenty of protests in san francisco next week. hapag. hapag you can't hide. >> we can see your greedy side picket signs and a big banner held up by this group near the moscone center blocks away from where fences are being put up for apec. >> we want to have a livable future. we want to have jobs that you could support your family with. >> this group is focused on climate change. they want the countries and corporations at apec to stop funding fossil fuels. they already placed a banner over the bay bridge this week. they say their demonstrate actions are only beginning. i think we have an obligation because it's such a big conference in so many countries are represented to make sure that the voices of people who are not part of this process are

heard. apec will be san francisco's largest gathering of ceos, world leaders and diplomats in decades. activists have often taken advantage of the attention brought by international events. in 2008, climbers hung free tibet banners on the golden gate bridge as the beijing olympic torch stopped in the city. >> it was a very adrenaline filled day that we'd been preparing for many months. laurel sutherland put up one of the banners that day. we have to be very creative as social and environmental movements to, you know, take advantage of the times and the places that that we can force ourselves into the conversation and make our demands be heard. >> he thinks the world will be watching san francisco, and he thinks the world will see what people in san francisco have done for decades. when big events come to town, people will be mobilizing in the streets and calling for, you know, an end to the climate crisis and end to fossil fuels and to, you know, forcing these leaders to address the human rights violations that their responsible for the city is preparing for this. police

are already at moscone center. chief bill scott says people have a right to protest, but security is front of mind. >> this city knows how to facilitate first amendment activity. we do it time and time again and we respect people, exercise their first amendment rights. but we will not tolerate violence and we will not tolerate property destruction. mayor london breed also said the city won't tolerate any protests that threaten security. >> she said the police department is fully staffed with the focus being on maintaining safety. live in the newsroom, ryan curry, abc7 news. >> all right, ryan, thank you. >> san francisco is seeing a lot of last minute security changes before world leaders arrive for the apec summit. the majority of the security focus will be on the moscone center in soma and the fairmont hotel in nob hill. but there will also be single day events with high security, including road closures along the embarcadero and at the legion of honor. abc seven news reporter suzanne fan continues our live team coverage in the

newsroom with a look at what to expect in those areas and when. suzanne >> so, dan, people i talked to were surprised to hear that they could also be impact did even though they are miles away from downtown san francisco chances are all of us will be stuck in traffic at one point or another in random parts of the city next week. it's a normal day for stephen wu on the corner of clement street and 34th avenue across the street is the lincoln park golf course. and a matter of days things will be dramatically different when the apec summit arrives in san francisco. there will be several zones across the city with ultra tight security on thursday, november 16th, wuhan, his neighbors will see closures on their street because dignitaries will be shuttled to the legion of honor. >> that'd be kind of fun. my son would probably be really excited about that. he's like six years old. clement street from 34th to 38 avenues will be closed except for people who live or work between the streets. >> bus 18, the muni bus line along 46th avenue will be rerouted. >> i live just right here. yeah,

that impacts jesus. >> ruvalcaba. i'm worried about the closures a little bit because it's i thought we weren't going to be affected since we're way over here, but i guess all parts of the city are. jill ramsey also lives near the legion of honor, but she isn't terribly worried. this is our opportunity to just show everyone how much san francisco really shines. >> so i'm less worried about all the closures and the traffic impact than i am. what good it can really do for our city right now. >> any way you look at it, expect long waits, detours, delays on california street between the financial district and the legion of honor that's scheduled for next thursday, noon until late that evening. mayor london breed explains no parking signs that have already been posted out in and around streets like california and pine . >> there will be motorcades crossing from north to south in random parts of the city. so what that means is people will be be stuck in traffic on thursday during the times when that occur.

>> the embarcadero is another secured zone where traffic will be rerouted and world leaders will gather at the explorar atrium on wednesday, november 15th. so beginning at noon, streets will close between broadway and battery vehicles will be rerouted via battery street and sansome street until late that evening. >> i'll be primarily using bart. >> that's how you're going to get around it, huh? that's how i'm going to get around it and expect more closures and changes in the next few days. >> we learned that the area around the asian art museum will be a controlled, pedestrian only zone next tuesday, november 14th. that's where an event for the apex ceo summit will be held. the secret service says it will notify the public of new security measures as needed. live in the newsroom suzanne phan abc7 news. a lot of excitement, a lot of adjustment here. >> suzanne thanks very much. with an event, any event of this magnitude, there are complex and detailed emergency response plans, of course. and today, city state and federal agencies joined together to talk about keeping san franciscans and all of the attendees and dignity

safe during the apec summit. abc seven news reporter tara campbell tonight on how they're preparing for and trying to prevent any problems. >> things are rapidly changing, saying that's why we're here today. >> san francisco launching an emergency operation center thursday ahead of apec, the global economic summit, drawing tens of thousands of people to the city along with world leaders. we are following the recommendations of the well, they're not necessarily recommendations. >> they're requirements from the secret service agency to deal with the ability to move people around and to keep various leaders and delegates safe in san francisco, from road closures to parking restrictions. >> the mayor warning plans are constantly changing. >> this will be the place where many of our city agencies will receive information and in real time be able to communicate that information to the public and to

respond and as quickly as possible. >> one of the key things to understand is this event is rapidly changing. >> jeff tumlin is the director of the sfmta and he's urging people to check the agency's website often when you're updating that information multiple times per day, as we get new information from secret service and san francisco's police chief with a plea to the public, please be patient. >> please allow time, extra time, bake extra time into your daily routines. >> the chief is also asking people to be on alert. >> if you see something suspicious, report it. >> law enforcement is expected to be out in full force next week and so are emts. we have up staffed for the week. >> we have mutual aid, ambulances coming into the city. >> san francisco's fire chief trying to quell concerns raised by the abc7 i-team yesterday about emergency response times. >> there's no need to be concerned. we have a resources staffed within those security

checkpoints and we have areas to hand off patients outside of the security checkpoints. >> tara campbell, abc seven news and during apec next week there is rain in the forecast and that could be an extra challenge for people taking transit to avoid road closures in the security zone. >> abc seven news meteorologist sandhya patel mel is here with a look at the forecast for apec and sandia when the rain begins. >> yeah, dan and ama, it's going to start early next week, but right now i want to show you a live picture from our kgo roof camera. you can see a lovely view of san francisco. here's a look at the forecast as dignitaries and visitors arrive tomorrow. we are looking at pleasant weather. yes, a mix of sun and clouds, mid 60s, a little warmer over the weekend. looking at upper 60s in san francisco now, next week is when really the pattern begins to change in a big way. so monday you're still fine mid 60s, but it's tuesday that we're bringing in rain and breezy conditions as unsettled weather is really going to continue wednesday into

as a result. traffic is backed up on 80 and 580. there is no estimate on when this might clear up. obviously when they get the lane open, there is still going to be that residual backup. but we will bring you more information as we learn more. >> today, the federal trial began for the man charged with attacking nancy pelosi's husband, paul, in their home in san francisco last october. surveillance footage showed david depape breaking into the pelosi home. paul pelosi was hit in the head with a hammer. depape has pleaded not guilty to a string of state and federal charges, including attempt murder. abc7 news reporter stephanie sarah is live outside the federal courthouse in the city with the story. stephanie. >> yes, dan well, most of the evidence revealed in court has already been made public and as you know, an overwhelming amount seemingly incriminating to david depape and for the first time today we got insight on the defense strategy. it's been just over one year since cameras captured david depape breaking

into the home of speaker emeritus nancy pelosi and attacking her husband, paul with a hammer. drop the hammer. the government began opening statements holding that hammer in front of the 15 person jury explaining in detail the extent of planning that led up to this attack reveal. david depape purchased an online subscription to collect addresses and phone numbers of his quote. many targets that were all saved in a folder on his desktop labeled favorite politicians. i've got a problem. >> but he thinks it was his. >> for hours depape rewatched each piece of evidence emotionless face even as the government showed a picture of then 82 year old paul pelosi on the ground in a pool of his own blood. the evidence followed by this a stunned jury listened as the defense began opening statements, rattling off false statements of other high profile people to plan to target that included false theories about actor tom hanks, hedge fund manager george soros, hunter biden, governor gavin newsom,

congressman adam schiff and target, one, who we learned is an associate professor at the university of michigan, teaching about the lgbtq community and feminism. depape believes she was promoting child molestation and allegedly planned to use nancy pelosi to lure her to him. that's when the defense revealed their strategy. it's not a whodunit, but why arguing the government failed to answer why depape did what he did, claiming the evidence in this case has nothing to do with nancy pelosi and her official duties as a member of congress. but a plan to stop child molestation and end corruption. now, despite audio recordings of depape admitting himself his intent to harm pelosi and all his other targets, and the lack of remorse following the attack, his attorneys today still concluded depape had no intention of harming paul pelosi. now the trial resumes monday. dan and paul pelosi is scheduled to testify. then okay. we're live

in san francisco. stephanie sierra, abc seven news. >> stephanie, thank you very much. >> all right. now to our weather. we have some changes coming. >> we sure do. rain is on the way and meteorologist sandyha patel is tracking that for us sandy. >> that's right. and dan and i'll show you that opportunity for some wet weather in just a little bit as we take a look at those temperatures this morning. did you feel it felt like winter , 32 degrees in fairfield. it was a cold start in napa, santa rosa, mid 30s, 38in napa, 37 and half moon bay as we had expected, we did have the cold start. it's not going to be that cold tomorrow morning and there's good reason we have a lot of cloud cover to insulate us. there is a system that is moving into the pacific northwest, bringing them rain and snow here. here in california, we've been seeing a lot of cloud cover, but now showers are starting to move into northern california and some more off the coastline. so we're just going to get the tail end of it. and that front is going to fall apart. not expecting much out of this

overnight. i'll show you that in just a moment. high clouds right now on live doppler seven. live view from our golden gate bridge camera. and it is dry out there. upper 50s, san francisco, oakland, mountain view 60 in san jose, mid 50s. palo alto and half moon bay. here's a live view from our oakland airport camera and it is a lovely view as we look back towards the city. 55 degrees in santa rosa, low 50s novato, napa, mid to upper 50s from concord to fairfield to livermore. one last shot from our east bay hills camera visibility is still good, mostly cloudy and milder overnight night. possible sprinkles in the north bay dry and warmer for the weekend and rain will arrive sometime between early to middle of next week. we're going to go hour by hour. so overnight that sprinkle shower opportunity is with the front. so you'll notice a lot of cloud cover and then 3:00 in the morning, there may be some damp spots, especially in the north bay as that front tries to squeeze out a little bit of moisture. tomorrow afternoon, evening clouds will continue to pass through. and then by 7 p.m, we'll start to notice more sunshine, i should say more

clearing temperatures first thing in the morning. the sun is going down earlier and earlier, 40s for your temperatures tomorrow morning, cloudy skies tomorrow afternoon. you are looking at low 70s for our warmest inland valleys along the coastline in the low 60s mix of sun and high clouds. now we're going to look at what's ahead. so monday night, the storm begins to approach the north bay has an opportunity for seeing some rain. the majority the bulk of this moisture doesn't come through until tuesday. you will notice the rain starts to spread and then it continues on wednesday with some mountain snow in the sierra, it'll be a rain snow mix. and then this model wants to dry us out towards the end of the workweek. here is the other model. it's actually holding off on the rain until later next week. so this is tuesday afternoon. still off the coast. you'll notice that system doesn't really arrive until thursday. if you buy this computer model. either way, we're going to get some rain right now, the timing is not in

sync and the totals are not exactly in sync. but here is what we do know as far as rainfall projections. we are expecting some rain, no doubt about it, during that next week time period, looking at anywhere from about 8/10 of an inch in livermore to just over 2/10 of an inch in ukiah, one company is actually saying there's a possibility of an atmospheric river. at least one scripps institute in san diego. here's a look at the accuweather seven day forecast. isolated morning sprinkles are possible. it's dry and warmer for veterans day and sunday. it's going to be pleasant for all outdoor activities. a late night chance of a couple of showers in the north bay monday. and then we bring in a one on the storm impact scale for tuesday, wednesday and thursday. ama and dan that thursday system, we may have to bump to a two. but there's so much uncertainty with where we're going, so we'll have to hold off until we get closer and get the high resolution models. >> okay. keep us posted. thank you, sandy. >> i left my heart.

bennett's connection to that song is almost as enduring as the late entertainer's link to the fairmont hotel. >> tony bennett first saying, i left my heart in san francisco. here in our venetian room. so how for are we that the heart that he painted gets a permanent home at the fairmont san francisco. >> the sculpture now showcased in the hotel's lobby. bennett painted the golden gate bridge on this giant six by five foot heart in 2004. it's one of the first hearts auctioned to raise money for the san francisco general hospital foundation. he had had such a big heart for the city. pam barrett, wife of giants ceo larry baer, is one of the founders of the hearts in san francisco fundraising gala. he was an advocate for the vulnerable. >> and he said if i can paint a heart and i want it permanently left in san francisco, i will do it for you.

this is abc seven news. >> protests today around the bay area calling for a cease fire in the middle east at the san francisco federal building. hundreds of protesters staged a rally demanding a pause in the fighting. protesters also demanded an end to us military aid to israel and highlighted the humanitarian crisis in gaza. >> protesters also organized a sit in at the santa clara office of south bay. congressman ro khanna. organizers shared this video you're seeing with us. the group urged china to sign on to a house resolution calling for a cease fire. khanna told them he wants to see an end to civilians being injured. but he said hamas must also be held accountable. >> and tonight, israel has agreed to daily pause in the fighting, which the biden administration calls a step in the right direction to help civilians reach safer areas. but an idf spokesman says the pause is not a cease fire and the fighting will continue. >> abc news reporter ines de la

cuetara is in jerusalem with the latest. >> the white house says israel has agreed to expand daily four hour pauses in its war against hamas in gaza. the pauses are expected to begin today with announcements made three hours in advance. president biden had been pushing for this step from the israelis was take a little longer than i hoped. the idf says if hamas takes advantage of these pauses to initiate combat activities, israel will take action in response as the fighting continues. tens of thousands of palestinians have fled northern gaza. the united nations said an estimated 72,000 people have fled to the south through a corridor opened by the israeli military in recent days. this woman walked from northern gaza and eventually crossed into egypt last night. >> it was the first night that i fell asleep and my children too. so for us, for the first time that we feel somehow safe. >> meanwhile, efforts continue to free hostages taken by hamas during the group's october 7th terror attack on israel. a source in prime minister benjamin netanyahu's office telling abc news israel is considering a plan by egypt and

qatar for a humanitarian pause in exchange for a hostage release. an abc news has learned that cia director william burns has taken part in those discussions. >> we have actively been working to release all the hostages in gaza, including those americans. >> new video released by hamas claims to show fierce clashes in gaza city. abc news can't confirm when and where these images were filmed and the israeli military has also released videos they say shows their expanding operations on the ground and the sea. it's going to take its time until hamas no longer exists and the palestinian islamic jihad, a militant group based in gaza that is separate from hamas, released a video showing two hostage is a woman and a 13 year old boy delivering statements. both of the hostages are critical of benjamin netanyahu and think their captors, the spokesman for the idf called the video psychological terrorism in israel. equaterra. abc news, jerusalem. >> california is one of five

states where suspicious letters were mailed to election offices. here, two envelopes were intercepted before for reaching their destinations in los angeles and sacramento. law enforcement officials say about ten letters in total were sent to nevada, oregon, washington state and georgia. initial tests of four letters tested positive for fentanyl. another letter only contained baking powder. georgia's secretary of state calls it an act of domestic terrorism. the fbi and the us postal service are both investigating the strike by kaiser workers is officially over. >> union members voted to ratify the new contract today comes after seven months of negotiations in a three day strike by 75,000 workers in october, the largest health care strike in us history. the new contract includes 21% wage increases over the next four years and commitments to address staffing shortages. >> the process is underway to keep a former san jose police officer from ever serving in law enforcement again. mark mcnamara shot a man last year while on

duty and is now under scrutiny for sending racist text messages. as abc seven news south bay reporter zach fuentes found out, all cases involving this officer are now under review. >> nearly a week after the san jose police department released racist text messages sent by a former police officer, there's work underway to keep him from working in law enforcement again. mark mcnamara resigned after an internal affairs investigation brought the messages to light. but community groups, including the naacp's san jose branch, say that's not enough. we want to him to be decertified. >> so that he can't just go around the corner to another city. >> in a statement thursday, police chief anthony mata said that process started earlier this week with the state's commission on peace officer standards and training, writing the department is committed to ensuring mr. mcnamara cannot serve as a police officer elsewhere and will work with post to ensure that decertification happens as soon as possible. all mcnamara shot carreon green in 2022 as he was backing out of this la victoria taqueria in san jose. green said

he took a gun from someone who was part of a fight inside and was headed outside to get help when he was shot. he suffered major injuries. he was protecting being courageous and doing the things that we pay police officers for. the tax unveiled in the investigation were sent starting one day after the march 2022 shooting. in one statement, mcnamara says, quote, i hate black people. thursday's press conference saw several community leaders calling not just for mcnamara's decertification, but also for all criminal cases that he was involved in to be dropped. the santa clara county public defender's office was there in support of those calls. >> we at our office have already started the review process of every single case that this officer or former officer has touched. >> the santa clara county district attorney also released a statement thursday saying, quote, we are reviewing cases that mr. mcnamara was involved in, including the march 2022 officer involved shooting green and pointer, filed a civil suit against the city of san jose following the shooting. pointer says they're still trying to determine when it will go to trial. >> we still stand ready to fight

for mr. green and his rights and look forward to the day that we may have to tell this story to a jury in san jose. >> zach fuentes, abc seven news. >> today, oakland leaders announced a new effort to address crime and safety in the city's fruitvale district at fruitvale and international. the city will open a new hub to work with the community on public safety. abc7 news reporter anser hassan shows you what's being proposed and how neighborhood business owners feel about the plan. >> we hear the fruitvale community loud and clear. >> oakland police captain jake bassett says business owners in the fruitvale district are concerned with crime and traffic safety. this community resource vehicle is part of a new effort to beef up police presence in the area. right now, we're focusing on this fruitvale area, and i believe that we're going to make a difference and an impact while we're focused on this area over the next several months. >> opd is calling this a long term project focused on fruitvale, along with the mobile command center. >> there will be dedicated traffic control, more foot patrol officers, extra police at the fruitvale bart station and

stronger collaboration with community stakeholders to fight crime. do you think it's going to make a difference? >> i think it will. but if the city of oakland continue, you know, not just do it for one week or two week. >> adnan mohsin is a fruitvale business owner. he describes what opd is doing as a good start. his business has been robbed multiple times, even during the day. but he argues that any successful strategy must have a long term focus. >> i think it will make a difference and make a difference. that's the beginning. and then they need to hire more night, you know, more patrol and change a little bit of their policy. >> oakland police say fruitvale robberies and burglaries are up from last year. last week, oakland mayor shengtao toured the area to meet with merchants and to discuss ways to tackle crime. >> last time we were broken into, contacted the police department and they said that they would not do a police report, that we were in a no report, no reply zone.

rate hikes to defeat inflation. >> the dow lost 220 points, closing around 33,900. nasdaq broke a nine day winning streak, losing 129 points. the s&p snapped an eight day winning streak, dropping 35. the founders of alameda rocket company astra have offered to take the company private. astra went public in june of 2021 in a deal that was worth north of $2.5 billion. the founders have proposed acquiring outstanding shares and put astra's worth about $30 million, a fraction of its ipo valuation. the company has struggled with launch failures and a rocky acquisition of a startup. now it's up to the astra board to make a decision about the company's future. >> all right. there is legislation in the us senate that would change the way credit cards are used or processed, and that could change the loyalty point programs that you're using right now. >> yes. seven on your side's michael finney joins us now. we could lose our credit card points. they do. and so it

depends on who you talk to. >> some say not at all. some say they could shrink. now, if you are a fan of frequent flier miles, credit card points and cash back, you need to know about the credit card competition act. the senate bill is working its way through congress, and if it passes, will usher in a whole new world of credit card processing. each time a credit card is used, the merchant is charged. what is commonly called a swipe fee of 2 to 3% of the purchase that fee is split between the processors, usually mastercard or visa and the banks that issued the card. >> these swipe fees are inflation multipliers, as us senator dick durbin doesn't like. >> that set up. at a recent news conference, he called it unfair to consumers and retailers. >> visa and mastercard set the fees on behalf of thousands of banks and tell the merchants, take it or leave it. there is no negotiation. there is no competition. >> the senator has introduced a

bipartisan bill called the credit card competition act, which would require credit cards offered to different processing networks and one could not be mastercard or visa. the electronic payments coalition represents processors, banks and others opposed to the bill. it says this is a money grab by big retailers. i spoke with steve o from all points and awards consulting. he helps consumers gather and use credit card points. are we looking at the potential ending of credit card points? >> yes, absolutely. this is the most this is the most serious attack to undermine credit card rewards that has ever existed. >> brian kelly, founder of the points guy, has this web page. he won't go so far as saying points could disappear altogether, but says if the bill becomes law, points will drop from 1 to 3 per dollar spent to
