anna's. all eyes will be on san francisco as the apec summit takes over the city for the next week. good evening. i'm ama daetz. and i'm dan ashley. >> thanks for joining us. the countdown is officially on. there are now just hours to go until the start of the apec summit in san francisco. the eyes of the world will be turning to the bay area and the city says it's ready. >> abc7 news reporter jim johns has been checking in with local leaders tonight and has the

story. >> excitement on the streets of san francisco's chinatown. >> it's like a dragon dancers going on over there. there's a lot of good food and just really high energy. >> on friday night, hundreds came out for a new night market. the market is meant to be one of the unofficial starts to the highly anticipated apec summit, the biggest international event in the city in decades. the energy here in chinatown is absolutely palpable tonight. and organizers tell me this is exactly what they want to see throughout the entirety of the apec summit. as many as 30,000 people from around the pacific rim are expected to come to san francisco next week in chinatown . they're hoping many of them will make a stop in this historic neighborhood. >> a lot of small businesses already. so welcome. anyone any visitor, anybody from outside of , you know, come and enjoy the food and enjoy the gifts. >> and it's not just chinatown that's getting ready around san francisco. local leaders have been organizing for weeks, cleaning city streets, setting

up road barriers and planning events for the influx of visitors at fisherman's wharf, the ferris wheel that once stood at golden gate park reopened friday. also just in time for apec. >> i think that it's going to bring a lot of people down here so that they can see a great aerial view of how beautiful the city is. the city's famous restaurant week also extended, keen to try and cash in and showcase some of the best in bay area cuisine. >> we did that because the city had, you know, said, hey, it'd be great to extend this and have awesome offerings throughout the city and we have the most restaurants ever with the entire world watching. >> the apec summit is being viewed as a way for san francisco to help fight back against some of the negative pr post pandemic. and after months of preparation in the city, says it's ready to shine. >> welcome to chinatown. welcome to a world class city, san francisco, in chinatown, tim johns, abc seven news. >> yes, welcome. and by now you are well aware apec is going to have an impact on traffic, particularly in san francisco. it might be more of an

apocalypse for those trying to navigate around all the various closures. and we are going to go through them now. and muni announced tonight it's no longer able to serve stops in the exclusion zones. now, those are the security zones set by the secret service, mostly near moscone center. sfmta wasn't planning to make changes to public transit until monday, but clearly that has changed. now. >> some of the bay bridge off ramps are going to be closed due to the events taking place at the moscone center. they would normally feed traffic right into the security zone. the closures will start tuesday and go through friday. they'll start at 5:00 in the morning and end at 9:00 every day. now in the westbound direction, the fifth street off ramp is going to be closed. the fremont street and eighth street off ramps will remain open. eastbound drivers will not be able to use the fourth street off ramp. the last san francisco exit will be at seventh street. and besides the ramps, one lane in each direction on the bay bridge itself will be closed. that closure will be continuous for four days, starting at 5 a.m.

tuesday and lasting all the way until friday night at nine. >> another major security zone is at nob hill because many world leaders, including president biden, are staying at the fairmont hotel in front of the fairmont. forklifts placed barricades along california and mason streets on the map. the red zone is more restrictive than the green zone in terms of access for cars and pedestrians. >> and there are two other places in the city where where there will be security zones, but they'll only be for one day in these instances. on wednesday, near the explorateur atrium along the embarcadero and on thursday at the legion of honor. >> meanwhile, san francisco international airport is already welcoming visitors and travelers alike with apec signs both inside and outside of the airport. you can see the signs that read welcome. apec is going to be epic. the summit opens this saturday and runs through friday and is expected to draw in an estimated 30,000 people and banners were among the finishing touches being placed outside moscone center today. workers were also seen inside the building, adding signage the city has placed wireless globe

cameras on lampposts along streets nearby. >> us secretary treasury secretary janet yellen met with her chinese counterpart, china's vice premier hu lafong here in san francisco, the treasury department says the pre apec meetings are designed to further stabilize the economic relationship between china and the united states. >> both countries jointly stated that we welcome the objective of a healthy economic relationship that provides a level playing field for companies and workers in both countries. >> as the treasury secretary believes, her diplomatic talks could help lay the groundwork for when the country's leaders meet face to face next week. yellen and the vice premier will continue to meet tomorrow. now we've put together a day by day guide to apec from street closures to official events, bookmark it on abc7 news.com because we're updating it whenever new information is released. >> all right. we want to turn now to the weather and we are

heading into the weekend on the right foot. >> we are indeed meteorologists andy patel is here with your 24 hour accuweather forecast. >> that's right. it is going to be a chamber of commerce. beautiful weekend. dan and amy, let me show you a live picture right now from our mount tam cam. the city by the bay is sparkling and showing off. so let's look at the forecast. 7:00 tomorrow morning. it's going to be a chilly start. temperatures in the 40s, some high clouds passing through from time to time. a little bit warmer tomorrow afternoon around noontime. you're in the low to upper 60s by 4 p.m, mid 60s to mid 70s and then those clouds will come in just passing through cooler evening. we're talking about mid to upper 50 s for apec tomorrow afternoon. it is just going to be absolutely gorgeous. 68 degrees temperature about the same on sunday. and then monday we begin the cooling and begin the switch in the pattern, which is going to be a big change. i'll talk about the rain and the timeline coming right up in just a few minutes. >> ama all right, sandhya, thank you. in san jose, people are being warned about what police

are calling a crime syndicate. the suspects are believed to have committed everything from online scams to carjackings. abc7 news south bay reporter lauren martinez spoke with the man who once helped take down members of the italian mafia. >> san jose police say the city is seeing a large increase in romanian organized crime. >> on wednesday, police arrested two suspects they say are connected to approximately 25 separate crimes. they include armed carjacking, armed robbery, jewelry, robberies and facebook marketplace scams. police released these photos of evidence they believe are connected to the crimes that spanned from july to october. we reached out to bob delaney, a former new jersey state police trooper who infiltrated italian mob families in the 1970s. this is a system that's in place within that criminal group. >> and so for law enforcement to be able to stop it is difficult because it's ongoing. >> delaney went undercover for three years back then, which

helped lead to the arrest of 29 people connected to organized crime. so 2 or 3 more people conspiring to commit a crime gives the technical version. >> but there's much more to it. there's a structure and many times law enforcement from my view, over, gives them more credit. they're not as organized as we think. >> delaney says. though organized crime may not be as sophistic as we think the criminals are innovative. san jose police say the suspects are targeting elderly members of the asian and indian community. police say a group of men and women in a car or suv will ask for directions, engage in a conversation and thank the victim. while slyly taking their jewelry and replacing it with fakes. san jose police also said romanian organized criminal suspects have posed as general contractors, roofers or plumbers. anyone with information is asked to contact the san jose police department's

robbery unit. >> the more that we take off layers of people within that organization, it keeps that organization disorganized and it doesn't allow it to have a stronghold in a community. >> in san jose, lauren martinez, abc seven news. >> the community activists will rally in front of the antioch police department tomorrow amid growing scandals. newly obtained police reports reveal senior level officers signed off on multiple use of force incidents later deemed to be excessive. a federal indictment released in august charged several antioch police officers with using excessive force. this while other officers are linked to a racist texting scandal when it comes to investigations, when it comes to fbi this and administer proceedings that that's all important. >> but the fact of the matter is, is that we need to change the structure internally so that we can begin changing the culture at the police department . >> antioch police did not return requests for comment on this. tomorrow's protest will be held

at the police headquarters at noon. faculty at san francisco state have joined four other cal state university campuses in organizing a one day labor strike. >> the date for the strike is set for december. if a new contract isn't settled by then. organizers say extensive job cuts for lecturers have taken classes away from students and placed heavier workloads on faculty. sf state's faculty are negotiating for a 12% pay increase, as well as additional teacher benefits. and it's official hollywood is back in business. board members from the actor's union voted to approve the best and final offer made by the studios. many of the board members were also at the negotiation table. the next step will be for union members who have been on strike since summer to review and vote on the new three year contract. a date for the member vote has yet to be announced. >> a 4.1 magnitude earthquake struck 12 miles off the coast of petrolia, california, tonight. that's a town of about 1000 people south of eureka. the quake happened about 715 this evening and was felt up and down

the coast. no reports of any damage or injuries. >> a major northern california health care provider says hundreds of thousands of patients had their personal information compromised in a data breach. what's being offered to potential victims? >> and the pilot accused of trying to crash a plane on the way to the bay area explains why he did what he did. >> a new documentary is taking us inside the lives of four bay area women and their fight against breast cancer. we'll just between us, you know what's better than mopping? anything! ugh. well, i switched to swiffer wetjet,

had been riding in the cockpit's jump seat, but he told the new york times psi psychedelic mushrooms he took two days before left him questioning what was real, that he thought he was dreaming as he pulled the plane's fire suppression handles that could have cut power to the engines, emerson told the times. i thought it would stop both engines. the plane would start to head towards a crash, and i would wake up the pilots had to struggle with emerson to keep the plane under control. >> when joe and i spoke that weekend, he wasn't himself. it was odd. i didn't understand what was going on. >> his wife, sarah stretch, tells me emerson had fallen into a depression after the best man from their wedding. a fellow alaska airlines pilot, scott penney, died in 2018 while jogging on a work trip to hawaii . >> the loss of scott was devastating to us and for joe, especially, i feel he has never come to terms with his death, emerson told the times. >> he and his friends spent the weekend before the flight celebrating pennies life, and the one of them provided the

psychedelic mushrooms. as sarah stretch says, the mushrooms may have triggered an episode and that her husband had resisted seeking help for his ongoing depression for fear it could ground him as a pilot. >> speaking to him after the incident, i was so confused and worried because he wasn't making any sense. it just wasn't the joe i know and married had a mental health diagnosis. >> is not a career ender. >> the faa announced thursday they are establishing a committee to provide recommendations on breaking down barriers that prevent pilots from reporting mental health issues. >> we have completed clinical research and amended policy to make it much easier for pilots on a widening number of antidepressants to continue with their careers, joseph emerson told the times. >> i don't know if i'll ever fly an airplane again. i really don't, he said. and i had a moment where that kind of became obvious and i had to grieve that for the i-team. dan noyes, abc7 news and if you'd like to get in touch with the i-team, you can call this number on your screen.

but at the end of the day, we are all thriving and we all felt the same that we wanted to share r sties, to give other women hope and courage. >> it takes a miracle is available now on youtube. >> new at 11, more than 800,000 sutter health patients had their personal information exposed in a data breach. a message on sutter health's website says the information was compromised during a ransomware attack last spring. the breach exposed birthdates health insurance information diagnoses and treatment information. an the company is now offering a year of free access to a credit monitoring service. letters have gone out to those who may be affected. a veteran of the marine corps and current santa clara university student organized a day of events to honor the troops ahead of veterans day. this weekend. it included a wreath laying ceremony for those lost. then a luncheon and a speaker series. it gave people a chance to speak openly about their experiences. the good and the bad of what they've been through. attendees say sharing like this helped

wednesday, wet periods with some gusty conditions, scattered showers thursday and a chance lingering on friday. as we take a look at a live picture from our exploratorium camera, look how pretty and festive it is. embarcadero all lit up for the holidays, passing high clouds chilly inland in the morning. we're looking at dry and milder weather for the weekend and periods of rain and showers. next week for diwali this weekend, if you're celebrating, expecting nice weather, a cool start at 7 a.m. on sunday. 40s sun and high clouds at noontime and for the afternoon just really mild fall weather. the sun setting at 5 p.m. and by 7 p.m, we're talking about partly cloudy skies. so happy diwali. if you do celebrate 40 and 50 on those temperatures right now, it's not terribly cold. tomorrow morning, though, there will be a chill in our wind sheltered valleys. upper 30s to low 40s for the rest of you, you're looking at anywhere from the mid 40s to the mid 50s with occasional high clouds. those high clouds will filter the sun tomorrow afternoon in the south bay 70 is really mild. 73 in san

jose, 75 in gilroy on the peninsula you're looking at 72. in redwood city, 64 degrees. half moon bay. palo alto, 69. downtown san francisco, 68 degrees. north bay. temperatures 73 in santa rosa, 71. in san rafael. so really just fine. fall weather, short sleeves can pretty much you could get away with that for the afternoon. 69 in oakland 70 in hayward head inland and it's 71 in concord 73 for you in livermore 72 in pleasanton. now let's go to next week with the big change in our pattern that area of low pressure drops south. 7 a.m. tuesday, we see our first opportunity for rain. notice the low is still meandering off the coast, sending another wave of energy. so wednesday is wet and then thursday we're looking at more showers. before that low sinks south and heads towards southern california for the end of the workweek. rain fall projections have been all over the place. the timeline has been flip flopping. but here's an early look about a third of an
