light storm today with scattered showers this morning giving us the biggest impact for slick roads for the morning commute mainly in the north bay and across the bay bridge in the golden gate bridge. we'll have highs, rainfall totals in the north bay with pretty dry conditions to the south. so location is key as to what you're seeing today. we'll have sunshine actually in the south bay, but rain showers in the north bay, everybody will have dry conditions this afternoon before another round of rain comes our way tomorrow. we'll show you that coming up in a few minutes. but let's check in with jobina and see how traffic's doing this morning. >> thank you, drew. good morning, everybody. so we're going to start with a new crash we're following right now in newark that thankfully isn't causing much of a slowdown. but you do have at least one lane blocked on southbound 880 before 84. if you were with us a few minutes ago, that crash we following in millbrae has cleared. our eyes are going to be on the bay bridge today due to those closures because of apec. one eastbound lane, one westbound lane that'll be in place until 9 p.m. this friday day. and this is the bay bridge toll plaza metering lights came on early today at 509. so it's almost been an hour already. we will end here with our drive

times. tracy to dublin 46 minutes and you have to concord 22 and i'll be back in a few minutes with a deeper look at those apec traffic impacts. kumasi. >> thank you. jobina in just a few hours, president biden will be here in san francisco for days of huge meetings with some of the world's biggest economies. and one of those meetings is with chinese president xi jinping. abc seven news reporter lena howland live in san francisco, where preparations are already underway for the president's visit. lena kumasi president biden has plans to host an apec party here at the exploratorium tomorrow night. >> and you can already see some massive cargo shipping containers out front. a stage has been set up behind that and security checkpoints are already being put into place. that celebration is expected to happen sometime after his meeting with chinese president xi jinping tomorrow. bloomberg reports the us and china will announce an agreement that will see beijing cracking down on the manufacturing and export of fentanyl. part of the agreement says china will go after chemical companies that manufacture the source material for the highly potent synthetic

opioid in exchange, the biden administration will lift restrictions on china's forensic police institute, which has a controversial role in alleged human rights abuses. both presidents biden and xi are set to meet on the sidelines of the apec summit to discuss this and a multitude of other topics. this i won't get too far ahead of the meeting, and i'll let the president speak for himself after he has the chance to meet with president xi. >> but we believe that there are areas where our interests overlap, like our efforts to combat the illicit fentanyl trade. san francisco has been hit hard by the opioid crisis. >> the city's medical examiner said. 647 people died from an unintentional overdose just last year. officials have been pretty tight lipped about tomorrow night's event here at the exploratorium with president biden. but according to our media partners at the standard, we have learned that gwen stefani is expected to perform

during tomorrow night's celebration live in san francisco, lena howland, abc seven news. >> thank you, lena. it is a jam packed day for apec attendees. it could also be a traffic jam day for anyone just trying to get around the city. jobina is here now with a look at some of the traffic changes. hi, jobina. >> hi, reggie. thank you. all right, everybody. so listen up. if you haven't been listening before, don't travel into san francisco. if you don't need to work from home, okay? now that we're past that, if you do need to travel mass transit. okay if you need to get in your car here we go from the east bay. so we have one westbound lane, one eastbound lane closed right now on the bay bridge. that's going to be in place until 9 p.m. on friday. then starting tomorrow, added to that is going to be the fifth street and fourth street off ramps that will also be closed until friday night. so it's going to get pretty messy through there. if you're going to be traveling around yerba buena gardens and also the moscone center. check this out. so the red section in the center, that's where we have

those hard road closures and where you see all of these little red dots through this area that's going to be muni. every one of those stations is impacted due to the road closures. and then this green section around the side, that's going to be local traffic. but not rideshare, not food delivery service that's going to be on the exterior perimeter. okay. so if you do need to travel again, you heard me mention mass transit. so bart is going to be operating its normal schedule. it's going to have longer trains because they're expecting more people. and then caltrain, ac transit and san francisco bay ferry also running their standard schedules. now adding to all of this. right. we already have the closures. we also have events happening at chase center this week. so tonight, the warriors are going to take on the minnesota timberwolves. then they're going to take on oklahoma city, and that's going to be on thursday at 7 p.m. and then friday, ms. lauryn hill, i'll see you there if you're going. now, an important note about this is your ticket to go to chase center. does allow you to take

seeing all the highway patrols, staying at our hotel and all the barricades they put up yesterday , i saw many homeless people around the city, but but today i think they they brought something locals are hoping tourists will see the beauty of the city while world leaders are here in san francisco. >> officials believe the apex summit will pump as much as $50 million into the economy. but not everyone is benefiting. restaurant owners say since the security fences around the conference went up last week, business has plummeted. yesterday was especially difficult. we're the people. >> i mean, that's basically what the businesses are asking. the city is hoping that the international investment or or, you know, will come out of this. but with the small business owners in soma who have tried to endure the pandemic, will we be alive? >> and that restaurant owner is located inside the metreon, which is, of course, a adjacent

this into the loop over the last hour. and i want to show you the trend and what we're really focusing on and trying to really hammer home the rain is really going to fall in the north bay today. outside of those areas. we do remain pretty dry. that's where the current storm track will be, say the next 12 hours. tomorrow, though, everybody's going to see wet weather. so here's future weather as we go throughout the morning and the afternoon. we'll continue to track those showers falling into the north bay throughout the day this afternoon. drier conditions , some sunshine prevail south. but let's get you into wednesday, wednesday morning begins dry with mostly cloudy skies. but here we go. wet weather returns across the entire region and that's going to lead to a slow, slick evening commute on wednesday. we have more showers on the seven day forecast. we'll show you that coming up in about eight minutes. kumasi thank you, drew. >> just ahead, the safety campaign in the south bay to slow down drivers near a school and then the government could be shutting down on friday. the crippling impact it could ...there are places you'd like to be.

the house is expected to vote on house speaker mike johnson's plan to avoid a shutdown. jobina is at the live desk with how this might impact your thanksgiving travel day plans. jobina we know millions of people are planning to travel for thanksgiving. and so that means there could be a lot of delays at airports across the country. >> thank you so much, kumasi. airlines are expecting record crowds. american airlines predicts it would carry about half a million more travelers, compared to this time last year. but without a deal in congress to avoid a government shutdown this friday, air traffic controllers and tsa workers could be forced to work without pay. the concern is many could call out sick in protest, taxing the already overburdened system. >> that is not fair to tsa workers at all to be expected to come to work during the busiest

time of the travel season without being paid. we are really going to feel the brunt of this come next week at the government shutdown. >> house speaker mike johnson has submitted a plan to keep the government funded through january, but it does not include money for israel or ukraine and it does not include spending cuts that many republicans want. at least nine republicans oppose johnson's bill. the house is expected to vote on johnson's plan today. senate minority leader mitch mcconnell has joined majority leader chuck schumer in supporting this bill, so we'll continue to follow that. kumasi thanks, jobina. >> developing news, the united airlines flight had to make an emergency landing at sfo last night due to a reported bomb threat. the flight was coming from lax headed to vancouver and it landed at sfo just before 9:30 p.m. flight tracking shows the flight made it almost to oregon before turning around. abc7 spoke with one man who was on board the plane as he had left. >> they said they were doing an emergency landing and they

didn't tell us where or anything. we just ended up here in san francisco and we're on the tarmac and they come on and say they're waiting for the air marshals. >> all right. this is a live look at sfo right now, 148 people and eight crew members were on board. that flight. according to flightaware. the flight to vancouver is now expected to take off in a few minutes at seven this morning. we've reached out to united airlines for comment but have not yet heard. >> back in the south bay. newly licensed drivers at westmont high in campbell are helping launch a campaign to encourage safe driving near campus. students who are a part of the school's traffic advisory council partnered with the city of san jose monday to launch a slowdown campaign. students parents and faculty signed the i drive the speed limit pledge. >> we have like a middle lane here. the cars will speed down even though it's supposed to just be for turning. i've seen too many students who have to

>> oh, my god. >> oh, my gosh. oh, my god. okay so can i tell you about the actual story that we've done our whole rundown of the band? >> yeah, i disagree with a major part of the story, by the way. >> let me tell the story anyway, so the company born right here in the bay area announced that the band is going to have a permanent residency. okay at the northridge location, they're trying to improve the whole experience for guests, and they have asked all other locations to remove the band. so they think it might have something to do with the release of five nights at freddy's. you don't think that's it? that horror movie? no based on a popular video game, it's about a security guard who had to survive five nights in a chucky cheese inspired restaurant while the characters go after him. >> that's not the reason. okay? i mean, i'm not saying that doesn't exist. okay. >> so what do you think the reason is? if not this? >> i think there's a couple of reasons. i think one is expensive. >> i've really to maintain these stages and stuff. >> okay. and i think the other reason is because they think

>> they're like the kids ask all the time, is he why is he asleep? >> that is hilarious. >> he'll be back. just needs a nap and wait. >> i'm not joking. i used to tell the kids the spirit of that chucky cheese has jumped into the spirit of the chucky before you, not the spirit. >> and the looks i got. yeah, i'm sure you did. the spirit jumping everywhere. oh, my gosh. okay, here's live doppler seven. we do have rain right now falling in the north bay parts of the east bay as well. some light showers around 80 working through richmond. hercules even highway four. we have a couple of light showers, but the steadiest rain is really falling in the north bay. clearly you can see on live doppler seven when we get these bright colors, the yellow, the orange, that's the moderate rainfall occurring around healdsburg, mark, west springs, santa rosa. so we'll focus our attention for the steadiest rain in the north bay today outside of the north bay. it's a blend of sun and clouds throughout the afternoon. we turn mostly dry in the overnight hours, which means you start your wednesday with cloudy conditions. it's an easy morning commute in terms of the weather, we don't have any rain falling,

but that will change throughout the afternoon. by wednesday, 2 p.m, our next round of showers is moving onshore and those showers will continue pretty steady through the wednesday evening commute. rainfall today focused in the north bay. but watch what happens as we fast forward into wednesday. we start to see that rain area wide. so tomorrow evening is when most of us will see those showers moving through our neighborhood. thursday we still keep a chance of showers in the forecast are isolated in nature, but by friday, this low finally moves onshore. but that means friday evening does look pretty wet. here's the accuweather seven day forecast. the next seven days for you. rainy in the north bay today drier south steadiest showers tomorrow in the evening with scattered showers thursday pretty wet friday evening even an early morning chance saturday but saturday afternoon looks dry, leading to a nice end to the weekend on sunday. jobina. >> thank you, drew. good morning, everybody. we're following a new crash right now in the maze. it's going to slow you down. it's on westbound 580 right before eastbound 80. also, if you're traveling westbound on 80 through emeryville, your speeds are going to track around

is planned for today as president biden is set to arrive in the city. and paul pelosi opening up for the first time about the attempt on his life. >> his emotional testimony in court facing his accused attacker. >> and we take a live look at the bay bridge. it is definitely wet on the roads this morning. weather could be the least of our traffic issues on the bridge this week. we will explain that. >> good morning, everybody. it is tuesday, november 14th. >> yeah. so let's talk about the weather, drew. >> yeah, good morning. so the rain right now is mainly falling in the north bay. let's go to live doppler seven right now showing you kind of the haves and the have nots. we're dry from the peninsula to the south bay, but in the north bay, we do have light to moderate showers moving through from guerneville to healdsburg santa rosa, it is wet across parts of yountville as well. it's a level one light storm on the storm impact scale today with scattered showers in the north bay drier in the south bay. the biggest impact this morning are those slick roads you can see we're dry from sutro tower, but breezy. we'll keep those showers in the north bay through about noon and then this

afternoon, we're dry across the entire region to finish the day. temperatures in the 60s and 70s. but we do have another round of rain that affects everybody tomorrow. so we'll talk about that coming up in eight minutes. but let's check in with jobina and see how traffic is today. >> thank you, drew. good morning, everybody. so we are following a new crash right now. and we're going to start, though, with the one in the maze because it's causing the biggest backup westbound 5 to 80 before eastbound 80 still is not cleared. your speeds are dropping now to around 16mph there. this is our new crash in hayward, southbound, 880 at west tennyson. so it looks like we have at least one lane blocked there. we are in week six now of our sigalert on the richmond-san rafael bridge in the westbound direction. we have those three lanes blocked no wide load vehicles allowed here. we will end in oakland showing you our 8-80 at the coliseum camera and i will talk about those apec closures in just a moment. reggie and kumasi. >> thanks jobina there is so much happening with apec. we want to give you a day by day timeline, so here are a few events set for today in san francisco, there's a welcome reception for the apex ceo summit at moscone center, west, the apec annual ministerial

meeting also gets underway today and it is day two of an event called apec meets silicon valley and california, where representatives from apec country is in bay area. business leaders gather here. they are meeting aboard a 100 year old ferry moored at pier nine. now a key moment at apec will be the face to face meeting between president biden and the president of china. it will be their first meeting in a year, and that's happening tomorrow. one of the topics of discussion will be the fentanyl crisis. president biden arrives in the bay area today. abc seven news reporter lena howland joining us live outside the exploratorium in san francisco where the president is hosting an apec party. lena kumasi we are already seeing this set up process well underway here at the exploratorium behind me with what appears to be some massive shipping containers stacked on top of each other behind that wall of shipping containers, we're seeing a stage already set up and security checkpoints being put into place. >> that celebration is expected

to happen sometime after president biden's meeting with chinese president xi jinping tomorrow. bloomberg reports the us and china will announce an agreement that will see beijing cracking down on the manufacturing and export of fentanyl. national security adviser jake sullivan said. they're also expected to talk about some of the most fundamental elements of the us-china relationship. that includes things like opening lines of military communications and managing competition responsibly to avoid conflict. >> the question is, can we create the lines of communication and the broad parameters in the relationship so that through whatever comes, we can manage competition responsibly so it doesn't veer into conflict? that's what the president has set out to achieve in this summit with president xi and so he sees this not just as a one off meeting, but as an important moment to be able to establish the kind of basis upon which we can proceed out into

also starting tomorrow, we will have the off ramp. so that includes the fourth street and fifth street. off ramps shut down. also so until friday. so we expect it to get a bit messy there. and for the metering lights to keep turning on earlier and earlier. right now i did recommend mass transit, but we have to make a note about it. muni so where you see all of these red dots on our map, those are all of the muni stops in impacted due to apex closures. so that's going to have some major disruptions. so you're going to want to check the schedule and of course abc seven news.com then this square here. so in the red section, those are going to be the hard road closures where you see the green that's local traffic. but we will be not seeing, let's say, for example, rideshare, not in the green or also food delivery service, not in the green. so important to know as well. so for mass transit, bart is going to be running its normal schedule. they will have longer trains because they're expecting more people to be relying on bart, caltrain, ac transit and also the san francisco bay ferry in normal service chase center

city for the summit, they say too many innocent civilians have died and are calling for an immediate end to the bombing. across the bay in oakland, federal police arrested hundreds of protesters at a demonstration. jobina is at the live desk with that. thank you, reggie. >> the group took over the oakland federal building staging a sit in while closing time ceasefire. now ceasefire now. the group called jewish voice for peace held the rally under the rotunda in the ron dellums building. more than 700 people attended, including children of holocaust survivors. israelis and other supporters. all calling for a ceasefire in gaza. organizers say at least 450 people were detained and or arrested as the federal protective service worked to clear the building. organizers say it's the largest protest of jews standing in solidarity with palestinians in state history. this comes as president biden and vice president kamala harris are in the bay area for apec.
