about two people died from a fentanyl overdose every day. and the latest numbers from the medical examiner are staggering. 692 people have died from an overdose this year, 83% from fentanyl. >> a fentanyl crisis is driving the worst public health calamity san francisco has faced since the aids crisis. >> last week, during apec, president biden made fentanyl one of his priorities when meeting with the president of china and mexico. >> i call this meeting to make sure we're doing everything we can to keep building on the momentum of last week. >> today, president biden announced what actually came out of those meetings, starting with china's production of the drug. >> during my meeting with president xi, we took a critical step of resuming counternarcotics cooperation between our two countries. was one of the important things we agreed upon. and 2019, china essentially stopped direct shipments of fentanyl from china to the united states. but in the

years since the drug trade has evolved. >> after his meeting with mexico's president, andrés manuel lopez obrador, president biden is hoping to see a disruption in of the trafficking of fentanyl. >> together, we committed to expanding law enforcement cooperation and intelligence sharing to better disrupt the flow of fentanyl. >> today, we caught up with speaker emerita nancy pelosi in the tenderloin, one of the cities, fentanyl hotspots. >> i hope there will be results in the conversation with the president of china because the ingredients come from there. the process is done. processing is done in mexico. so and the sales come on to the streets of san francisco. >> in june, pelosi announced operation overdrive deploying federal law enforcement resources to help local and state authorities to dismantle criminal drug networks. >> operation overdrive is an attempt to again address what's happening on the streets. >> all steps that are giving san francisco officials hope in the war against fentanyl.

>> i have never seen every body rowing in the same direction. >> and last month, governor newsom announced a new effort to hold drug dealers accountable on the streets of san francisco. his office announced a law enforcement task force that will investigate fatal overdoses as homicides. in the newsroom, lou pena, abc seven news. thank you. >> oakland's popular horn barbecue is now redtagged after an early morning fire ripped through the building. it happened just after 4:00 this morning at the restaurant on mandela parkway in west oakland. now the owner thinks he may have been targeted since the fire happened just two days after he made a scathing instagram post about vandals who tagged the building with graffiti. abc7 news reporter anser hassan has the latest from the owner. >> when matt horn arrived at his restaurant horn barbecue on tuesday morning, this is what he found. >> this breaks my heart. it really does. and it's tough. yeah >> the oakland fire department

says the fire broke out after 4 a.m. >> horn says he's still assessing the damage which destroyed the kitchen and damaged the venting system which cost him hundreds of thousands of dollars to install. >> i hear a lot of people say, well, you know, welcome to oakland. this is oakland. no business owner should have to deal with having their business and having their property destroyed. >> i don't know if we can call it a total loss. >> michael hunt with the oakland fire department says they're reviewing surveillance video and talking with nearby businesses as part of their investigation. but horn thinks this could be arson. >> the timing of it does feel that there's a possibility that it could be personal. >> he made a post on instagram calling out people who tagged the side of his building. he wrote to you cowardly individuals response for this. hear me clearly. you're nothing more than the filth that plagues our beautiful city. that was posted monday. the fire broke out tuesday morning. >> my team works extremely hard, but it's becoming harder and harder to try to go out and

wang yin wang was asleep on her couch inside her home, a block away when police say a stray bullet struck and killed her. her husband and their two children were also in the house, but thankfully were not hurt. >> there's nothing like losing a mother, a daughter, a wife, a partner. i can't even imagine what they're going through or what they've gone through. >> oakland police say they're still searching for at least two more suspects they believe are also involved in this tragedy. in union city, police arrested three teenagers who they say broke into a cannabis dispensary early this morning. it happened at the floor dispensary at the union landing shopping center. police say the suspects used a vehicle to ram through the dispensaries door. a security guard alerted police who nabbed all three. this is the third time florida dispensary has been burglarized. police say ten minutes earlier, thieves tried to break into another dispensary just a mile away. >> congresswoman anna schuh is stepping down from her seat next

year. the south bay representative announced she's retire ing and will not run for reelection after serving more than 30 years in office. she was first sworn in back in january of 1993. the democrat leader played a huge part in passing legislation to advance the internet and her decades long career. she passed 66 bills that were signed by five different presidents. her retirement comes in the midst of congressional turmoil with the struggle to avoid a government shutdown. but she says this did not influence her decision. >> i'm not fleeing the congress. that's not what my decision is about at all. i think that it's time for me. >> as she joins a growing list of sitting members of congress that are retiring. all right. >> for more now on isu's decision to retire, let's bring in abc seven news insider phil matier. phil, what's your reaction to issues decision and what do you think her legacy will be? >> well, i'm not surprised. i

mean, we've seen this coming and congresswoman issue has served more than 30 years in washington . before that, she had a local service as well. you know, dan, it's a drain. it's a tough job these days. you're in the minority in washington by a razor thin margin. the tensions are great, but every week you have to get on a plane and cross the country and meet up with your constituents. so there's very little time to yourself and a whole lot of responsibilities both to washington and your constituents and to the democratic party. so i think that this is about time for her and she feels it as well. as far as her legacy goes, you know, she was always quietly working. she is not one that attracted a lot of attention deliberately. she's very close with speaker emeritus nancy pelosi and was very strong when she was in that chair as speaker. but times have changed and her legacy will be that of a solid, quite reputable, solid vote, solid person who took on health care

and tech. two of the leading things in california. >> now, phil, we have a list here of possible candidates to succeed her. anyone you see as the clear frontrunner, i don't see a clear frontrunner right now, but i have to say that if there's something that the list jumps out at me is that they're all men. >> and anna eshoo was elected at first in the year of the woman, when we had this big surge with her with nancy pelosi, with dianne feinstein, barbara boxer in the senate. and now we're seeing sort of a shifting tide where ofttimes the women who are in congress are being replaced by men. so that's one of the things i see on that list as far as which one's going to get, it remains to be seen. maybe somebody else will get in the race. >> well, we know seniority counts in congress considering both eshu and congresswoman barbara lee, two high ranking women are now leaving. what does this mean for the bay area and the work that still needs to be done? >> well, stephanie, that is the

i wouldn't say $64,000 question. it's more like the $64 million question every year when it comes to where washington is going to spend its money. when we had nancy pelosi, dianne feinstein hang in there on the top of the scale, it a lot of it came our way. and as that's the irony of washington, is that like it or not, the only way you get up into more and more power is to be there longer and longer. and at the same time, you start collecting this criticism saying it's time for new blood to come in, time for new blood to come in. well that new blood starts at the bottom of the chain. and for us in the bay area, we are just seeing a tidal change. it's not the first time we've seen it. remember these you know, it's an issue was elected as well and others were elected as well. when feelings were let's bring in new people. but now newness comes with a price, a price that we didn't see before fill. >> this sort of dovetails into this issue of seniority with as retiring lee apparently ready to give up her seat. that's going to leave five members of the bay

area congressional delegation over the age of 70. so the question is, should we expect to see more announcements like this ? >> i, i would i'm not sure they're going to be happening this cycle. they might happen next cycle as time rolls on for these various people. it takes a special kind of person that can put up with this stuff for that long and it will start turning its interesting. it's always turned this way. and we have, you know, eric swalwell and we have ro khanna and we still have john garamendi out there. there's a number of people out there still pushing the agenda. but dan, you know, it's a tide. the tide comes in, the tide goes out. but i suspect that right now we're going to be seeing more people leaving in the next couple of years. >> yeah, i think you may be right on that. all right, phil, thanks very much. >> just ahead, the bay area county dealing with a sharp rise in rsv cases. plus steps. you can take to best protect yourself and others. plus i didn't imagine that that that would happen to me because of a ten minute uber drive, uber

safe. >> rsv is on the rise in santa clara county. health leaders say an already busy flu and covid season is getting even busier with a rise in respiratory syncytial virus. >> what we saw last year and so far what we i think we're seeing this year is a peak first in rsv, then a peak in flu and then a peak in covid. so we're going to be monitoring that's part of what we do here at the public health department. but so far, it does look like rsv is probably going to peak first in wastewater monitoring backs that up. >> santa clara county is the leader of community detection for a number of illnesses and diseases, including rsv. in the last month, the wastewater has shown double the amount of rsv in san jose and in the palo alto, sunnyvale and gilroy sewer sheds. it has doubled in the last week. >> rsv affects everybody in every age in our community and we know that the more rsv there is in the community, it's then going to spread to and put those young infants at risk, babies younger than one and people older than 60 are most vulnerable to serious

complications from the virus. >> and a new rsv specific vaccine aims to help them. it's found to reduce an infant's risk of hospitalization from rsv by 57. santa clara county public health assistant health officer dr. monica roy says despite a shortage of infant vaccines, there is a recommendation for expected mothers to protect their children without waiting to get them vaccinated after birth. the idea is that weeks 32 through 36, the mother gets vaccinated, she develops antibodies. >> those get passed on to her infant and so that baby is then protected during this this fall winter rsv season. >> in addition to the rsv vaccine, dr. roy says an increase in emergency visits for influenza like illnesses means it's important for everyone to get updated on covid and flu shots as well. and of course, she says don't forget proper cold and flu season practices to stay safe during this thanksgiving holiday. >> you know, wash your hands, cough in your elbow and mask up if you're going to be around a lot of people indoors and stay

i'm dreading, like, who's going to show up in this car for tonight? >> women sexually assaulted by their uber drivers share their stories as lawsuits filed on behalf of victims. get underway and their comments come as uber's own reported sexual assault numbers. i might not tell the full story. >> abc seven news i-team reporter melanie woodrow has the story. you'll see only on seven. stephanie and dan, this has to do with which assaults and attempted assaults. uber is self reporting. i interviewed two sexual assault survivors, one who lives in the bay area and

one who was visiting san francisco tonight. their stories and uber's response. billions of uber rides are taken and given every day. and according to uber's own 2019 to 2020 us safety report, close to 4000 sexual assaults across five categories were reported on the uber app. these are predator drivers. >> i thought it would be safer to take an uber to an. and it was. it was not. it almost felt like the driver. >> he was just waiting for someone to get in the car and like a young girl to take advantage of. >> now, two women who say they were sexually assaulted by uber drivers are sharing their experience in the hopes that uber will change its safety practices around screening, hiring and removing drivers from its platform. on her way to cat sit in the mission this summer, jennifer says she took an uber to avoid walking through the tenderloin, thinking she'd be safer immediately. she says her uber driver began asking her inappropriate questions. >> oh, do you like to party? and oh, are you having fun? and i'm

getting off of work at her destination, he offered to help with her bags. i was taking my backpack off and then hands were touching me. i just kept thinking, i can't. i can't believe this is happening. and i said, no, that's that's that's very inappropriate. that this is not i know i don't i don't want this. i know jennifer says he eventually left, but returned the next day with her cell phone that she had left in his car. >> a neighbor took the phone for her. she filed a police report. sfpd tells the i-team the investigation remains open. at the time, it was unclear to jennifer whether or not the driver was removed from uber's platform. peiffer wolf attorney rachel abrams says uber doesn't tell the passenger if a driver is removed from the platform. unless they are in litigation and discovery in its 2019 to 2020 us safety report, uber says the core tenets of its approach are to remove requirements of conclusive corroboration and survivor credibility when determining whether to ban the accused party from uber's app.

in response to a media request, the rideshare company tells the i-team jennifer's driver was deactivated from the platform. uber refunded jennifer's ride and sent her information on an uber resource hotline and national sexual assault hotline. >> i didn't imagine that that that would happen to me because of a ten minute uber drive. >> abrams says uber doesn't properly screen drivers. >> we do know that they want to do the bare minimum because they want to get drivers. without drivers, they don't make money. >> according to uber's 2019 to 2020, us safety report, sexual assault is defined as any physical or attempted physical contact that is reported to be sexual in nature and without consent. the sexual misconduct and violence taxonomy ranges from staring and asking personal questions to non-consensual penetration. but abrams says uber's self-reported assault numbers only include five categories non consensual sexual penetration, non-consensual kissing of a sexual body, part non-consensual touching of a sexual body, part attempted non

consensual sexual penetration and non-consensual kissing of a non sexual body part. >> they're not reporting things that the community would want to know about. in its 2019 to 2020 us safety report, uber writes no rider or driver is deactivated from uber for a safety report without a human review. >> uber also says limiting the categories of incidents to the most severe helps us maintain a higher level of classification accuracy, reliability and consistency. with our previous report in 2017, alex says she was visiting san francisco by herself when she took an uber. immediately. she says her driver began asking her if she had a boyfriend and if she would be his girlfriend. she says he insisted he show her around the city. i felt like i just needed to be agreeable because he was kind of he seemed kind of impulsive of eventually driving her to treasure island. >> it was out of the way. it wasn't on the way. >> as she took a picture of the view, she says he took her phone to get a selfie. >> he actually, like took a picture with me. and i have that picture still then persisted

that she sit in the front of the car. then he reached over, grabbed me, tried to kiss me, touched my breast, and that's when i pushed him away and was like, take me back right now. no. got really angry. me like making me feel like i had done something really, really wrong. and i think at that point i was just like, in fight or flight, alex did not report what happened. >> she also later realized her driver had canceled the ride, felt really shameful about the whole thing, just like, oh, why did this happen to me? >> is this my fault? >> and only years later began to openly discuss it. it felt like such a big weight off my chest, uber tells the i team alex's driver was deactivated from the platform, though it's not clear why or when, because she didn't report the driver, uber told the i-team. there are many different reasons why a driver can lose access to the platform and for privacy reasons, couldn't go into details about this driver alex says she had at least two other incidents with uber drivers talking sexually during her rides, which she has reported to uber.

>> i got a statement like, thank you for submitting this. i think maybe one of them was refunded even to this day. i just if i'm riding an uber alone, i'm dreading like, who's going to show up in this car? >> in an emailed statement on november first for an abc7 news report about related litigation in uber, spokesperson wrote quote, sexual assault is a horrific crime and we take every report of this nature very seriously. while we cannot comment on pending litigation, we are deeply committed to the safety of all users on the uber platform. during a recent hearing, abc7 news attended, uber's attorney said assaults being litigated in a multidistrict litigation were not preventable from uber's point of view, a point which will be central to ongoing litigation. >> it attracts predators like these rapists to their platform because they can get away with it. >> jennifer and alex say they're speaking out to protect others as there needs to be more safety or like at the very least, the types of people they're hiring. >> i want this kind of thing to

has pleaded guilty to money laundering charges, and his company will pay a massive fine that's in the billions. billionaire changpeng zhao is the ceo of binance and is going to step down as part of this deal with the federal government . binance will pay more than $4 billion in fines and other penalties. zhao is going to pay around $200 million himself. he faces up to ten years in prison, although his sentence will likely be much lower. >> now, a new report out today outlines the benefits and risks of generative artificial intelligence. the report is required by an executive order signed by governor gavin newsom in september. in addition to looking at the risks, the report looks at the potential benefits of ai use, including how the state could implement ai. one of the recommendations is that humans should review all ai outputs and state officials should disclose to the public how they're being used. >> more to come here. a local ice cream shop targeted by vandals is back open next with

police are investigating is a hate crime. abc's seven news reporter suzanne phan explains that the owner, who is jewish, says she's fighting hate by spreading love. >> it's delicious. >> i got cookie dough. >> what flavor did you get? >> i choose love. >> whatever flavor you choose at smitten ice cream in the mission district, supporters say every scoop, every pint spreads love. today was the grand reopening of the popular ice creamery after a heartbreaking experience about a month ago, robin sue fischer's store was vandalized. she says two men smashed the front windows, spray painted free palestine and out the mission. fischer is jewish. she shared her thoughts in this instagram post on the attack on the store. >> really left us, me and my team, scared and hurt. with help from the community, she raised more than $100,000 to pay for repairs to add new security at her store and to pay the wages

that's about community and love. and i think it's a really wonderful thing in san francisco. >> suzanne phan abc7 news. >> on the peninsula today, an annual thanksgiving tradition continued. samaritan house held its holiday food distribution. many in need in san mateo county were able to get a free turkey dinner with all the fixings in addition to what was handed out. samaritan house also serves more than 1000 thanksgiving meals to community centers, senior centers and people who are homebound. we'll do another meal distribution before christmas. it's all possible because of community donations and the bay area rescue mission hosted its annual box of hope turkey dinner giveaway this morning in richmond. volunteers helped distribute free holiday dinners to 500 families in need of food assistance. the meals included a turkey stuffing and several thanksgiving traditional sides as the bay area rescue mission has been serving impoverished families in the bay area for 58 years. well just ahead, the

tomorrow for a thanksgiving night showdown with the seahawks . this is another full circle game for brock purdy. last december, also on a thursday, purdy went into seattle, threw a couple of touchdowns in a win over the seahawks. now, purdy had injured his ribs in the prior game, so there were questions about exactly how healthy he was at the time to many in the 49 ers front office. this was the game they truly realized how special brock purdy
